TO WHOM IT MAY CONCERN:
In 'April 1988 I issued" a Rough Grading: and -Compaction Report
covering the grading associated with the above referenced pro-
ject in your City. The Preliminary Soils Report for the project
required that alluvial soil be removed and recompacted to a
depth of 1 foot below foundation levels. This was accomplished
in the graded a-r.ea. However, since a portion of the residence
was proposed on 'stem wall construction, no grading was performed
in that area. Therefore I had note-d in my report that these
foundations should be "deepened" to encounter firm native for-
mational soils and that foundation excavations must inspected
by this'Engineer prior to placement of concrete.
It has come to my attention that these residences are now com-
plete and our office was neyer give , an opportunity 'to make
that inspection prior to placement of foundatiOn concrete.
This letter is to make clear my' position, that in the event
of any future problems related to foundati'ons, I will not accept
any responsibility, since myiiih recommendations were nor adhered
to.

Subject: Rough Grading Report
TO WHOM IT MAY CONCERN:
Site grading has been completed for the proposed single family
residence site at the above referenced locations in the City
of Carlsbad. Grading was relatively minor land we were informed
by the developer that no grading plan was required. .A field
representative from this firm was present to monitor this gradi
ng and to insure compliance with applicable City of Carlsbad
ordinances.
A representative from this firm was present to make visual
inspection as grading progressed and to perform relative compac
tion testing at representative locations to insure that adequate
compaction was obtained. Copies of our test results are attach
ed for your review and made part of this report. Also attached
and made part of this report is a standard County of San Diego
Form 73 Grading Report that has been completed with respect
to. this project.
All vegatation, debris and disturbed topsoils were removed
from the site prior, to starting any embankment. The existing
firm native soils were "keyed" into, as embankment was brought
up in approximately 8 inch lifts. All alluvial soils were
removed and recompacted in a dense embankment. ' An adequate
"toekey" was 'made prior to starting embankment construction.
Grading was completed in conformancewith industry standards
and recommendations contrained in the Preliminary Soils Report
for the project dated Sept. 17, 1986 prepared by Southern Calif
ornia Soil & Testing (RCE 36037)

on Parcel 3 (adjacent to the south) A single family residence
constructed on a wood joice floor system on concrete foundations
is proposed on Parcel 2 with a conventional slab on grade res-
idence is porposed on Parcel 3.
Material consisting of nonexpansive silty sands make up the
site. A sketch of the graded site with compaction test locati
ons plotted is also attached. Foundation soils are considered
to be nonexpansive and foundation recommendations are contained
on the attachment. Please refer to notes on the attached
form 73 remark portion.
All compact:ion test results were in excess of 90% relative
compaction. This site may now be considered as acceptable
for construction of the proposed residential structure.

Mt4$ BAI> Grading Permit No.
This report form for a "minor" grading project is tobe completed and signed by the Registered Civil Engineer (or Architect) who
has been designated on the Grading Plan and Permit as the Engineer who will furnish the compaction report for work authorized
by a grading permit issued by the Department of Planning and Land Use.
The intent of the format is to provide information to the Department of Planning and Land Use as to grading compliance with the
approved Grading Plan and Permit. Where the questions below refer to location, configuration or quantity of cut and/or fill
areas, it is understood that your response will not normally be based on an actual land survey or detailed earthwork quantity
calculations. It should be noted, however, that the Department is particularly concerned where there are possible infractions with
respect to over-steepened slopes, encroachments of required setbacks, uncompacted fills placed, or where the quantity of fill
placed differs substantially from that authorized.
The Department of Planning and Land Use requires that all fills authorized by a Grading Permit be compacted to a minimum of
90% of maximum density with the exception that not more than 12 of uncompacted and untested fills may be dispersed over the
land parcel. The need to compact all fills that are beyond the present limits of the present proposed construction is to insure that
future proposed construction of room additions or swimming pools or similar structures will not require that uncompacted fills
be removed or recompacted, or that extensive foundation work be installed.
Compaction reports will not be accepted unless this form is completed and signed by the registered person.
A. COMPATIBILITY WITH GRADING PLAN AND PERMIT Nb IPL&N WWVIDV-D
Was the compacted fill placed only in the approximate locations designated on the grading plan
as areas to be filled? Yes ______ No a?
Did the quantity of fill material placed approximately conform to the grading plan? Yes ______ No
Did the toe of fill or the top of cut appear to meet the prescribed property line setback No (1.5' for fill; 3.0' for cuts)? Yes _______
Were the finished fill slopes equal to or less than 2 horizontal to I vertical'? Yes V No
If the fill material was obtained by cuts on the site, were the cuts made in the proper location and
to the proper slope approximately as shown on the approved grading plan? Yes ______ No
Were brow ditches constructed approximately as shown on the grading plan? Yes ______ No
B. LOCATION AND AMOUNT OF COMPACTION TESTS
Have you attached a sketch and data showing the location and relative elevation for all V No compaction tests? Yes
Was a compaction test made so that there is at least one test in each 2' thick lens of compacted matd}ial? Yes _______ No -
As indicated by inspections, observations and compaction test results, was the fill, excluding the
V' top 1.0', compacted to at least 90% of maximum dry density? Yes No -

