This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 303 (c),
1991 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
Please make all corrections on the original tracings and submit two new sets of prints to:

To facilitate rechecking, please identify, next to each item, the sheet of the plans upon

The plans must be properly signed.
The smoke detectors in the existing bedrooms were inked-in on the original set of
plans. They Weren't shown on the set you resubmitted. Please show them on
the originals. NOTE! Make sure all inked-in notes are on the final sets of plans.
6. Detail G/3 shows Redhead anchors resisting uplift:
a) Show on the plans the required edge/end distances from the ICBO report.
It may be that the anchor can't be used in the locations shown.
b) The engineer should review the ICBO report to ensure the anchors have
an allowable tension value for the HD-5's shown on the plans.
8. Justify using 2x4's for the studs at the tall.walls.
12. Per page 10 of the soils report, provide a letter from the soils engineer stating that
he has reviewed the foundation plans.
18. Due to revised plans:
a) Access to the bedroom is only from the outside (?). Obtain approval from
the Planning Dept. for this condition.
Per Citypolicy, calculations for the trusses now shown must be submitted
at this time (deferred submittals are not allowed).

Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1991 UBC (effective 8/14/92), 1991 UPC (effective 8/14/92), 1991
UMC (effective 8/14/92) and 1990 NEC (effective 7/1/91).
The above regulations apply to residential construction, regardless of the code editions adopted
by ordinance.

than 10 occupants, or serves an unoccupied roof, rise may be 8"
maximum and run 9" minimum.

Show the size, location and type of all heating and cooling appliances or
systems.
Every dwelling unit shall be provided with heating facilities capable of
maintaining a room temperature of 70 degrees F at 3 feet above the floor in all
habitable rooms. Show basis for compliance. UBC, Sec. 1212.
New water closets and associated flushometer valves, if any, shall use no more
than 1.6 gallon per flush and shall meet performance standards established by
the American National Standards Institute Standard A112.19.2, and urinals and
associated flushometer valves, if any, shall use no more than one gallon per
flush and shall meet performance standards established by the American
National Standards Institute Standard A112.19.2. H & S Code, Section
17921.3(b). .

INTRODUCTION
This report -presents the results of our limited geotechnical investigation. The purpose
of this study is to evaluate the nature and characteristics of the earth materials underlying
a portion of the property and their influence on the construction of the proposed
addition
SITE coNDmoNs
The subject property is located west of Elmwood Street, along the south side of Knowles
Avenue, in the city of Carlsbad. The site includes a single-family residence with an
attached garage situated on a flat lot. The site Is bounded on the east, west and south
sides by developed residential lots.
Vegetation includes typical residential landscaping; grass, shrubs and trees. The site is
approximately at street grade and a considerable amount of pondlng occurs in yard areas
during prolonged rainfall. Roof water is collected but discharge adjacent to foundation.
Additional areas of ponding appear to occur along the southern foundation line.
PROPOSED DEVELOPMENT
Plans for the addition were prepared by B.A. Worthing, General Contractor. The project
includes a two-story addition along the southwestern portion of the residence and garage.
The addition will be supported on new continuous wall perimeter footings.

SITE INVESTIGATION
Two exploratory borings were drilled on the site to a maximum depth of 8.0 feet. Earth
materials, encountered were visually classified and logged by our field geologist.
Undisturbed, representative samples of earth materials were obtained at selected intervals.
Samples were obtained by driving a thin walled steel sampler into the desired strata. The
samples are retained in brass rings of 2.5 inches inside diameter and 1.0 inches in height.
The central portion of the sample is retained in dose fitting, waterproof containers and
transported to our laboratory for testing and analysis:
LABORATORY TESTING
Classification
The field classification was verified through laboratory examination, in accordance with
the Unified Soil Classiflcatioh System. The final classification is shown on the enclosed
exploratory Logs.
Moisture/Density
The field moisture content- and dry unit weight were determined for each of the
undisturbed soil samples. The dry unit weight was determined In pounds per cubic foot.
The field moisture content was determined as a percentage of the dry unit weight. Both
are shown on the enclosed Laboratory Test Results (Appendix A). This information is
useful in providing a gross picture of the soil consistency between exploratory excavations
and any local variations.

