This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Present California law mandates that residential construction comply with the 1998 edition of the California Building Code (Title 24), which adopts the following model codes: 1997 UBC, 1997 UPC, 1997 UMC and 1996 NEC (all effective 7/1/99). The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1997 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Carlsbad 01-989 3/23/01 . PLANS Please make all corrections on the original tracings, as requested in the correction list. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to their Planning, Engineering and Fire Departments. Clearly dimension building setbacks from north property lines on the site plan. Section 106.3.3. EXITS, STAIRWAYS, AND RAILINGS 3. Guardrails (Section 509.1): Shall be installed at all unenclosed floor openings. Shall have a height of 36". Shall be detailed showing adequacy of connections to resist the horizontal force prescribed in Table 16-B. Openings between railings shall be less than 4". The triangular openings formed by the riser, tread and bottom element of a guardrail at a stair shall be less than 6".(if applicable) . ROOFING 4. Provide skylight details to show compliance with Sections 2409 and 2603, or specify on the plans the following information for the skylight(s), per Section 106.3.3: Manufacturer's name. Model name/number. ICBO approval number, or equal. Carlsbad 01-989 3/23/01 Show the required ventilation for attics (or enclosed rafter spaces formed where ceilings are applied directly to the underside of roof rafters). The minimum vent area is 1/150 of attic area (or 1/300 of attic area if at least 50% of the required vent is at least 3 feet above eave vents or cornice vents). Show area required and area provided. Section 1505.3. Where eave vents are installed, insulation shall not block the free flow of air. A minimum of 1" of air space shall be provided between the insulation and the roof sheathing. To accommodate the thickness of insulation plus the required 1" clearance, member sizes may have to be increased for rafter-ceiling joists. Section 1505.3. GARAGE AND CARPORTS The 5/8" type 'X' gypsum board at walls shall be from floor to roof sheathing. Otherwise the attic access at garage ceiling shall be solid core with self-closing.. Table 3-13, Section 302.4. Doors may open into the garage only if the floor or landing in the garage is not more than one inch lower than the door threshold. Section 1003.3.1.6. Provide an 18" raised platform for any FAU, water heater, or other device in the garage which may generate a flame or spark. UMC Section 303.1.3, UPC Section 510.1. . FOUNDATION REQUIREMENTS Provide a copy of the project soil report prepared by a California licensed architect or civil engineer. The report shall include foundation design recommendations based on the engineer's findings and shall comply with UBC Section 1804. In Seismic Zone 4, each site shall be assigned a near-source factor. Identify this value in the soils report. Section 1629.4.2. Investigate the potential for seismically induced soil liquefaction and soil instability in Seismic Zones 3 and 4. This does not apply to detached, single- story dwellings. Section 1804.5 Provide a letter from the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soils report are properly incorporated into the construction documents (when required by the soil report). Note on plans that surface water will drain away from building and show drainage pattern. Section 1804.7. Show embedment of hold down anchors on foundation plan. Section 106.3.3. Per UBC Section 2321.4, provide the following note on the plans if trusses are used: "Each truss shall be legibly branded, marked or otherwise have permanently affixed thereto the following information located within 2 feet of the center of the span on the face of the bottom chord: Identity of the company manufacturing the truss. The purpose of this investigation was to examine existing site conditions and provide engineering recommendations for the proposed 4 single-family residences. FIELD INSPECTION In order to accomplish this purpose, a representative of this firm visited the site, reviewed the topography and site conditions and visually and textually classified the surface and near surface soils. Representative samples of the on-site soils were obtained from a test exploration 3 feet in depth and tested for density, shear strength and expansive characteristics. Similar soils and conditions were observed in two other explorations. SrFE CONDiTIONS The subject site is an undeveloped parcel located on the northerly side of Magnolia Avenue. The site is relatively level with an approximate one percent fall to the southeast. No man made fill soils were observed during the course of this inspection. SOIL CONDiTIONS Soils encountered in the test explorations were dark brown, silty, fine sands to medium sands to Mike O'Gara File No. 9796 June 9, 1999 approximately 2 feet in depth. These surface soils were loose and compressible. Underlying the loose surface soils were medium dense, red brown, fine to medium sands. None of soils we encountered were considered to be detrimentally expansive with respect to change in volume with change in moisture content (Expansion Index 15). An in-place field density test taken in accordance with kS.TM D1556-82 at the bottom of the exploration (approximately 3 feet in depth) indicated relative compaction of the soils at that level to be 92.9 percent. CONCLUSIONS AND RECOMMENDATIONS The loose native soils we encountered should not be utilized to support the proposed new structure. They should be recompacted to at least 90 percent of maximum thy density in accordance with the Grading Specifications in this report in order to provide adequate support for the proposed new structure. Anticipated depth of recompaction is 2 feet. 2. Conventional spread footings founded a minimum of 12 inches for one story structures and 18 inches for two story structures below lowest adjacent grade and having a width determined by the allowable soil bearing value as detailed above are recommended for foundation support. Footing widths should be at least 12 inches for one story structures or 15 inches for two story structures for continuous footings and 24 inches for square footings due to practical considerations as well as Building Code requirements. Reinforcing in footings should consist of at least one #4 steel bar placed continuously in the top and bottom of continuous footings regardless of structural requirements. Reinforcing for isolated footings are dictated by the structural requirements. These recommendations are based upon on the soil type encountered and do not take into consideration the proposed bearing load. 4. Concrete slabs-on-grade should be constructed to have a nominal thickness of 4" and underlain with a sand blanket of 3 inches in thickness. Provide minimum temperature reinforcement consisting of 6X6-10/10 welded wire mesh. The sand subbase (sand blanket) should have a sand equivalent exceeding 30 per ASTM D2419. All slabs should either have a conventional thickened edge or be poured monolithically with continuous footings at the slabs perimeter. Conventional thickened edges should be 8" thick at slab edge, uniformly tapering to 4" thick at 2' from slab edge. The thickened edges or monolithic footings should extend completely around the slab's perimeter. Construction and expansion joints should be considered slab edges Maximum spacing of expansion joints is 50' for interior slabs and 30' for exterior slabs. 2 Mike O'Gara File No. 9796 June 9, 1999 A representative sample of the foundation soil was remolded to 90% of maximum dry density (127.3). Based on the following test results, a safe allowable bearing value of at least 2500 pounds per square foot for 12 inch deep footings may be used in designing the foundations and slab for the proposed structures. This value may be increased by one third for wind and/or seismic loading. SEISMIC DESIGN PARAMETERS: Based on a maximum magnitude (Mthax) earthquake of 6.9 along the nearest portion of the Rose Canyon Fault Zone, the Maximum Bedrock Acceleration at the site would be approximately 0.40 g. For structural design purposes, a damping ratio not greater than 5 percent of critical dampening, and Soil Profile Type SD are recommended (UBC Table 16-3). Based upon the location of the site at approximately 8 kilometers from the Rose Canyon Fault Zone (Type B Fault), Near Source Factors Na equal to 1.0 and N equal to 1.1 are also applicable. Liquefaction occurs when loose, saturated, generally fine sands and silts are subject to strong ground shaking. The soil loses all shear strength and becomes a viscous liquid for a short period of time, and then usually solidifies. Settlement of the ground surface and failure of foundations caused by liquefaction is usually only affected by the soils that liquefy within the upper 30 feet; the effect of liquefaction of soils below this depth is not usually manifested at the ground surface.
