The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering

2. Plans deviating from conventional wood frame construction shall have the structural
portions signed and sealed by the California state licensed engineer or architect
responsible for their preparation, along with structural calculations.. (California Business

3. On the cover sheet of the plans, specify any items requiring special inspection, in a
format similar to that shown below. Section 106.3.2.

FOUNDATION REQUIREMENTS
The soils engineer recommended that he/she review the foundation excavations. Note
on the foundation plan that "Prior to the contractor requesting a Building Department
foundation inspection, the soils engineer shall advise the building official in writing that:

per Sec. 106.3.4.2: "Submittal documents for deferred submittal items shall be
submitted to the architect or engineer of record, who shall review them and
forward them to the building official with a notation indicating that the deferred
submittal documents have been reviewed and that they have been found to be in
general conformance with the design of the building. The deferred submittal
items shall NOT be installed until their design and submittal documents have
been approved by the building official."

8. Specify on the plans the following information for the roof materials, per Section
106.3.3:

ICBO approval number, or equal.
9. Show the required ventilation for attics (or enclosed rafter spaces formed where
ceilings are applied directly to the underside of roof rafters). The minimum vent
area is 1/150 of attic area (or 1/300 of attic area if at least 50% of the required
vent is at least 3 feet above eave vents or cornice vents). Show area required
and area provided. Section 1505.3.
10. Note on the plans: "Attic ventilation openings shall be covered with
corrosion-resistant metal mesh with mesh openings of 1/4-inch in dimension."

EXITS, STAIRWAYS, AND RAILINGS
11. Guardrails (Section 509.1):
Shall have a height of 36".
Shall be detailed showing adequacy of connections to resist the horizontal
force prescribed in Table 16-B. Please submit calculations.
Openings between railings shall be less than 4". The triangular openings
formed by the riser, tread and bottom element of a guardrail at a stair
shall be less than 6".
. FOUNDATION REQUIREMENTS
12. THE FINAL REPORT INDICATED THAT THE SAME REPORT SHOULD BE
UPDATED AFTER THREE YEARS. PLEASE SEE ALSO THE JURISDICTION
REQUIREMENTS BELOW.
13. In Seismic Zone 4, each site shall be assigned a near-source factor. Identify this
value in the soils report and on the plans. Section 1629.4.2.
14. Investigate the potential for seismically induced soil liquefaction and soil
instability in Seismic Zones 3 and 4. This does not apply to detached, single-
story dwellings. Section 1804.5
15. Note on the plan the soils classification, whether or not the soil is expansive and
note the allowable bearing value. Section 106.3.3.

FRAMING
Provide truss details and truss calculations for this project. Specify truss
identification numbers on the plans. Please see item 5 above.
Please provide evidence that the engineer-of-record (or architect) has reviewed
the truss calculation package prepared by others (i.e., a "review" stamp on the
truss calculations or letter). Section 106.3.4.1.
Show location of attic access with a minimum size of 22"x30", unless the
maximum vertical headroom height in the attic is less than 30". Access must be
provided to each separated attic area, shall be located in a hallway or other
readily accessible location and 30" headroom clearance is required above the
opening. Section 1505.1.
Specify plywood and/or particle board thickness, grade and panel span rating.

Every dwelling unit shall be provided with heating facilities capable of maintaining
a room temperature of 70 degrees F at 3 feet above the floor in all habitable

All bedroom branch circuits now require arc fault protection. Note clearly on the

. ENERGY CONSERVATION
The regulations require a properly completed and properly signed Form CF-1 R
(4 pages) to be either imprinted on the plans, taped to the plans or "sticky
backed" on the plans, to allow the building inspector to readily compare the
actual construction with the requirements of the approved energy design.
PLEASE HAVE THE OWNER SIGN THE SPACE PROVIDED FOR ON THE CF-
IR FORM.
Show on the plans compliance with the residential energy lighting requirements
(Mandatory requirement):
a) All other rooms require any installed fixtures to be high efficacy or be
controlled by a manually-on occupancy sensor or dimmer. (Closets under
70 square feet are exempt).
Note: Generally a high efficacy style of fixture is fluorescent complete with
electronic ballasts. Regular incandescent, quartz halogen and halogen MR
lamps do not comply.

