SP-1132 Page 2 INTRODUCTION This report presents the results of our preliminary geotechnical investigation. The purpose of this study is to evaluate the nature and characteristics of the earth materials underlying the property and their influence on the construction of the proposed single family residence. SITE CONDITIONS The subject property is located at the southeast corner of Cannon Road and Highway 101, in the city of Carlsbad. A 4.0-to-8.0- foot-high 1:1 road cut exists, along the north and west. The remainder of the site includes a relatively level pad which is bounded on the west and south by developed lots. Vegetation on the site includes natural shrubs and grasses. PROPOSED CONSTRUCTION Preliminary plans for the development of the site were prepared by Conway and Associates. The plans indicate that the proposed residence will be constructed over a subterranean garage, situated at the 54 foot elevation. Retaining walls ranging from 2.0 to 6.0 feet in height will be utilized in the northern and western yard areas. Access to the residence will be via a driveway which enters the property from Cannon Road. November 28, 1989 W.O. tP-1132 Page 3 SITE INVESTIGATION Three exploratory borings were excavated on the site with a portable auger drill rig, to a maximum depth of 9.0 feet. Earth materials encountered were visually classified and logged by our field engineer. Undisturbed, representative samples of earth materials were obtained at selected intervals. Samples were obtained by driving a thin walled steel sampler into the desired strata. The samples are retained in brass rings of 2.50 inches inside diameter and 1.00 inches in height. The central portion of the sample is retained in close fitting waterproof containers and transported to our laboratory for testing and analysis. LABORATORY TESTING Classification The field classification was verified through laboratory examination, in accordance with the Unified Soil Classification System. The final classification is shown on the enclosed Boring Logs. Moisture/Density The field moisture content and dry unit weight were determined for each of the undisturbed soil samples. The dry unit weight was determined in pounds per cubic foot. The field moisture content was determined as a percentage of the dry unit weight. Both are shown on the enclosed Boring Logs. This information is useful in providing a gross picture of the soil consistency November 28, 1989 W.O. iP-1132 Page 4 between exploratory excavations and any local variations. GEOTECHNICAL CONDITIONS Soil Approximately 3.0 feet of greyish brown silty sand blankets the undisturbed portions of the lot. The soil is typically dry and in a loose condition. Terrace Deposits Underlying the surficial deposits, terrace deposits consisting of silty and fine-grained sand are present. The upper 3.0 feet of the terrace deposits reflect a moderately weathered condition, which includes poor cementation and potential ravelling on exposed cut slopes. Below the weathered zone, the reddish brown sedimentary deposits become increasingly dense and competent. CONCLUSIONS AND RECOMMENDATIONS Grading Due to the weathered characteristics of the terrace deposits, the proposed cut slopes should be graded at a gradient of 2:1 or retained by a designed wall. The temporary cut slope for the construction of the proposed 8.0 foot garage wall should be trimmed to a gradient of 1:1. Some degree of dens if i cat ion of the surficial deposits may be necessary for footing outside the garage building line and should be evaluated dur ing the grading phase by a representative of this firm. November 28, 1989 W.O. fP-1132 Page 5 Foundations Footings for the proposed structures should be a minimum of 12 inches wide and founded a minimum of 12 or 18 inches into terrace deposits, for one- and two-story structures, respectively. A 12- inch-by-12-inch grade beam should be provided across the garage opening. Steel reinforcement should consist of two No. 4 bars placed in accordance with Plate A (Typical Footing and Slab Detail). Footings founded a minimum of 12 and 18 inches into terrace deposits may be designed for a bearing value of 2000 pounds per square foot. The bearing value indicated above is for the total of dead and frequently applied live loads. This value may be increased by 33 percent for short durations of loading, including the effects of wind and seismic forces. Resistance to lateral load may be provided by friction acting at the base of foundations and by passive earth pressure. A coefficient of friction of 0.35 may be used with dead-load forces, A passive earth pressure of 300 pounds per square foot, per foot of depth of terrace deposit penetrated to a maximum of 1500 pounds, may be used in the design. November 28, 1989 W.O. #P-1132 Page 6 Retaining Walls The proposed retaining walls should be designed in accordance with the following parameters: Equivalent Fluid Pressure (p.c.f.) Conditions Level 2:1 Slope 1-1/2:1 Active 35 45 55 At-Rest 56 90 Passive 300 To design an unrestrained wall, the active earth pressure should be used. For a restraining wall, the at-rest pressure should be used. Wall footings should be designed in accordance with the foundation design recommendations. All retaining walls should be provided with an adequate backdrain system. Dr iveway After removal of vegetation and debris in the proposed driveway, the exposed subgrade should be inspected by a representative of this firm, to determine if compaction is required. The proposed asphaltic concrete should be a minimum of 2.0 inches thick. If a concrete driveway is planned, it should be a minimum of 4.0 inches thick and reinforced with 6x6-10x10 welded wire fabric. Slabs On Grade Residential slabs on grade should be a minimum of 4.0 inches thick and reinforced with No. 3 bars, placed 24 inches on center in both directions. The slab should be underlain by a minimum 4- November 28, 1989 W.O. #P-1132 Page 7 inch sand blanket which incorporates a minimum 6-mil Visqueen or equivalent moisture barrier. Utility trenches underlying the slab may be backfilled with the on-site granular materials. However, sufficiently compacting the backfill deposits may damage or break shallow utility lines. Therefore, minor settlement of backfill in the trenches is anticipated. To reduce the possibility of cracks occurring, the slab should be provided with additional reinforcement to bridge over the trenches. Drainage Pad water should be directed away from foundations and around the residence to the driveway. Roof water should be collected and conducted to the driveway or suitable location, via non-erodible devices. Pad water should not be allowed to pond or flow onto slopes. Inspections and Density Testing Structural footing excavations should be inspected by a representative of this firm, prior to the placement of steel. All fill should be placed under the observation and testing of a representative of this firm. Additional recommendations may be necessary at that time. (c) Pursue any remedy, legal or equitable (including those