(1) All heating, ventilating, air conditioning, and water heating equipment shall meet all of the
requirements of the Appliance Efficiency Standards and shall be certified by the California Energy
Commission.
(2) A two stage thermostat, which controls the supplementary heat on its second stage, shall be
provided for heat punps
(3) Thermostats shall be equipped with an automatic setback, which the building occupant can program to
automatically set back the- thermostat twice in 2^ hours.
CO Equipment which requires preventive maintenance to maintain efficient operation shall be furnished
with complete necessary maintenance information.
(5) All gas-fired fan type central furnaces, gas-fired fan type v.all furnaces, and cooking appliances
shall be equipped with an intermittent ignition device.
(6) All fan systems exhausting air to the outside shall be provided with backdraft dampers.
(7) All transverse duct, plenun, and fitting joints shall be sealed with pressure sensitive tape or
mastic to prevent air loss and shall ba. insulated to conform to the provisions of Section 1005 of
the OMC, 1982 Edition.
(8) A vapor barrier is required in clisate zone 1, lfc, and 16.
(9) All manufactured windows and sliding glass doors shall meet the 1972 ANSI air infiltration
standards and shall be certified and labeled.
(10) All swinging doors and windows leading to unconditioned areas shall be fully weather-stripped.
(11) Storage type water heaters and storage and backup tanks for solar systems shall be externally
wrapped with R-12 insulation or greater.
(12) The five feet of pipe closest to the water heater, if outside conditioned spaca, shall be insulated
with a minimum of R-3. Steam and steam condensation return piping and recalculating hot water
piping outside the building envelope shall be insulated in accordance with T20-lA06(d).
(13) Lamps used in luminaries for general lighting in kitchens and bathrooms shall have an efficiency of
not less than 25 lumens per watt.
(14) Showerheads and faucets shall be equipped with flow restrictors as outlined in the appliance
efficiency standards and shall be certified to the Energy Commission.
(15) Masonry and factory-built fireplaces on exterior walls, shall be equipped with tight-fitting
closeable metal or glass doors covering the entire opening of the firebox; a combustion air intake
equipped with a readily accessible, operable, and tight fitting damper to draw air from the outside
of the building; and a tight fitting flue damper with a readily accessible control.
(16) Insulation used shall comply with California Quality Standards.
(17) The insulation installer shall post, a signed certificate...Section 276. Insulation Certificate
(All Occupancies). After installing insulation, the installer shall post in a conspicuous location
in the building a certificate signed by the installer and the builder stating that the installation
conforms the requirements of Title 2k, Part 2, Chapter 2-53, and that the materials installed
conform with the requirements of Title 20, Chapter 2, Subchapter <*, Article 3. The certificate
shall state the manufacturer's name and material identification, the installed "R" value, and (in
applications of loose fill insulation) the minimum installed weight per square foot consistent with
the manufacturer's labeled density for the desired "R" value.
(18) For infiltration control all openings and penetrations must be caulked and sealed, such as around
windows, at sole plates, and openings for utility pipes and wires.

Subiect: Preliminary Soils Engineering Investigation for
proposed Single Family Residence located at
1368 Cynthia Lane, Carlsbad, CA.
Dear Mr. Kelley:
Pursuant to your request, a Preliminary Soils Engineering
Investigation was performed at the subiect site. The purpose of
the Investigation was to determine the general engineering
characteristics of the soils on and underlying the site and to
provide specific recommendations for the design of foundations and
retaining structures, slab-on-grade floors and site earthwork.
The proposed development consists of the grading of a pad to
support a stucco/block/wood frame house. Normal cut and fill
grading techniques will be employed to develop the site to the
designed elevations.
SITE CONDITIONS
The subiect site is located approximately 0.1 mile east of
the 1-5 Freeway on the North side of Cynthia Ln. in the City of

Carlsbad. The site topography consists of a qently sloping lot
at an averaqe of approximately 2.% to the South, with a small cut
slope along the Southerly property boundary. The lot is currently
covered with rows of vegetation, to be removed prior to grading.
FIELD AND LABORATORY TESTING
On 14 December 1989, a Field Investigation was performed at
the subiect site. This Investigation consisted of one test pit
and one pot hole dug by hand. Locations of these test holes with
respect to the proiect site is shown on the Plot Plan, Enclosure
(1).
The detailed logs of the surface and subsurface soils
encountered in the test pits are presented on Enclosures (2).
As the test pit was advanced, the soils were visually
classified by the Field Engineer. Undisturbed and bulk samples,
as well as in-place density tests, were obtained at various depths
representative of the different soils horizons. All samples were
returned to our laboratory for detailed testing.
Results of the in-place compaction tests, the Maximum Dry
Density Test values for the various soils sampled, and the
Expansion Potential Test results are presented on Enclosure (3).
These materials were also tested for shearing Strength, Enclosure
(4).