CARLSBAD SPECIAL CODE REQUIREMENTS
All new residential buildings, including additions, require a soils report. An update
letter is required if the report is more than 3 years old. If a room addition is less
than 1000 sq. ft. in area and only one story, then a soils report is not required.
Under this condition, Esgil staff should advise the City (upon final transmittal) to
place their "soils notice" stamp on the plans. Carlsbad has ruled that a stand-
alone accessory dwelling unit, if under 1000 square feet, may also qualify for this
exception.

If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
Maximum service and meter size is a 2" service with a 2" meter.
If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand. (manifolds are considered on case by case basis to limit
multiple trenching into the street).
12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:
STA 1+00 Install 2" service and
1.5: meter (estimated 100 gpm)
If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:

If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the

applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.

In accordance with your request, and our proposal LG- 07146, dated April 27, 2007, we prepared this
letter to comment on the conclusions and recommendations presented in the referenced report and
respond to the review comments by Esgil Corporation.
Lot 22 is located within the northwestern portion of the Mariano subdivision. Geocon Incorporated
provided testing and observation services during grading operations in 1999 and 2000. A review of
the referenced report dated October 18, 2000 shows Lot 22 is a cut/fill lot. The majority of the
building pad is underlain by the formational materials of the Santiago Formation. The fill area is
limited to the western margin of the site. A review of the referenced report also indicates that the near
surface soil possesses an Expansion Index of 0, which is classified as "very low" expansion potential"
(Expansion Index [El] of 20 or less) as defined by the Uniform Building Code (UBC) Table No. 18-1-
B. The existing structure is supported by a post-tensioned foundation system.

Based upon our review of the current project conditions, review of the referenced plans, and the
information contained within the referenced report, it is the opinion of Geocon Incorporated that the
conclusions and recommendations presented in the referenced report, dated October 18, 2000, remain
applicable to the currently proposed development. However the following updated information
should also be implemented.
CONCLUSIONS AND RECOMMENDATIONS
1.0 Faulting And Seismicity
1.1 Based on the field investigation and review of aerial photographs, published geologic
maps, and previous geotechnical reports; the site is not located on any active or potentially
active fault trace as defined by the California Geological Survey (CGS).
1.2 We calculated the distance of known faults to the site using the computer program
EQFA ULT (Blake, 2000). The program estimates ground accelerations at the site for the
maximum seismic events based upon distances from the site to known California active
faults that have been digitized in an earthquake catalog. The results of the deterministic
analysis indicate that the Rose Canyon Fault is the dominant source of potential ground
shaking at the site. The Rose Canyon Fault is estimated to have the capability to generate a
maximum earthquake event of Magnitude 7.2. The estimated maximum peak site
acceleration is calculated to be 0.34 g. Table 1 presented the dominate earthquake events
and calculated peak site accelerations.

1.3 It is our opinion the site could be subjected to moderate to severe ground shaking in the
event of an earthquake along any of the faults listed on Table 1 or other faults in the
southern California! northern Baja California region. We do not consider the site to possess

a greater risk than that of the surrounding developments. While listing peak accelerations is
useful for comparison of the potential effects of fault activity in the region, other
considerations are important in seismic design, including the frequency and duration of
motion and the soil conditions underlying the site. We recommend that seismic design of
the structures be performed in accordance with the California Building Code (CBC)
guidelines and/or those currently adopted by the City of Carlsbad.
2.0 Liquefaction
2.1 Liquefaction typically occurs when a site is located in a zone with seismic activity, on-site
soil is cohesionless, groundwater is encountered within 50 feet of the surface, and soil
relative densities are less than about 70 percent. If all four previous criteria are met, a
seismic event could result in a rapid-pore water pressure increase from the earthquake-
generated ground accelerations. Due to the relatively dense nature of the compacted fill and
formational materials and lack of permanent groundwater table, the potential for
liquefaction occurring at the site is considered to be very low.
3.0 Seismic Design
3.1 Table 3 summarizes site-specific seismic design criteria obtained from the Uniform
Building Code (IJBC) and the California Building Code (CBC). The values listed on Table
3 are the Rose Canyon Fault (located approximately 5 miles west/southwest of the site),
which is identified as a Type B fault.

3.2 Conformance to the criteria in Table 3 for seismic design does not constitute any kind of
guarantee or assurance that significant structural damage or ground failure will not occur if
a maximum level earthquake occurs. The primary goal of seismic design is to protect life
and not to avoid all damage, since such design may be economically prohibitive.

