This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
A. To facilitate rechecking, please identify, next to each item, the sheet of the plans upon
which each correction on this sheet has been made and return this sheet with the

been adequately addressed. The remarks in bold are to emphasize the remaining
problem. Did not receive a copy of the required soils report to verify items 10 thru 15.
1. Please make all corrections on the original tracings, as requested in the correction list.
Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one of
two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92009, (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by EsGil
Corporation is complete.
2. Final sets of plans and any new calculations to be stamped and signed by engineer and
/or architect of record also.
8. Show dryer vent termination to the exterior. Maximum 14 ft allowed for length with 4" (5"
ok to 19 ft) and must be minimum 3 ft from any opening i.e. 2'6x2'0 window. Could not
locate on A1.1 ?
10. Per city policy 2 listed below, 2 story additions require a soils report. Provide a copy of
the project soil report prepared by a California licensed architect or civil engineer. The
report shall include foundation design recommendations based on the engineer's
findings and shall comply with UBC Section 1804.Did not receive a copy of required
soils report.
11. In Seismic Zone 4, each site shall be assigned a near-source factor. Identify this value in
the soils report and on the plans. Section 1629.4.2. Did not receive a copy of required
soils report.
12. Investigate the potential for seismically induced soil liquefaction and soil instability in
Seismic Zones 3 and 4. Section 1804.5 Did not receive a copy of required soils
report.
13. Note on the plan the soils classification, whether or not the soil is expansive and note the
allowable bearing value. Section 106.3.3. Did not receive a copy of required soils
report.
14. If applies: The soils engineer recommended that he/she review the foundation
excavations. Note on the foundation plan that "Prior to the contractor requesting a

15. Provide a letter from the soils engineer confirming that the foundation plan, grading plan
and specifications have been reviewed and that it has been determined that the
recommendations in the soils report are properly incorporated into the construction
documents (when required by the soil report). Did not receive a copy of required soils
report.
18. Architectural details provided need to be reviewed. See for example on A5.0 where
referencing detail 8/AD-3, 10/SD-1, 6 SD-1 etc. In other places noting Det/SD-2 or SD-3.
Recheck all locations. Notes in ink and changes in ink to be on vellums so as to be a
permanent part of the plans. See on A5.0 where appears noting in ink the R values
for insulation at floor, wall and roof. Section B is noting detail/SD-3 at center
interior wall but does not state which number?
19. Provide Strong Wall details and reference to the plans. Show deepen footings for
minimum 25" embedment required for the SSTB28's with additional 3" clearance
required below the bolts. Should provide Strong wall details from Simpson i.e. off
website as could not locate connections at top plates etc.
CITY OF CARLSBAD REQUIREMENTS
34. All new residential buildings, including additions, require a soils report. An update letter is
required if the report is more than 3 years old. If a room addition is less than 1000 sq. ft. in
area and only one story, then a soils report is not required. Under this condition, Esgil staff
should advise the City (upon final transmittal) to place their "soils notice" stamp on the
plans. Did not receive a copy of required soils report.

This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinance by the Planning Department, Engineering Department, Fire
Department or other departments. Clearance from those departments may be required prior to
the issuance of a building permit.
Present California law mandates that residential construction comply with the 2001 edition of
the California Building Code (Title 24), which adopts the following model codes: 1997 UBC,
2000 UPC, 2000 UMC and 1999 NEC (all effective 11/1/02).
The above regulations apply to residential construction, regardless of the code editions adopted
by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.

4. Could not locate any details for covered porch shown at entry. Doesn't appear to
be existing and structural did not address spread footings, roof framing, positive
post to footing and post to beam connections. Show size of ledger, hanger type
and sizes, ledger attachment and calculations and any required bent straps for
out of plane roof to wall loads.
5. Upstairs bedroom adjacent to laundry room does not appear to have adequate
light and ventilation. The room is around 170 sq ft and this would require 17 ft of
glazing and 8.5 sqft of ventilation. A4'x4' Xo only provides 14 sq ft of glazing
and 6.4 sq ft of ventilation. Please revise any affected energy and structural
calculations for additional fenestration required to meet minimum requirements
listed above.
6. Show dryer vent termination to the exterior. Maximum 14 ft allowed for length

9. The stairs on sheet A1.1 appear to be reflecting a winder condition where angle
walls meet. Provide details of winding stairway complying with Section
1003.3.3.8.2 i.e. show minimum tread is 6 inches at any point and minimum 9
inches at a point 12 inches from where the treads are narrowest.

