FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinance by the Planning Department, Engineering Department, Fire
Department or other departments. Clearance from those departments may be required prior to
the issuance of a building permit.
Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1991 UBC (effective 8/14/92), 1991 UPC (effective 8/14/92), 1991
UMC (effective 8/14/92) and 1990 NEC (effective 7/1/91).
The above regulations apply to residential construction, regardless of the code editions adopted
by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 303 (c),
1991 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

1. Please make all corrections on the original tracings and submit two new sets of
prints to:

2. Specify on the Title Sheet of plans the gross floor area of the deck and balcony.
Section 302(d).
3. Show locations of permanently wired smoke detectors with battery backup:
a) Inside each bedroom.
NOTE: Detectors shall sound an alarm audible in all sleeping areas of the unit.
Section 1210
4. Provide a battery operated smoke detector in the existing bedroom, sheet # 2.
Section 1210.
5. Note that the discharge point for exhaust air from bathrooms will be at least 3
feet from any opening into the building. Section 1205(c).
6. Show safety glazing in the following locations, per Section 5406(d):
Where the nearest edge of glazing is within a 24-inch arc of either side of
a door in a closed position. For opening adjacent to 3 x kitchen door,
sheet # 2, if glazed.
Glazing greater than 9 square feet with the bottom edge less than 18"
above the floor and the top edge greater than 36" above the floor. At
M.B.R. French door.
C) Glazing in shower and tub enclosures (including windows within 5 feet of
tub or shower floor. This applies to 2 x 2 bath window.
7. Note openings between deck railings shall be less than 4". The triangular
openings formed by the riser, tread and bottom elements of a guardrail at a stair
shall be less than 6". Section 1712.
8. Show how guardrail connection details are adequate to support 20 pounds per
lineal foot at a right angle to the top rail. Table 23-B.
9. All handrails, per Section 3306 (i), shall satisfy the following:
Provide handrail for stairways with 4 or more risers.
Handrails and handrail extensions shall be 34" to 38" above the nosing of
treads.
The handgrip portion of handrails shall be not less than 1-1/2", nor more
than 2" in cross-sectional dimension.
10. Provide skylight I.C.B.O. approval number.

11. Note on the plans: "Attic ventilation openings shall be covered with corrosion
resistant metal] mesh with mesh openings of 1/4-inch ir dimension." Section
3205(c).
12. Show details of existing garage one-hour fire protection on the garage side of
walls and ceiling common to the dwelling. Table 5-13, Section 503 (d).
13. All new residential buildings, including additions, require a soils report. Please
submit two copies. Exception: If a room addition is limited to one story and 1000
sq. ft. in area, then a soils report is not required. Esgil Corporation will advise the
City to place their soils notice stamp on the plans.
14. Per soils report, note on the plan the soils classification, whether or not the soil is
expansive and note the allowable bearing value. Section 2905 (c).
15. Note on the foundation plan that "Prior to the contractor requesting a Building

I INTRODUCTION AND PROJECT DESCRIPTION

This report presents the results of our limited soil investigation performed on the above
I referenced site. The purpose of this investigation was to evaluate the existing surface and
I subsurface conditions from a geotechnical perspective in order to provide recommendations
for your proposed development.
I The proposed project will be a single story kitchen addition and a two story bedroom
I addition to the existing, single family residence. The structures will be wood-framed and
utilize raised-wood floors. Foundations will include continuous and pad spread footings.
I Based upon the construction plans prepared by Mr. Dwain Bechthold no grading will be
1 performed for this project. All proposed foundations will be extended into firm competent
I
naturally occurring soil material.
Should any future development deviate significantly from our unders:anding of the
I project as described above, we should be consulted for further recommendations.

The site configuration and subsurface exploration locations are shown on the site plan
included as Plate Number 1 in the back of this report.

PROJECT SCOPE
I
I This investigation consisted of a surface reconnaissance coupled with a detailed
I
subsurface exploration. Representative surface and subsurface samples were obtained from
the site and returned to our laboratory for testing. An analysis of the field and laboratory data
I collected is submitted in this report.
Specifically, the intent of this analysis was to:
a) Explore the subsurface conditions to the depths that could be influenced by the
proposed construction,
I b) Evaluate, by laboratory tests, the pertinent engineering properties of the various
soil stratigraphic units which could influence the development of this project,
including bearing capacities, expansive characteristics, settlement potential,
lateral resistance and earth pressures,
I
Recommend an appropriate foundation system for the type of structures Ic)
anticipated and develop soil engineering parameters for foundation design.

FINDINGS
1 Site Description: The project site is located behind and north of the existing residence at
1308 Pine Avenue, Carlsbad, California. It can be found in the northwest quarter of grid F-5,
page 1106, of the Thomas Brothers Guide for San Diego County, 1994 edition.
The project site is situated upon level to gently falling terrain in the rear yard and patio
area of the existing residence. Existing improvements consist of a wood deck, a patio,
landscaping and grass lawn.
Subsurface Conditions: The subject site is underlain by Pleistocene age beach and near
shore sediments deposited upon marine terraces. These terrace deposits are mantled by
colluvium and isolated areas of artificial fill. Each of these is described below from oldest to
youngest.
Marine Terrace Deposits: The terrace deposits are represented on site by brownish-orange,
poorly cemented, fine to medium grained sandstone. These sediments occur in nearly
horizontal, medium to massive bedding. In general they are moderately indurated and
I relatively free of silt or clay particles. They appear to possess a low to very low expansion
potential.

