This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinance by the Planning Department, Engineering Department, Fire
Department or other departments. Clearance from those departments may be required prior to
the issuance of a building permit.
Present California law mandates that residential construction comply with the 2001 edition of
the California Building Code (Title 24), which adopts the following mode! codes: 1997 UBC,
2000 UPC, 2000 UMC and 1999 NEC (all effective 11/1/02).
The above regulations apply to residential construction, regardless of the code editions adopted
by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

. Please make all corrections on the original tracings, as requested in the correction list.
Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in
one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92009, (760) 602-
2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning,
Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver
all remaining sets of plans and calculations/reports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by EsGil
Corporation is complete.
Final sets of plans and any new calculations to be stamped and signed by
architect of record also.
Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2001 edition of the California Building Code (Title 24), which
adopts the 1997 UBC, 2000 UMC, 2000 UPC and the 1999 NEC. Older codes
referenced on sheet A-I.
All bedroom branch circuits now require arc fault protection. Note clearly on the
plans that "Bedroom branch circuits will be arc fault circuit protected." NEC Art.
210-12(b).
Are proposed footings are to be tied to existing footings? If so specify size,
length and spacing of dowels, length of embedment and if epoxied the type and
if special inspection is required. Section 106.3.3
Window C at bedroom on A-3 should be shown with correct width i.e. 4ft.
The water heater cannot generally be placed in laundry room (unless noted to be
direct vented) as room not large enough for combustion air and the exhausting of
air for dryer vent can create an adverse effect on water heater flue (back
drafting). Another option would be to add a door (minimum 2 ft in width at front
of water heater and note or show that high and low combustion air to be pulled
from attic space or exterior.
Floor plan is reflecting a wall furnace for heat and energy calculations are
reflecting a FAU with minimum efficiently of 80%. Please revise energy
calculations to reflect wall furnace with efficiency noted on plans.

All energy items shown on the plans must be in agreement with the information
shown on the properly completed Form CF-IR. Energy calculations are reflecting
R-1 9 for walls (2 x 6's) and for under floor and sections on sheet S-2 reflect 2x 4
framing with R-15 and under floor with R-15?
Show dryer vent to the exterior-maximum 14 ft with 2 elbows if 4" or 23 ft if 5"
noted.
Note or show that 100 sq inches of make up air required at the laundry room (to
replace air being exhausted by dryer vent). UMC 504.3.2 and UMC 908.2.
The plans did not address the lateral at side walls of lower floor and at upper
floor. If using conventional framing then specify either existing or proposed type
of braced wall panels and lengths.
If applies: Detail and reference how adding any additional anchor bolts at new
shear wall locations where existing footings occur and detail and reference retro
fit hold down bolts. Specify type, size and length of bolts using for shear and if
special inspection is required. For retro fit hold down bolts note size of all thread,
depth of embedment, ICBO/NER number for epoxy using and note special
inspection required on cover sheet and reference details. Complete attached
special inspection form.
Could not determine how arrived with an fb of 1450 for floor joist unless these
are Select Structural.
Provide listing assembly/details of insulation in walls and ceiling to achieve STC
of 50 between garage and living area if garage use is not controlled by resident
above. Title 24.
Shear transfer detail 1/S-2 should reflect full depth blocking with edge nailing of
roof diaphragm into blocks. Detail 1/A-4is reflecting starter board extending
beyond the edge of the blocking and plywood cannot be boundary nailed into
blocks.
Could not determine how front of clipped deck as shown on S-2 is to be
supported.
The plans are reflection open space decking and cantilevered beam is a PLM.
Please check listing as generally PLM's are not allowed to be exposed to
weather.
How is cross ventilation being provided at attic space and verify 24" deep attic
space will be available as noted on sheet A-4 note 2.
S-2 is noting both 2 x 12 and 2 x 10 floor joist? Will existing top plates be
adjusted i.e. additional plate added where 2 x 10's occur?