SOUTHERN CALIFORNIA SOIL AND TESTING, INC.
SCS&T 8621177 September 17, 1986 Page 2
SOIL DESCRIPTION
As exposed in four test pits the site is covered by approximately one foot
of loose, humid, light-brown, silty sand. These deposits subsequently are
underlain by at least two feet of medium dense, very porous, humid,
tan-brown, silty sandy subsoils. An expansion Index test and single point
consolidation tests were performed on representative samples of the
foundation soils. This and other test results are, presented on Plates
Number 1 and 2. -
CONCLUSIONS AND RECOMMENDATIONS
GENERAL
No geotechnical conditions were found which will preclude site development
as presently proposed. The site is underlain, by compressible topsoils and
subsoils. These materials are considered unsuitable for the support of
settlement sensitive improvements and will require partial removal and
replacement as compacted fill. The prevailing foundation soils were found
to be low expansive. The following recommendations reflect this condition.
GRADING
SITE PREPARATION: Site preparation should begin with the removal from
the site area to be developed of all existing vegetation and deleterious
matter. Existing loose topsoils and subsoils underlying areas to receive
settlement-sensitive Improvements, (driveways and exterior slabs included)
should be removed to a depth of one foot below the bottom of the proposed
footings. The soil exposed should then be scarified to a depth of 12
inches, heavily watered and recompacted to at least 90 percent, as
determined in accordance with ASTM 0-1557-78, Method A or C. Minimum
horizontal removal limits are five 'feet -beyond the perimeter of the
structure.
SCS&T 8621177 September 17, 1986 Page 3
DRAINAGE: The site should be graded and maintained such that surface
I drainage is directed away from the structures into controlled drainage
devices
EARTHWORK: All earthwork and grading contemplated for site preparation
should be accomplished In accordance with the attached Recommended Grading
Specifications, and Special Provisions. All special site preparation
recommendations presented in the sections above will supersede those In the
standard Recommended Grading Specifications. All embankments, structural
fill and fill should be compacted to at least 90% relative compaction at or
slightly over optimum moisture content. Utility trench backfill within
five feet of the proposed structures and beneath asphalt pavements should
be compacted to minimum of 90% of its maximum dry density. 'The maximum dry
-density of each soil type should be determined in accordance with A S.T.M.
Test Method D-1557-78, Method. A or C.
FOUNDATIONS '
GENERAL: Shallow foundations may be utilized' for the support of the
proposed structure. The footings should have a minimum depth of 12 Inches
and 18 inches for one and two story structures,, respectively. A minimum
width of 12 inches and 24 inches is' recommended of continuous and isolated
footings, respectively. A bearing capacity of 1000 psf may be assumed for
said footings. This bearing capacity may be increased by one-third when
considering wind and/or seismic forces.
REINFORCEMENT: Both exterior and interior continuous footings should be
reinforced with one #5 bar positioned near the bottom of the footing and
one #5 bar positioned near the top of the footing. This reinforcement is
based on soil characteristics and is not Intended to be in lieu of
reinforcement necessary to satisfy structural considerations.
EXTERIOR SLABS: Exterior concrete slabs-on-grade should have a minimum,
' actual thickness of four inches and'bê reinforced with a 6"x6-W1.4xW1.4
welded wire mesh throughout. Weakened plane joints should be provided for
SCS&T 8621177 September 17, 1986 Page 4
any exterior slab greater than five feet in width. Any slabs between five
and ten feet should be provided with longitudinal weakened plane joints at
its center line. Slabs exceeding ten feet in width should be provided with
a weakened plane joint located three feet Inside the exterior perimeter as
indicated on Plate Number 3. Both traverse and longitudinal weakened plane
joints should be constructed as detailed.
LIMITATIONS
46 The recommendations and opinions expressed in this report reflect our best
estimate of the project requirements based on an evaluation of the
subsurface soil conditions encountered at, the subsurface exploration
locations and the assumption that the soil conditions do not deviate
appreciably from those encountered. It should be recognized that the
performance of the foundations and/or cut and fill slopes may be influenced
by undisclosed or unforeseen variations in the soil conditions that may
occur in the intermediate and unexplored areas. Any unususal conditions
not covered in this report that, may be encountered during construction
should be brought to the attention of , the soils engineer so that 'he may
make modifications If necessary. In addition, this office should be
advised of any changes in the project scope or proposed site grading so
that It may be determined If the recommendations contained herein are
appropriate. This should be verified in writing or modified by a written
addendum.
If you have any questions regarding this report please contact our office.

