This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinance by the Planning Department, Engineering Department, Fire
Department or other departments. Clearance from those departments may be required prior to
the issuance of a building permit.
Present California law mandates that residential construction comply with the 2001 edition of
the California Building Code (Title 24), which adopts the following model codes: 1997 UBC,
2000 UPC, 2000 UMC and 1999 NEC (all effective 11/1/02).
The above regulations apply to residential construction, regardless of the code editions adopted
by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

PLANS
1. Please make all corrections on the original tracings, as requested in the correction
list. Submit two sets of plans for residential projects. For expeditious processing,
corrected sets can be submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the
City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA
92008, and (760) 602-2700. The City will route the plans to EsGil
Corporation and the Carlsbad Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123,
and (858) 560-1468. Deliver all remaining sets of plans and
calculations/reports directly to the City of Carlsbad Building Department for
routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until
review by EsGil Corporation is complete.
2. The person responsible for their preparation must sign all final sheets of plans.
(California Business and Professions Code).
3. Final plans, specifications and calculations shall be signed and sealed by the
engineer or architect licensed by the State of California who is responsible for
their preparation. Specify expiration date of license. (California Business and
Professions Code).
4. On the cover sheet of the plans, specify any items that will have a deferred
submittal (trusses, etc.). Additionally, provide the following note on the plans,
per UBC Sec. 106.3.4.2:
"Submittal documents for deferred submittal items shall be submitted to the
architect or engineer of record, who shall review them and forward them to the
building official with a notation indicating that the deferred submittal documents
have been reviewed and that theyhave been found to be in general
conformance with the design of the building. The deferred submittal items shall
NOT be installed until their design and submittal documents have been approved
by the building official."

. GENERAL RESIDENTIAL REQUIREMENTS
5. Glazing in the following locations should be of safety glazing material in
accordance with UBC Section 2406.4 (see exceptions):
Fixed or operable panels adjacent to a door where the nearest exposed
edge of the glazing is within a 24-inch arc of either vertical edge of the door
in a closed position. See the door between the Foyer and Living room.
Walls enclosing stairway landings or within 5 feet of the bottom and top of
stairways where the bottom edge of the glass is less than 60 inches above
a walking surface.
. ROOFING
6. Specify on the plans the following information for the balcony materials, per .UBC
Section 106.3.3:
Manufacturer's name.
Product name/number.
ICBO approval number, or equal.
7. Show drains and overflows at the balcony(s). UBC Sections 1506.2 and 1506.3.
8. Overflow roof drains shall terminate in an area where they will be readily visible
and will not cause damage to the building. If the roof drain terminates through a
wall, the overflow drain shall terminate 12" minimum above the roof drain. Policy
84-35.
. CONCRETE AND MASONRY
9. Provide ICBO report # or equivalent or show anchored veneer support and
connections attached to wood at the chimney, comply with UBC Section 1403.
Show #9 wire ties in horizontal joints, etc. For "Adhered Veneer" applications
show compliance with UBC Section 1403.5.3.
. FOUNDATION REQUIREMENTS
10. In Seismic Zone 4, each site shall be assigned a near-source factOr. Identify this
value in the soils report and on the plans. UBC Section 1629.4.2.
11. Investigate the potential for seismically induced soil liquefaction and soil
instability in Seismic Zones 3 and 4. UBC Section 1804.5
12. Provide a letter from the soils engineer confirming that the foundation plan,
grading plan and specifications have been reviewed and that it has been
determined that the recommendations in the soils report are properly
incorporated into the construction documents (when required by the soil report).

13. If the soils engineer recommends that he/she review the foundation excavations
note on the foundation plan that:
"Prior to the contractor requesting a Building Department foundation inspection,
the soils engineer shall advise the building official in writing that:
The building pad was prepared in accordance with the soils report,
The utility trenches have been properly backfilled and compacted, and
The foundation excavations, the soils expansive characteristics and
bearing capacity conform to the soils report."
14. Please incorporate the slab subgrade thickness from the soils report into the
plans.
FRAMING
15. Provide truss details and truss calculations for this project. Specify truss
identification numbers on the plans. Or submit a deferral.
16. Show draglines and girder trusses on the plans.
17. Note on the plan that the structural consultant shall provide a letter of review for
the truss plans and calculations with their submittal.
18. Check all headers for reactions from the Girder trusses.
19. Include the FAU and platform on in the truss layout and calculations.
20. Detail truss layout for 30" x 30" attic access, if required for equipment in the attic
and detail 30" x 30" clearance through truss webs, 22" x 30" may be used if the
equipment size allows.
21. Please label and cross-reference all beams on the plans to the calculations,
without the labeling and cross-referencing, I can not effectively determine code
compliance or consistency between the plans and the calculations. Based on the
response more corrections may follow.
22. The length of each designed shear panel must be dimensioned on the plans.
These dimensions should be shown wherever the shear panels are called out.

