Present California law mandates that construction comply with the 2013 edition of the California Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC, 2012 UPC, 2012 UMC and 2011 NEC. The above regulations apply, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2012 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Carlsbad 15-1126 04/22/15 1. Please make all corrections, as requested in the correction list. Submit THREE sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City Planning, Engineering and Fire Departments until review by EsGil Corporation is complete. 2. The plans are referencing detail sheets and sheet S3 which reflect a different architect and/or engineer -of -record with expired stamps. If want to use there details then would need to obtain there written permission with current expiration dates. (California Business and Professions Code). 3. Verify final sets of plans and the required calculations will be stamped and signed by engineer and /or architect of record also. 4. Complete the attached City of Carlsbad special inspection form for items listed on cover sheet. 5. Scope of work on cover sheet to include 69 sq ft of covered entry and 22 sq ft garage conversion. 6. Please clearly indicate on the cover sheet of the plans whether the existing residence has a fire sprinkler system installed or not and or if proposing to be fire sprinklered. If existing structure is fire sprinklered then provide a note stating that any additions/alterations will also be provided with an automatic residential fire sprinkler system. Section R313.2. Verify with the City whether or not new 2"d dwelling will be required to be fire sprinklered. 7. Please clearly indicate on the cover sheet of the plans whether the existing house was built before or after 1994. For additions or improvements to a residence built before 1994 please add the following note on the cover sheet of the plans "All existing "noncompliant" fixtures (toilets that use more than 1.6 gallons of water per flush, urinals that use more than one gallon of water per flush, showerheads that have a flow capacity of more than 2.5 gallons of water per minute, and interior faucets that emit more than 2.2 gallons of water per minute) shall be replaced. Certification of compliance shall be given to the building inspector prior to final permit approval. California SB407" . Carlsbad 15-1126 04/22/15 8. Please update egress note 2 on A1.0 to state 44" to the bottom of the clear opening as no longer measure to window sill per current code. 9. The plans did not address support for the bay window shown. Is this to be a factory assembly? If so note this and if not then provide details for support of frame to include either foundation or adequate knee braces with positive post to wall and post to frame connections. Detail to include type member attaching to and size, length and spacing of lags for example required for bottom of window and roof framing member sizes, ledger, hips, ceiling joist size, spacing etc 10. Specify on the plans that any existing smoke alarms that are more than 10 years old will be replaced(for the main dwelling). Section R314.3.2. 11. Show or note that smoke alarms will be provided in all existing bedrooms, hallways leading to bedrooms and on each floor (for the main dwelling). Section R314.3.1 12. Show or note that carbon monoxide alarms will be provided outside each separate sleeping area in the immediate vicinity of the bedrooms and on each story(for the main dwelling) Section R315.2. 13. Missing requires smoke detector inside of proposed bedroom. 14. Show on the plans that countertop receptacle outlets comply with CEC Article 210.52(C): In kitchens a receptacle outlet shall be installed at each counter space 12 inches or wider . See left of kitchen sink(Counter top spaces separated by range tops, refrigerators, or sinks shall be considered as separate counter top spaces). 15. An instantaneous water heater is shown on the plans. Please include a gas pipe sizing design (isometric or pipe layout) for all gas loads. This cannot be a deferred item. a) The gas pipe sizing for a tank type water heater shall be based upon a minimum 200,000 Btu gas input rating. Energy Standards 150.0(n). 