application for the development described below, the Executive Director of the
Coastal Commission hereby waives the requirement for aCoatal Development
Permit pursuant to Section 13238.1, Title 14, California Administrative Code.
If, at a later date, this information is found to be incorrect or the plans
revised, this decision will become invalid; and, any development occurring
must cease until a coastal development permit is obtained or any discrepancy

PROPOSED DEVELOPMENT: Demolition of a single family residence (one-story)
and construction of a new two-story, 2,050 square foot, 25-foot high, three
bedroom single family residence on a 5,950 sq. ft. 1st. A detached two-car
garage will be retained. Approximately 30% of the site will be landscaped.
RATIONALE: The uroDosed demolition and residential construction reDresent
infill development in an established residential neighborhood. The site does
not contain any sensitive coastal resources and is not subject to any of the
special overlay zones of the certified City of Carlsbad Local Coastal Program
(LCP). The residence is in conformance with the zone and plan designations
applied to the site in the certified LCP, and is also in conformance with the
scale and character of the surrounding community. The project is consistent
with the Chapter 3 policies of the Coastal Act and no impacts to coastal
resources should occur as a result of the project approval.
This waiver will not become effective until reported to the Commission at their
September 13-16, 1988 , meeting and the site of the proposed
development has been appropriately noticed, pursuant to 13054(b) of the
Administrative Code. The enclosed Notice Card shall remain posted at the site
until the waiver has been validated and no less than seven days prior to the
Commission hearing. If four (4) Commissioners object to this waiver of permit
requirements, a coastal development permit will be required.

This letter is to confirm our verbal recommendation concerning foundations
placed closer than four feet to the horizontal limits of grading. This recom-
mendation is made in reference to paragraph 3 of page 3 of our preliminary soil
investigation report dated June 14, 1988 which states "The horizontal limits of
these recommendations should include the area within the perimeter of 4 feet beyond
the building exterior'?. In areas where this 4 foot margin is unattainable, the soil
bearing value shall be reduced by one-half. This would be an allowable dead plus
live load bearing value of 900 •p.s.f. (pounds per square foot)-half of the recom-
mended soil bearing value of 1800 p.s.f. given in the preliminary report.
Continuous footings shall have a minimum width of 15 inches and a minimum depth
of 18 inches below the finish subgrade (bottom of slab sand cushion).

INrRODUCTION AND PROJECT DESCRIPTION
This report presents the results of our preliminary soil investigation for
the Shepard Residence. The property is located at 129 Maple Street, in the City
of Carlsbad, State of California.
I The proposed project will involve the removal of an existing one story house
and the construction in its place of a two story single family residence. It is
our understanding the proposed structure will be wood framed with a raised wood

floor and continuous footings.
The site configuration and exploratory trench locations are shown on Plate

PROJECT SCOPE
This investigation consisted of a surface reconnaissance, subsurface explora-
tion, obtaining representative samples, laboratory testing, analysis of the field
and laboratory data, and preparation of this report. Specifically, the intent of
this analysis was to:
Explore the subsurface conditions to the depths influenced
by the proposed construction,
Evaluate, by laboratory tests, the pertinent engineering
properties of the various strata which will influence the
development, including their bearing capacities, expansive
characteristics and settlement potential,

RECOMMENDATIONS AND CONCLUSIONS
SITE PREPARAT ION
I EXISTING FILL: We recommend that any existing fill, topsoil, colluvium and low
density soil be removed to firm natural ground from beneath proposed fill pad
I areas, asphalt pavements, concrete pavements, slabs, driveways or sidewalks so
that structures will be supported on firm material. This soil may be replaced,
I if desired, as a properly controlled fill densified to at least 907 relative
I compaction. All deleterious materials and oversized debris encountered in this
fill should be removed and legally disposed of off-site.
I Based on the findings of this study the depth of removal will be on the
I
order of 4.5 feet.
The horizontal limits of these recommendations should include the area within
I the perimeter of 4 feet beyond the building exteriors.
If the groundwater table is encountered during the removal and recouipaction
of the existing fill, topsoil, alluvium and low density soil or difficlity is
I
encountered in achieving a minimum of 90 percent relative compaction, then this
office shall be consulted for further recommendations. As a minimum, the exposed
I excavation, after the removal process, shall be stabilized with at least a two
foot thick continuous blanket of gravel. The gravel shall be graded from 6 inches
to 1½ inches in size and compacted with a vibratory roller in accordance with the
I
Soil Engineer's recommendations. The horizontal extent of the gravel shall be
determined by the Soil Engineer during grading.
I IMPORtED FILL: Imported fill, if requiredat this site, should be examined by
our office to determine their suitability prior to importing these materials.