23. In open beam construction, provide strap ties across the beams at the ridge
support. UBC Section 2303.8.
24. Please detail the second story holdowns.

Nails for shear transfer connection (using A35's, etc.) may not be driven, parallel to
the flanges of TJI's (i.e., along the sides), per city policy, unless specific written
approval from Trus-Joist Macmillan is first obtained. Details or notes on the plans
should make this clear. Nails may be driven perpendicular to TJl flanges.
. ELECTRICAL (NATIONAL ELECTRICAL CODE)
Show on the plan the amperage of the electrical service, the location of the
service panel and the location of any sub-panels. If service is over 200 amps,
submit single line diagram, panel schedule and load calculations.
In addition to the information shown on the plans, show on the plan the
amperage and location of sub-panels. Subpanels are not approved in garage
firewalls, bathrooms, clothes or linen closets.
Show on the plans a wall receptacle adjacent to each lavatory in the bathroom.
See the powder room. NEC Art. 210-52(d).
. MECHANICAL (UNIFORM MECHANICAL CODE)
Show the location, type and size (BTU's) of all heating and cooling appliances or
systems. Based on the response more corrections may follow.
Show source of combustion air to furnace per Chapter 7 UMC. Specify the
location and sizes of both of the combustion air openings.
Show minimum 30" deep unobstructed working space in front of furnace. UMC
Section 903.
Note that passageway to the mechanical equipment in the attic shall be
unobstructed and have continuous solid flooring not less than 24 inches wide,
not more than 20 feet in length through the attic. UMC Section 908.0.
Show a permanent electrical receptacle outlet and lighting fixture controlled by a
switch located at the entrance for furnaces located in an attic or underfloor
space. UMC Sections 908.0 & 909.0.
Note on the plans that the FAU closet or alcove must be 12 inches wider than
the furnace or furnaces being installed. UMC Section 904.1.
Provide installation details for furnaces located under the floor, UMC Section
909.0, or located on the roof or the building exterior, UMC Section 910.0.
The maximum length of a clothes dryer duct is 14 feet with (two) 900 elbows. All
terminations shall be 3' from any opening in a building. UMC Section 504.2.2.

. PLUMBING (UNIFORM PLUMBING CODE)
Show water heater size (1st hour rating), type, and location on plans. UPC
Section 501.0.
New residential units must be pre-plumbed for future solar water heating. Note
"two roof jacks must be installed" where the water heater is in the one story garage
and directly below the most south facing roof (City Ordinance No. 8093).
Note "two 3/4" copper pipes must be installed to the most convenient future solar
panel location when the water heater is not in a one story garage and is not directly
below the most south facing roof. (City Ordinance No. 8093).
All piping for present or future solar water heating must be insulated when in areas
that are not heated or cooled by mechanical means (City Policy).
Please show drainage fittings in the island sink detail on the Cover sheet below
the trap.
. NOISE INSULATION (DUPLEXES)
Provide insulation in walls and ceiling to achieve STC of 50 between garage and
living area if garage use is not controlled by resident. CBC Title 24.
. ENERGY CONSERVATION
The regulations require a properly completed and properly signed Form CF-1 R to
be either imprinted on the plans, taped to the plans or "sticky backed" on the
plans, to allow the building inspector to readily compare the actual construction
with the requirements of the approved energy design.
Provide fluorescent general lighting (40 lumens per watt minimum) in kitchen(s)
and bathrooms (containing a tub or shower).
Note on the plans: "The manufactured windows shall have a label attached
certified by the National Fenestration Rating Council (NFRC) and showing
compliance with the energy calculations."

