FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinance by the Planning Department, Engineering Department, Fire
Department or other departments. Clearance from those departments may be required prior to
the issuance of a building permit.
Present California law mandates that residential construction comply with the 1998 edition of
the California Building Code (Title 24), which adopts the following model codes: 1997 'UBC,
1997 UPC, 1997 UMC and 1996 NEC (all effective 7/1/99).
The above regulations apply to residential construction, regardless of the code editions adopted
by ordinance. -
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.-
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

. PLANS
Please make all corrections on the original tracings, as requested in the
correction list. Submit three sets of plans for commercial/industrial projects (two
sets of plans for residential projects). For expeditious processing, corrected sets
can be submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. On the cover sheet of the plans, specify any items requiring special inspection,
in a format similar to that shown below. Section 106.3.2.
. REQUIRED SPECIAL INSPECTIONS
In addition to the regular inspections, the following checked items will also require
Special Inspection in accordance with Sec. 1701 of the Uniform Building Code.

Centrally located in corridor or area giving access to sleeping rooms,
NOTE: Detectors shall sound an alarm audible in all sleeping areas of the unit.

5. When the valuation of a room addition or repair exceeds $1,000, or when
sleeping rooms are created, smoke detectors shall be provided per the above,
except that smoke detectors added at existing construction need only be battery
powered. Section 310.9.1.2.
. GENERAL RESIDENTIAL REQUIREMENTS
6. Openable window area in habitable rooms must be 1/20 of the floor area and a
minimum of 5 square feet. In bathrooms and water closet compartments, 1/20 of
area is required and minimum is 1.5 sq. ft. Section 1203.3. Show window sizes
at bathroom.
7. Glazing in the following locations should be of safety glazing material in
accordance with Section 2406.4 (see exceptions):
Where the bottom exposed edge of the window glazing is less than 60
inches above a standing surface and drain inlet of tubs and showers.
Fixed or operable panels adjacent to a door where the nearest exposed
edge of the glazing is within a 24-inch arc of either vertical edge of the door
in a closed position and where the bottom exposed, edge of the glazing is
less than 60 inches above the walking surface.
. GARAGE
8. Show a self-closing door, either 1-3/8" solid core or a listed 20 minute assembly,
for openings between garage and dwelling. Section 302.4.
. FOUNDATION REQUIREMENTS
9. The following anchor bolt requirements shall apply in Seismic Zones 3 and 4, per
Section 1806.6.1:
a) Plate washers (minimum size of 2" x 2" x 3/16") shall be used on each
anchor bolt.
10. Show size and embedment of hold down anchors on foundation plan. Section
106.3.3. This applies to
. FRAMING
11. Show nailing will be in compliance with Table 23-I1-B-I.
12. Show clearance between top plate of interior partitions and bottom chord of
trusses. (To ensure nonbearing condition between supports as designed).

13. Per UBC Section 2321.4, provide the following note on the plans if trusses are
used: "Each truss shall be legibly branded, marked or otherwise have
permanently affixed thereto the following information located within 2 feet of the
center of the span on the face of the bottom chord:
Identity of the company manufacturing the truss.
The design load.
The spacing of the trusses."
14. Show the following on the plans for the required braced wall panels. If the
requirements of braced wall panels in conventional light frame construction are
not possible, provide design calculations from a licensed Engineer or Architect.
a) Show on the plans the location, length and type of braced wall panel as
per UBC Section 2320.11.3 and Table 23-IV-C-1.
Braced wall panels shall start at not more than 8' from each end of
a braced wall line.
Braced wall lines shall be in line or offset from each other by not
more than 4feet.
b) Interior braced wall panels shall extend to the roof or floor diaphragm
level. Show details.
c) Any braced wall panel required by Section 2320.11.3 may be replaced by
an alternate braced wall panel. UBC Section 2320.11.4. For alternate
braced wall panels in one story buildings, show compliance with the
following on the plans:
i) Minimum braced panel length is 2'-8" in width and a maximum
height of 10'-0".
ii)- Each braced wall panel is sheathed on at least one face with 3/8"
plywood sheathing nailed with 8d common or galvanized box nails
per 23-I1-13-I and blocked at all plywood edges.
A minimum of two anchor bolts installed in accordance with
* Section 1806.6 between hold down devices.
An approved hold down device fastened to the foundation and
capable of providing an uplift capacity of not less than 1,800
pounds is provided at each panel end.
The foundation that supports the braced panels is continuous
across the entire length of the braced wall line and reinforced with
a minimum of one #4 bar top and bottom.
15. Specify nail size and spacing for all shear walls, floor and roof diaphragms.
Indicate required blocking. Maintain maximum diaphragm dimension ratios.
Sections 2315 and 2513. Match shear schedule with called out symbols.
16. Show location of attic access with a minimum size of 22"x30". Section 1505.1.
17. Specify plywood grade and panel span rating. Table 23-11-E-1.