I FINDINGS

provide recommendations concerning these problems, and
Recommend an appropriate foundation system for the type
of structures anticipated and develop soil engineering
design criteria for the recommended foundation design.
SITE DESCRIPTION: The property is located at 129 Maple Avenue, Carlsbad, California.
It is rectangular in shape and bounded to the east, west and south by single family
residences. Maple Avenue fronts the property along the north side.
The site is relatively flat with a very gentle fall towards the northwest.
Existing improvements include a single story house on the northern half of the
site, a single story garage on the southern half, a concrete driveway, sidewalks
and landscaping.
SUBSURFACE CONDITIONS: The site is underlain by very moist, loose top soil that
extends to a depth of about 2 feet. This topsoil consists of brown silty fine to
medium sand.
The topsoil is underlain by unconsolidated marine terrace deposits. These
occur as brown fine to medium sand. At a depth of approximately 4 feet the marine
terrace deposits become medium dense. They can be described as a very moist, medium
dense, yellowish-brown, medium sand.
GROUNDWATER: Free groundwater was not encountered in the exploratory trenches
and no surface seeps were observed. It must be noted, however that fluctuations
in the level of groundwater may occur which may not have been evident at the time
of our field investigation.

SURFACE DRAINAGE: Surface drainage should be directed away from the structures
and pondiag of water should not be allowed adjacent to their foundations.
EARTHWORK: All earthwork and grading contemplated for site preparation should
be accomplished in accordance with the attached Recommended Grading Specifications
and Special Provisions. All special site preparation recommendations presented
in the sections above will supersede those in the Standard Recommended Grading
Specifications. All embankments, structural fill, and fill should be compacted
to a minimum of 907.. All utility trench backfill should be compacted to a minimum
of 907. of its maximum dry density. The maximum dry density of each soil type should
be determined in accordance with ASTM Test Method 1557-78.
Prior to commencement of the brushing operation, a pregrading meeting should
be held at the site. The Developer, Surveyor, Grading Contractor and Soil Engineer
should attend. Our firm should be given at least 48 hours notice of the meeting
time and date.
CU AND FILL SLOPES: We recommend that cut and fill slopes be constructed with
a slope ratio of 2.0:1.0 (horizontal:vertical) or flatter, to a maximum height
of 3 feet.
Slopes should be planted as soon as feasible after grading. Slope erosion
including sloughing, ruling, and slumping of surficial soils may be anticipated
if the slopes are left unpianted for a long period of time, especially during
rainy season. Erosion control and drainage devices should be installed in com-
pliance with the requirements of the controlling agencies.
RIPPABILTrY: All materials encountered are rippable by conventional means to
the depths investigated.