Ensure that the meter proposed by the owner/developer is not oversized.
Oversized meters are inaccurate during low-flow conditions. If it is oversized, for
the life of the meter, the City will not accurately bill the owner for the water used.

If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
Maximum service and meter size is a 2" service with a 2" meter.
If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand. (manifolds are considered on case by case basis to limit
multiple trenching into the street).
0 0 0 12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W'. The irrigation service should
look like:

1.5: meter (estimated 100 gpm)
2. If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
Hydraulic grade line
Elevation at point of connection (POC)
Pressure at POC in pounds per square inch (PSI)
Worse case zone (largest, farthest away from valve
Total Sprinkler heads listed (with gpm use per head)
Include a 10% residual pressure at point of connection
3. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA). As long as the project is located within the City recycled water

service boundary, the City intends on switching these irrigation
services/meters to a new recycled water line in the future.
fl El El 12c. Irrigation Use (where recycled water is available)
Recycled water meters are sized the same as the irrigation meter above.
If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

SCOPE

pwse of this investigation was to examine exiSting site conditions and provide engineering
recommendations fiw thetwo proposed residenth I stmctures
FIELD INSPECTION
In order to accomplish this pwposca rqiresentativc of this firm visited the site reviewed the
topcgphy and site conditions arid vivalty and texnially classified the surface and near
surface sdds Reprmma&e samples of the on-site soils were obtained from two test
e,plurations approximatelY 3 fW in depth and tested for dcnsity shear strength and
expansive chuaderisfics. An in-place field density uma was taken in accordance with
AS.TM Dl 556-82 in the bottom ofthe TastExp1oition Na. I nest the front of the sate. The
test results indicate that the relative compaction of the native soil at that elevation is 89.8
percent.
SITE CONDITIONS
The subject site is a residentialpnpefly located on the north side of M*gnnha Avenue. The
parcel is presently otipith by a single-fhniily residence with detached garage on the east
side of the site. It is our understanding that the existing structures will be removed to make
way for the proposed new development The existing residential area of the site is relatively
level. The rcthainder of the parv& slopes to the west in a 2 to 4 percent inclination. The
property is.h nlyiandscaped With a variois sized rees1 brusk grass and weeds outside the

maintained flout and back yards of the residence. Other nearby properties are medium to
large lots occupied by residential sMicam Man-made 1111 soils were encountered to
approximately one to two feet in depth during the course of this inspection.
SOIL CONDITIONS
The soils encountered in the provided trench kxations were fill materials consisting of loose
loamy, brown, silty, annds with organic materials to approximately one foot in depth. These fill soils were underlain by native. firm, light red brown, silty, granular sands that became
mole dense with depth to the bottom of the explorations. approxImately 3 feet in depth. The
sandy soils encountemd in the test explorations were not considered to be detrimentally
expansive with respect to change in volume with change in moisture content and will not
require special foundation design to resist expansive soils.
CONCLUSIONS AND RECOMMENDATIONS
In order to provide uniform support for the proposed structure, the existing fill
materials and any compressible native soils in proposed building areas should be
excavated to finn natural ground (approxImately 2 to 3 feet in depth), replaced and
recoinpacted 1o90 pit compaction in accordance with the following Grading
Speciflcalions The recompaction should extend at least 5 feet outside the proposed
building footprint. Any organic or other deleterious material that may be
encountered should be removed prior to recompaction.
2. Conventional spread fixrtings founded a minimum of 12 inches below lowest adjacent
grade and having a width determined by the allowable soil bearing value as detailed
above are recommended for foundation suppoTt Footing widths should be at least 12
inches for continuous footings and 24 inches for square footings due to practical
considerations as well as Building Code requirements. This footing design is a
minimum baserl upon the foundation soil type and does not lake into considuo.n
structural requirements.
Reinforcing in (otisigs should consist of at least one 04 steel bar placed continuously
in the top and bottom of continuous footings regardless of structural requirements.
Reinforcing for isolated footings are dictated by the structural requirements. These
recommendations are based upon on the soil type encountered and do not take into
consideration the proposed bearing Load.
4. Conacte slabs-on-fade should be constructed to have a nominal thickness of 4ft and
underlain with a sand blanket of 3 inches in thidcness. Provide minimum temperature
reinforcement consisting of 6X6-10/10 welded wire mesh. The sand subbase (sand