specifically referred to herein), for the foreclosure of a lien, and the Property Owner, Property Owner's successors, heirs, assigns and transferees, shall be liable for reasonable attorney's fees as a cost in said proceedings. Section 4. That it is agreed that anything herein contained to the contrary notwithstanding, the promises and covenants made herein shall not be binding upon the holders, mortgagees, or beneficiaries of any purchase money mortgage or purchase money deed of trust for value which has been or may in the future be executed by the Property Owner, Property Owner's successors, heirs, assigns or transferees, and the lien hereby created shall be and is hereby subordinated to and declared to be inferior and subsequent in lien to the lien of any such purchase money mortgage or purchase money deed of trust. The lien hereby created shall likewise be of no force or effect against any owner whose title to the property hereinafter described is acquired by or as a result of a foreclosure or trustees' sale of any such purchase money mortgage or purchase money deed of trust Section 5. That at any time during the period herein provided, the Property Owner, Property Owner's successors, heirs, assigns or transferees may deposit a cash bond or post a surety performance bond satisfactory to the City to charge said surety with the cost of said improvements; the amount of bond to be the estimated cost of engineering and improvements at the time of such deposit or posting as ascertained by the City Engineer, and that upon deposit of said cash or posting of said bond the City agrees to release the property, or any portion of it as to which said deposit or posting applies, from the provisions of this agreement, and to execute any necessary release to enable the record title of the property to be released from the lien herein imposed. Said City shall not, nor shall any officer or employee thereof, be liable or responsible for any accident, loss or damage happening or occurring to the work or improvements specified in this agreement prior to the completion and acceptance of the same, nor shall said City, nor any officer or employee thereof, be liable for any persons or property injured by reason of said work or improvements, but all of said liabilities shall be assumed by said Property Owner and Property Owner's successors, heirs, assigns or transferees, and they shall save the City harmless from, and indemnify the City against, any and all claims, suits and liabilities of or to any person or property injured or claiming to be injured as a result of said work or improvements. Said Property Owner, and Property Owner's successors, heirs, assigns or transferees, further agrees to protect said City and the officers and employees thereof from all liability or claim because of, or arising out of, the use of any patent or patented article in the construction of said improvement. It is further agreed that said Property Owner will at all times up to the completion and acceptance of said work and improvements by the City, give good and adequate warning to the traveling public of any dangerous or defective conditions of public property. In discussion with the City Engineer we have decided not to include provision for the signal modification and undergrounding of the adjacent overhead utilities. We did note the absence of an estimate for drainage facilities and one half of the required median improvements. With the addition of these items into the cost estimate the base cost of the improvements, less the cost of the grading which is to be accomplished by your client prior to building permit issuance, is $28,166. The City normally requires a 20% add-on to cover the cost of design engineering, contingencies, soils investigation, construction staking, inspection, and administration. The total proposed cost to your client is therefore $34,000. The City does not provide deductions for the value of any proposed dedications. Our ordinances require that builders both dedicate and improve their frontage without cost to the City. This is a longstanding requirement within the City to reduce the overall public improvement cost to the taxpayers. For your client to proceed with his permits he must make the required dedications and pay the $34,000 for the improvements. As an alternative to the cash payment your client may install the improvements at this time; however, under this scenario they will incur significantly more design expenses and be required to relocate powerlines and modify the existing traffic signal. The cost of these additional items will easily push the required improvement cost over $75,000. We await your decision on this matter. The owner feels that these are not specific to her site and therefore she should not be required to pay for them. The owner is not opposed to paying a pro-rata fee based on the total service area and/or traffic fund, if one exists. o Ms. Meehan would like the City to take into account that she is not a land developer and this is not a speculative house. This will result in a 45.9' 1/2 width ROW on Cannon Rd. o Highway 101 Per City street layout drawings reviewed, the new City requirement on the subject lot will be a 71 IOD. This is a reduction of 2' (91 previously discussed). o The required corner rounding PL radius will be 30'. o We are to revise the site plan drawings to reflect the above items. o The City will require the owner to dedicate the property (or IOD) prior to issuance of a building permit. o The City is aware of the unusual nature of this lot vis-a-vis single family residence improvement costs and would like to pursue a cash settlement for road improvements in lieu of a deferred improvements agreement and/or possible appeal process. o We are to prepare a cost estimate for a generic road section which would include a 41' 1/2 width standard road section plus curb, gutter & sidewalk for our entire frontage. This cost estimate will exclude additional items required for this intersection in particular , eg medians, turn pockets. The cost estimate is to include relocating the power poles, relocating the street signal, grading the ROW to the new PL. Completion of the improvements would require additional dedication, relocation or undergrounding of utility poles, modification of traffic signals (presently under construction), grading, installation of storm drains and half street improvement for two arterial streets including medians. The improvements are to be paid from Traffic Impact Fees and are scheduled for construction sometime between 1993 and 1998. Should a building permit be requested prior to construction of the improvements by the City, the owner/permittee would be responsible for complete dedication and construction of the adjacent improvements to City standards in conforraar.ee with Section 18.40 of the Municipal Code. However, if a building permit is not issued before the City decides to proceed with construction, then rights-of-way would need to be purchased and construction of the improvements completed at City expense.