I FOUNDATIONS: The structures should be supported on continuous footings bearing
in compacted on-site soil material or dense natural ground at a minimum depth of
18 inches for two-story structures. New footings may be designed for an allowable
dead plus live load bearing value of 1800 pounds per square foot (psf). Existing
I
footings which are to remain may support an allowable dead plus live load bearing
value of 450 psf. These values may be increased by one-third for short term loads,
I including wind or seismic. Footings should have a minimum width of 15 inches.
I
All continuous footings should contain at least one #4-reinforcing bar top and
bottom to provide structural continuity and to permit spanning of local irregularities.
I Settlements under building loads are expected to be within tolerable limits
for the proposed structures.
I Concrete slab-on-grade may be supported on dense, compacted or natural on-
site soil material. Two inches of clean washed concrete sand should be placed
I beneath the slab for curing. Slab reinforcing should be provided in accordance
I
. with-..the anticipated use of andloadings on the slab.
In areas where moisture sensitive floor coverings are to be utilized and in
I other areas where floor dampness would be undesirable, we recommend consideration
be given to providing an impermeable membrane beneath the slabs. The membrane
I should be covered with two inches of sand to protect it during construction. The
I
sand should be lightly moistened just prior to placing the concrete. Care should
be taken not to puncture the visqueen. All joints (laps) in the visqueen should
I be a minimum of 6 inches in width and sealed with an approved sealer.
I TRANSITION AREAS: Foundations supported partially on cut and partially on fill
are not recommended. The tendency of cut and fill soils to compress differently
can frequently result in unequal structural support and subsequent cracking to

Portions of the structure. Therefore, in transition areas, we recommend that
the entire cut area be overexcavated and replaced with soils compacted to a
minimum of 907. This overexcavation or undercutting should be carried to a
depth of 2 feet below the bottom of the deepest proposed footing.
LATERAL RESISTANCE: Resistance to lateral loads may be provided by friction at
the base of the footing and by passive pressure against the adjacent soil. For
concrete footings on compacted soil a coefficent of friction of 0.30 may be used.
An allowable passive uniform pressure of 150 pounds per square foot acting against
the foundations may be used in design.
If footings are proposed adjacent to slope areas, we recommend that the
footings be deepened to provide a minimum horizontal distance from the outer edge
of footings to the adjacent slope face of one-half the height of the slope. The
minimum and maximum distances should be 6 and 10 feet respectively.
RETAINING WALLS: Retaining walls must be designed to resist lateral earth pressures
and any additional lateral loads caused by surcharge loads. We recommend unre.a
strained walls be designed for an equivalent fluid pressure of 40 pounds per cubic
foot (pcf) where backfill is level. We recommend restrained walls be designed for
an equivalent fluid pressure of 40 pcf plus an additional uniform lateral pressure
of 6H pounds per square foot where H = the height of backfill above the top of the
wall footing in feet. Wherever walls will be subjected to surcharge loads, they
should also be designed for an additional uniform lateral pressure equal to one-
third the anticipated surcharge pressure in case of unrestrained walls, and one-
half the anticipated surcharge in the case of restraining walls.
The preceding design pressures assume there is sufficient drainage behind the

walls to prevent the build-up of hydrostatic pressures from surface water infiltra-
tion. Adequate drainage may be provided by means of weep holes with permeable
material installed behind the walls or by--means of a system of subdrains.
Expansive soils (greater than 3.0 percent swell or an expansion index of 30)
shall not be used as retaining wall backfill material.
Backfill placed behind the walls should be compacted to a minimum degree of
compaction of 907 using light compaction equipment. If heavy equipment is used,
the walls should be appropriately temporarily braced.
FOOTING OBSERVATIONS: All footing excavations should be reviewed by the Soils
Engineer prior to placing reinforcing steel and concrete.
FIELD EXPLORATIONS
One subsurface exploration was made at the location indicated on the attached
Plate Number 1 on June 2, 1988. This exploration consisted of a trench excavated
by a Ford 550 backhoe.. The field work was conducted under the observation of our
geology and soil engineering personnel.
On January 25, 1988 a limited soil investigation was performed on the site.
The field work involved 2 hand excavated exploratory pits along side the existing
building. The logs of these pits have been included in this report.
The explorations were carefully logged when made. These logs are presented
on the following Plate Numbers 3 through 5. The soils are described in accordance
with the Unified Soils Classification System as illustrated on the attached simplified
chart on Plate Number 2. In addition, a verbal textural description, the wet color,
the apparent moisture and the density or consistency are presented. The density of
granular material is given as either very loose, loose, medium dense, dense or very

dense. The consistency of silts or clays is given as either very soft, soft,
medium stiff, stiff, very stiff or hard. Samples of typical and representative
soils were obtained and returned to the laboratory for testing.
LABORATORY TESTING
Laboratory tests were performed in accordance with the generally accepted
American Society for Testing and Materials (A.S.T.M.) test methods or suggested
procedures. Test results are shown on Plate Number 6.
PLAN REVIEW
Western Soil and Foundation Engineering, Inc. should review the site plans,
grading plans and building plans prior to the start of grading. In addition, we
should again review the building plans following the issuance of our "Final Soil
Report" but prior to the construction of any structures.