16. Provide the following design requirements for gas water heaters installed to serve individual dwelling units: ES 150.0(n) ♦ Provide on the plans a complete gas pipe design. The gas load for the water heater shall be a minimum of 200,000 BTU/hr. ♦ A condensate drain installed no higher than 2" above the base of the heater that also allows for gravity drainage. ♦ The "B" vent installed in a straight position (no bends) from the room containing the water heater to the roof termination (for future possible sleeving for high efficiency heater venting.) ♦ A 120 volt receptacle accessible to the heater installed within 3 feet. ♦ Pressure relief must extend to the exterior. ♦ Verify adequate combustion air is provided (unless mounted outdoors or noted on plans to be direct vented) Carlsbad 15-1126 04/22/15 17. In the garage, provide an adequate barrier to protect the water heater from vehicle damage. An 18" platform for the water heater does not satisfy this requirement. CPC Section 508.14. 18. All hot water piping sized %" or larger is required to be insulated as follows: 1" pipe size or less: 1" thick insulation; larger pipe sizes require 11/2" thick insulation. Note: In addition, the Y2" size hot water pipe to the kitchen sink is required to be insulated. ES 150.00)2 19. If applies :Below grade hot water piping is required to be installed in a waterproof and non -crushable sleeve or casing that allows for replacement of both the piping and insulation. ES 150.O0) 20. Residential ventilation requirements for the 2nd dwelling: • Kitchens require exhaust fans (either intermittent/100 cfm or continuous/5 air changes/hour), ducted to the exterior. Detail compliance by including a complying exhaust fan or a ducted range hood to the exterior. Note: CFM and noise rating ("Sone") must be specified on the plans. • Bathrooms require exhaust fans (minimum 50 cfm) to be ducted to the exterior. Note: CFM and noise rating ("Sone") must be specified on the plans. Residential bathroom exhaust fans shall be energy star rated and shall be control by a humidistat capable of an adjustment between 50 and 80% humidity. CalGreen 4.506.1. Exception: Control by a humidistat is not required if the bathroom exhaust fan is also the dwelling whole house ventilation. • Mechanical whole house ventilation must be provided. Include the following information: Fan sizing (cfm), "Sone" specification, and the duct sizing, location and length. Note: The information must match or exceed the design found on CF-6R-MECH energy forms. All fans installed to meet the preceding requirements must be specified at a noise rating of a maximum 1 "Sone" (for the continuous use calculation) or 3 "Sone" (for the intermittent use calculation). 21. Include on the plans the following specifications for anv new electrical devices being installed a) Weather resistant type for any -new receptacles installed in damp or wet locations (outside). b) Arc -fault protection for all new outlets (not just receptacles) located in rooms described in NEC 210.12(B): Family, living, bedrooms, dining, halls, etc. Note 5 on A1.2 is reflectitn old rule of just bedrooms. Carlsbad 15-1126 04/22/15 22. Please recheck all details to verify that they are complete and/or correct. See for example where north and south appear to be reversed on A2.0 if plot plan is correct. Recheck all locations. 23. Truss calculations do not appear to match what is shown on cross section B-B as B-B shown A3.0? 24. Cross section B-B/ A3.0 is reflecting detail V/SD-1 and no detail provided. Recheck all locations. 25. The floor plan must clearly denote which walls are required to be one rated and provided with a minimum STC of 50 i.e. by cross hatching hours etc. Detail and reference required 1 one hour /sound transmission assemblies to these walls. 26. It is unclear where separation is to take place. For example if the utility room is to be used by both tenants then the separation would need to occur at all walls and ceiling assembly above. 27. The garage would require a STC of 50 s appears to be for main dwelling. The plan check cannot be completed until the fire and sound transmissions required are clearly addressed on the plans. 28. Wall assemblies separating units in a duplex shall be of one -hour fire resistive construction. Provide details of the assemblies. Section R302.3. Such wall assemblies shall extend to the underside of the roof sheathing, where applicable. Exceptions: a) A fire -resistance rating of/2-hour shall be permitted in buildings equipped throughout with an automatic sprinkler system installed in accordance with NFPA 13. b) Wall assemblies need not extend through attic spaces when the ceiling is protected by not less than %-inch Type X gypsum board and an attic draft stop constructed as specified in Section R302.12.1 is provided above and along the wall assembly separating the dwellings. The structural framing supporting the ceiling shall also be protected by not less than'/z -inch gypsum board or equivalent. 