blanket) should have a sand equivalent exceeding 30 per ASTM D2419. All slabs
should either have a conventional thickened edge or be poured monolithically with
continuous footings at the slabs phneter. Conventional thickened edges Amuld be
8" thick at slob edgie unilbmdy tapering to 4a thick at 2' from slab edge. The
ilückcncd edges or monolithic focdjW should cateal completely wwnd the slab's
perimeter. Construction and expansion Johns should be considered slab edges.
Maximum spacing of expansion joints is 5(7 for interior slabs and 30' for exterior
slabs,
5. A representative sample of the foundation soil was remolded to 905/s of maximum
dry density. Based on the following test results, a safe allowable bearing value of
at least 2Syounds per square foot may be used in designing the foundations and
slab forllie prójd structure. This value may be increased by one third for wind
and/or Seismic loading.

Plans, and the requirements of any jurisdictive gpvernmental agencies. They are to be allowed
añequate access so do and tests may be performer! The Soil Engineer shall be upprised of schedules and any unforeseen soil conditions.
Substandard conditions or workmanship, inadequate compaction, adverse weather, or

PREPARATION OF AREAS TO RECEIVE IILL
Brush, trash, debris and detrimental soils shall be cleared from the areas to reCeive fill.
Detrimental soils shall be removed to firm competent soil. Slopes exceeding 20% should be
stepped uphill with benches 10' or greater in width. Scarify area to receive 1111 to 6" depth and
compact.
FELL MATERIAL shall not contain insufficient fines, oversized panicles, or excessive
organic& On-site disposition of oversized rock or expansive soils is to be at the written
direction 'of the Soil Engineer. Select fill shall be as specified by the soil engineer. All fills
shall be compacted and tested.
SIJDRAINS shall be installed if required by and as directed by and detailed by the soil
engineer and shall be left operable and unobstructed. They shall consist of 3" plastic
perforated pipe set in a minimum cover of 4" of filter rock in a 've& ditch to intercept and

SITE INSPECTION
Proposed Residential Building Site

Dear Mr. Shamshoian:
SCOPE
In accordance with your request, a Site Inspection has been performed at the subject site. The
purpose of this investigation was to examine existing site conditions and provide engineering
recommendations for the two proposed residential structures.
FIELD INSPECTION
In order to accomplish this purpose, a representative of this firm visited the site, reviewed the
topography and site conditions and visually and textually classified the surface and near
surface soils. Representative samples of the on-site soils were obtained from two test
explorations approximately 3 feet in depth and tested for density, shear strength and
expansive characteristics. An in-place field density test was taken in accordance with
A. S.T.M. D1556-82 in the bottom of the Test Exploration No. 1 near the front of the site. The
test results indicate that the relative compaction of the native soil at that elevation is 89.8
percent.
SITE CONDITIONS
The subject site is a residential property located on the north side of Magnolia Avenue. The
parcel is presently occupied by a single-family residence with detached garage on the east
side of the site. It is our understanding that the existing structures will be removed to make
way--for the proposed new .ieve1Qpujnt. The existing residential area of the site is relatively
level. The remainder of the parcel slopes to the west in a 2 to 4 percent inclination. The
property is heavily landscaped with a various sized trees, brush, grass and weeds outside the