Shear tests were made with a direct shear machine of the
strain control type in which the rate of strain is 0.05 inches per
minute. The machine is so designed that tests may be performed
ensuring a minimum of disturbance from the field conditions.
Saturated, remolded specimens were subiected to shear under
various normal loads. Expansion tests were performed on typical
specimens of natural soils. These tests were performed in
accordance with the procedures outlined in U.B.C. Standard 29-2.
SOIL CONDITIONS
As indicated by our Test Pit Loqs, the natural portion of the
lot is overlain with approximately 12 inches of porous, dry,
loose, silty SAND (Topsoil). Underlying the topsoi1 material is a
dry to damp, loose to dense silty SAND (Terrace Deposits).
Relative compaction of the Terrace Deposits appeared to increase
with depth.
Groundwater or seepage was not encountered in any test hole.
GEOLOGIC HAZARDS
The principal geologic hazards at the site are earthquake
effects generated by fault movements. These effects include
ground shaking, seismic settlement, differential compaction of
loose soils, and ground lurching. The distance from a maior
active fault decreases the risk from these hazards at this site.
No faults have been identified within the site.

STABILITY
The relatively dense nature of the soils within the site and
the nature of the material underlying the site generally preclude
the occurrence of ma.ior landslide conditions. The area
surrounding the site is not known to be within an area of ground
subsidence.
The site materials consist of sandy soils that are relatively
dense in their dry state. These materials are susceptible to
erosion. Drainage control is essential to maintain the stability
of any planned slopes or slope areas.
CONCLUSIONS AND RECOMMENDATIONS
Based on the field data, and our laboratory tests results,
and our knowledge of the engineering proper ties in this area, the
following Conclusions and Recommendations are presented and are to
be utilized in con-junction with the Grading and Improvement
Plans:
All grading shall be performed in accordance with the
applicable recommended grading specifications contained in this
Report and the City of Carlsbad Grading Ordinance.
On the basis of our investigation, development of the site as
proposed is considered feasible from a soils engineering
standpoint provided that the recommendations stated herein are
incorporated in the design of foundation systems and are
implemented in the field.

Site preparation should begin with the removal of any trash,
debris, and other deleterious matter. These materials, as well as
veqetative matter, are not suitable for use in structural fills
and should be exported from the site. Also, any subsurface
structures such as cesspools, wells, or abandoned pipelines, which
are uncovered during the qradinq operation, shall be removed or
backfilled in accordance with the requirements of the City of
Carlsbad.
All on site earth materials are considered suitable for use
as compacted fills: however, the existing loose Topsoil occurring
throughout the proiect site shall be over-excavated and
recompacted to a minimum depth of 1.0 feet or to an elevation
where firm natural qround soils are encountered. The limits of
ovei—excavation and recompaction shall extend 5 feet outside of
the perimeter footinqs, as well as all slab areas (ie: qaraqe
slab area).
The exposed qround surface, after ovei—excavation, shall be
scarified to a depth of 12 inches and recompacted to 90% relative
compaction. Structural fill should then be placed and compacted
in thin layers (6 inches or less) until final elevations are
reached.
All structural fill shall be compacted to at least 90% of
maximum dry density at near optimum moisture content as determined
in accordance with ASTM Test Procedure D 1557-78 or equivalent.
The presence of qroundwater is not anticipated to be a factor
in site planning.

