NOTE: The items listed below are from the previous correction list. These
remaining items have not been adequately addressed. The numbers of the items
are from the previous check list and may not necessarily be in sequence. The
notes in bold font are current.
PLANS
1. Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil and the Carlsbad Planning,
Engineering and Fire Departments.
2. Bring TWO corrected set of plans and calculations/reports to EsGil, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the
City Planning, Engineering and Fire Departments until review by EsGil is complete.
2. All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code). This will be verified on
each submittal.
3. Clarify if there is to be work done in the master bedroom and loft. There are
electrical plans shown for these areas, but the extent of proposed work is unclear.
The proposed electrical work in the loft and master bedroom/retreat should
be added to the scope of work on the plans and the permit application.
STRUCTURAL
11. Provide roof framing plan and floor framing plan. Section R106.1. It is unclear
what is bearing on the new proposed headers, so this is necessary to verify
adequate sizing.
a) The header sizes shown on the architectural plans do not match what is
shown on the structural sheets and calculations; revise/remove for
consistency.
b) Coordinate the floor plan of the kitchen/dining area between the
architectural sheets and the structural sheets. Also, the removal of the
kitchen wall at the sink has not been addressed. Is this a ½ wall?

ENERGY CONSERVATION
23. Mandatory minimum insulation specifications: (Ceilings: R-22), Exterior walls: 2
X 4 exterior walls: R-13, 2 X 6 exterior walls: R-19), and raised floors: R-19.
a) Note: These are minimum values; actual requirements depend upon the
project specific energy design (Prescriptive or Performance).

24. All domestic hot water piping to have the following minimum insulation installed:

29. Kitchens require exhaust fans with a minimum 100 cfm ducted to the exterior.
Detail compliance by including a complying exhaust fan or a ducted range hood
to the exterior.
Provide a note that the kitchen fan will be minimum 100 CFM and ducted to
the exterior.
30. Bathrooms require exhaust fans (minimum 50 cfm) to be ducted to the exterior.
A bathroom is defined "as a room with a bathtub, shower, or spa or some similar
source of moisture·.

31. Residential bathroom exhaust fans shall be energy star rated and shall be

34. Replacement of existing fenestration up to 75 sq. /ft. only needs to meet the U-
factor of .40 and SHGC of .35 specifications, not the Table 150.1-A specification

the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply with the 2016 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2015 IRC, 2015 IBC,
2015 UPC, 2015 UMC and 2014 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.

PLANS
1. Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil and the Carlsbad Planning,
Engineering and Fire Departments.
2. Bring TWO corrected set of plans and calculations/reports to EsGil, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the
City Planning, Engineering and Fire Departments until review by EsGil is complete.
2. Indicate on the Title Sheet of the plans the name of the person responsible for
the preparation of the plans. Section R106.1.1.
3. All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
4. Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2016 California Residential Code, which adopts the 2015 IRC,
2015 UMC, 2015 UPC and the 2014 NEC. Section R106.1.
5. Clarify if there is to be work done in the master bedroom and loft. There are
electrical plans shown for these areas, but the extent of proposed work is unclear.
6. All notes and dimensions should be permanent (no inked in markings).
7. Provide an accurate scale for all drawings; many dimensions could not be
verified.
FIRE PROTECTION
8. In existing buildings, when alterations, repairs or additions requiring a permit
occur (or when one or more sleeping rooms are added), the dwelling unit shall
be provided with smoke alarms located as required for new dwellings; the
smoke alarms shall be interconnected and hard wired. Exception: Smoke alarms
in existing areas need not be interconnected and hard wired where the
alterations or repairs do not result in the removal of interior wall or ceiling finishes
exposing the structure, unless there is an attic, crawl space, or basement
available which could provide access for hard wiring and interconnection without

the removal of interior finishes. Section R314.8.1.
9. When alterations, repairs or additions are proposed for dwelling units within
which fuel-burning appliances are installed (and in dwelling units having attached
garages), the dwelling unit shall be provided with carbon monoxide alarms
located as required for new dwellings; the carbon monoxide alarms shall be
interconnected and hard wired. Exception: Carbon monoxide alarms in existing
areas need not be interconnected and hard wired where the alterations or repairs
do not result in the removal of interior wall or ceiling finishes exposing the
structure, unless there is an attic, crawl space, or basement available which
could provide access for hard wiring and interconnection without the removal of
interior finishes. Section R315.2.
GENERAL RESIDENTIAL REQUIREMENTS
10. Glazing in the following locations should be shown on the plans as safety glazing
material in accordance with Section R308.4:
a) Glazing in doors.
b) Glazing adjacent to a door where the nearest vertical edge of the glazing is
within a 24" arc of either vertical edge of the door in a closed position and
where the bottom exposed edge of the glazing is less than 60" above the
walking surface. Exceptions:
i) Glazing in walls on the latch side of and perpendicular to the plane of
the door in a closed position.
ii) Glazing in walls on the push side of and perpendicular to the plane
of the door in a closed position (hinge side).
iii) Glazing that is adjacent to the fixed panel of patio doors.
c) Glazing in the walls/doors facing or containing bathtubs, showers, hot tubs,
spas, whirlpools, saunas, steam rooms and indoor/outdoor swimming pools
where the bottom exposed edge of the glazing is less than 60" above the
standing surface. Exception: Glazing that is more than 60", measured
horizontally, from the water's edge of a bathtub, hot tub, spa, whirlpool or
swimming pool. See the figure below.