I LIMITATIONS
The recommendations presented in this report are contingent upon
our review of final plans and specification.. The soil engineer
should review and verify the compliance of the final plans with
this report and with Chapter 70 of the Uniform Building Code.
It is recommended that Western Soil and Foundation Engineering,
Inc., be retained to provide continuous soil, engineering services
during the earthwork operation.. This is to observe compliance with
the design concepts, specifications or recommendations and to allow
design changes in the event that subsurface conditions differ from
those anticipated prior to start of construction.
The recommendations and opinions expressed in this report reflect
our best estimate of the project requirements based on an evaluation
of the subsurface soil conditions encountered at the subsurface ex-
ploration locations and the assumption that the soil conditions do
not deviate appreciably from those encountered. It should be recog-
nized that the performance of the foundations and/or cut and fill
slopes may be influenced by undisclosed or unforeseen variations in
the soil conditions that may occu* in the intermediate and unexplored
areas. Any unusual conditions not covered in this report that may
be encountered during site development should be brought to the
attention of the soils engineer so that he may make modifications
if necessary.
This .off ice should be advised of any changes in the project scope so

that it may be determined if the recommendations contained herein
are appropriate. This should be verified in writing or modified by
a written addendum.

The findings of this report are valid as of this date. Changes in
I the condition of a property can, however, occur with the passage of

I SPECIFICATIONS FOR CONSTRUCTION OF CONTROLLED PILLS
GENERAL DESCRIPTION: The construction of controlled fills shall consist of
I adequate preliminary soil investigations, and clearing, removal of existing
structures and foundations, preparation of land to be filled, excavation of earth and rock from cut area, compaction and control of the fill, and all I other work necessary to complete the grading of the filled area to conform
with the lines, grades, and slopes as shown on the accepted plans.
I CLEARING AND PREPARATION OF AREAS TO BE FILLED:
All fill control projects shall have a preliminary soil investigation or a
visu*l examination, depending upon the nature of the job, by a qualified soil
I engineer prior to grading.
All timber, trees, brush, vegetation, and other rubbish shall be removed,
piled and burned, or otherwise disposed of to leave the prepared area with .a I finished appearance free from unsightly debris.
Any soft, swampy or otherwise unsuitable areas, shall be corrected by drainage
or removal of compressible material, or both, to the depths indicated on the plans
or as directed by the soil engineer.
The natural ground which is determined to be satisfactory for the support I of the filled ground shall then be plowed or scarified to a depth of at least
six inches (6") or deeper as specified by the soil engineer, and until the sur-
face is free from ruts, huimnocks, or other uneven features which would tend to
I prevent uniform compaction by the equipment to be used.
No fill shall be placed until the prepared native ground has been approved
I
by the soil engineer.
Where fills are made on the hillsides with slopes greater than 5 (horizontal)
to 1 (vertical), horizontal benches shall be cut into firm undisturbed natural I ground to provide lateral and vertical stability. The initial bench at the toe
of the fill shall be at least 10 feet in width on firm undisturbed natural ground
at the elevation of the toe stake. The soil engineer shall determine the width
I and frequency of ailsucceeding benches which will vary with the soil conditions
and the steepness of slope.
After the natural ground has been prepared, it shall be brought to the proper I moisture content and compacted to not less than 90% of maximum density, A.S.T.M.