As an alternative to the above mentioned ovei—excavation
operation , the owner may elect to deepen the house footings, thru
the loose topsoi1. Foundations shall extend the proper depth and
width into firm natural soils having a relative compaction of 90%
or greater. This would result in footings ranging in depths of
approximately 18 to 24 inches for a single story house and 24 to
30 inches for a two story. These depths are appropriate after the
removal of the upper 6 inches of organically rich top soil.
Site drainage should be dispersed by non-erodible devices in
a manner to preclude concentrated runoff over graded and natural
areas in accordance with the City of Carlsbad requirements.
All grading and/or foundation plans shall be reviewed by the
Soils Engineer.
FOUNDATIONS
The proposed structures for this proiect can be supported by
conventional, isolated, and/or continuous spread footings. The
recommended allowable bearing value is 1400 psf. This value is
for dead plus live loads and may be increased by one-third (1/3)
for seismic and wind loads where allowed by code. This design
bearing value is in accordance with the Uniform Building Code and
was calculated based on Terzaghis' Formula.
In general, the on-site sandy materials were found to have a
low expansion potential according to Table 29-C of the Uniform
Building Code. Therefore, no special additional foundation

recommendations are considered necessary. Foundations shall be
sized and constructed in accordance with the Structural Engineers
design based on the above bearing value, the expected live and
dead loads, and the proiected wind and seismic loads. We
anticipate utilizing only minimum foundation sizes; ie: 12"d x
12"w for a single story structure and 18"d x I5"w for a two
story, if the ovei—excavation method of soil preparation is
utilized.
If imported soil materials are used during grading to bring
the building pad to the design elevations, foundation and slab
design shall be reevaluated by our firm upon the completion of the
rough grading operation.
All concrete slabs shall be minimum of four inches in
thickness and reinforced with a minimum of No. 10, 6" x 6", welded
wire mesh. In order to minimize vapor transmission, an
impermeable membrane (ie: visqueen) shall be placed over the
native non-expansive soil. The membrane shall be covered with two
inches of sand to protect it during construction and the sand
should be lightly moistened iust prior to placing concrete. All
concrete used of this pro.iect shall have a minimum compressive
strength of 2000 psi unless otherwise stated on the Grading Plan.
Footings located on or adiacent to the top of slopes shall be
extended to a sufficient depth to provide a minimum horizontal
distance of 5.0 feet between the bottom edge of the footing and
the face of the slope.

LATERAL LOAD PARAMETERS
The lateral load parameters to be used in the design of the
retaining and restraining walls (using level backfills) are
derived from the friction angle, 0, obtained from the direct
shear test from Test Pit #1 at a depth of 12 inches using the
following formulas:
A. Active Pressure Coefficient, Ka = 1-sin 0 = 0.33
1+sin 0
B. Passive Pressure Coefficient, Kp = 1/Ka = 3.06
C. At Rest Pressure Coefficient, Ko = 1-sin 0 = 0.49
The equivalent fluid pressures are obtained by the formulas:
Active Pressure: z Ka = 0.33 x 120.0 = 40 psf
Passive Pressure: z Kp = 3.06 x 120.0 = 367 psf
Pressure at Rest: z Ko = 0.49 x 120.0 = 59 psf
Applicable where = wet density (120.0 pcf), 0 = 30.5 and z=!'
RETAINING WALLS
An equivalent fluid pressure of thirty (30) pounds per cubic
foot may be used for design of retaining walls. These figures are
based on a drained condition and use of level granular backfill.
If native soils are used as backfill, the equivalent fluid
pressure will be thirty two (39) pounds per cubic foot.

BACKFILL
If excavations are made by sloping or over-cuttinq, it will
be necessary to place backfill behind the retaining walls after
completion of the structure. Backfill soil should be granular in
nature and free of organic matter and debris.
All backfill should be placed after inspection has been made
of the bottom of the excavation and the installation of the
subdrain behind the wall. Form lumber and other debris shall not
be permitted at the base of the backfill.
All backfill should be compacted to 90% of the Laboratory
Standard. In some areas where the walls approach the excavated
embankment, it may prove economical to place gravel rather than
soi1 for backfi11.
LIMITATIONS AND UNIFORMITY OF CONDITIONS
The analysis and recommendations submitted in this Report are
based in part upon the data obtained from the test pit excavations
performed on the site and our experience and ludgement. The
nature and extent of variations between the test pits may not
become evident until construction. If variations then appear
evident, it will be necessary to re-evaluate the recommendations
of this Report.
Findings of the Report are valid as of this date: however,
changes in conditions of a property can occur with passage of time

be invalidated wholly or partially by changes outside our control.
Therefore, this Report is subiect to review and should not be
relied upon after a period of three years.
In the event that any changes in the nature, design or
locations of buildings are planned, the conclusions and