• If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
• Maximum service and meter size is a 2" service with a 2" meter.
• If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand, (manifolds are considered on case by case basis to limit
multiple trenching into the street).
12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
1. If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:

If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the

Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for

applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until

charged with recycled water by CMWD, then the applicant can apply for a

preliminary geotechnical evaluation (Reference No. 1), the architectural plans, details,
general notes (Sheets C1.0, AO.O through A-5.0) prepared by Karnack Planning and Design
(Reference No. 2), and the structural plans, notes, and details (Sheets S1 through SD5),
prepared by SUN Structural Engineering, Inc. (Reference No. 3), for the subject site. GSI's
scope of services included a review of the aforementioned documents, analysis of data,
and preparation of this letter/report.
Based on our review, the plans reviewed appear to be in general conformance with the
recommendations provided by this office and presented in GSI's preliminary report
(Reference No. 1), with the following comments:
• While noted on several of the structural plan details, specific criteria regarding the
4 inch slab underlayment were not noted. Based on our review of Reference No. 1,
slab underlayment should consist of "a minimum 4 inches of sand. In addition, a
vapor barrier consisting of a minimum of 10-mil pgjyyinvl-chloride membrane with
all laps sealed, should be provided at the mid-point of the sand layer. The slab
subgrade should be free of loose and uncompacted material prior to placing
concrete."

Dear Mr. Richardson:
In accordance with your request, GeoSoils, Inc. (GSI), has performed a preliminary
geotechnica) evaluation of the subject site. The purpose of the study was to evaluate the
onsite soils and geologic conditions and their effects on the proposed additional site
development from a geotechnical viewpoint.
EXECUTIVE SUMMARY
Based on our review of the available data (see Appendix A), field exploration, laboratory
testing, and geologic analysis, residential development of the property appears to be
feasible from a geotechnical viewpoint, provided the recommendations presented in the
text of this report are properly incorporated into the design and construction of the project.
The most significant elements of this study are summarized below:
• All existing surficial colluvium (topsoil) and weathered terrace deposits are
considered to be loose and potentially compressible, and are not suitable for
foundation support. These materials will require removal and recompaction and/or
processing in-place. Colluvium, with underlying weathered terrace deposits, is on
the order of 2feet thick. As an alternative, the foundation systems may be deepened
into the underlying terrace deposits.
* At this time, groundwater is generally not anticipated to affect site development,
provided that the recommendations contained in this report are incorporated into
final design and construction, and that prudent surface and subsurface drainage
practices are incorporated into the construction plans. Perched groundwater
conditions along zones of contrasting permeabilities should not be precluded from
occurring in the future due to site irrigation, poor drainage conditions, or damaged
utilities. Should perched groundwater conditions develop, this office could assess
the affected area(s) and provide the appropriate recommendations to mitigate the
observed groundwater conditions.
Our laboratory test results indicate that soils onsite are generally very low in
expansion potential and are anticipated to present a negligible sulfate exposure to
concrete. Site soils may likely be corrosive to ferrous materials.
Conventional foundation systems utilizing slab-on-grade or raised wood floors may
be used onsite. Colluvium and weathered terrace deposits should be reprocessed
for slab support. Alternative methods of subgrade preparation and slab construction
are presented herein.
Foundations should either be supported entirely on compacted fill, or penetrate any
surficial colluvium/weathered terrace deposits and be founded into the underlying
competent terrace deposits. Footing depths on the order of 24 to 36 inches below
existing grades are anticipated.
An expansion/construction joint should be placed between any existing and
proposed structures, to permit relative movement.
The geotechnica! design parameters provided herein should be considered during
construction by the project structural engineer and/or architect.