Show or note on plans that all rake walls are to be ballooned framed.
Please recheck connections at FB-1. The back span is 5'8' and cantilevered is
4'8" which in turn supports wall and 2 roof loads.
Could not locate smoke detectors inside and outside of bedrooms. Show
locations to be within 12" of highest point of ceiling and minimum 3 ft away from
any air producing device (i.e. ceiling fan).
Owner/designer to sign the CFI -R forms.
Per NRC show minimum 100 amp service or sub panel to 2nd dwelling.
. CITY OF CARLSBAD REQUIREMENTS
All new residential buildings, including additions, require a soils report. An update
letter is required if the report is more than 3 years old. If a room addition is less
than 1000 sq. ft. in area and only one story, then a soils report would not be
required.
New residential units must be pre-plumbed for future solar water heating. Note
"two roof jacks must be installed" where the water heater is in the one story garage
and directly below the most south facing roof (City Ordinance No. 8093).
Note "two 3/4" copper pipes must be installed to the most convenient future solar
panel location when the water heater is not in a one story garage and is not directly
below the most south facing roof. (City Ordinance No. 8093).
All piping for present or future solar water heating must be insulated when in areas
that are not heated or cooled by mechanical means (City Policy).
To speed up the review process, note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet, note or detail number,
calculation page, etc.

WATER METER REVIEW
LI LI LI 12a. Domestic (potable) Use
Ensure that the meter proposed by the owner/developer is not oversized.
Oversized meters are inaccurate during low-flow conditions. If it is oversized, br
the life of the meter, the City will not accurately bill the owner for the water used.
All single family dwelling units received "standard" 1" service with 5/8" service.

If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
Maximum service and meter size is a 2" service with a 2" meter.
If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand. (manifolds are considered on case by case basis to limit
multiple trenching into the street).
D El 12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:
,- STA 1+00 Install 2" service and
'-' 1.5: meter (estimated 100 gpm)
If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
Hydraulic grade line
Elevation at point of connection (POC)
Pressure at POC in pounds per square inch (PSI)
Worse case zone (largest, farthest away from valve
Total Sprinkler heads listed (with gpm use per head)
Include a 10% residual pressure at point of connection
3. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA). As long as the project is located within the City recycled water

service boundary, the City intends on switching these irrigation
services/meters to a new recycled water line in the future.
E LI U 12c. Irrigation Use (where recycled water is available)
Recycled water meters are sized the same as the irrigation meter above.
If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

In accordance with your request, we have performed a foundation investigation to
determine the soil bearing conditions of the existing residential structure, which is to
receive a second story addition. In general, we found the site suitable for the proposed
project provided that the recommendations contained herein are adhered to. Our
investigation determined the structure to be founded in suitable bearing strata. Partial
underpinning or a tie beam may be required to support the proposed second story in the
area of the garage door opening. Our findings, conclusions and recommendations
concerning the site development are discussed in the ensuing report.