d) Glazing in individual fixed or operable panels that meet all of the following
conditions:
i) Exposed area of an individual pane is greater than 9 square feet,
and:
ii) Exposed bottom edge is less than 18" above the floor, and:
iii) Exposed top edge is greater than 36" above the floor, and:
iv) One or more walking surfaces are within 36" horizontally of the plane
of the glazing.
STRUCTURAL
11. Provide roof framing plan and floor framing plan. Section R106.1. It is unclear
what is bearing on the new proposed headers, so this is necessary to verify
adequate sizing.
12. You have chosen to use the conventional construction bracing
provisions outlined in the CRC. Provide documentation to show that the plans
comply with the Braced Wall provisions of Section R602.10. Include the
following:
a) A checklist to show that the building is not "irregular," as defined in
Section R301.2.2.2.5.
b) Documentation to show there are sufficient Braced Wall Lines in the
building, per Section R602.10.1.
c) Documentation to show there are sufficient Braced Wall Panels in each
Braced Wall Line, per Section 602.10.1.1. Be sure to include all length
factor adjustments from Section 602.10.
d) If the above items cannot be provided or if the building does not
satisfy the conventional bracing provisions, then provide design
calculations from a licensed Engineer or Architect to show
compliance.
ELECTRICAL
13. Note on the plans that receptacle outlet locations will comply with CEC Article
210.52.
14. Include on the plans the following specifications for electrical devices installed in
dwellings: CEC Article 210 & 406
a) Tamper resistant receptacles for all locations described in 210.52 (i.e., all
receptacles in a dwelling).
b) Arc-fault protection for all outlets (not just receptacles) located in rooms
described in NEC 210.12(A): Kitchens, laundry areas, family, living,
bedrooms, dining, halls, etc.

c) GFCI protected outlets for locations described in NEC 210.8(A): Laundry
areas, kitchen dishwashers, kitchens, garages, bathrooms, outdoors,
within 6' of a sink, etc.
15. Show on the plans that countertop receptacle outlets comply with CEC Article
210.52(C): In kitchens a receptacle outlet shall be installed at each counter
space 12 inches or wider; Receptacles shall be installed so that no point along
the wall line is more than 24 inches; Island and peninsular countertops 12 inches
by 24" long (or greater) shall have at least one receptacle. (Counter top spaces
separated by range tops, refrigerators, or sinks shall be considered as separate
counter top spaces).
16. Per CEC Article 210.11 (C)3, note on the plans that bathroom circuiting shall be
either:
a) A 20 ampere circuit dedicated to each bathroom, or
b) At least one 20 ampere circuit supplying only bathroom receptacle outlets.
17. Provide an electrical plan for the renovated guest bathroom.
18. Show on the plans a wall receptacle within 36" of each lavatory in the bathroom.

PLUMBING
19. Show the shower stall can accommodate a 30" circle and has a minimum floor
area of 1,024 sq. in. CPC Section 408.6.
20. Provide a note on the plans: The control valves in showers, tub/showers,
bathtubs, and bidets must be pressure balanced or thermostatic mixing valves.

21. Specify on the plans: Water conserving fixtures: New water closets shall use no
more than 1.28 gallons of water per flush, kitchen faucets may not exceed 1.8
GPM, lavatories are limited to 1.2 GPM, and showerheads may not exceed 1.8
GPM of flow. CPC Sections 407,408,411,412.
22. Specify on the plans whether the existing house was built before or after 1994.
For additions or improvements to a residence built before 1994, note on the
plans that existing "noncompliant" fixtures (toilets that use more than 1.6 gallons
of water per flush, urinals that use more than one gallon of water per flush,
showerheads that have a flow capacity of more than 2.5 gallons of water per
minute, and interior faucets that emit more than 2.2 gallons of water per minute)
shall be replaced. Certification of compliance shall be given to the building
inspector prior to final permit approval. California SB407.

ENERGY CONSERVATION
23. Mandatory minimum insulation specifications: (Ceilings: R-22), Exterior walls: 2
X 4 exterior walls: R-13, 2 X 6 exterior walls: R-19), and raised floors: R-19.
a) Note: These are minimum values; actual requirements depend upon the
project specific energy design (Prescriptive or Performance).

26. In bathrooms, garages, laundry rooms, and utility rooms at least one luminaire
shall be controlled by a vacancy sensor.
27. Dimmers or vacancy sensors shall control all LED style luminaires. Two
exceptions: Fixtures installed in hallways or (closets under 70 square feet).
28. Recessed can light fixtures shall be IC listed, air-tight labeled, and not be
equipped with a standard medium base screw shell lamp holder. ES 150.0(k)
Residential ventilation requirements: ES 150.0(o)/ASHRAE 62.2
29. Kitchens require exhaust fans with a minimum 100 cfm ducted to the exterior.
Detail compliance by including a complying exhaust fan or a ducted range hood
to the exterior.
30. Bathrooms require exhaust fans (minimum 50 cfm) to be ducted to the exterior.
A bathroom is defined "as a room with a bathtub, shower, or spa or some similar
source of moisture".
31. Residential bathroom exhaust fans shall be energy star rated and shall be
control by a humidistat capable of an adjustment between 50 and 80% humidity.
CalGreen 4.506.1. Exception: Control by a humidistat is not required if the
bathroom exhaust fan is also the dwelling whole house ventilation.
a) All fans installed to meet all of the preceding ventilation requirements must
be specified at a noise rating of a maximum 1 "Sane" (continuous use) or
3 "Sane" (intermittent).

Alterations
32. Fenestration alterations must meet all requirements of ES 150.1 (c) and Table
150. 1-A except:
33. 75 sq. /ft. square feet may be added and not be required to meet the total
fenestration or west facing fenestration maximum areas.
34. Replacement of existing fenestration up to 75 sq. /ft. only needs to meet the U-
factor of .40 and SHGC of .35 specifications, not the Table 150.1-A specification
values. "Replacement" windows are windows replaced in the same wall with the
same total fenestration area per wall as the existing.
