This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
A. Please make all corrections on the original tracings and submit two new complete sets of
prints to: Esgil Corp. or to the bldg. dept. of the juris.
B. To facilitate rechecking, please identify, next to each item, the sheet of the plans upon
which each correction on this sheet has been made and return this sheet with the
revised plans.
C. The following items have not been resolved from the previous plan reviews. The original
correction number has been given for your reference. In case you did not keep a copy of
the prior correction list, we have enclosed those pages containing the outstanding

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects. For expeditious
processing, corrected sets can be submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
PLUMBING AND MECHANICAL CORRECTIONS

just before the permits are to be issued. Each sheet of the plans must be
signed by the person responsible for their preparation, even though there are no
structural changes, before the permits are issued. Business and Professions

FIRE RATED SHAFT AS SHOWN ON SHEET M2.2 AND NO FIRE RATED
SHAFT CONSTRUCTION DETAILS FOUND. PLEASE CORRECT. Clearly show
the required fire rated shafts for duct openings in floors as per UBC, Section
711.0.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects. For expeditious
processing, corrected sets can be submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave,, Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.

2. Please revise the building area analysis shown on sheet AS1.1 of the plans.
Section 504.3 of the Uniform Building Code states that: "When a building houses
more than one occupancy, the area of the building shall be such that the sum of
the ratios of the actual area for each separate occupancy divided by the total
allowable area for each separate occupancy shall not exceed one. This is a
mixed occupancy building containing A-3, B & E-3 occupancies.
2A. Clearly label the floor plans the limits of the different occupancies.
Plumbing, mechanical and electrical floor plans must agree with the
architectural floor plans.
3. The tenant space and new and/or existing facilities serving the remodeled area
must be accessible to and functional for the physically disabled. See the
attached correction sheet. Title 24.
4. Revise the exit analysis. At least two exits are required for the pool/spa deck and
group X rooms. Clearly show the location of the two exits.
5. Rooms with more than 10 occupants may have one exit through one adjoining
room. Revise exits to comply. Section 1004.2.2. Refer to the kid's club. One of
the exits has more than one intervening rooms.

PLUMBING AND MECHANICAL CORRECTIONS
PLAN REVIEWER: Glen Adamek
1. The final set of corrected drawings to be reviewed for signing and sealing
just before the permits are to be issued. Each sheet of the plans must be
signed by the person responsible for their preparation, even though there are no
structural changes, before the permits are issued. Business and Professions
Code.
3. Sheet A2.1 does not show the required one-hour fire rated shaft as per sheet
M2.2 and no construction details of the fire rated shaft shown. Clearly show
the required fire rated shafts for duct openings in floors as per UBC, Section
711.0.
5. The location of the wall between the Men's Locker Room and Kid's Club on
mechanical sheet M2.1 and architectural sheets A-2.1 and A-2.2 do not
agree. Clearly show the limits of fire rated occupancy separations.
6. The location of the wall between the Men's Locker Room and Kid's Club on
mechanical sheet M2.1 and architectural sheets A-2.1 and A-2.2 do not
agree. And one of the smoke and fire dampers on mechanical sheet M2.1 is
incorrectly located. Please correct. Show the required smoke and fire dampers,
at duct openings in fire rated occupancy separations as per UBC, Sections 713.10
and 713.11.
7: No response as to the storage and use of pool chemicals. Provide data on
proposed hazardous material to be stored and used. UBC, Section 307 and
UFC.
A) Clearly show types of hazardous material is being stored or used. Provide
a list of the proposed hazardous materials as per the types in UBC,
Tables 3-D, and 3-E. Provide the material safety data sheets (MSDS).
B) Clearly show the amounts of each type of hazardous material to be stored
and in use.
C) Clearly show where in the buildings each type of hazardous material is
being stored or used.
PLUMBING (2000 UNIFORM PLUMBING CODE)
8. No architectural response found as noted in plumbing responses? Provide
calculations to show compliance with UBC, Appendix 29, (Minimum Plumbing
Facilities) as per the City of Carlsbad.
10. Correct the water line sizing calculations on sheet P1.1: Correct the water
meter pressure loss as per UPC, Chart A-1. The 4.5 psi is too low for 86
GPM through a 2 inch water meter.