SCOPE OF SERVICES
The scope of our services has included the following:
1. Review of the available geologic literature for the site and vicinity (Appendix A).
2. Geologic site reconnaissance, subsurface exploration, sampling, and mapping.
3. General areal seismicity evaluation.
4. Appropriate laboratory testing, engineering, and geologic analysis of data collected
and preparation of this report.
SITE CONDITIONS/PROPOSED DEVELOPMENT
The site consists of an irregularly shaped lot located on the north side of Basswood Avenue
in the City of Carlsbad, California (see Figure 1). The site is surrounded on the remaining
sides by residential property and a park to the south. Topographically, the site slopes gently
to the west. Existing improvements consist of a single family residential structure with
typical residential landscaping.
Proposed site development is anticipated to consist of additional ground floor construction
to the south and southwest corner of the main residence. Either raised wood flooring or
concrete slab-on-grade are anticipated for the additional construction to the main residence.
Building loads are assumed to be typical for this type of relatively light construction. The
need for import soils is unknown.
SITE EXPLORATION
Site exploration was performed on April 16,2003, by a representative of this office. Near
surface soil conditions were explored with three exploratory test excavations completed
with hand equipment. The location of each excavation is shown on the attached Boring
Location Map (Figure 2). Each excavation was logged and representative samples were
collected for laboratory testing. Logs of each excavation are presented in Appendix B.

REGIONAL GEOLOGY
The subject property is located within a prominent natural geomorphic province in
southwestern California known as the Peninsular Ranges. It is characterized by steep,
elongated mountain ranges and valleys that trend northwesterly. The mountain ranges are
underlain by basement rocks consisting of pre-Cretaceous metasedimentary rocks,
Jurassic metavolcanic rocks, and Cretaceous plutonic rocks of the southern California
batholith.
In the San Diego region, deposition occurred during the Cretaceous Period and Cenozoic
Era in the continental margin of a forearc basin. Sediments, derived from Cretaceous-age
plutonic rocks and Jurassic-age volcanic rocks, were deposited into the narrow, steep,
coastal plain and continental margin of the basin. These rocks have been uplifted, eroded,
and deeply incised. During early Pleistocene time, a broad coastal plain was developed
from the deposition of marine/terrestrial terrace deposits. During mid to late Pleistocene
time, this plain was uplifted, eroded, and incised. Alluvial deposits have since filled the
lower valleys, and young marine sediments are currently being deposited/eroded within
coastal and beach areas. The site is generally underlain by terrace deposits.
EARTH MATERIALS
Earth materials onsite consist of colluvium and Pleistocene age terrace deposits. A
description of each material type is presented in the following discussion.
Colluvium
Colluvium was encountered as a relatively thin (approximately 1 to 11/2 feet thick) surficial
layer of silty sand. Where encountered, these materials are typically dark brown, wet, and
loose. These soils are considered potentially compressible and are not suitable for the
support of settlement sensitive improvements in their present condition.
Terrace Deposits
Pleistocene-age terrace deposits underlie the site. Where encountered, these materials are
typically brown to gray brown, dry to moist, and medium dense. The upper ±1/2foot of the
terrace deposits are weathered, loose, and considered not suitable for structural support.
Based on our site exploration, terrace deposits appear relatively massive. Elsewhere in the
vicinity, it has been our experience that bedding structure within terrace deposits is
relatively flat lying; therefore, adverse bedding conditions are not anticipated.

MASS WASTING
No evidence of any significant pre-existing mass wasting features were indicated or
observed during field exploration or during a review of available publications.
FAULTING AND REGIONAL SEISM 1CITY
Faulting
Our review indicates that there are no known active faults crossing this site within the area
proposed for development, and the site is not within an Earthquake Fault Zone (Hart and
Bryant, 1997). However, the project area is situated in Southern California, which is in an
area of active faulting. These include, but are not limited to, the San Andreas fault, the
San Jacinto fault, the Elsinore fault, the Coronado Bank fault zone, and the
Newport-lnglewood/Rose Canyon fault zone. The location of these, and other major faults
relative to the site, are indicated on Figure 3 (California Fault Map). The possibility of
ground acceleration, or shaking, at the site may be considered as approximately similar to
the southern California region as a whole. Major active fault zones that may have a
significant affect on the site, should they experience activity, are listed in the following table

The acceleration-attenuation relations of Idriss (1994) Horizontal-Rock/Stiff Soil, Bozorgnia,

2000a). For this study, peak horizontal ground accelerations anticipated at the site were
determined based on the random mean plus 1 - sigma attenuation curve and mean
attenuation curve developed by Joyner and Boore (1981; 1982a; 1982b; 1988; and 1990),
Bozorgnia, Cambell, and Niazi (1999), and Campbell and Bozorgnia (1994). EQFAULT is
a computer program by Thomas F. Blake (2000a), which performs deterministic seismic
hazard analyses using up to 150 digitized California faults as earthquake sources.