MECHANICAL (UNIFORM MECHANICAL CODE)
Provide dryer vent to outside. The maximum length is 14 feet with two 90-degree
elbows. UMC, Section 504.3.2.
. ELECTRICAL (NATIONAL ELECTRICAL CODE)
Note on the pla'ns that bathroom receptacle outlets shall be supplied by a
minimum of one 20-ampere branch circuit. Such circuits shall have no other
outlets. This circuit may serve more than one bathroom. NEC Art. 210-52(d).
Show on the plan that ground-fault circuit-interrupter protection complies with
NEC Art. 210-8, which reads as follows: Code update.
All 125-volt, single-phase, 15- and 20- ampere receptacles installed in
bathrooms, garages, basements, outdoors, kitchen counters and at wet bar
sinks.

. SOILS/GEOLOGICAL INVESTIGATION

INTRODUCTION
In response to your request, we have completed a soils/geological investigation at the subject site..
The purpose of our investigation was to evaluate the existing soil/geological conditions at the subject
site and provide recommendations and parameters for site improvements to include a one or two
story addition to the existing residence and construction of a new detached one or two story unit
in the rear yard area of the property. We were also to evaluate the potential of on-site geological
hazards. This report presents the results of our findings, as well as our conclusions and
recommendations.
The following key documents were reviewed and/or utilized for our study:
Seismic-Risk in the San Diego Region; .1989,. San Diego Association. of Geologists.
Seismic Safety Portion of the Safety Element, San Diego County General Plan; 1990 Draft,
County of San Diego Planning Department.
Alquist-Priolo Special Study Zone Maps - La Jolla and Point Loma Quadrangles; 1991,
California Division of Mines and Geology.
SCOPE OF STUDY
.The scope of our investigation included the following tasks:
* Review of readily available published and unpublished reports and maps relative to the
property, and listed above.
* Geologic reconnaissance and mapping;
* Observation of soil/geologic conditions in two test boring locations. The test boring
locations are shown on Figure 1. -
* Results of the field findings are presented in the text of this report.
* Engineering and geologic analysis;
* Preparation of this report presenting our findings, conclusions, and our recommendations.

GENERAL SITE CONDITIONS
The subject property is an existing 'single family residential lot with a one story residence and
attached garage. 'The property has a primary slope with fall toward the street. The area proposed
for construction in the rear yard had vegetation removed with proposed grade exposed. We note the
absence of any significant thickness of topsoil or clay soil on the ground surface within the areas
proposed for construction.
PROPOSED DEVELOPMENT
-- We understand that the site is proposed to be improved, with one or two story structures at the
locations should on Figure 1. The proposed building loads will be relatively light with final design
work for the development and grading to be determined based in part on the findings of this report.
SOIL AND GEOLOGIC CONDITIONS
Soil/Geologic Unit
The entire site appears to be underlain by Pleistocene Terrace Formation. The ground surface has
a cover of b-b to marble size iron-oxide and/or manganese nodules. This size faction is generally
Associated with the early to middle Pleistocene age Terrace Deposits. In the site area, these deposits
are known to be on the order of 20 to 30 +1- feet thick. The two test borings excavated to depths of
2 ½ to 3 feet at the locations shown on Figure 1, indicated the presence of dense to very dense, light
reddish brown, silty slightly cemented sandstone. There were no trace of clay soil.
Observations of Existing Foundations/Flatwork
There, are no apparent significant distress features to the exposed sections of the perimeter
foundations and flatwork at the property. Along some edge of the foundation , there are white
precipitate stains to heights of about 1 foot 'indicating previous presence of high moisture. The
existing foundation and flatwork appear to be performing as designed. '

Ground Water
At the time of our study, no groundwater was encountered in any test excavations. Ground water to
the best of our knowledge and findings will not be encountered and should not be a constraint to the
proposed improvement. The depth to the regional ground water table is estimated to be greater than
25 feet.
Geologic Hazards
Faulting
Our. review of available geologic literature pertaining to the subject. site indicates that there are no
known active or significant surface faults mapped that traverse the subject site. There are many
faults within the greater.San Diego County area. The closest significant faults to the site include
the Rose Canyon Fault about 5 to 10 +I miles west of the property.
Nearby, several mapped faults do not displace the Pleistocene Formation thus are not a constraint
to the site. None of these faults project toward or under the subject site. The active Coronado Bank
Fault is about 25 miles southwest of the site, and the Elsinore Fault Zone is about 30 to 40 miles
northeast of the site, but no faults trend toward or under the site.
Principal seismic considerations for development include surface fault ground rupture, liquefaction,
and ground shaking or seismically induced ground settlement. The potential for any or all of these
hazards depends upon the recency of fault activity and proximity of such faulting to the subject
property. The possibility of damage atthis site due to fault ground rupture is considered unlikely to
nil since there are no known faults crossing the property. The hazards of liquefaction and seismicity
are discussed in the following sections.
Seismicity
The seismic hazard most likely to impact the subject site is ground shaking following a large
earthquake on one of the major active regional faults. Because of the location the Rose Canyon
Fault Zone will be considered the most likely fault to affect the site with significant ground shaking,
should an earthquake occur on the fault. A maximum probable event on this zone within about 20
miles of the site, of about a 6.5 Richter magnitude (see-reference 1) could produce a peak horizontal
acceleration of greater than about 0.2 g at the subject site. With respect to the hazard of seismicity,
the site is comparable to others in this general area in similar geologic settings. The proposed
buildings should be designed in accordance with the current seismic design requirements of the
Uniform Building Code or Structural Engineers Association of California.