11. Provide gas line plans and calculations, showing gas meter location, gas
pressures in psi, gas pressure regulator locations, pipe lengths and gas
demands. UPC Section 1217.0 The gas line plans and sizing calculations on
sheet P2.3 is incomplete:
A) The plumbing floor plan on sheet P2.3 does not match the
architectural floor plans on sheets A2.1 and A2.3 for the pool
equipment room and the swimming pool room. Please correct.
B) Show the location of the main public gas meter.
C) Please provide the sizing calculations and plans for the medium
pressure gas system from the main public gas meter to the new gas
pressure regulator in the pool equipment room, including the all gas
demands on the main public gas meter.
D) Show the gas pressure regulator venting to the outside as per UPC,
Section 1218.4.
14. Please provide the cut-sheets, listing data and installation instructions for the
proposed direct-vent water heaters showing requirements for the Thru the wall
venting system and the combustion air ducting.
MECHANICAL (2000 UNIFORM MECHANICAL CODE)
20. The mechanical floor plan on sheet M2.1 does not match the architectural
floor plans on sheets A2.1 and A2.3 for the pool equipment room and the
swimming pool room. Please correct. Also provide cut-sheets and data for
the proposed pool heaters to show they will fit through the doors from the
outside to the pool equipment room. Correct the required access to Boiler
units as per UMC Section 305.0: "Equipment shall be accessible for inspection,
service repair and replacement without removing permanent construction or
other equipment or disabling the function of required fire-resistant construction."
23. The mechanical floor plan on sheet M2.1 does not match the architectural

c) As per UPC, Chart A-3, the 150.5 flush valve fixture units used is about 73
GPM, Not the 70 GPM used. Please correct.
d) Correct the pressure loss as per UPC, Chart A-1. The 3.5 psi is too low.

e) The water line sizing calculations to be reviewed when the sizing

The following disabled access items are taken from the 2001 edition of California Building
Code, Title 24. Per Section 101.17.11, all publicly and privately funded public
accommodations and commercial facilities shall be accessible to persons with disabilities.
NOTE: All Figures and Tables referenced in this checklist are printed in the California
Building Code, Title 24.
• REMODELS. ADDITIONS AND REPAIRS
1. When alterations, structural repairs or modifications or additions are made to an
existing building, that building, or portion of the building affected, is required to
comply with all of the requirements for new buildings, per Section 1134B.2. These
requirements apply as follows:
a) The area of specific alteration, repair or addition must comply as "new"
construction.
b) A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.
c) Existing sanitary facilities that serve the remodeled area must be shown to
comply with all accessibility features.
d) Existing drinking fountains (if any) must be shown to comply with all
accessibility features.
e) Existing public telephones (if any) must be shown to comply with all
accessibility features.
ENTRANCES AND CIRCULATION
2. Elevator access must be provided to upper and lower levels, unless it can be
shown that an exception in Section 1103B.1 is applicable.
STAIRWAYS AND HANDRAILS
3. Show that handrails are provided on each side of the stairs, per Section
1133B.4.1.1.

a) Stairtreads shall be no less than 11" deep, measured from riser to riser.

ELEVATORS AND WHEELCHAIR LIFTS
10. Show on the plans to show that the inside of the elevator car complies with the
following, per Section 1116B.1.8. The clear distances between walls, or between
the walls and the door, excluding return panels, is:

shall also be provided and shall be accompanied by Braille. Section 1117B.5.

which include total fixture counts and maximum water demand in gallons
per minute (gpm) A typical fixture count and water demand worksheet is
attached Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit
• Maximum service and meter size is a 2" service with a 2" meter
• If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand (manifolds are considered on case by case basis to limit
multiple trenching into the street)
Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval The developer must provide these calculations Please follow
these guidelines
1 If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets If so, at the water meter station, the demand in
gpm may be listed there Irrigation services are listed with' a circled "I",
and potable water is typically a circled "W The irrigation service should
look like

If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach) Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use Once
you have received a good example of irrigation calculations, keep a set for
your reference In general the calculations will include
• Hydraulic grade line
• Elevation at point of connection (POC)
• Pressure at POC in pounds per square inch (PSI)
• Worse case zone (largest, farthest away from valve
• Total Sprinkler heads listed (with gpm use per head)
• Include a 10% residual pressure at point of connection
In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA) As long as the project is located within the City recycled water