The program estimates the closest distance between each fault and a given site. If a fault
is found to be within a user-selected radius, the program estimates peak horizontal ground
acceleration that may occur at the site from an upper bound ("maximum credible")
earthquake on that fault. Site acceleration (g) is computed by any of at least
30 user-selected acceleration-attenuation relations that are contained in EQFAULT. Based
on the EQFAULT program, peak horizontal ground accelerations from an upper bound
event at the site may be on the order of 0.34g to 0.70g.

It is important to keep in perspective that in the event of a maximum probable or credible
earthquake occurring on any of the nearby major faults, strong ground shaking would occur
in the subject site's general area. Potential damage to any structure(s) would likely be
greatest from the vibrations and impelling force caused by the inertia of a structure's mass,
than from those induced by the hazards considered above. This potential would be no
greater than that for other existing structures and improvements in the immediate vicinity.
LABORATORY TESTING
General
Laboratory tests were performed on a representative sample of the onsite earth materials
in order to evaluate their physical and engineering characteristics. The test procedures
used and results obtained are presented below.
Moisture-Density Relations
The laboratory maximum dry density and optimum moisture content for representative site
soils was determined according to test method ASTM D-1557. A maximum dry density of
130 pcf at an optimum moisture content of 9 percent was determined for a bulk composite
sample obtained from the site.
Shear Testing
Shear testing was performed on a representative, remolded sample of site soil in general
accordance with ASTM test method D-3080 in a Direct Shear Machine of the strain control
type. The shear test results are presented below:

Corrosion Testing
Based on our experience in the vicinity, the sulfate exposure to concrete is anticipated to
be negligible, per Table 19-A-4 of the 1997 UBC. Site soils may be corrosive to ferrous
materials when saturated. Soil pH is typically neutral to slightly acidic. Soil corrosion
testing was not included in the scope of our evaluation. Consultations with a corrosion
engineer should be considered.
CONCLUSIONS
Based upon our site reconnaissance test results, it is our opinion that the subject site
appears suitable for the proposed residential development. An expansion/construction joint
should be placed between any existing and proposed structures, to permit relative
movement. The following recommendations should be incorporated into the construction
details.
EARTHWORK CONSTRUCTION RECOMMENDATIONS
General
All grading should conform to the guidelines presented in Appendix Chapter A33 of the UBC
and the requirements of the City of Carlsbad, except where specifically superceded in the
text of this report. Prior to grading, a GSI representative should be present at the
preconstruction meeting to provide additional grading guidelines, if needed, and review the
earthwork schedule.
During earthwork construction, all site preparation and the general grading procedures of
the contractor should be observed and the fill selectively tested by a representative(s) of
GSI. If unusual or unexpected conditions are exposed in the field, they should be reviewed

by this office and, if warranted, modified and/or additional recommendations will be offered.
All applicable requirements of local and national construction and general industry safety
orders, the Occupational Safety and Health Act (OSHA), and the Construction Safety Act
should be met.
Site Preparation
Debris, vegetation, and other deleterious material should be removed from the building
area(s) prior to the start of construction. Sloping areas to receive fill should be properly
benched in accordance with current industry standards of practice and guidelines specified
in the UBC.
Removals
In order to provide for the uniform support of the planned floor slabs, the existing colluvium
and weathered terrace deposits within the floor slab areas should be reprocessed and
compacted to a minimum relative compaction of 90 percent. At this time, it is anticipated
that the depth of these materials is on the order of 2 feet; however, locally deeper removals
may be necessary, and should be anticipated. Removals should be completed below a 1:1
projection down and away from the edge of any settlement sensitive structure and/or limit
of proposed fill. Once removals are completed, the exposed bottom should be reprocessed
and compacted.
As an alternative, surficial soils exposed at the proposed slab grade may be processed to
an approximate depth of 6 to 12 inches and compacted to a minimum relative compaction
of 90 percent. Slab-on-grade construction recommendations presented in a later section
of this report will be different for these two alternatives.
Fill Placement
Subsequent to ground preparation, onsite soils may be placed in thin (±6-inch) lifts,
cleaned of vegetation and debris, brought to a least optimum moisture content, and
compacted to achieve a minimum relative compaction of 90 percent. If soil importation is
planned, a sample of the soil import should be evaluated by this office prior to importing,
in order to assure compatibility with the onsite site soils and the recommendations
presented in this report.
FOUNDATION RECOMMENDATIONS
General
In the event that the information concerning the proposed development concept is not
correct, or any changes in the design, location, or loading conditions of the proposed