RECOU4ENDED GRADING SPECIFICATIONS - GENERAL PROVISIONS
I
GENERAL INTENT
The intent of these specifications is to establish procedures for clearing,
compacting natural ground, preparing areas to be filled, and placing and
compacting fill soils to the lines and grades shown on the accepted plans.
The recommendations contained in the preliminary geotechnical investigation
report and/or the attached Special Provisions are a part of the Recommended
Grading Specifications and shall supersede the provisions contained
hereinafter in the case of conflict. These specifications shall only be
used in conjunction with the geotechnical report for which they are a part.
No deviation from these specifications will be allowed, except where
specified in the geotechnical soil report or in other written communication
signed by the Soil Engineer.
OBSERVATION AND TESTING
Southern California Soil and Testing, Inc., shall be retained as the Soil
Engineer to observe and test the earthwork in accordance with these
specifications. It will be necessary that the Soil Engineer or his
representative provide adequate observation so that he may provide an
opinion that the work was or was not accomplished as specified. It shall
be the responsibility of the contractor, to assist the soil engineer and to
keep him appraised of work schedules, changes and new Information and data
so that he may provide these opinions. In the event that any unusual
conditions not covered by the special provisions or preliminary soil report
are encountered during the grading operations, the Soil Engineer shall be
contacted for further recommendations.
If, in the opinion of the Soil Engineer, substandard conditions are
encountered, such as; questionable or unsuitable soil, unacceptable
(R-1O/85)
SCS&T 8621177 September 17, 1986 Appendix, Page.2
moisture content, inadequate compaction, adverse weather, etc.,
construction should be stopped until the conditions are remedied or
corrected or he shall recommend rejection of this work.
Test methods used to determine the degree of compaction should be performed
in accordance with the following American Society for Testing and Materials
test methods:
Maximum Density & Optimum Moisture Content - A.S.T.M. 0-1557-78.
Density of Soil :In-Place -' A.S.T.M. D-1556-64 or A.S.T.M. 0-2922.
All densities shall be expressed in terms of Relative Compaction as
determined by the foregoing A.S.T.M. testing procedures.
PREPARATION OF AREAS TO RECEIVE FILL
All vegetation, brush and debris derived from clearing operations
shall be 'removed, and legally disposed of. All areas disturbed by site
grading should be left in a neat and finished appearance, free from
unsightly debris.
After clearing or benching, the natural ground in areas to be filled shall
be scarified to a depth of 6 Inches, brought to the proper moisture
content, compacted and tested for the minimum degree of compaction in the
Special Provisions or the recommendation contained in the preliminary
geotechnical investigation report. All loose soils in excess of 6 inches
thick should be removed to firm natural ground which is defined as -natural
soils which possesses an in-situ density of at least 90% of its maximum dry
density. 0
When the slope of the natural ground receiving fill exceeds 20% (5
horizontal units to 1 vertical unit), the original ground shall be stepped
(R-1O/85)
ii
SCS&T 8621177 September 17, 1986 Appendix, Page 3
or benched. Benches shall be cut to a firm competent soil condition. The
lower bench shall be at least 10 feet wide or 1 1/2 times the the equipment
width which ever is greater and shall be sloped back into the hillside at a
gradient of not less than two (2) percent. All other benches should be at
least 6 feet wide. The horizontal portion of each bench shall be compacted
prior to receiving fill as specified herein for compacted natural ground.
Ground slopes flatter than 20% shall be benched when considered necessary
by the Soil Engineer.
Any abandoned buried structures encountered during grading operations must
be totally removed. All underground utilities to be abandoned beneath any
proposed structure should be removed from within 10 feet of the structure
and properly capped off. The resulting depr'essions from the above
described procedures should be backfilled with acceptable soil that Is
compacted to the requiremeTnts of the Soil Engineer. This includes, but is
not limited to, septic tanks, fuel tanks, sewer lines or leach lines, storm
drains and water lines. Any buried structures or utilities not to be
Li abandoned should be brought to the attention of the Soil Engineer so that
he may determine if any special recommendation will be necessary.
All water wells which will be abandoned should be backfllled and capped in
accordance to the requirements set forth by the Soil Engineer. The top of
the cap should be at least 4 feet below finish grade or 3 feet below the
bottom of footing whichever is greater. The type of cap will depend on the
diameter of the well and should be determined by the Soil Engineer and/or a
qualified Structural Engineer.
FILL MATERIAL
Materials to ,be placed in the fill shall be approved by the Soil Engineer
and shall be free of vegetable matter' and other deleterious substances.
Granular soil shall contain sufficient fine material to fill the voids..
(R-10/85)

