Dear Mr. Osburn,
Your correspondence received December 8 indicates that the
same problem has come up again.
Although this sketch is ou.tof proportion, this is
rough layout of the three buildings on 1139 Oak Avenue:
My understanding is that the no.. 3 building was condemned
many years ago, which at the time involved a law suit. Sine
the time Miss Alofs and myself purchased, this'property, this
...building-has never been rented for living purposes. In-fact,.
all utilities have been removed. It is rented-for $10.00 per *
month to Mr. Champa for storage only. The law is -not being
violated in any way.
The no. 2 building is being rented by the Champas for
living accomodations. This building was not included in the
condemnation, and has been'continuously occupied for the past
- twenty ,years that I know of. -

of Carlsbad, (rear building only), is again occupied
illegally. :
The Building Department notified you of. this viola-
tion in August, 1968. Today we are again ordering the
immediate vacation of this building. You must lock or
secure this building to prevent any possible future use as a dwelling unit and also order the utilities removed.
Failure to comply with this order shall result in
further action from the City Attorney's office. If
necessary, this department will request a resolution from
the City Council, ordering the abatement and the building
removed asa public nuisance.

and there was court.action regarding this structure. Nog it has
been remodeled and refurnished without any permit or inspectionby ,
this department..
At this time we are notifying you that this building will have to
be vacated from occupancy. If you authorized this work, we would
like to have the name of the party who performed the work. You
