Operation without authorization is a violation of District Rule 10(b) and can result in civil and criminal penalties 3. The existing Phase I system shall be constructed in accordance with the "Two-Point Stage 1 Vapor Recovery System" drawing and shall use components specified in California Air Resources Board (ARB) Executive Order (E.O.) G-70-97-A. Each submerged fillpipe shall have the highest point of its discharge opening no more than six inches from the tank bottom. 4. The existing Phase n vapor control system shall be constructed and installed in accordance with ARB E.O. G-70-17-AD. A high hose arrangement of E O G-70-52-AM, Exhibit 8, is required for each nozzle installation. 5 The vapor plumbing and tank location drawing received on October 8, 1993, represents and describes the vapor recovery system at the above specified facility, except as modified by conditions herein 6 The Emco Wheaton gasoline dispensing nozzles shall be the Model A4005 nozzles. 7. Each Emco Wheaton gasoline dispensing nozzle shall limit the dispensing flow rate to 10 0 gal/mm (maximum). 8 Inside diameters of dispenser vapor pipe risers and nser-to-dispenser vapor connectors shall be 3/4-inch (minimum) if capable of receiving vapor from one nozzle and 1-inch (minimum) if from two nozzles 9. The gasoline product and vapor return hoses shall all be coaxial. Chevron, Inc. w October 22, 1993 Application No. 930296 -3- 10 All gasoline tanks shall be connected to vapor return piping that is at * least two (2) inches inside diameter. 11. Upon request of the District the applicant shall provide access, facilities, utilities, and any necessary safety equipment for vapor control system testing and inspection. 12 The applicant shall have the following tests performed m accordance with recommended District procedures and provide this office with the results: a. a liquid blockage test of all vapor piping from the dispenser to the underground tank to ensure adequate line slope and liquid drainage, including verification by listening or other means that the test liquid returns to the correct product tank (per Test Procedure TP-91-2), b. a pressure drop vs. flow test from each nozzle to its associated underground tank. This test is to include nozzle, hose, associated fittings, piping, and storage tanks and shall be performed with only the same product's tank vapor dry break valve open and all vent pipes temporarily closed during this test (per Test Procedure TP-91- 2); c. a pressure decay/leak test of each product's vapor control system including nozzles/check valves and underground tanks (per Test Procedure TP-91-1); d a maximum dispensing flow rate determination for at least one (1) nozzle, to be selected by the District, for each gasoline product. The District may select additional nozzles for testing if flow rates are at or near the maximum allowable. e. a tank vapor space tie test of the three (3) tanks to verify the existence of a tank interconnect vapor pipe. The test procedure of paragraph (c) above can be used, alternately opening each vapor dry break valve to prove the pipe connection Other equivalent positive test methods can also be used. If tests listed above reveal system problems or inadequacies, corrective repairs shall be made. Repeat testing or additional diagnostic testing may be required by the District to assure that the system is functioning properly. The existing Phase I system shall be in accordance with the "Two-Point Stage 1 Vapor Recovery System" drawing and shall use components specified in California Air Resources Board (ARE) Executive Order (E.G.) The Phase II vapor control system shall be constructed and installed in accordance with: a) ARB E.G. G-70-70-AC, dated June 23, 1992, as applicable to the Model 9000 Mini-Jet b) the latest Healy Vapor Recovery System installation manual, and c) Healy Mini-Jet installation drawings. 5. The vapor plumbing and tank location drawings received on May 18,1993, represent and describe the vapor recovery system at the above specified facility, except as modified by conditions herein. 6. Any Healy nozzle installed at this site shall incorporate all design changes, improvements, and modifications approved by the ARB as of the date of this Authority to Construct. 7. If the maximum gasoline dispensing rate with any Healy nozzle exceeds 10.0 gpm, an Emco Wheaton A-10 fuel flow rate limiter (10 0 gpm maximum) shall be installed for every nozzle. 8. A swivel fitting is required at the nozzle end of the coaxial hose when used with multi-product dispensers. It is otherwise optional. 9. The coaxial hose shall not exceed a length of 13 feet. The Healy system may be used with high-retractor or high-hang hose configurations similar in design to those approved for Phase II balance vapor recovery systems. 