structure are made, the conclusions and recommendations contained in this report shall
not be considered valid unless the changes are reviewed and conclusions of this report are
modified or approved in writing by this office. It is our understanding that the addition to the
main residence will consist of either raised wood floors and a conventional strip and spread
footing foundation system, or continuous footings and concrete slabs-on-grade.
The information and recommendations presented in this section are not meant to
supercede design by the project structural engineer. Upon request, GSI could provide
additional input/consultation regarding soil parameters, as related to foundation design.
It is anticipated that the proposed foundation systems for the single-story addition to the
main residence will be deepened to penetrate any colluvium and be founded into the
underlying sedimentary bedrock.
Foundation Design
1. Conventional spread and continuous footings may be used to support the proposed
residential structure provided they are founded entirely in suitable terrace deposits.
Footings should not simultaneously bear directly on sedimentary bedrock and fill
soils.
2. Analyses indicate that an allowable bearing value of 1,500 psf may be used for
design of continuous footings, 12 inches deep by 12 inches wide, and design of
isolated pad footings 24 inches square and 18 inches deep into suitable terrace
deposits. This value may be increased by 20 percent for each additional 12 inches
in depth, to a maximum of 2,500 psf. No increase in bearing for footing width is
recommended. The bearing value may be increased by one-third for seismic or
other temporary loads
3. For lateral sliding resistance, a 0.35 coefficient of friction may be utilized for a
concrete to soil contact when multiplied by the dead load.
4. Passive earth pressure may be computed as an equivalent fluid having a density of
250 pcf with a maximum earth pressure of 2,500 psf
5. When combining passive pressure and frictional resistance, the passive pressure
component should be reduced by one-third.
6. Footings should maintain a horizontal distance, or setback, between any adjacent
slope face and the bottom outer edge of the footing. The horizontal distance may be
calculated by using h/3, where (h) is the height of the slope. The horizontal setback
should not be less than 7 feet, nor need not be greater than 40 feet (per code). The
setback may be maintained by simply deepening the footings. Flatwork, utilities, or
other improvements, within a zone of h/3 from the top of slope, may be subject to

lateral distortion. Footings, flatwork, and utility setbacks should be constructed in
accordance with distances indicated in this section, and/or the approved plans.
7. Provided thatthe recommendations contained in this report are incorporated into the
final design and construction phase of development, a majority (>50 percent) of the
anticipated foundation settlement is expected to occur during construction.
Maximum settlement is not expected to exceed approximately 1/2-inch and should
occur below the heaviest loaded columns. Differential settlement is not anticipated
to exceed 1/4-inch between similar elements, in a 20-foot span.
Foundation Construction
1. Conventional continuousfootings may be constructed per UBC guidelines regarding
width for low expansive soil conditions. Footings should be embedded at least
12 inches into suitable terrace deposits. Based on the anticipated thickness of
surficial colluvium, footing depths on the order of 30 to 36 inches below existing
grade are anticipated. Footings should be reinforced with No. 4 reinforcing bars, one
placed near the top and one placed near the bottom of the footing, for footings no
deeper than 24 inches. For footings greater than 24 inches in depth, an additional
reinforcing bar should be added.
2. Detached isolated exterior piers and columns should be founded at least 12 inches
into the underlying terrace deposits and tied to the main foundation in at least one
direction with a grade beam. Reinforcement should be properly designed by the
project structural engineer.
3. A grade beam, reinforced as above, and at least 12 inches square, should be
provided across the garage entrances (if any). The base of the reinforced grade
beam should be at the same elevation as base of the adjoining footings.
4. Where colluvium and weathered terrace deposits are removed and reprocessed,
floor slabs should have a minimum thickness of 4 inches. Concrete used in floor
slab construction should have a minimum compressive strength of 2,500 psi. Where
slab subgrade is surficially processed only, floor slabs should be a minimum
5 inches thick. Concrete used in floor slab construction should then have a
minimum compressive strength of 3,000 psi. It should be noted that while the
increased thickness and strength of floor slab concrete should exceed the
performance of a 4-inch slab, this does not preclude the potential for distress due to
settlement of any untreated colluvium and weathered terrace deposits left in place
beneath the slab.
5. Concrete slabs should be underlain with a minimum of 4 inches of sand. In addition,
a vapor barrier consisting of a minimum of 10-mil polyvinyl-chloride membrane with
all laps sealed, should be provided at the mid-point of the sand layer. The slab

