After examination of your Application No 979632, for an Air Pollution Control District
(District) Authority to Construct and Permit to Operate a petroleum-based solvent dry cleaning
facility located at 1005 Carlsbad Village Dr #G, C A 92008, the District has decided on the
following actions
Your Application No. 979632 is complete as of May 27,2003
Authority to Construct is granted pursuant to Rule 20 of the Air Pollution Control District Rules
and Regulations to remove perchloroethylene dry cleaning equipment and install petroleum-
based solvent dry cleaning and air pollution control equipment to consist of'
One (1) Columbia, Model TLHCS 400,40-Ib capacity, serial number to be determined,
closed-loop dry-to-dry cleaning machine equipped with cartridge filtration, built-in
refrigeration and solvent distillation systems and employing Exxon DF-2000 solvent
This Authority to Construct is issued with the following conditions1
1 The permit applicant shall provide access, facilities, utilities and any necessary safety
equipment for vapor control system testing and inspection upon request of the Air Pollution
Control District.
2 The equipment shall be installed, operated and maintained in accordance with the
manufacturer's instructions and District Rule 67.2, except as otherwise specified by the
District
3 Records as noted in the condition below shall be maintained on site for at least three years
or until the next Distnct inspection of the facility, whichever pcnod is longer, and be made
available to the Distnct upon request.
4 a For each dry cleaning machine, a log showing the date and pounds of material cleaned
in each load.
b Purchase records showing the date and amount of petroleum-based solvent purchased.

c. Receipts/manifests for disposal of dry cleaning wastes
d For each dry cleaning machine, a log recording the date and the amount of solvent
added to and removed from the cleaning machine.
5 Emissions of volatile organic compounds (VOC) from this equipment shall be minimized
in accordance with Rule 67 2 as follows1
a. No fugitive liquid leaks shall occur from this equipment
b. Cartridge filters shall be drained for 24 hours before discarding
c All traps and access doors shall remain closed except for maintenance
d. Solvents shall be stored m closed containers
e Solvent wastes shall be stored in closed containers
6. Daily solvent usage averaged over the days operated in one calendar month, shall not
exceed 1 5 gal per day of Exxon chemical Dry Cleaning Fluid 2000
7. Operation must be in compliance with all information included m the application for this
Permit to Operate as approved by the District and the performance conditions listed above.
This Authority to Construct authorizes temporary operation of the above-specified equipment
This temporary Permit to Operate shall take effect upon written notification to the District that
construction (or modification) has been completed in accordance with this Authority to
Construct. This temporary Permit to Operate will remain m effect, unless withdrawn or modified
by the District, and a revised temporary permit (Startup Authorization) is issued or a Permit to
Operate is granted or denied
Upon completion of construction (or modification) m accordance with this Authority to
Construct, and prior to commencing operation, the applicant must complete and mail, deliver or
fax the enclosed Construction Completion Notice to the District After mailing, delivering or
faxing the notice, the applicant may commence operation of the equipment Operation must be
in compliance with all the conditions of this Authority to Construct and applicable District rules
This Authority to Construct shall be posted on or within 25 feet of the above described
equipment or maintained readily available at all times on the operating premises.
This Air Pollution Control District Authority to Construct does not relieve the holder from
obtaining permits or authorizations which may be required by other governmental agencies. This
Authority to Construct is not authority to exceed any applicable emission standard established by
this District or any other governmental agency. This authorization is subject to cancellation if
any emission standard or condition is violated.

Withm 30 days after receipt of this Authority to Construct, the applicant may petition the Hearing
Board for a hearing on any conditions imposed herein m accordance with Rule 25