S
SCS&T 8621177 September17, 1986 Appendix, Page 4
The definition and disposition of oversized rocks, expansive and/or
detrimental soils are covered in the geotechnical report or Special
Provisions. Expansive soils, soils of poor gradation, or soils with low
strength characteristics maybe thoroughly mixed with other soils to
provide satisfactory fill material, but only with the explicit consent of
0 the soil engineer. Any Import material shall be approved by the Soil
Engineer before being brought to the site.
PLACING ANDCOMPACTION OF FILL
S
Approved fill material shall be placed in areas prepared to receive fill in
layers not to exceed 6 inches in compacted thickness. Each layer shall
have a uniform moisture content in the range.that will allow the compaction
S effort to be efficiently applied to achieve the specified degree of
compaction. Each layer shall be uniformly compacted to a minimum specified
degree of compaction with equipment of adequate size to economically
compact the layer. Compaction equipment should either be specifically
designed for soil. compaction or of proven reliability. The minimum degree
of compaction to be achieved is specified in either the Special Provisions
or the recommendations contained in the preliminary geotechnical
investigation' report.
S
When the structural fill material includes rocks, no rocks will be allowed
to nest and all voids must be carefully filled *with soil such that the
minimum degree of compaction recommended in the Special Provisions is
S achieved. The maximum size and spacing of rock permitted in structural
fills and in non-structural fills is discussed in the geotechnical report,
when applicable. .
f Field observation and compaction tests to estimate the degree of compaction
of the fill will be taken 'by the Soil Engineer or his representative. The
location and frequency of the tests shall be at the Soil Engineer's
S
(R-1O/85)

discretion. When the compaction test Indicates that a particular layer Is
less than the required degree of compaction, the layer shall be reworked to
the satisfaction of the Soil Engineer and until the desired relative
compaction has been obtained.
Fill slopes shall be compacted by means of sheepsfoot rollers or other
suitable equipment. Compaction by sheepsfoot rollers shall be at vertical
Intervals of not greater than four feet. In addition, fill slopes at
ratios .of two horizontal to one vertical or flatter, should be trackrolled.
Steeper fill slopes shall be over-built and cut-back to finish contours
after the slope has been constructed. Slope compaction operations shall
result in all fill material six or more inches Inward from the finished
face of the slope having a relative compaction of at least 90% of maximum
dry density or that specified in the Special Provisions section of this
specification. The compaction operation on the slopes shall be continued
until the Soil Engineer is of the opinion that the slopes will be stable in
regards to surficial stability.
Slope tests will be made by the Soils Engineer during construction of the
slopes to determine if the required compaction is being achieved. Where
failing tests occur or other field problems arise, the Contractor will be
notified that day of such conditions by written communication from the Soil
Engineer or his representative in the form of a daily field report.
If the method of achieving the required slope compaction selected by the
Contractor falls to produce the necessary results, the Contractor shall
rework or rebuild such slopes until the required degree of compaction is
obtained, at no cost to the Owner or Soils Engineer.
(R-1O/85)
SCS&T 8621177 September 17, 1986 Appendix, Page 6
CUT SLOPES
The Engineering Geologist shall inspect cut slopes excavated in rock or
lithifled formational material during the grading operations at intervals
determined at his discretion. If any conditions not anticipated in the
preliminary report such as perched water, seepage, lenticular or confined
strata of a potentially adverse nature, unfavorably inclined bedding,
joints or fault planes are encountered dUring grading, these conditions
shall be analyzed by the Engineering Geologist and Soil Engineer to
determine if mitigating measures and necessary.
Unless otherwise specified, in the geotechnical report, no cut slopes shall
be excavated higher or steeper than that allowed by the ordinances of the
controlling governmental agency.
ENGINEERING OBSERVATION
Field observation by the Soil Engineer or his representative shall be made
during the filling and compacting operations so that he can express his
opinion regarding the conformance of the grading with acceptable standards
of. practice. The presence of the Soil Engineer or his representative or
the observation and testing shall nol release the Grading Contractor from
his duty. to compact, all fill material to the specified degree of
compaction.
SEASON LIMITS
Fill shall not be placed during unfavorable weather conditions. When work
Is Interrupted byheavy rain, filling operations shall not be resumed until
the proper moisture content and density of' the fill 'materials can be
achieved. Damaged site conditions resulting 'from weather or acts of God
shall be repaired before acceptance of work.
(R40185)
SCS&T 8621177 September 17, 1986 Appendix, Page 7
RECOMMENDED GRADING SPECIFICATIONS - SPECIAL PROVISIONS
The minimum degree of compaction to be obtained in compacting natural
ground, in the compacted fill, and In the compacted backfill shall be at
least .90 percent.
'0
Detrimentally expansive soil is defined as soil which will swell more
than 3 percent against a pressure of .150 pounds per square foot from a
condition of 90 percent of maximum dry density and air dried moisture
content to saturation, or by a soil having an expansion index greater than
30.
Oversized fill material is defined as rocks or lumps over 6 inches in
diameter. At least 40 percent of the fill soils shall pass through a No. 4
U.S. Standard Sieve.
TRANSITION LOTS: Where transitions between cut and fill occur within the
t proposed building pad, the cut portion should be undercut a: minimum of one
foot below the base of the proposed footings and recompacted as structural
backfill. In certain cases that would be addressed in the geotechnical
report, special footing reinforcement or a combination of special footing
reinforcement and undercutting may be required.