maintained front and back yards of the residence. Other nearby properties are medium to
large lots, occupied by residential structures. Man-made fill soils were encountered to
approximately one to two feet in depth during the course of this inspection.
SOIL CONDITIONS
The soils encountered in the provided trench locations were fill materials consisting of loose
loamy, brown', silfy, sands with organic materials to approximately one foot in depth. These
fill soils were underlain by native, firm, light red brown, silty, granular sands that became
more dense with depth to the bottom of the explorations, approximately 3 feet in depth. The
sandy soils encountered in the test explorations were not considered to be detrimentally
expansive with respect to change in volume with change in moisture content and will not
require special foundation design to resist expansive soils.
CONCLUSIONS AND RECOMMENDATIONS
In order to provide uniform support for the proposed structure, the existing fill
materials and any compressible native soils in proposed building areas should be
excavated to firm natural ground (approximately 2 to 3 feet in depth), replaced and
recompacted to 90 percent compaction in accordance with the following Grading
Specifications. The recompaction should extend at least 5 feet outside the proposed
building footprint. Any organic or other deleterious material that may be
encountered should be removed prior to recompaction.
2. Conventional spread footings founded a minimum of 12 inches below lowest adjacent
grade and having a width determined by the allowable soil bearing value as detailed
above are recommended for foundation support. Footing widths should be at least 12
inches for continuous footings and 24 inches for square footings due to practical
considerations as well as Building Code requirements. This footing design is a
minimum based upon the foundation soil type and does not take into consideration
structural requirements.
Reinforcing in footings should consist of at least one #4 steel bar placed continuously
in the top and bottom of continuous footings regardless of structural requirements.
Reinforcing for isolated footings are dictated by the structural requirements. These
recommendations are based upon on the soil type encountered and do not take into
consideration the proposed bearing load.
4. Concrete slabs-on-grade should be constructed to have a nominal thickness of 4" and
underlain with a sand blanket of 3 inches in thickness. Provide minimum temperature
reinforcement consisting of 6X6-10/10 welded wire mesh. The sand subbase (sand

blanket) should have a sand equivalent exceeding 30 per ASTM D2419. All slabs
should either have a conventional thickened edge or be poured monolithically with
continuous footings at the slabs perimeter. Conventional thickened edges should be
8" thick at slab edge, uniformly tapering to 4" thick at 2' from slab edge. The
thickened edges or monolithic footings should extend completely around the slab's
perimeter. Construction and expansion joints should be considered slab edges.
Maximum spacing of expansion joints is 50' for interior slabs and 30' for exterior
slabs.
5. A representative sample of the foundation soil was remolded to 90% of maximum
dry density. Based on the following test results, a safe allowable bearing value of
At least 2500 pounds per square foot may be used in designing the foundations and
slab for the proposed structure. This value may be increased by one third for wind
and/or seismic loading.

GENERAL: Soil Testers and 'Soil Engineer' are synonymous hereinafter and shall be
employed to inspect and test earthwork in accordance with these specifications, the accepted
plans, and the requirements of any jurisdictive governmental agencies. They are to be allowed
adequate access so that the inspections and tests may be performed. The Soil Engineer shall
be apprised of schedules and any unforeseen soil conditions.
Substandard conditions or workmanship, inadequate compaction, adverse weather, or
deviation from the lines and grades shown on the plans, etc., shall be cause for the soil
engineer to either stop construction until the conditions are corrected or recommend rejection
of the work. Refusal to comply with these specifications or the recommendations and/or
interpretations of the soil engineer will be cause for the soil engineer and/or his representative
to immediately terminate his services.

PREPARATION OF AREAS TO RECEIVE FILL:
Brush, trash, debris and detrimental soils shall be cleared from the areas to receive fill.
Detrimental soils shall be removed to firm competent soil. Slopes exceeding 20% should be
stepped uphill with benches 10' or greater in width. Scarify area to receive fill to 6" depth and
compact.
FILL MATERIAL shall not contain insufficient fines, oversized particles, or excessive
organics. On-site disposition of oversized rock or exansive soils is to be at the written
direction of the Soil Engineer. Select fill shall be as specified by the soil engineer. All fills
shall be compacted and tested.
SUIBDRAINS shall be installed if required by and as directed by and detailed by the soil
engineer and shall be left operable and unobstructed. .They shall consist of 3" plastic
perforated pipe set in a minimum cover of 4" of filter rock in a 'vee' ditch to intercept and
drain free ground from the mass fills. Perforated pipe shall be schedule 40,
Poly-Vinyl-Chloride or Acrylonitrile Butadienne Styrene plastic. Rock filter material shall
conform to the following gradation:

dimensions around the structure are maintained. The expansive soils underlying the cap of
non-expansive cap should be pre-saturated to a depth of 3' to obtain a degree saturation
exceeding 90% before any construction supported by the compacted cap.

Upon termination of the soil engineer's services for any reason, his fees up to the time of
termination become due and payable. If it is necessary for the soil engineer to issue an
unfavorable report concerning the work that he has been hired to test and inspect, the soil
engineer shall not be held liable for any damages that might result from his 'unfavorable
report'.