10. The vapor tube at the top of each side of a multi-product dispenser must be manifolded such that liquid that is taken from any vapor hose cannot enter the vapor path of another hose. 11 Gasoline that flows through the Mini-Jet or their components, shall first be strained by the dispenser filter or by a strainer approved by the manufacturer of the Healy system. 12. A vapor return pipe with a minimum 2-inch inside diameter shall extend from below the dispenser to the tank entry port or mini-jet pump vapor pickoff tee. This pipe shall not be teed into the Phase I vapor return riser. 13. A shutoff valve shall be installed in the vapor return line downstream of the multi-jet pump vapor pickoff tee to facilitate liquid blockage testing of the underground vapor Chevron, Inc. The handle shall remain visible and operable above the soil or backfill level in the turbine pit. 14. The Healy Mini-Jet pump shall be installed as near vertical as possible but in no case shall deviate more than 15 degrees from vertical. 15. If the hose adapter fitting is installed external to the dispenser housing, the vapor line to the Mini-Jet pump shall be pipe, not hose, to the inside of the dispenser housing. 16 Upon request of the District the applicant shall provide access, facilities, utilities, and any necessary safety equipment for vapor control system testing and inspection. 17. A tank level correction gauge shall be permanently installed, readable by a person standing on adjacent ground level. The gauge shall indicate the underground tank pressure in inches of gasoline. The gauge pressure-sense tubing shall slope continuously downward, without traps, to the connection with the vapor system piping. 18. A gauge-venting isolation valve, NUPRO vented plug valve No. B-4P4V with 1/4- mch compression tube fittings, or No. B-2P4V4 with 1/8-inch female NPT fittings, shah1 be permanently installed ahead of the gauge to allow zeroing of the gauge in service. 19. The modifications to the existing gasoline vapor control systems shall consist of the installation of valves to blend two liquid products and the manifolding of the two associated vapor return lines beneath the dispensers with 1-inch or larger (ID.) pipe. 20. The applicant shall have the following tests performed in accordance with recommended District procedures and provide this office with the results: a. a pressure decay/leak test of the entire vapor control system per Test Procedure TP-91-1, and Executive Order G-70-70-AC; b. a liquid blockage test of all vapor piping from each dispenser to the underground tank to ensure adequate line slope and liquid drainage, as specified in Executive Order G-70-70-AC; c. each Healy nozzle, when installed, shall be tested to verify the adequacy of the nozzle to collect vapors per Test Procedure TP-84-1-B; d. a tank vapor space tie test of the gasoline tanks to verify the existence of an underground tank interconnect vapor pipe per Test Procedure TP-91-1; e. in addition, the following requirements as made a condition of certification for any installation with a central vacuum unit which was installed or modified to increase the vacuum level setting after July 1,1992, or for any installation with a central vacuum unit for which the normal operation operating level is - 40" water column or greater. The owner or operator of the installation shall conduct the leak test described in Exhibit 5 of the Chevron, Inc. June 16, 1993 Application No. 921441 -4- California Air Resources Board Executive Order G-70-70-AC at least once in each twelve (12) month period. If tests listed above reveal system problems or inadequacies, corrective repairs shall be made. Repeat testing or additional diagnostic testing may be required by the District to assure that the system is functioning properly. Self-propelled motor vehicles, operated by the applicant, with gasoline tanks larger than five (5) gallons shall have fuel tank fill openings that allow a good fit with the Phase n Healy system nozzle faceplate. Fill cap chains shall be relocated if necessary to accomplish a seal. 22. Upon installation of the Phase n system authorized herein, Chevron, Inc. or its agent shall have the installer demonstrate to the site that the system/nozzles will dispense gasoline without difficulty, shall instruct the site operator and employees in the proper operation and maintenance of the Phase I and Phase II control equipment, and shall inform the site operator where repair and replacement parts may be readily obtained. This Authority to Construct does not relieve the holder from obtaining permits or authorizations which may be required by other governmental agencies. Contact the appropriate building inspection department (city or county) and fire district prior to installation of the vapor control equipment for permit and/or inspection requirements. If underground tanks and vapor and liquid lines are to be installed or replaced, contact the County Health Department at (619) 338-2222.