Liquefaction
Liquefaction of soils can be caused by strong vibratory motion as a result of earthquakes. Both
research and historical data indicate that saturated, loose, granular soils are susceptible to
liquefaction, while the stability of moist, silty clays and clays and very dense sandstone does not
appear to be adversely affected by vibratory motion.
Because ground water is not a constraint at the site and the site is underlain by dense to very dense,
formational sandstone, the probability of liquefaction and/or seismically induced dynamic settlement
at the site is considered unlikely to nil.
Other Geologic Hazards
Based on our review, knowledge of the geology of the area, and the topographic setting and
geological units present, there are no other significant geologic hazards, such as landslides, creep
zones, on the subject site.
CONCLUSIONS AND RECOMMENDATIONS
Based on our soils/geological study of the site and our review of available reports and literature, it
is our opinion that the proposed improvement at the site is feasible from a soils engineering and
engineering geology standpoint. There appear to be no significant soil or geological constraints on-
site that cannot be mitigated by proper planning, design, and utilization of sound construction
practices. The following sections discuss the principal soil/geological concerns which should be
considered for proper site improvement.
Earthwork
We understand that no significant grading and/or earthwork is proposed.
Fills and Placement
If grading or, fill placement is proposed, the on-site fill and natural soils are suitable for re-use as
compaëted fill, provided they are free of oversize material, organic materials, and/or other
deleterious debris. All areas to receive fill and/or other surface improvements should be scarified
to a minimum depth of 6 inches, brought to at least 1 percent over optimum moisture condition and
recompacted to at least 90 percent relative compaction. If necessary, import soils for near-surface
fills should be predominately granular, possess a low or very low expansion potential, and be
approved by the soil engineer.

Lift thickness will be dependent on the size and type of equipment used. In general, fill should be
placed in uniform loose lifts not exceeding 8 inches. Placement and compaction of fill should be
in accordance with local grading ordinances under the observation and testing of the soil engineering
consultant field representative. We suggest that fill soils be placed at moisture content at least 1
percent over optimum, and compacted to at least 90 percent relative compaction.
Slope Stability
We understand that no significant permanent cut and/or fill slopes will be constructed at the site.
Foundations
The existing perimeter foundation is founded in sandstone. Footings for the improvements should
be reinforced and should be at least 12 inches in depth for one story and 18 inch in depth for two
story and 12 inches in width founded in the on-site sandstone. Footings of this width and depth
founded in the sandstone may be designed for an allowable soils bearing value of 2,000 pounds per
square foot for dead-plus-live loads. This value may be increased by one-third for loads of short
duration, including wind or seismic forces. The reinforcement should consist of at least one no. 4
rebar top and one no. 4 rebar bottom.
Foundation should be designed for passive lateral bearing pressure of 250 pounds per square foot
per foot of depth. The maximum allowable lateral bearing value may be assumed to be 2,000 psf.
A coefficient of friction against sliding between the base of the concrete foundation and slab and soil
may be assumed to be 0.35.1f the frictional and lateral bearing resistance are combined, the lateral
bearing resistance should be reduced by one-third. The above values may be increased by one-third
for short duration of seismic and wind forces.
Slabs
New slab on grade construction should have a minimum thickness of 4 inches and should be
reinforced. We recommend that the steel be supported on concrete blocks (lifters or cradles) to
assure proper placement at mid-height in the slab. Misplacement of the steel would result in
insufficient reinforcement of the slab. Even with reinforcement, some minor slab cracking is normal
and possible.The slab should be underlain by at least two inch of sand to aid in concrete curing, with
the sand underlain by at least a 10-mil thick visqueen moisture barrier if the slab is for an interior
occupied area. The visqueen should be underlain by at least six inches of clean granular sand. We
emphasize that it is the responsibility of the contractor to ensure that the slab reinforcement is placed
at mid-height of all slabs. Our experience indicates that use of reinforcement in slabs and
foundations will generally reduce the potential for drying and shrinkage cracking. However, some
cracking should be expected as the concrete cures.

Surface Drainage
Surface drainage should be controlled at all times. Positive surface drainage should be provided to
direct surface water away from the structure toward suitable drainage facilities. Ponding of water
should be avoided adjacent to the structure.
CONSTRUCTION INSPECTION AND LIMITATIONS
The recommendations provided in this report are based on our observations. We recommend that
any foundation excavations and/or fill soil placement operations be observed by a representative of
this firm so that construction is performed in accordance with the recommendations of this report.
The recommendations contained in this report are based on our review of field exploration,
laboratory tests, and our understanding of the proposed improvement. If the scope of the proposed
structure changes from that described in this report, our firm should also be notified. This report has
been prepared in accordance with generally accepted soil and foundation engineering practices
within the greater Southern California area.
