BUILDING PLANCHECK CHECKLIST
• If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm) A typical fixture count and water demand worksheet is
attached Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit
• Maximum service and meter size is a 2" service with a 2" meter
• If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand (manifolds are considered on case by case basis to limit
multiple trenching into the street)
Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations Please follow
these guidelines
1 If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets If so, at the water meter station, the demand in
gpm may be listed there Irrigation services are listed with a circled "I",
and potable water is typically a circled "W" The irrigation service should
look like

15 meter (estimated 100 gpm)
If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach) Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use Once
you have received a good example of irrigation calculations, keep a set for
your reference In general the calculations will include.
• Hydraulic grade line
• Elevation at point of connection (POC)
• Pressure at POC in pounds per square inch (PSI)
• Worse case zone (largest, farthest away from valve
• Total Sprinkler heads listed (with gpm use per head)
• Include a 10% residual pressure at point of connection
In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA) As long as the project is located within the City recycled water

services/meters to a new recycled water line in the future

charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

WHEREAS, City of Carlsbad, "Developer/Owner," has filed a verified
application with the City of Carlsbad regarding property described as
Portion of Tract 117 of Carlsbad Lands, in the City of
Carlsbad, County of San Diego, State of California, according
to Map No. 1661, filed in the Office of the County Recorder of
the County of San Diego on March 1,1915
("the Property"), and
WHEREAS, said verified application constitutes a request for a Conditional Use
Permit as shown on Exhibits "A" - "C" dated February 4, 2004, on file in the Carlsbad
Planning Department, PARKS MAINTENANCE BUILDING - CUP 03-31, as provided by
Chapter 21 42 and/or 21 50 of the Carlsbad Municipal Code, and
WHEREAS, the Planning Commission did, on the 4th day of February 2004,
hold a duly noticed public hearing as prescribed by law to consider said request, and
WHEREAS, at said public hearing, upon hearing and considenng all testimony
and arguments, if any, of all persons desiring to be heard, said Commission considered all factors
relating to the CUP
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
Commission of the City of Carlsbad as follows
A) That the foregoing recitations are true and correct
2 B) That based on the evidence presented at the public hearing, the Commission
3 APPROVES PARKS MAINTENANCE BUILDING - CUP 03-31, based on
the following findings and subject to the following conditions

e Findings:
6 1 That the requested use is necessary or desirable for the development of the community, is
essentially in harmony with the various elements and objectives of the General Plan, and
is not detrimental to existing uses specifically permitted in the zone in which the
proposed use is located, in that the existing modular building is in disrepair and
reduces the ability to provide maintenance functions to the City parks and selected
9 roadway medians and parkways; the modular building is designed to the seismic
safety standards of the State Department of Housing and Community Development;
10 * and the proposed modular office would not generate any additional traffic.
That the site for the intended use is adequate in size and shape to accommodate the use, in
12 that all proposed improvements can fit within the existing site without the need for
significant improvements or modifications and the proposed modular building
13 would meet all applicable development standards.
That all the yards, setbacks, walls, fences, landscaping, and other features necessary to
. - adjust the requested use to existing or permitted future uses in the neighborhood will be
provided and maintained, in that the internal location of the modular building
16 substantially screens it from view due to existing landscaping and structures, and
thereby negates the need for any additional features to adjust the use to existing and
permitted future uses and the proposed modular building conforms to the required
setbacks.
19 4 That the street system serving the proposed use is adequate to properly handle all traffic
generated by the proposed use, in that no additional traffic would be generated by the
20 proposed modular building.
71'5 That the Planning Director has determined that the project belongs to a class of projects
22 tnat tne State Secretary for Resources has found do not have a significant impact on the
environment, and it is therefore categorically exempt from the requirement for the
23 preparation of environmental documents pursuant to Section 15303 of the State CEQA
Guidelines In making this determination, the Planning Director has found that the
24 exceptions listed in Section 153002 of the state CEQA Guidelines do not apply to this
25 project
The Planning Commission has reviewed each of the exactions imposed on the Developer
contained in this resolution, and hereby finds, in this case, that the exactions are imposed
27 to mitigate impacts caused by or reasonably related to the project, and the extent and the
degree of the exaction is in rough proportionality to the impact caused by the project

