Dear Mr. Radovanovic:
The following fmdings and observations were noted on the above referenced project:
Status of Construction:
The contractor has completed 100%of the foundation and slab on grade reinforcing work and it is
getting ready to pour the footings.
Site Observations and Recommendations:
1.The contractor shall remove any sand, loose soil, or other debris from the bottom
of the footings
before the concrete pour.
2.Contractor to verify all anchor bolt locations and projections from the top ofthe concrete footings
in order to get the proper nut placement at all stud walls.
3.The contractor shall verify all reinforcing bar clearances before placing the concrete.
4.Provide proper protection from future traffic for the slab dowels without damaging them.
5.The contractor shall ensure that all reinforcement, anchor bolts; holdown bolts, etc. is securely tied
in place prior to concrete placement.
6.At Grid Lines "A",between "2.3 and "2.6'"', at pipe penertration through the concrete stem wall
above the footing, contractor to provide additional 2-#4 x 4'-0" long dowels above the pipe, about
2" clear from the top ofpipe.

7.The contractor shall notify FOR for an additional site observation when the roof plywood
sheathing is substantially complete.
Corrections and comments made in this Job Site Observation Report and in the field visitation do not
relieve the Contractor from compliance with the requirements ofthe contract documents.

Code and state laws regulating energy conservation,noise attenuation and disabled
access.This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the
Planning Department, Engineering Department or other departments.
The following items listed need clarification, modification or change.All items must be
satisfied before the plans will be in conformance with the cited codes and regulations.
The approval of the plans does not permit the violation of any state, county or city law.
•Please make all corrections, as requested in the correction list.Submit FOUR new complete

For expeditious processing, corrected sets can be submitted in one of two ways:

sets of plans and calculations/reports directly to the City of Carlsbad Building Department for
routing to their Planning, Engineering and Fire Departments.
NOTE:Plans that are submitted directly to EsGil Corporation only will not be reviewed by the
City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.
•To facilitate rechecking, please identify, next to each item, the sheet of the
plans upon which each correction on this sheet has been made and return

3.Please add the balcony floor area =55-s.f. to the building addition inventory on
the cover sheet of plans.
4.Please indicate on the plans whether the existing residence has a fire sprinkler
system installed.If so, then provide a note stating that any alterations will be
provided with an automatic residential fire sprinkler system. Sec. R313.2.
5.Openable windows shall be located a minimum of 10' from any plumbing vents,
chimneys, etc.Section R303.5.Note this on plans.
6.Please define what LS means for windows as noted on plans.
7.Specify on plans if any of the existing windows are being changed or replaced.
8.Specify on plans that the existing is 4-BR & 4-1/2 BA (instead of 4 as noted),
which does not include the powder room upstairs.
9.Guards (Section R312):
a)Openings between railings shall be less than 4".
b)Shall be detailed to show capability to resist a concentrated load of 200 pounds in any
direction along the top rail. Table R301.5. Show connection details & references on plans.
10.Provide stairway and landing details. Section R311.7:
c)Minimum headroom is 61-8".
d)Minimum width is 36".
e)The greatest riser height within any flight of stairs shall not exceed the smallest by more
than 3/8". The greatest tread depth within any flight of stairs shall not exceed the smallest
by more than 3/8".
11.A nosing (between 3/4"and 1 -1/4")shall be provided on stairways with solid risers.
Exception: No nosing is required if the tread depth is min.11".Sec. R311.7.5.3.
12.Handrails (Section R311.7.7):
f)Shall be provided on at least one side of each stairway with four or more risers.
g)Handrails and extensions shall be 34" to 38" above nosing of treads and be continuous.
h)The handgrip portion of all handrails shall be not less than 1 -W nor more than 2"in cross-
sectional dimension. See Section R311.7.8.3 for alternatives.
i)Handrails projecting from walls shall have at least 1 -%" between the wall and the handrail.
j)Ends of handrails shall be returned or shall have rounded terminations or bends.
13.Show on the plan the location and amperage of the electrical service.
14.Note on plans that receptacle outlet locations will comply with CEC Art. 210.52.
15.Per CEC Art. 210.11(C)3, note on plans that bathroom circuiting shall be either:
a)A 20 ampere circuit dedicated to each bathroom, or
b)At least one 20 ampere circuit supplying only bathroom receptacle outlets.

16.Include the following electrical notes on plans:
a)Tamper resistant receptacles for all new locations. NEC 210.52.
b)Weather resistant type for receptacles installed in damp or wet locations (outside).