4.0 Foundation Recommendations
4.1 The foundation system for the existing structure consists of Category II, post-tensioned
system. We understand that the proposed addition will be supported by continuous strip
footings and isolated spread footings. The new foundation system should be properly
dowelled into the existing foundations. The project structural engineer should provide
recommendations for dowelling into the existing post-tensioned system.
4.2 Foundations for the structure should consist of continuous strip footings and/or isolated
spread footings. Continuous footings (exterior and interior) should be at least 12 inches
wide and extend at least 18 inches below lowest adjacent pad grade and be founded entirely
on either properly compacted fill or Santiago Formation. Isolated spread footings should be
at least 2 feet wide, extending at least 18 inches below the lowest adjacent pad grade, and
be founded entirely on either properly compacted fill or Santiago Formation. Minimum
steel reinforcement for continuous footings should consist of at least four No. 4 steel
reinforcing bars placed horizontally in the footings; two near the top and two near the
bottom. The project structural engineer should provide recommendations for reinforcement
of isolated spread footings.
4.3 The foundation dimensions and concrete reinforcement are based on soil characteristics
only and are not intended to be used in-lieu of those necessary to satisfy structural loading.
The project structural engineer should design actual reinforcement of the foundations.
4.4 The recommended allowable bearing capacity for foundations designed as recommended
above is 2,000 pounds per square foot (psf) for foundations in properly compacted fill
material or Santiago Formation. The allowable soil bearing pressure may be increased by
an additional 500 psf and 300 psf for each additional foot of depth and width, respectively,
to a maximum allowable bearing capacity of 4,000 psf. The values presented above are for
dead plus live loads and may be increased by one-third when considering transient loads
due to wind or seismic forces.
4.5 No special subgrade presaturation is deemed necessary prior to placing concrete, however,
the exposed foundation and slab subgrade soils should be moistened as necessary to
maintain a moist soil condition as would be expected in any such concrete placement.
4.6 Foundation excavations should be observed by the Geotechnical Engineer (a representative
of Geocon Incorporated) prior to the placement of reinforcing steel and concrete to check
that the exposed soil conditions are consistent with those expected and have been extended
to appropriate bearing strata. If unexpected soil conditions are encountered, foundation
modifications may be required.

5.0 Concrete Slabs-On-Grade Recommendations
5.1 Concrete slabs-on-grade not subjected to vehicular traffic should be at least 4 inches thick.
Minimum slab reinforcement should consist of No. 3 steel reinforcing bars placed
18 inches on center in both horizontal directions and positioned near the slab midpoint. The
concrete slabs-on-grade should be underlain by at least 4 inches of clean sand and where
moisture-sensitive floor coverings are planned or used to store moisture sensitive materials
should be underlain by a vapor inhibitor covered with at least 2 inches of clean sand. Where
floor slabs will be subject to concentrated loading, the slab thickness should be increased to
accommodate anticipated loading and be designed by the project structural engineer.
5.2 Exterior concrete flatwork not subject to vehicular traffic should be constructed in
accordance with the following recommendations. Slab panels should be a minimum of
4 inches thick and when in excess of 8 feet square should be reinforced with
6 x 6 - W2.91W2.9 (6 x 6 - 6/6) welded wire mesh to reduce the potential for cracking. In
addition, concrete flatwork should be provided with crack control joints to reduce and/or
control shrinkage cracking. Crack control spacing should be determined by the project
structural engineer based on the slab thickness and intended usage. Criteria of the
American Concrete Institute (ACI) should be taken into consideration when establishing
crack control spacing. Subgrade soils for exterior slabs not subjected to vehicle loads
should be compacted in accordance with criteria presented in the grading section prior to
concrete placement.
5.3 Where exterior flatwork abuts the structure at entrant or exit points, the exterior slab should
be dowelled into the structure's foundation stemwall. This recommendation is intended to
reduce the potential for differential elevations that could result from differential settlement
or minor heave of the flatwork. Dowelling details should be designed by the project
structural engineer.
5.4 The recommendations presented herein are intended to reduce the potential for cracking of
slabs and foundations as a result of differential movement. However, even with the
incorporation of the recommendations presented herein, foundations and slabs-on-grade
will still exhibit some cracking. The occurrence of concrete shrinkage cracks is
independent of the soil supporting characteristics. Their occurrence may be reduced and/or
controlled by limiting the slump of the concrete, the use of crack control joints and proper
concrete placement and curing. Crack control joints should be spaced at intervals no greater
than 12 feet. Literature provided by the Portland Concrete Association (PCA) and
American Concrete Institute (ACT) present recommendations for proper concrete mix,
construction, and curing practices, and should be incorporated into project construction.