Unless otherwise specified herein, all conditions shall be satisfied prior to issuance of
building permit
If any of the following conditions fail to occur, or if they are, by their terms, to be
implemented and maintained over time, if any of such conditions fail to be so
implemented and maintained according to their terms, the City shall have the nght to
revoke or modify all approvals herein granted, deny or further condition issuance of all
future building permits, deny, revoke or further condition all certificates of occupancy
issued under the authority of approvals herein granted, institute and prosecute litigation to
compel their compliance with said conditions or seek damages for their violation No
vested rights are gained by Developer or a successor in interest by the City's approval of
this Conditional Use Permit.
Staff is authorized and directed to make, or require the Developer to make, all corrections
and modifications to the Conditional Use Permit documents, as necessary to make'them
internally consistent and in conformity with the final action on the project Development
shall occur substantially as shown on the approved Exhibits Any proposed development
different from this approval, shall require an amendment to this approval
Developer shall comply with all applicable provisions of federal, state, and local laws and
regulations in effect at the time of building permit issuance
If any condition for construction of any public improvements or facilities, or the payment
of any fees in-heu thereof, imposed by this approval or imposed by law on this Project are
challenged, this approval shall be suspended as provided in Government Code Section
66020 If any such condition is determined to be invalid this approval shall be invalid
unless the City Council determines that the project without the condition complies with
all requirements of law
Developer shall submit to Planning Department a reproducible 24" x 36" mylar copy of
the Site Plan reflecting the conditions approved by the final decision making body
This project shall comply with all conditions and mitigation measures, which are required
as part of the Zone 1 Local Facilities Management Plan and any amendments made to that
Plan prior to the issuance of building permits
Building permits will not be issued for this project unless the local agency providing
water and sewer services to the project provides written certification to the City that
adequate water service and sewer facilities, respectively, are available to the project at the
time of the application for the building permit, and that water and sewer capacity and
facilities will continue to be available until the time of occupancy
This Conditional Use Permit shall be reviewed by the Planning Director annually to
determine if all conditions of this permit have been met and that the use does not have a
substantial negative effect on surrounding properties or the public health and welfare If
the Planning Director determines that the use has such substantial negative effects, the

Planning Director shall recommend that the Planning Commission, after providing the
permittee the opportunity to be heard, add additional conditions to reduce or eliminate the
substantial negative'effects

This Conditional Use Permit is granted for a period of ten (10) years from February 4,
2004 through February 3, 2014 This permit may be revoked at any time after a public
hearing, if it is found that the use has a substantial detrimental effect on surrounding land
uses and the public's health and welfare, or the conditions imposed herein have not been
met This permit may be extended for a reasonable penod of time not to exceed ten (10)
years upon written application of the permittee made no less than 90 days prior to the
expiration date The Planning Commission may not grant such extension, unless it finds
that there are no substantial negative effects on surrounding land uses or the public's
health and welfare 1 If. a substantial negative effect on surrounding land uses or the
public's health and welfare is found, the extension shall be denied or granted with
conditions which will eliminate or substantially reduce such effects There is no limit to
the number of extensions the Planning Commission may grant
This approval is granted subject to the approval of SDP 03-20 and is subject to all
conditions contained in Planning Commission Resolution No 5560 for that other
approval incorporated herein by reference1 ,
This approval shall become null and void if building permits are not issued for this
project within IS months from the date of project approval
Developer shalbreport, in writing, to the Planning Director within 30 days, any address
change from that which is shown on the permit application" r
Prior to the issuance of the building permit, Developer shall submit to the City a Notice
of Restriction to be filed in the office of the County Recorder, subject to the satisfaction
of the Planning Director, notifying all interested parties and successors in interest that the
City of Carlsbad has issued a Conditional Use Permit and Site Development Plan by
Resolutions No 5559 and 5560 on the property Said Notice of Restriction shall note the
property description, location of the file containing complete project details and all
conditions of approval as well as any conditions or restrictions specified for inclusion m
the Notice of Restnction The Planning Director has the authonty to execute and record
an amendment to the notice, which modifies or terminates said notice upon a showing of
good cause by the Developer or successor in interest
Engineering:
14 Developer shall comply with the City's requirements of the National Pollutant Discharge
Elimination System (NPDES) permit Developer shall provide improvements constructed
pursuant to best management practices as referenced in the "California Storm Water Best
Management Practices Handbook" to reduce surface pollutants to an acceptable level prior
to discharge to sensitive areas Plans for such improvements shall be submitted to and