17.Show water heater size, type, and location on plans.
18.Note on the plans that "combustion air for fuel burning water heaters will be
provided in accordance with the Plumbing Code".
19.If an instantaneous water heater is shown on the plans, please include a gas
pipe sizing design (isometric or pipe layout) for all gas loads:
a)The gas pipe sizing for a tank type water heater shall be based upon a minimum 199,000
Btu gas input rating. Energy Standards 150.0(n).
20.Dimension on the plans the 30" clear width required for the water closet
compartment.CPC 402.5.
21.Provide a note on the plans: The control valves in showers & bathtubs must be
pressure balanced or thermostatic mixing valves. CPC Sections 408, 409, 410.
22.Specify on plans: New water closets shall use no more than 1.28 gallons of
water per flush, lavatories are limited to 1.5 GPM, and showerheads may not
exceed 2.0 GPM of flow.CPC Section 403 and 408.
23.Note on the foundation plan that "Prior to the contractor requesting a Building
Department foundation inspection, the soils engineer shall advise the building
official in writing that:
•The building pad was prepared in accordance with the soils report,
•The utility trenches have been properly backfilled and compacted, and
•The foundation excavations, the soils expansive characteristics and bearing capacity conform
to the soils report."
24.Requirements in Seismic Design Category D.=Inn The structures
assigned to SDC D should satisfy the following requirements, in addition to the
requirements for SDC C: (ASCE 7 -10,Section 12.3): Show how all the
irregularities are accounted for as shown on plans:
a)Prohibited Horizontal and Vertical Irregularities for Seismic Design Categories D
through F.Structures assigned to Seismic Design Category E or F having horizontal
irregularity Type 1 b of Table 12.3-1 or vertical irregularities Type lb, 5a, or 5b of Table
12.3-2 shall not be permitted.Structures assigned to Seismic Design Category D having
vertical irregularity Type 5b of Table 12.3-2 shall not be permitted, except when subject to
the limitations of Section 12.3.3.2.
b)Plan or Vertical Irregularities. For structures having a plan structural irregularity of Type
1 a,1 b,2,3,or 4 of ASCE 7-10, Table 12.3-1 (as shown in Figure 10.7) or vertical
irregularity Type 4 of Table 12.3-2, the design forces determined from Section 12.8.1
need to be increased 25 percent for the following connections:1)diaphragms to vertical
elements, 2) diaphragms to collectors, and 3) collectors to vertical elements. (Section
12.3.3.4).

INSTRUCTIONS:
To address post-development pollutants that may be generated from development projects, the City requires that new development and
significant redevelopment priority projects incorporate Permanent Storm Water Best Management Practices (BMP's)into the project
design per the City's Standard Urban Stormwater Management Plan (SUSMP). To view the SUSMP, refer to the Engineering Standards
(Volume 4, Chapter 2) at www.carlsbadca.00v/standards.
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision,
discretionary permits and/or construction permits).The results of the questionnaire determine the level of storm water standards that
must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to
'Standard Stormwater Requirements'or be subject to additional criteria called 'Priority Development Project Requirements'.Many
aspects of project site design are dependent upon the storm water standards applied to a project.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts.City staff has
responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire
was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the return
of the development application as incomplete.In this case, please make the changes to the questionnaire and resubmit to the City.
If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please
seek assistance from Land Development Engineering staff.
A separate completed and signed questionnaire must be submitted for each new development application submission.Only one
completed and signed questionnaire is required when multiple development applications for the same project are submitted concurrently.
In addition to this questionnaire, you must also complete, sign and submit a Project Threat Assessment Form with construction permits
for the project.

Instructions:Begin by reviewing the list of construction activities and checking the box to the left of any activity that will occur during the proposed construction. Add any other activity descriptions in the
blank activity description boxes provided for that purpose and place a check in the box immediately to the left of the added activity description. For each activity descrribed, pick one or more best
management practices (BMPs) from the list located along the top of the form. Then place an X in the box at the place where the activity row intersects with the BMP column. Do this for each activity that was
checked off and for each of the selected BMPs selected from the list.For Example -If the project includes site access across dirt, then check the box to the left of "Site Access Across Dirt". Then review
the list for something that applies such as "Stabilized Construction Ingress/Egress" under Tracking Control. Follow along the "Site Access Across Dirt" row until you get to the "Stabilized Construction
Ingress/Egress" column and place an X in the box where the two meet. As another example say the project included a stockpile that you intend to cover with a plastic sheet. Since plastic sheeting is not on
the list of BMPs, then write in "Cover with Plastic"in the blank column under the heading Erosion Control BMPs. Then place an X in the box where the "Stockpiling" row intersects the new "Cover with
Plastic" column.
To learn more about what each BMP description means, you may wish to review the BMP Reference Handout prepared to assist applicants in the selection of appropriate Best Management Practice
measures.The reference also explains the California Stormwater Quality Association (CASQA) designation and how to apply the various selected BMPs to a project.