Dear Carter:
According to your letter of September 12, 1988 to Bernard and
Patricia Kouns, there is a difference between the number of
square feet being built on the above project and the number
of square feet approved, and you have requested a letter from
the School District indicating, whether or not there is any
impact on the school fees..
My records indicate that on October 7, 1987, Ben and Pat
Kouns paid a school fee of $4,081.50 on one single family
dwelling located at 1350 Las Flores (copy of receipt
attached) figured as follows:
2,051 square feet of residential area
+ 670 square feet of garage
2,721 x $1.50/sq. ft. = $4,081.50
According to-your letter, they are bUilding an additional 593
square feet. They therefore owe the School District an
additional $889.50 (593 sq. feet x $1.50).
If you have any questions, please call me at 438-5710.

Dear Property Owner:
An application for a building permit has been submitted in your name listing yourself
as the builder of the property improvements specified. For your protection you
should be aware that as "owner-builder" you are the responsible party of record
on such a permit. Building permits are not required to be signed by the property
owners unless they are personally performing their own work. If your work is
being performed by someone other than yourself, you may protect yourself from
possible liability if that person applies for the proper permit in his or her
name.
Contractors are required by law to be licensed and bonded by the State of California
and to have a business license from the City of Carlsbad. They are also required
by law to put their license number on all permits for which they apply.
If you plan to do your own work, with the exception of various trades that you
plan to subcontract, you should be aware of the following for your benefit and
protection. If you employ or otherwise engage any persons other than your immediate
family, and the work (including material and other costs) is $200 or more for the
entire project,.and such are not licensed as contractors or subcontractors, then
you may be an employer. If you are an employer, you must reaister with the state
and federal government as an employer and you are subject to several obligations
including state and federal income withholding, federal social security taxes,
workers' compensation insurance, disability insurancecosts; and unemployment
contributions. There may be financial risks for you if you do not carry out
these obligations and these risks are especially serious with respect to workers'
compensation insurance.
For specific information about your obligations under federal law, contact the
Internal Revenue Service (and, if you wish, the U.S. Small Business Administration).
For specific information about your obligations under state law, contact the Depart-
ment of Benefit Payments and the DivisiOn of Industrial Accidents.
If the structure is intended for sale, property owners who are not licensed con-
tractors are allowed to perform their-.work personally or through their own employ-
ees, without a licensed contractor or subcontractor, only under limited conditions.
A frequent practice of unlicensed persons professing to be contractors is to secure
an "owner-builder" building permit, erroneously implying that the property owner
is providing his or her own labor and material personally. Building permits are
not required to be signed by property owners unless they are performing their own
work personally. Information about licensed contractors may be obtained by
contacting the Contractors State LicenseBoard in your community or at 1020 N
Street, Sacramento, CA 95814.
PLEASE COMPLETE AND RETURN THE ENCLOSED OWNERBUILDER VERIFICATION FORM SO THAT WE CAN
CONFIRM THAT YOU ARE AWARE OF THESE MATTERS. THE BUILDING PERMIT WILL NOT BE ISSUED
UNTIL THE VERIFICATION IS RETURNED.