29. Floor assemblies separating units in a duplex shall be of one -hour fire resistive construction (Y2-hour if the building has an automatic sprinkler system). Provide details of the assemblies. Section R302.3. Such assemblies shall extend to and be tight to the exterior wall, where applicable. The supporting construction of fire - rated floor assemblies shall have an equal or greater fire -rating. Section R302.3.1. This would apply of laundry room is to be part of tenant space. 30. Provide a note on the plans stating: "Penetrations of fire -resistive walls, shall be protected as required in CRC Section R302A." 31. Could not determine which if any of the doors are to be rated between the units? Carlsbad 15-1126 04/22/15 32. Walls separating units in a duplex shall have a sound transmission class (STC) of not less than 50. Additionally, floors must have an impact insulation class (IIC) rating of not less than 50. CBC Section 1207 Show the location of and provide details of the listed wall and floor/ceiling assemblies, and indicate the listing agency and listing number for the tested ratings. 33. For duplexes only: The Title Sheet or Site Plan should clearly indicate if any portion of the project is in a noise critical area (CNEL contours of 60 dB) as shown on the City or County's General Plan. If no portion of the project is within a noise critical area, provide a note on the Title Sheet stating: "This project is not within a noise critical area (CNEL contour of 60 dB) as shown on the General Plan". CBC Section 1207.11. 34. For duplexes only: If the project is located in noise critical areas (CNEL contours of 60 dB) as shown on the City or County's General Plan, then an acoustical analysis showing that the proposed building has been designed to limit noise in habitable rooms to CNEL of forty-five dB is required. Where windows must be closed to comply, it is necessary to provide mechanical ventilation capable of providing at least two air changes per hour. Provide design. CBC Section 1207.11. 35. Per the NEC a minimum 100 amp panel must be provided to all dwellings. Sub panel ok as long as tenant has direct access and not placed in bathroom, clothes closet etc. 36. Framing /foundation notes on Sheet S2.0 are referencing details and sheets not provided. 37. Provide the complete truss details and truss calculations for this project. For example missing the center trusses .Specify truss identification numbers on the plans (or provide a truss layout that matches plans. Truss design to include FAU(s) in attic where applicable. Verify dead loads and clearances for FAU/catwalk are provided and attic access framing when exceeds 24" in width. The truss design drawings must contain all the information listed in Section R802.10. 38. Please provide evidence that the engineer -of -record (or architect) has reviewed the truss calculation package prepared by others (i.e., a "review" stamp on the truss layout or a letter). CBC Section 107.3.4.2. 39. All truss to truss connections to be specified on either plans or truss calculations. 40. Detail all post -to -beam and post -to -footing connections and reference the detail to the plan. If using built up columns then note minimum anchor bolts per panel and show any lateral bracing i.e. if sheared. Any post located on concrete slabs shall be supported so as to project a minimum of 1" above and any isolated piers shall project at least 8 inches above ground level unless the posts are of approved wood of natural resistance to decay or treated wood is used. Carlsbad 15-1126 04/22/15 41. Engineer -of -record to address the ledger connection and shear transfer as shown on 01/A3.0. 42. Reference all details to applicable locations and cross out or remove those that do not apply. 43. Plans deviating from conventional wood frame construction shall have the structural portions signed and sealed by the California state licensed engineer or architect responsible for their preparation, along with structural calculations. The plans do not comply with conventional framing for lateral. Some examples are listed below. : a) Braced wall panels must occur a maximum of 25 ft o.c. at interior both in the transverse and longitudinal direction b) Braced wall panels must start at each end of each braced wall line. c) All braced wall panels must be detailed with a detail reflecting brace wall panel extending to roof sheathing. d) If using the exception of 10 ft rule then the maximum combined distance from end of braced wall line is 10 ft but only it either a 2 ft return panels required at each corner or a hold down placed closest to corner capable of resisting 1800 #'s. Would need to specify for example type of hold down, correct SSTB size (if not a strap) and size member attaching hold down to i.e. 4x etc e) Need to provide shear transfer details to include edge nailing of the roof diaphragm to full depth blocks at the plate lines and transfer from blocks to plates i.e. A-35's with spacing noted. f) Braced wall lengths less thsat 4 ft require hold downs at each end of each panel (minimum length is 2'8"). 