GEOTECHNICAL CONDITIONS
The subject property is underlain by poorly consolidated Pleistocene terrace deposits.
No evidence of significant fill deposits were observed in the area of the proposed
addition. However, the terrace deposits are very moist in the rear yard area due to recent
rains. A brief description of the earth material encountered on the site is discussed
below.
Soil
In the vicinity of Boring No. 1, approximately 6.0 inches of soil was encountered. The
soil is composed of brown silty and fine-grained sand and is in a moist and loose
condition.
Terrace Deposits
The subject property is underlain at shallow depths by Pleistocene terrace deposits. The
sedimentary unit isconiposed of reddish brown silty and fine-grained sand. Avery moist
condition- was observed in the rear yard area (Boring No. 1) to a depth of 6.0 feet,
however, no evidence of perched groundwater was observed. The terrace deposits are
generally moist and weathered in the upper 1.0 foot in the vicinity of Boring No. 2 but
become increasingly competent with depth.

Expansive Soils
The terrace deposits encountered on the site are predominantly granular deposits which
exhibit a potential expansion in the low range.
Ground Water
Major ground water related problems are not anticipated during construction. However,
it should be noted that minor seepage problems may occur after development as a result
of drainage alterations and/or over-irrigation. In the event that seepage or saturated
ground does occur, it has been our experience that they are most effectively handled on
an individual basis.
CONCLUSIONS AND RECOMMENDATIONS
General
Proposed footings should penetrate all soil and weathered terrace deposits and should
be embedded into competent sandstone. The proposed footing excavations along the
southwestern portion of the residence will probably encounter very moist terrace
deposits. The footing excavation in this area may need to be deepened, in this regard.
Foundations
The following design parameters are based on an anticipated expansion potential in the
low range and footings founded into competent terrace deposits. Continuous footings

for the proposed addition should be a minimum of 12 inches wide and founded a
minimum of 12 and 18 inches into the underlying terrace deposits for one and two-story
structures, respectively. Footings should be reinforced with a minimum of four No. 4
bars, two along the top of the footing and two along the base. The purpose of the
additional steel reinforcement is to span localized loose areas in the footing excavations.
Footing recommendations provided herein are based upon underlying soil conditions and
are not intended to be in lieu of the project structural engineer's design.
Footings founded a minimum of 12 inches into competent terrace deposits may be
designed for a bearing value of 1500 pounds per square foot.
The bearing value indicated above is for the total dead and frequently applied live loads.
This value may be increased by 33 percent for short durations of loading, including the
effects of wind and seismic forces.
Resistance to lateral load may be provided by friction acting at the base of foundations
and by passive earth pressure. A coefficient of friction of 0.35 may be used with dead-
load forces. A passive earth pressure of 150 pounds per square foot, per foot of depth
of terrace deposits penetrated to a maximum of 1500 pounds per square foot may be
used.

Slabs On Grade
Slabs on grade should be a minimum of 4.0 inches thick and reinforced in both
directions with No. 3 bars placed 18 inches on center. The slab should be underlain by
a minimum 2.0-Inch sand blanket. Where moisture sensitive floors are used, a minimum
6.0-mil Visqueen or equivalent moisture barrier should be placed over the sand blanket
and covered by an additional two inches of sand. Utility trenches underlying the slab may
be backfilled. with on-site granular materials, compacted to a minimum of 90 percent of
the laboratory maximum dry density. However, sufficiently compacting the backfill
deposits may damage or break shallow utility lines. Therefore, minor settlement of the
backfill in the trenches is anticipated in these shallow areas. In order to reduce the
possibility of cracks Occurring, the slab should be provided with additional reinforcement
to bridge over trenches.
Drainage
Specific drainage patterns should be recommended by the project civil engineer or
architect. However, in general,, pad water should be directed away from foundations and
around the structure to area drains or to the street. Roof water should be collected and
conducted to the driveway or street, via non-erodible devices. Pad water should not be
allowed to pond adjacent to foundations.

Observations and Density Testing
Structural footing excavations should be observed by a representative of this firm. The
placement of fill if necessary, should be observed and tested by a representative of this
firm.
Plan Review
A copy of the final, plans should be submitted to this office for review, prior to the
initiation of construction. Additional recommendations may be necessary at that time.

This report is presented with the provision that It is the responsibility of the owner or the
owner's representative to bring the information and recommendations given herein to
the attention of the project's architects and/or engineers so that they may be incorporated
into plans.
If conditions encountered during construction appear to differ from those described in
this report, our office should be notified so that we may consider whether modifications
are needed. No responsibility for construction compliance with design concepts,
specifications or recommendations given in this report is assumed unless on-site review
is performed during the course of construction.