Colluvium: On site the marine terrace deposits are mantled by colluvium. The term
colluvium is used here to include both in-situ developing soil as well as redeposited soil and
1 slope debris. This colluvium consists of brown, slightly silty, fine grained sand. It is poorly
I consolidated and on the order of 1 to 2 feet in thickness. The colluvium does not appear to
be detrimentally expansive.

I Artificial Fill: A very thin layer of fill material was observed in exploratory trench T-2. It
consisted of dark brown, silty, fine to medium grained sand. It was measured at less than ten
inches of thickness in the side wall of trench T-2.
I
Groundwater: Free groundwater was not encountered in any of our exploratory trenches.
FOUNDATIONS
General: The proposed structures shall be supported on continuous or pad spread footings
bearing in to dense naturally occurring soil material. These foundations shall extend through
all poorly consolidated soil and a minimum of 12 inches into dense soil material. Footings
must be designed with the minimum dimensions and allowable dead plus live load bearing
values given in the following table:

The minimum depth given shall be below lowest adjacent finish subgrade. All
continuous footings shall contain at least one #4 reinforcing bar top and bottom to provide
structural continuity and to permit spanning of local irregularities.
The foundation dimensions and reinforcing presented above are minimum
recommendations only. These may be increased by the Structural Engineer, as required.
The soil load bearing values presented above may be increased by one-third for short term
loads, including wind or seismic. The soil load bearing values of any proposed import soil
should be determined after its selection.
Settlements under building loads are expected to be within tolerable limits for the
proposed structures.
Lateral Resistance: Resistance to lateral loads may be provided by friction at the base of the
footing and by passive pressure against the adjacent soil. For concrete footings in dense
natural soil, a coefficient of friction of 0.30 may be used. An allowable passive pressure of
300 pounds per square foot per foot of depth acting against the foundations may be used in
design.

If footings are proposed adjacent to slope areas, we recommend that the footings be
deepened to provide a minimum horizontal distance of 10 feet from the outer edge of footings
to the adjacent slope face.
Footing Observations: All foundation excavations shall be inspected by the Soil Engineer,
Engineering Geologist or their representative, prior to the placement of reinforcing steel and
concrete.
FIELD EXPLORATIONS
Two hand excavated exploratory trenches were inspected on January 30, 1996 by our
geology and soil engineering personnel. The exploratory trenches were logged using standard
geological techniques.
The logs are presented on Plate Numbers 3 and 4. The soils are described in
accordance with the Unified Soil Classification System as illustrated on the attached
simplified chart (Plate Number 2). In addition, a verbal textural description, the wet color,
the apparent moisture and the density or consistency are presented. The density of granular
material is given as either very loose, loose, medium dense, dense or very dense. The
consistency of silts or clays is given as either very soft, soft, medium stiff, stiff, very stiff or
hard. Samples of typical and representative soils were obtained and returned to our laboratory
for testing.

LABORATORY TESTING
Laboratory tests were performed in accordance with the American Society for Testing and
Materials (A.S.T.M.) test methods or suggested procedures. Test results are shown on Plate
Numbers 5 and 6.
LIMITATIONS
The recommendations presented in this report are contingent upon our review of final
plans and specifications. The soil engineer should review and verify the compliance of the
final plans with this report and with Chapter 70 of the Uniform Building Code.
It is recommended that Western Soil and Foundation Engineering, Inc. be retained to
provide continuous soil engineering services during the earthwork operations. This is to
observe compliance with the design concepts, specifications or recommendations and to allow
design changes in the event that subsurface conditions differ from those anticipated prior to
start of construction. Western Soil and Foundation Engineering, Inc. will not be held
responsible for earthwork of any kind performed without our observation, inspection and
testing.

I The recommendations and opinions expressed in this report reflect otr best estimate of
the project requirements based on an evaluation of the subsurface soil conditions encountered
I at the subsurface exploration locations and the assumption that the soil conditions do not
I deviate appreciably from those encountered. It should be recognized that the performance of

the foundations and/or cut and fill slopes may be influenced by undisclosed or unforeseen
variations in the soil conditions that may occur in the intermediate and unexplored areas. Any
I unusual conditions not covered in this report that may be encountered during site development
I
should be brought to the attention of the soil engineer so that he may make modifications, if
necessary.
I This office should be advised of any changes in the project scope so that it may be

determined if the recommendations contained herein are appropriate. This should be verified
in writing or modified by a written addendum.
I The findings of this report are valid as of this date. Changes in the condition of a
I property can, however, occur with the passage of time, whether they be due to natural