44. Where removing existing stucco shear please show on the plans how remaining walls will comply with conventional construction provisions ( R602- Conventional Light -Frame Construction of the California Building Code) or provide an engineering analysis for the lateral load resistance of the wall(s) in question . The plans did not address existing common wall to proposed addition where it appears proposing to be the removing stucco shear. Plans to reflect how these wall (s) be laterally braced to roof sheathing as the additional'/2 of the loads from proposed room addition and removal of stucco required that this be replaced with brace wall panels extending to roof sheathing. Specify type, length of panels, nail size and spacing and shear transfer. 45. The plans did not address existing upper walls where removing existing stucco shear at upper floor in order to add ledger/roofing. How will required shear be able to transfer to bottom sill plate with the removal of this shear? The additional Y2 of the loads from proposed room addition require this to be sheared and shear transfer details provided to reflect edge nailing of existing stucco shear above (minimum 1 x 4/1 x6 generally) counter flashing thru blocks to ledger below and transfer from shear paneling to block or upper floor to be sheared? Carlsbad 15-1126 04/22/15 46. Notes 13 and 18 on A3.0 conflict with notes on S2.0 and details on SD3. 47. Plate washers are required to be 0.229"x3"x3". Section R602.11.1 RESIDENTIAL GREEN BUILDING STANDARDS The California Building Standards Commission has adopted the Green Building Standards Code which became effective January 1, 2011 and must be enforced by the local building official. The following mandatory requirements for residential construction must be included on your plans. CGC Section 101.3. The Standards apply to newly constructed residential buildings, along with additions/alterations that increase the building's conditioned area, volume or size. CGC Section 303.1.1. Provide a sheet on the plans labeled "Green Building Code Requirements" and include the following notes as applicable. 48. Recycling. Note on the plans that a minimum of 50% of construction waste is to be recycled. CGC 4.408.1. 49. Recycling. Note on the plans that the contractor shall submit a Construction Waste Management Plan to the jurisdiction agency that regulates waste management, per CGC 4.408.2. 50. Operation and maintenance manual. Note on the plans that the builder is to provide an operation manual (containing information for maintaining appliances, etc.) for the owner at the time of final inspection. CGC 4.410.1. 51. Pollutant control. Note on the plans that during construction, ends of duct openings are to be sealed, and mechanical equipment is to be covered. 52. Pollutant control. Note on the plans that VOC's must comply with the limitations listed in Section 4.504.3 and Tables 4.504.1, 4.504.2, 4.504.3 and 4.504.5 for: Adhesives, Paints and Coatings, Carpet and Composition Wood Products. CGC 4.504.2. 53. Interior moisture control. Note on the plans that the moisture content of wood shall not exceed 19% before it is enclosed in construction. The moisture content needs to be certified by one of 3 methods specified in Section 4.505.3. Building materials with visible signs of water damage should not be used in construction. The moisture content must be determined by the contractor by one of the methods listed in CGC 4.505.3. 54. Indoor air quality. Note on the plans that bathroom fans shall be Energy Star rated, vented directly to the outside and controlled by a humidistat. CGC 4.506.1. 55. Note on the plans that prior to final inspection the licensed contractor, architect or engineer in responsible charge of the overall construction must provide to the building department official written verification that all applicable provisions from the Green Building Standards Code have been implemented as part of the construction. CGC 102.3. Carlsbad 15-1126 04/22/15 • CITY of CARLSBAD REQUIREMENTS 56. All new residential buildings, including additions, require a soils report. An update letter is required if the report is more than 3 years old. If a room addition is less than 500 sq. ft. in area and only one story, then a soils report is not required.
