tion for the development described below, the Executive Director of the
Coastal Commission hereby waives the requirement for a Coastal Development
Permit pursuant to Section 13250(c) or Section 13253(c), Title 14, California

RATIONALE: A coastal development permit is required because the sub.iect lot
is located between the first coastal roadway and Batiquitos Lagoon, and the
proposal includes an increase in floor area of more than 10%. The pro.iect is
located in an established residential neighborhood, is compatible in size and
scale with the surrounding area, and is not located within any special overlay
area. The proposed development is consistent with the Citv of Carlsbad
certified Mello II Local Coastal Program, and all applicable Chapter 3
policies of the Coastal Act. No adverse impacts to coastal resources are
anticipated.
This waiver will not become effective until reported to the Commission at their
August 11-14. 1992 , meeting. If three (3) Commissioners object to
this waiver of permit requirements, a coastal development permit will be

LIMITED GEOTECHNICAL INVESTIGATION
Gentlemen:
In accordance with your request and our proposal dated July 10, 1992, we have performed
a limited geotechnical investigation at the subject residence. The purpose of the
investigation was to evaluate the existing soil conditions to determine allowable soil bearing
capacities and to provide foundation recommendations for proposed additions to the existing
structure.
The scope of the investigation consisted of advancing one manually-excavated trench in the
landscaped area north of the kitchen to a depth of approximately 14 inches below the
existing ground surface. A relatively undisturbed sample was obtained at the base of the
trench in substantial conformance with ASTM Test Procedure D2937-83. In addition, a
disturbed bulk sample was obtained. Laboratory tests were performed on the soil samples
to evaluate in situ density and moisture content, shear strength and expansion
characteristics. The results of the laboratory tests are presented on the attached Tables I
through III. The scope of the investigation also included a review of the Report of Testing
and Observation Services for Spinnaker Hill Unit 3, Carlsbad Tentative No. 73-39, prepared by
Geocon Incorporated, dated April 1, 1977.
SITE INFORMATION
The single family residence is located east of Interstate 5 and south of Poinsettia Road in
Carlsbad, California. The residence is identified as Lot No. 303 of Spinnaker Hill Unit
No. 3. The lot was graded during the overall development of the subdivision in 1976. The

grading was performed in conjunction with our testing and observation services and the
results of those services are summarized in the referenced report dated April 1, 1977.
A review of the referenced report indicates that Lot No. 303 is underlain by native
formational soils in the northeast comer and compacted fill soils in the remainder of the lot
with a maximum depth on the order of 15 feet. Results of in-place density tests performed
during site grading indicated that a minimum of 90 percent relative compaction was
obtained at the locations tested. According to Sheet No. 8 of the Grading Plan For
Spinnaker HiU Unit No. 3, prepared by Rick Engineering Company, dated November 5,1976,
an approximately 12-foot-high cut slope with a planned inclination of 1.5 to 1 (horizontal to
vertical) was proposed in the northeast comer of Lot No. 303 and an approximately 25-foot-
high fill slope with a planned inclination of 2 to 1 was proposed in the southeast comer.
OBSERVATIONS
In general, soils encountered within approximately 14 inches of the existing ground surface
in the exploratory trench consist of sUty sands which generally possess a low expansion
potential as defined by UBC Standard Table No. 29-C. A log of the exploratory trench is
presented on Figure 1.
Prior to the field investigation, a representative of Geocon Incorporated visited the
residence and noted the following:
o A discontinuous hairline crack was observed through the ceramic tile
and grout in the northwest comer of the kitchen.
o A horizontal drywall crack ranging in width from one-sixteenth-inch to
one-eighth-inch was observed on both sides of a wail adjacent to the
upper east comer of the doorway between the dining room and kitchen.
o A white efflorescence was observed on the brick floor veneer adjacent
to the fireplace in the family room.
o A drywall crack with a width of approximately one-sixteenth-inch was
observed in the master bathroom adjacent to the north wall of the
shower.
o Cracks were observed at drywall joints in adjacent west wall comers of
the living room.
o Hairline stucco cracks were observed at the comers of several door and
window openings.

CONCLUSIONS AND RECOMMENDATIONS
General
1. No soil or geologic conditions were observed at the site during the investigation that
would preclude the construction of the proposed additions.
2. It is the opinion of Geocon Incorporated that the cracking observed during the site
visit Wednesday, July 8,1992, is not related to differential soil movement because of
the absence of cracks in exposed portions of the perimeter foundation and the
absence of cracks in settlement-sensitive floor coverings adjacent to cracks observed
in the drywall. The white efflorescence observed on the brick floor veneer adjacent
to the fireplace is likely the result of moisture migration through the brick, however,
the source of the moisture was not apparent the time of the site visit.
3. In the event that near surface soils become disturbed as a result of construction
activity in areas of proposed improvements, it is recommended that these soils be
recompacted to at least 90 percent of maximum dry density at or slightly above
optimum moisture content.
Foundations
4. Based upon our observations and laboratory test results, the existing foundations to
be utilized for the support of the proposed second story addition may be analyzed
using an allowable soil bearing pressure of 1,500 psf provided that the footings are
verified to be at least 12 inches wide and founded at least 12 inches below lowest
adjacent pad grade.
5. It is recommended that continuous footings for the proposed one-story addition be
at least 12 inches wide and founded at a depth of at least 12 inches below lowest
adjacent pad grade. Foundations so proportioned may be designed for an allowable
soil bearing pressure of 1,500 psf.
6. The recommended allowable soil bearing pressures are for dead plus live loads.
These pressures may be increased by up to one-third for transient loads such as those
due to wind or seismic forces.
7. Continuous footings should be reinforced with two No. 4 reinforcing bars, one placed
near the top of the footing and one near the bottom.
8. Concrete slabs-on-grade should have a minimum thickness of 4 inches and should be
reinforced with 6x6-10/10 welded wire mesh throughout. The mesh should be
positioned within the upper one-third of the slab. Proper mesh positioning is critical

to the future perfonnance of the slab. The slabs should be underlain by at least 4
inches of clean sand. In addition, a visqueen moisture barrier should be placed in the
middle of the 4-inch sand section.
No special subgrade presaturation is deemed necessary prior to placing concrete;
however, the exposed foundation and slab subgrade soils should be sprinkled as
necessary to maintain a moist condition as would be expected in any such concrete
placement.
Site Drainage
10. Positive site drainage is imperative. The site should be graded after the construction
of the proposed additions such that water is directed away from foundations, slabs-on-
grade and concrete flatwork to controlled drainage swales or drainage structures.
