23. When two or more buildings are on the same
property, the buildings shall have an assumed
/ property line between them for the purpose of
/ determining the required wall and opening
protection and roof cover requirements, per
Section 504 (c). An exception is provided if
the combined area of the buildings is within
the limits specified in Section 505 for a
\ single building. If this exception is used,
\ show how the. building(s) will comply with

When a new building is to be erected on the

location of the assumed property line with
relation to the existing building shall be such
that the exterior wall and opening protection
of the existing building meet the criteria of
Table 5-A and Part, IV. Section 504 (c).
Buildings over one story and containing courts
shall have an assumed property line for the
purpose of determining required wall and
opening protection of court walls, per Section
504 (c). See possible exception. Please show
how the court walls will be made to comply with
Section 504 (c).
The exterior walls less than feet to a
property line , or an assumed property line,
shall-be __fire-rated construction. Section

Exterior walls shall have a 30 inch parapet
when less than __feet to a property
line or an assumed property line. The
uppermost 18" of such parapets shall be
noncombustible. (see exception, Section 1709.)
The exterior wall shall have protected openings
(3/4 hour) when closer than feet to a
property line or an assumed property line.

windows, doors, scuppers, vents, etc.

egress is provided from the structure.

Where a required exit enters a yard or court / the minimum width of the yard or court shall be

inches high and making an angle of not more
than 30 degrees with the axis of the court.

minimum one-hour fire-resistive construction.
Exit openings in the walls shall be protected

Total width of exits infeet shall be not less
( than total occupant load served divided by 50.
Tributary occupant load from basements and
stories above shall be per Section 3303 (b) and
the maximum width required for any story
shall be maintained.
No point in the building shall be more' than 150
/ feet (200 if sprinklered) from an exterior
exit, horizontal exit, enclosed stairway or
exit passageway, measured along the path of
travel. This may be increased 100 feet if last
150 feet is in a corridor.

)J7. Double acting doors are not allowed when
serving a tributary occupant load of more than
100, or when part of a fire assembly, or part
of smoke and draft control assemblies or when
equipped with panic hardware.

Dear Mr. Orenyak:
-We are a religiously-oriented retirement center here in Carlsbad.
We wish to construct a 560 square foot building for maintenance and storage
purposes. This will be for private use only to assist us in maintaining our
center.
It was mentioned to us by one of the men in the Carlsbad City plan-
ning-department that we would need to put a handicap toilet room in the
building. We would like to put a, toilet room in -stool and sink' only-,
but we very much 'prefer not to have to put in a handicap facility. One
reason being it requires so much valuable floor space. Another reason
being we do not see the need to have one in a building which will be used
for maintenance and storage. Anyone doing yard or building maintenance
here will not be handicapped. There is a bathroom in a nearby building
which will acccnunodate a wheel chair.
Would it be possible, therefore, to put in a regular toilet room only
and not one for handicapped personnel?
Mr. Mike Grimm, in the Carlsbad planning office, has been our staff
planner for this project.

IMPACT OF PROPOSED LROVFMENTS ON FINANCIAL FEASIBILITY OF THE PR03ECT:
The extra cost of a toilet facility accessible for handicapped people
seems unrealistic and out of proportion to the rest of the structure. In fact
it is so costly we are considering abandoning the project and just put in more
unsightly temporary storage sheds.
THE NATURE OF THE ACCESSIBILITY WHICH NDtJLD BE GAINED OR LOST:
The nature of the location -Will''make it. very inconvenient, for a handi-
capped person to get to the toilet room. The closest parking area available
is 150 feet away from this facility.. The ground surface is not that, suitable for
wheelchair movement.
NATURE OF THE USE OF THE FACILITY:
The nature of the' use of the. facility is for private use only. This
storage building is for our private use, it is not a public building nor 'a
coiiimercial building. Our storage" space 'is' limited and a handicap toilet requires
space that could otherwise be used for storage. The toilet facility is for our
one employee only to use. . No one else' will need to use it. It will give our one
employee access to a toilet roan. A. handicapped person will never be able to do
the labor and 'the lawn work that is repuiréd to be done; therefore our employee
will always be a physically well person, not requiring a handicap toilet. facility.
As stated in No.. 4 its' location is not feasibly acceptable to the handicapped.