I (h) Expansive soils may require special compaction specifications as
directed in the preliminary soil investigation by the soil eng]neer.
I (i) The cut portions of building pads in which rock-like material exists may require excavation and recoinpaction for density compatibility with the fill as
directed by the soil engineer.
I MATERIALS: The fill soils shall consist of select materials graded so that at
least 40 percent of the material passes the No. 4 sieve. The material may be
I
obtained from the excavation, a borrow pit, or by mixing soils from one or more
sources. The material used shall be free from vegetable matter, and other del-
eterious substances, and shall not contain rocks or lumps greater than 6 inches in diameter. If excessive vegetation, rocks, or soils with unacceptable physical
I characteristics are encountered, these materials shall be disposed of in waste
areas designated on the plans or as directed by the soil engineer. If soils
are encountered during the grading operation which were not reported in the
I
preliminary soil investigation, further testing will be required to ascertain
their engineering properties. Any special treatment recommended in the prelim-inary or subsequent soil reports not covered herein shall become an addendum to
- these specifications.
No material of a perishable, spongy, or otherwise unstable nature shall be used
in the fills.
I PLACING, SPREADING AND COMPACTING FILL MATERIAL: (a) The selected fill material shall be placed in layers which shall not exceed
I
six inches (6") when compacted. Each layer shall be spread evenly and shall be
r thooughly blade-mixed during the spreading to insure uniformity of materiAl and
moisture in each layer.
I (b) When the moisture content of the fill material is below that specified by
the soil engineer, water shall be added until the moisture content is near optimum
as determined by the soil engineer to assure thorough bonding during the com-pacting process.
When the moisture content of the fill material is above that specified by
the soil engineer, the fill material shall be aerated by bladirtg and scarifying,
or other satisfactory methods until the moisture content is near optimum as
determined by the soils engineer.
After each layer has been placed, mixed and spread evenly, it shall be
thoroughly compacted to not less than the specified maximum density in accord-
ance with A.S.T.M. D1557-64T. Compaction shall be by means of tamping or sheepe-
foot rollers, multiple-wheel pneumatic-tired rollers, or other types of rollers.
Rollers shall be of such design that they will, be able to compact the fill to
the specified density. Rolling of each layer shall be continuous over its entire
area and the roller shall make sufficient passes to obtain the desired density.
The entire area to be filled shall be compacted to the specified density.

- (e) Fill slopes shall be compacted by means of sheepafoot rollers or other I suitable equipment. Compacting operations shall be continued until the slopes
are stable but not too dense for planting and until there is no appreciable amount
of loose soil on the slopes. Compacting of the slopes shall be accomplished by
I
backrolling the slopes in increments of 3 to 5 feet in elevation gain or by other
methods producing satisfactory results.
I (f) Field density tests shall be made by the soil engineer for approximately each
foot in elevation gain after compaction, but not to exceed two feet in vertical
height between tests. The location of the tests in plan shall be spaced to give
the best possible coverage and shall be taken no farther than 100 feet apart. I Tests shall be taken on corner and terrace lots for each two feet in elevation
gain. The soil engineer may take additional tests as considered necessary to
check on the uniformity of compaction. Where sheepsfoot rollers are used, the
I tests shall'-be taken in the compacted material below the disturbed surface. No
additional layers of fill shall be spread until the field density tests indicate
that the specified density has been obtained.
(g) The fill operation shall be continued in six inch (6") compacted layers, as
specified above, until the fill has been brought to the finished slopes and grades
as shown on the accepted plans.
SUPERVISION: Supervision by the soil engineer shall be made during the filling
and compacting operations so that he can certify that the fill was made in accord-
ance with accepted specifications.
The specifications and soil testing of subgrade, subbase, and base materials for
roads, or other public property shall be done in accordance with specifications
of the governing agency.
SEASONAL LDIITS: No fill material shall be placed, spread, or rolled during
I unfavorable weather conditions. When the work is interrupted by heavy rain,
grading shall not be resumed until field tests by the soil engineer indicate
that the moisture content and density of the fill are as previously specified.

In the event that, in the opinion of theengineer, soils unsatisfactory as
foundation material are encountered, they shall not be incorporated in the
grading and disposition will be made at the engineer's discretion.
