G-70-183 consisting of one vacuum pump per dispenser NOTE: All equipment associated with the vapor recovery system or that affects the vapor recovery system shall be certified and approved by the California Air Resources Board for this vapor recovery system This Authority to Construct is issued subject to the following conditions* 1. This Authority to Construct shall be posted within 25 feet of the above described equipment or maintained readily available at all tunes on the operating premises. 2. The HeaJy/Franklm VP-1000 Phase II Vapor Recovery System, including all associated underground plumbing, shall be installed, operated and maintained in accordance with the ARBEO. G-70-183. 5 The vapor plumbing and tank location drawing on file at the District shall represent and describe the vapor recovery system at the above specified facility except as modified by conditions herein. 6. The dispenser shall be equipped with a hose configuration as per Exhibit 10 in ARB E O G-70-52-AM. 7 The dispenser shall be connected to the vent riser with either flexible or ngid material which is listed for use with gasoline The dispenser-to-riser connection shall be installed so that any liquid in the lines will drain toward the storage tank. The internal diameter of the connector, including all fittings, shall not be less than 5/8 inch 8 The vapor plumbing within the dispenser shall be 1/2-mch O. D copper tubing minimum 9 There shall be no fugitive liquid leaks associated with the transfer of volatile organic fuels. Fugitive liquid leak means any visible liquid leak at a rate in excess of three (3) drops per minute other than spillage or losses which occur upon disconnecting transfer lines 10 For liquid transfers involving tank trucks and trailers, the vapor drybreak connection shall be the first vapor connection made and the last disconnected when assembling and disassembling the vapor return system The gasoline transfer hose shall be connected or disconnected only while the vapor return hose system is connected and functional 11. Monthly gasoline throughput records shall be maintained on site and reported to the District at the time of testing and thereafter upon request 12 The drain system installed in the overfill protection box shall remain vapor tight at all times except during draining of gasoline liquid into the tank Cover-actuated dram valves shall not be installed. Alternately, a manual drain system may be used. 13. Each vent pipe shall be equipped with an ARB certified pressure/vacuum relief valve that screws onto the top of the vent pipe. Except as may be required by the local fire jurisdiction, a vent manifold shall be installed to reduce the number of relief valves needed The settings of the pressure/vacuum relief valve(s) shall be as follows: a Pressure- Three (3.0) ± one-half (0.5) inches of water column, b Vacuum: Eight (8.0) ± two (2 0) inches of water column 14 All vapor lines shall have a slope a minimum of 1/8 inch per foot toward their respective tanks. 15 A tank Tie Test per TP-201 3C shall be performed to verify installation of an underground manifold Whenever an underground manifold cannot be verified to the satisfaction of the District, any aboveground manifold shall be dismantled prior to performing the tank Tie Test. 16. A 1/4-inch NPT threaded tap and plug shall be installed in two vent pipes located at a height of six (6) feet above grade ± six (6) inches and be easily accessible for testing These taps Equilon, Inc. Application No. 974704 * * " ' May 2,2000 -3- shall remain plugged and vapor tight except when test equipment is being connected or removed. 17. Upon request of the District, the applicant shall provide access, facilities, utilities and any necessary safety equipment for vapor control system testing and inspection 18 Vent pipes and manholes shall be painted and maintained white, silver or beige Manhole covers which are color-coded for product identification are exempted 19. Only the Healy Model 600 or an ARB equivalent gasoline nozzle shall be installed A vapor guard/nozzle boot shall be installed on the nozzle as shown in Exhibit 2 Fig. 2B-1 in E O. G-70-183. 20 A Static Pressure Decay Test and an A/L Ratio Test shall be successfully conducted at least once in every calendar year and not more than 45 days prior to the permit renewal date printed on the Permit to Operate Fifteen (15) calendar days prior to conducting the required annual tests, the permittee shall notify the District's Compliance Division of the test schedule Test results shall be submitted to the District's Compliance Division in a District approved format within 15 calendar days of conducting these annual tests 21 The dispensing rate of each nozzle shall not exceed ten (10 0) or be less than six (6 0) gallons per minute (gpm) 22. No retail dispensing shall be allowed when the vapor collection pump is disabled for maintenance or for any other reason. Only those nozzles affected by the disabled vapor collection pump are subject to this condition. 23 The Healy/Franklm VP-1000 Phase n system shall be maintained in accordance with the System Operating Manual approved by ARB A copy of this manual shall be maintained at the facility at all times and be available for review by the District upon request. 24 The maximum length of each gasoline coaxial hose shall be thirteen (13) feet, including any attached safety devices and the maximum allowable length of hose which may be in contact with the top of the island block, or ground, shall be six (6) inches 25. To ensure adequate time for adhesion/bonding and curing of the epoxy sealant, any application of epoxy sealant on drop tubes shall occur either in accordance with the epoxy manufacturer's curing requirements or the day prior to installation in the gasoline storage tank(s), whichever is longer. 