SCOPE OF WORK AND PROJECT DESCRIPTION
The following report presents the results of. a soil investigation performed for the proposed
second story addition project. The site is located at 1186 Larkspur Lane in the City of
Carlsbad, County of San Diego, California. Figure Number 1 (attached) provides a vicinity
map showing the location of the property. In general, the purpose of our investigation was to
provide the foundation recommendations for the proposed residential addition.
The site is improved with a one-story single family residence with an attached garage. The
structures are situated on a graded, relatively level building pad. It is our understanding the
existing residential structure will receive a new second-story addition over the garage area. It
is intended to use the existing foundation system to support the second story addition.
This report has been prepared for the exclusive use of Mr. Richard Byrne and his design
consultants for specific application to the project described herein. Should the project be
modified, the conclusions and recommendations presented in this report should be reviewed
by C.W. La Monte Company Inc. for conformance with our recommendations and to
determine if any additional subsurface investigation, laboratory testing and/or
recommendations are necessary. Our professional services have been performed, our findings
obtained and our recommendations prepared in accordance with generally accepted
engineering principles and practices. This warranty is in lieu of all other warranties,
expressed or implied.
With the above in mind our scope of work consisted of the following:
Identify and classify the surface and subsurface soils to depths, in conformance with
the Unified Soil Classification System (refer to Appendix A).
Determine the embedment depth and bearing conditions of the existing foundation
system.
Determine the allowable presumptive bearing pressures and lateral capacities for the
bearing soils based on their classification according to the Uniform building Code.
Predict the settlement potential of the natural ground bearing soils under the structural
loads.
Provide Uniform Building Code, seismic design criteria.
Preparation of this report, presenting our findings, conclusions and recommendations,
and appropriate graphics.
It was not within our scope of work to evaluate the site for hazardous materials
contamination.
FINDINGS
Site Description
The project site is located on the east side of Larkspur Lane in the City of Carlsbad, County of
I San Diego, California. The property is bounded on all other sides by residential development.
The site consists of a relatively level graded building pad situated on terrain sloping gently to
the west. The site is improved with a one-story single family home with a detached garage. ' The structure is of wood-frame and stucco construction and is founded on conventional
continuous foundations with a slab-on-grade floor. Refer to the attached Site Location Map
(Figure 1) and the Plot Plan (Figure 2) for the location and a layout of the site.
I Description of Subsurface Bearing Conditions
The test excavation was placed adjacent to the existing garage foundation in order to I determine the bearing conditions. The existing foundation was observed to be embedded
approximately 24 inches below the existing grade, and appears to be at least 12 inches wide.
The test pit encountered approximately one foot of the loose fill, overlying competent marine
terrace deposits. These fills consist primarily of dark brown to brown, loose, silty sand. The
underlying terrace consists of brown to light brown, medium dense, slightly silty sand with
good soil bearing characteristics.
Ground Water
No groundwater was encountered in our test excavation at the time of our investigation.
Further, it should be kept in mind, that site development may change surface and subsurface
drainage patterns. Such changes • of surface and subsurface hydrologic conditions, plus
irrigation of landscaping or significant increases in rainfall, may result in the appearance of
minor amounts of surface or near-surface water at locations where none existed previously.
The damage from such water is expected to be minor and cosmetic in nature, if good positive
drainage is implemented at the completion of construction. Corrective action should be taken
on a site-specific basis if, and when, it becomes necessary.
TECTONIC SETTING
No faults are known to traverse the subject site but it should be noted that much of Southern
California, including the San Diego County area is characterized by a series of Quaternary-
age fault zones which typically consist of several individual, en echelon faults that generally
strike in a northerly to north westerly direction. Some of these fault zones (and the individual
faults within the zones) are classified as active while others are classified as only potentially
active, according to the criteria of the California Division of Mines and Geology. Active fault
zones are those which have shown conclusive evidence of faulting during the Holocene Epoch
(the most recent 11,000 years) while potentially active fault zones have demonstrated

movement during the Pleistocene Epoch (11,000 to 2 million years before the present) but no
movement during Holocene time.
The active Rose Canyon Fault Zone is located within 7 kilometers west of the subject site.
Other active fault zones in the region that could possibly affect the site include the Coronado
Banks and San Clemente Fault Zones to the west, the Elsinore and San Jacinto Fault Zones to
the northeast, and the Agua Blanca and San Miguel Fault Zones to the south. However, a 6.9
earthquake on the Rose Canyon Fault Zone will generate ground accelerations on the site,
greater than a maximum probable earthquake on any of these other nearby fault zones.
Therefore, the Rose Canyon Fault Zone should be considered the "design" earthquake.
- The site is not located within the boundaries of a designated, Alquist-Priolo Earthquake Fault

Zone.
SEISMIC DESIGN PARAME TERS

Seismically related design parameters obtained from the Uniform Building Code (UBC) 1997
edition, Volume II, Chapter 16, are presented below in Table. These design factors are based
on subsurface soil and bedrock conditions and distance of the site from known active faults.

Maximum Bedrock Acceleration
Based upon a Maximum Magnitude Earthquake of 6.9 magnitude along the nearest portion of
the Rose Canyon Fault Zone, the Maximum Bedrock Acceleration at the site is estimated to
be 0.40 g (as determined from EQ Fault). For structural design purposes, we recommend a
damping ratio not greater than 5 percent of critical dampening.