subgrade should be free of loose and uncompacted material prior to placing
concrete.
6. Concrete floor slabs should be reinforced with No. 3 reinforcing bars placed
18 inches on center each way for 4-inch thick slabs; 5-inch thick slabs should be
reinforced with No. 4 reinforcing bars placed 18 inches on center each way. All slab
reinforcement should be supported to ensure proper mid-slab height positioning
during placement of the concrete. "Hooking" of reinforcement is not an acceptable
method of positioning.
7. The moisture content of the subgrade soils should be equal to, or greater than,
optimum moisture to a depth of 12 inches below the adjacent ground grade in the
slab areas for low expansive soil conditions. Soil moistures should be verified by
this office within 72 hours of the vapor barrier placement.
8. Soils generated from footing excavations to be used onsite should be compacted to
a minimum relative compaction of 90 percent of the laboratory standard, whether it
is to be placed inside the foundation perimeter or in the yard/right-of-way areas.
This material must not alter positive drainage patterns that direct drainage away
from the structural areas and toward the street.
9. As an alternative, an engineered post-tension foundation system may be used.
Recommendations for post-tensioned slabs can be provided on request.
RETAINING WALLS
General
Foundations may be designed using parameters provided in the "Design" section of
Foundation Recommendations presented herein. Wall sections should adhere to the City
of Carlsbad guidelines. All wall designs should be reviewed by a qualified structural
engineer for structural capacity, overturning, and stability.
The design parameters provided assume that onsite, or equivalent, medium expansive
soils, or selected fill, are used to backfill retaining walls. If expansive soils are used to
backfill the proposed walls within this wedge, increased active and at-rest earth pressures
will need to be utilized for retaining wall design. Heavy compaction equipment should not
be used above a 1:1 projection up and away from the bottom of any wall.
The following recommendations are not meant to apply to specialty walls (cribwalls, loffel,
earthstone, etc.). Recommendations for specialty walls will be more onerous than those
provided herein, and can be provided upon request. Some movement of the constructed
walls should be anticipated as soil strength parameters are mobilized. This movement

could cause some cracking dependent upon the materials used to construct the wall. To
reduce wall cracking due to settlement, walls should be internally grouted and/or reinforced
with steel.
Restrained Walls
Any retaining walls that will be restrained priorto placing and compacting backfill material,
or that have re-entrant or male corners, should be designed for an at-rest equivalent fluid
pressures of 65 pcf for native soil backfill, plus any applicable surcharge loading. For areas
of male or re-entrant comers, the restrained wall design should extend a minimum distance
of twice the height of the wall (2H) laterally from the corner. Building walls below grade
should be water-proofed, or damp-proofed, depending on the degree of moisture protection
desired. Refer to the following section for preliminary recommendations from surcharge
loads.
Cantllevered Walls
These recommendations are for cantilevered retaining walls up to 15 feet high. Active earth
pressure may be used for retaining wall design, provided the top of the wall is not restrained
from minor deflections. An empirical equivalent fluid pressure (EFP) approach may be
used to compute the horizontal pressure against the wall. Appropriate fluid unit weights are
provided for specific slope gradients of the retained material. These do not include other
superimposed loading conditions such as traffic, structures, seismic events, or adverse
geologic conditions.

The equivalent fluid density should be increased to 65 pounds pcf for level backfill using
the native soil at the angle point of the wall (corner or male re-entrant,) and extended a
minimum lateral distance of 2H on either side of the corner. However, if the selected backfill
with angle of friction of 30 degrees is used, this value may be reduced to 62 pounds pcf.
Wall Backfill and Drainage
All retaining walls should be provided with an adequate gravel and pipe backdrain and
outlet system (a minimum two outlets per wall) to prevent buildup of hydrostatic pressures,
and be designed in accordance with minimum standards presented herein. Pipe should
consist of schedule 40 perforated PVC pipe. Gravel used in the backdrain systems should
be a minimum of 3 cubic feet per lineal foot of % to 1Vfc inch clean crushed rock