26. The following performance tests shall be successfully conducted upon completion of construction. For the purpose of compliance with this condition, all tests shall be conducted after backfilling, paving and installation of all required Phase I and Phase n components a. A pressure decay leak test of each product's vapor control system including nozzles/check valves and underground tanks per ARB's Test Procedure TP-201 3 (2-mch Pressure Test). Under no circumstances shall gasoline be poured into spill containment boxes to check for leaks. All liquid in the spill containment boxes and sumps shall be removed pnor to conducting the pressure decay test. ARB's Test Procedure TP-201.3 shall be conducted and completed between sundown and sunnse due Equilon, Inc Application No. 974704 May 2, 2000 -4- In lieu of TP-201.3, the operator/owner may choose to conduct and submit the results of District leak test method TP-96-1 (10-inch Pressure Test) This test can be conducted at any time during the day, except when ambient temperatures exceed 100 degrees Fahrenheit b A Dynamic Pressure Performance Test shall be conducted in accordance with ARB Test Procedure TP-201-4. The pressure drop shall be measured from each dispenser riser to its associated underground storage tank with the vent pipe Pressure/Vacuum valve(s) installed and the poppeted Phase I coupler poppet open c An Air-Vapor to Liquid Test shall be conducted in accordance with ARB's Test Procedure TP-201 5 or an ARB approved equivalent. Contact the District at the number listed at the end of the letter for a list of ARB equipment. The A/L ratio range shall be within or at the limits of 1 00 to 1.20 The minimum dispensing rate for this test shall be no less than six (6) gallons per minute d A maximum dispensing flow rate determination of at least one nozzle, to be selected by the District, for each gasoline product. The District may select additional nozzles for testing if flow rates are at or near the maximum allowable. The performance sequence of all the above tests shall be determined by the District poor to the start of testing at this site and shall be strictly followed by the testing company Performance of these tests simultaneously, proceeding with other tests after failure of a previous test or re-testing at this site shall only occur upon approval by the District If the tests listed above reveal system problems or inadequacies, corrective repairs shall be made Repeat testing or additional diagnostic testing may be required by the District to assure that the system is functioning properly Many service stations perform pretesting of the vapor recovery system This is done to identify and correct problems before official testing is witnessed by the District Pretesting can eliminate the time and expense of having to perform a second test and pursue a variance until a second test has taken place The District recommends, but does not require, pretesting. CONFIRMATION OF TEST DATE 27. Within 30 days of completion of construction, the applicant shall contact the District to schedule a test date Contact the Vapor Recovery section at (858) 694-3195 and receive confirmation so that the District has the opportunity to witness the field test. This Authority to Construct does not relieve the holder from obtaining permits or authorizations which may be required by other governmental agencies. Contact the appropriate building inspection department (city or county) and fire district prior to installation of the vapor control equipment for permit and/or inspection requirements. If underground tanks and vapor and liquid lines are to be installed or replaced, contact the County Health Department at (619) 338-2222 Within 30 days after receipt of this Authority to Construct, the applicant may petition the Hearing Board, in accordance with Rule 25, for a hearing on any conditions imposed herein This Authority to Construct authorizes temporary operation of the above specified equipment This temporary Permit to Operate shall take effect upon written notification to the District that construction has been completed in accordance with this Authority to Construct. This temporary Permit to Operate will remain in effect, unless withdrawn or modified by the District, until the Equilon, Inc. Application No 974704 - - ' May 2,2000 -5- equipment is inspected by the District and a revised temporary permit (Startup Authorization) is issued or a Permit to Operate is granted or denied CONSTRUCTION COMPLETION Upon completion of construction in accordance with this Authority to Construct and prior to commencing operation, the applicant must complete and mail, deliver personally or via facsimile the enclosed Construction Completion Notice to the District After submitting the notice, the applicant may commence operation of the equipment Operation must be in compliance with all of the conditions of this Authority to Construct and applicable District rules If during a Permit to Operate inspection there are obvious deficiencies such as damaged nozzles, flattened vapor return hoses, etc., the District may deny the Permit to Operate or, depending on the extent of the deficiencies, require you to make repairs within a specific period of time In the latter case, you will be charged a fee to pay for the remspection If the repairs are not made by the date of the remspection, your Permit to Operate may be denied.