CONCLUSIONS
The existing conventional continuous foundations may be utilized in the support of the
I proposed second story addition. The encountered, existing foundation was embedded
approximately 24 inches, which is adequate to support the proposed second story addition.
However, the encountered foundations supporting the west end of the existing structure are
founded in the loose fill and topsoils. The loose surficial alluvium can only be assigned a
nominal soil bearing value of 1000 psf. However, it may be desirable to underpin portions of
I the original structure where new loads exceed the soil bearing value provided in this report
(see the following Recommendations/Foundations section of this report. The underpinning (if
necessary) may be implemented as isolated pads spaced according to the requirements of the
I project structural engineer or architect.
It is our understanding the structure was constructed in the early 1960's. Usually, residences I built during this time period were constructed without a foundation across the garage door
opening (typically called a "tie-beam"). Therefore, unless it can be determined during
demolition that a tie-beam is present; underpinning or a new foundation will be required in the I area of the garage door opening.
RECOMMENDATIONS I
I Foundations
I The proposed second story addition may be founded on the existing foundation system. Areas
may require underpinning as determined by the project engineer or architect. If a new
foundation is constructed across the garage door opening, we recommend a minimum depth
I of 18 inches and width of 15 inches. The predominate, on-site materials were visually
classifieds as non-expansive and therefore no consideration for heaving soils is required.
Soil Bearing Value
A bearing capacity of 2000 psf may be assumed for said footings when founded a minimum
of 12 inches into the firm natural ground. This bearing capacity may be increased by one-
third, when considering wind and/or seismic loading.
Anticipated Settlements
Based on our experience with the soil types on the subject site, the soils supporting the should
experience settlement in the magnitude of less than 0.5 inch under proposed structural loads
Reinforcement
Any required foundation reinforcement shall be determined by the project structural engineer
and architect. However, any new continuous footings should be reinforced with at least two
No.5 steel bars; one reinforcing bar shall be located near the top of the foundation, and one

bar near the bottom..
- It should be recognized that minor hairline cracks normally occur in walls, concrete slabs and
I
foundations due to shrinkage during curing and/or redistribution of stresses and some cracks
may be anticipated. Such cracks are not necessarily an indication of excessive vertical
movements.
Lateral Pressure
The passive earth pressure (lateral force) of the dense, bedrock soils shall be based on an
Equivalent Fluid Weight (EQW) of 300 pcf (pounds per cubic foot). This passive earth
pressure applies only to the portion of the footings embedded in competent terrace material.
A Coefficient of Friction of 0.4 times the dead load may be used between the bearing soils
and concrete wall foundations or structure foundations and floor slabs.
Site Drainage Considerations
Adequate measures shall be taken to properly finish-grade the site. Drainage waters from this
I site and adjacent properties are to be directed away from foundations, floor slabs and footings,
onto the natural drainage direction for this area or into properly designed and approved
drainage facilities. Proper subsurface and surface drainage will ensure drainage that no
I waters will seek the level of the bearing soils under the foundations, footings and floor slabs.
Failure to observe this recommendation could result in uplift or undermining and differential
settlement of the structure or other improvements on the site.
I Planter areas and planter boxes shall be sloped to drain away from the foundations, footings,
and floor slabs. Planter boxes shall be constructed with a subsurface drain, installed in gravel,
I with the direction of subsurface and surface flow away from the foundations, footings, and
floor slabs, to an adequate drainage facility.
I FIELD INVESTIGATION
One hand excavated test pit was placed on the site to a depth 4 feet below the existing grade
I Excavations were placed specifically in areas where representative soil conditions were
expected and adjacent to existing foundations tin order to observe the bearing conditions. Our
investigation also included a visual site reconnaissance. The excavations were visually
I inspected and logged by our field geologist, and samples were taken of the predominant soils
throughout the field operation. Test excavation logs have been prepared on the basis of our
inspection and the results have been summarized on Figure 3.

LIMITATIONS
I Our conclusions and recommendations have been based on all available data obtained from
our field investigation and laboratory analysis, as well as our experience with the soils and
I . formational materials located in the area. Of necessity, we must assume a certain degree of
continuity between exploratory . excavations and/or natural exposures. It is, therefore,
necessary that all observations, conclusions, and recommendations be verified at the time
I construction operations begin or when footing excavations are placed. In the event