encapsulated in filter fabric (Mirafi 140 or equivalent). Perforations in pipe should face
down. The surface of the backfill should be sealed by pavement or the top 18 inches
compacted to 90 percent relative compaction with native soil. Proper surface drainage
should also be provided.
As an alternative to gravel backdrains, panel drains (Miradrain 6000, Tensar, etc.) may be
used. Panel drains should be installed per manufacturer's guidelines. Regardless of the
backdrain used, walls should be water proofed where they would impact living areas or
where staining would be objectionable.
DEVELOPMENT CRITERIA
Landscape Maintenance and Planting
Water has been shown to weaken the inherent strength of soil and slope stability is
significantly reduced by overly wet conditions. Positive surface drainage away from graded
slopes should be maintained, and only the amount of irrigation necessary to sustain plant
life should be provided for planted slopes. Overwatering should be avoided.
Graded slopes constructed within and utilizing onsite materials would be erosive. Eroded
debris may be minimized and surficial slope stability enhanced by establishing and
maintaining a suitable vegetation cover soon after construction. Plants selected for
landscaping should be light weight, deep rooted types which require little water and are
capable of surviving the prevailing climate. Compaction to the face of fill slopes would tend
to minimize short term erosion until vegetation is established. In order to minimize erosion
on a slope face, an erosion control fabric (i.e., jute matting) should be considered.
From a geotechnical standpoint, leaching is not recommended for establishing
landscaping. If the surface soils area is processed for the purpose of adding amendments,
they should be recompacted to 90 percent relative compaction.
Additional Site Improvements
Recommendations for additional grading, exterior concrete flatwork design, and
construction, including driveways, can be provided upon request. If, in the future, any
additional improvements are planned for the site, recommendations concerning the
geological or geotechnical aspects of design and construction of said improvements could
be provided upon request.
Trenching
All footing trench excavations for structures and walls should be observed and approved
by a representative of this office prior to placing reinforcement. Footing trench spoil and any

excess soils generated from utility trench excavations should be compacted to a minimum
relative compaction of 90 percent if not removed from the site. All excavations should be
observed by one of our representatives and conform to CAL-OSHA and local safety codes.
GSI does not consult in the area of safety engineers.
In addition, the potential for encountering hard spots during footing and utility trench
excavations should be anticipated. If these concretions are encountered within the
proposed footing trench, they should be removed, which could produce larger excavated
areas within the footing or utility trenches.
Drainage
Positive site drainage should be maintained at all times. Drainage should not flow
uncontrolled down any descending slope. Water should be directed away from foundations
and not allowed to pond and/or seep into the ground. Pad drainage should be directed
toward the street or other approved area. Roof gutters and down spouts should be
considered to control roof drainage. Down spouts should outlet a minimum of 5 feet from
the proposed structure or into a subsurface drainage system. We would recommend that
any proposed open bottom planters adjacent to proposed structures be eliminated for a
minimum distance of 10 feet. As an alternative, closed bottom type planters could be
utilized. An outlet placed in the bottom of the planter could be installed to direct drainage
away from structures or any exterior concrete flatwork.
Utility Trench Backfill
1. All utility trench backfill in structural areas, slopes, and beneath hardscape features
should be brought to near optimum moisture content and then compacted to obtain
a minimum relative compaction of 90 percent of the laboratory standard.
Flooding/jetting is not recommended for the site soil materials. As an alternative,
imported sandy material with an S.E. of 30 or greater may be flooded/jetted in
shallow (± 12-inch or less) under-slab interior trenches only.
2. Sand backfill, unless trench excavation material, should not be allowed in exterior
trenches adjacent to and within an area extending below a 1:1 plane projected from
the outside bottom edge of the footing.
3. All trench excavations should minimally conform to CAL-OSHA and local safety
codes.
4. Soils generated from utility trench excavations to be used onsite should be
compacted to 90 percent minimum relative compaction. This material must not alter
positive drainage patterns that direct drainage away from the structural area and
towards the street.

PLAN REVIEW
Final site development and foundation plans should be submitted to this office for review
and comment, as the plans become available, for the purpose of minimizing any
misunderstandings between the plans and recommendations presented herein. In
addition, foundation excavations and any additional earthwork construction performed on
the site should be observed and tested by this office. If conditions are found to differ
substantially from those stated, appropriate recommendations would be offered at thattime.
SUMMARY OF RECOMMENDATIONS REGARDING
GEOTECHNICAL OBSERVATION AND TESTING
We recommend that observation and/or testing be performed by the geotechnical
consultant at each of the following construction stages:
• During grading/recertification.
• After excavation of building footings, retaining wall footings, and free standing walls
footings, prior to the placement of reinforcing steel or concrete.
• During retaining wall subdrain installation, prior to backfill placement.
• During placement of backfill for area drain, interior plumbing, utility line trenches,
and retaining wall backfill.
• After presoaking/presaturation of building pads and other flatwork subgrade, prior
to the placement of reinforcing steel or concrete.
• During slope construction/repair.
• When any unusual soil conditions are encountered during any construction
operations, subsequent to the issuance of this report.

LIMITATIONS
The materials encountered on the project site and utilized in our previous laboratory study
are believed representative of the area; however, soil and bedrock materials vary in
character between excavations and natural outcrops or conditions exposed during mass
grading. Site conditions may vary due to seasonal changes or other factors. GSI assumes
no responsibility or liability for work, testing, or recommendations performed or provided
by others. The scope of work was performed within the limits of a budget. Inasmuch as our
study is based upon the site materials observed, selective laboratory testing, and
engineering analysis, the conclusions and recommendations are professional opinions.
These opinions have been derived in accordance with current standards of practice, and

This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinance by the Planning Department, Engineering Department, Fire
Department or other departments. Clearance from those departments may be required prior to
the issuance of a building permit.
Present California law mandates that residential construction comply with the 2001 edition of
the California Building Code (Title 24), which adopts the following model codes: 1997 UBC,
2000 UPC, 2000 UMC and 1999 NEC (all effective 11/1/02).
The above regulations apply to residential construction, regardless of the code editions adopted
by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e.. plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

1. Please make all corrections on the original tracings, as requested in the correction

Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the
City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92009,
(760) 602-2700. The City will route the plans to EsGil Corporation and the
Carlsbad Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858)
560-1468. Deliver all remaining sets of plans and calculations/reports directly to
the City of Carlsbad Building Department for routing to their Planning, Engineering
and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not
be reviewed by the City Planning, Engineering and Fire Departments until review
by EsGil Corporation is complete.
1. Final sets of plans and any new calculations to be stamped and signed by
engineer and /or architect of record also. Architect to sign plans.
2. The extend of work appears to have changed i.e. demo existing living room and
kitchen, new roof framing, new footings etc and move windows and doors at
kitchen and revise shear walls. If existing living room and kitchen is being
demolished then the permit application and cover sheet of the plans should
reflect this.
3. Please provide a copy or original calculations as could not determine how V was
determined.
4. The previously approved foundation plan has noted on sheet S-2 in ink that
"03/17/04 Per GeoSoils report/letter a vapor barrier consisting of a minimum of
10 mil polyvinylchloride membrane with all laps sealed shall be provided at the
mid point of sand layer and a minimum slab underlayment of 4" of sand." This
should be noted on new sets.
5. Specify length of all shear panels at their respective locations. Detail and
reference how maximum aspect ratio of 2 to 1for shear panels is meant i.e. size
and number of blocks, strap type and size at window/door openings. Some of
panels shown do not have lengths and others appear to need detail 8/SD4
referenced to them as do not meet height to width ratio? Shear walls shown that
are not part of calculations (i.e. no length shown) should be noted with * for
example and noted for stiffness only to prevent inspection problems in the field.

6. Could not determine if and where special inspection for epoxy anchors applies
now? If no longer applicable should be removed from plans or applicable details
referenced. No calculations but does the 3000 psi concrete require special
inspection or was 2500 used in calculations. If using 3000 psi and no special
inspection required or desired then this should be noted on S-2 to prevent
potential inspection problems in the field.
7. Provide a letter from the soils engineer confirming that the new foundation plan
has been reviewed and that it has been determined that the recommendations in
the soils report are properly incorporated into the construction documents.

The Registered Special Inspector shall be approved by the City of Carlsbad Building
Department prior to the issuance of the building permit. Special Inspectors having a
current certification from the City of San Diego, Los Angeles, or ICBO are approved as
Special Inspectors for the type of construction for which they are certified.
The inspections by a Special Inspector do not change the requirements for inspections by
personnel of the City of Carlsbad building department. The inspections by a Special
Inspector are in addition to the inspections normally required by the County Building
Code.
The Special Inspector is not authorized to inspect and approve any work other than that for which
he/she is specifically assigned to inspect. The Special Inspector is not authorized to accept
alternate materials, structural changes, or any requests for plan changes. The Special Inspector is
required to submit written reports to the City of Carlsbad building department of all work that
he/she inspected and approved. The final inspection approval will not be given until all Special
Inspection reports have been received and approved by the City of Carlsbad building department.
