Re: Las Flores Church of the Nazarine at 1400 Las Flores Drive in Carlsbad
The low-pitched roof on the building is a three ply built up roof with fiberglass felt and gravel.
Spec # GAFNB3G. .
It is a class B roofing system completed August of 1996. The pitched roof is a dimensional
fiberglass asphalt shingle to ELK Prestique II or equal. It is a class A roof system.

This plan review is limited to the technical requirements contained in the Uniform Building Code,-
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform. Building Code, the approval of the plans does not permit the violation 'of'any
state, county or city law.
To facilitate rechecking, please identify, next to each item, the sheet of the plans upon
which each correction on this sheet has been made and return this sheet with the
revised plans.
The following items have not been resolved from the previous plan reviews. The original
correction number has been given for your reference. In case you did not keep a copy of
the prior correction list, we have enclosed those pages containing the outstanding
corrections. Please contact me if you have any questions regarding these items.

1. Please make all corrections on the original tracings, as requested in the correction list.
Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one of
two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by
the City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.
2. The final sets of plans will be reviewed for proper signatures/seals.
3. When the character of the occupancy or use changes within a building, the building must be made to comply with current Building
Code requirements for the new occupancy. Section 3405.
Per city ordinance, automatic sprinklers are required for buildings having an aggregate floor area of 10,000 sq. ft. or more. The design
option for this project elected to combine the two existing buildings together (to avoid an assumed property line between them).
Therefore, the buildings should be sprinklered since, as a combined building, it exceeds 10,000 square feet. SINCE THE
ASSUMED PROPERTY LINE IS LESS THAN 20' TO THE EXISTING SANCTUARY
WALL, PLEASE PROVIDE DETAILING ON THE PLANS TO SHOW HOW 1-HOUR
CONSTRUCTION WILL BE PROVIDED THERE.
6. The tenant space and new and/or existing facilities serving the remodeled area must be accessible to and functional for the physically
disabled. Title 24.

1. Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by,
EsGil Corporation is complete.
2. The final sets of plans will be reviewed for proper signatures/seals.
3. When the character of the occupancy or use changes within a building, the
.building must be made to comply with current Building Code requirements for the
new occupancy. Section, 3405.
a) ' 'Thestructural calculations mention a live load of only 40 psf in some
areas. This seems much too low.
b) City ordinance requires Class A roofing (more restrictive than the UBC).
The letter included with the plans indicates only a Class B roofing for the
flat roof areas.
c) Per city ordinance, automatic sprinklers are required for buildings having an
aggregate floor area of 10,000 sq. ft. or more. The design option for this
project elected to combine the two existing buildings together (to avoid an
assumed property line between them). Therefore, the buildings should be
sprinkleredsince, as a combined building, it exceeds 10,000 square feet.
4. Please provide a rough floor plan of the existing second floor, so that the extent
of this permit can be better understood.
5. Glazing in the following locations should be of safety glazing material in
accordance with Section 2406.4 (see exceptions):
a) Fixed or operable panels adjacent to a door where the nearest exposed
edge of the glazing is within a 24-inch arc of either vertical edge of the door
in a closed position and where the bottom exposed edge of the glazing is
less than 60 inches above the walking surface. SEE THE EXISTING
WINDOW IN OFFICE #4 BY THE CLOSET DOOR.

6. The tenant space and new and/or existing facilities serving the remodeled area
must be accessible to and functional for the physically disabled. Title 24.
Bathroom 209 does not comply (grab bars at the water closet, fully-

For the first flight of the stair outside of Door EX6, please re-draft the
handrail so that it will project at least 23" beyond the bottom riser (below
the bathroom window).
7. The width of the required level area on the side into which doors swing shall
extend 24 inches past the strike edge for exterior doors and 18 inches past the
strike edge for interior doors. Title 24.

8. Rooms with more than 10 occupants may have one exit through one adjoining

Similarly, when occupants from the left side of the horizontal exit pass through
Door 205, exit signs must be provided to direct them which way to go.
It must be made very clear on the plans that Door 205 (and all doors within this
complicated exit system) will always be openable.
Door 205 must be revised to be a 90-minute fire-rated assembly.
Due to the poor quality of blueprinting, the "shaded" area mentioned on sheet
S-3 didn't show up. Please provide darker prints next time.
Please clarify on sheet S-3 whether any of the floor joists have a ledger
connection to the existing concrete wall. If so, please investigate the higher live
load affect.
21 . Specify on the plans that special inspection is required for the epoxy at detail

If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
Maximum service and meter size is a 2", service with a 2" meter.
If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand. (manifolds are considered on case by case basis to limit
multiple trenching into the street).

All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation, service should
look like:

If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building

Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for

Troy - The Fire Marshal and I discussed the proposal faxed to the City on 4-10-04. Loose chairs cannot be
counted to establish the occupant load of the Sanctuary and it appears you are selecting the correct
occupant load factors for the Chancel and Sanctuary (15 sf and 7 sf per person respectively). We did not
have access to scaled or dimensioned drawings to re-check the math, and assuming your's is correct, it
may be that this expanded building is an A 2.1 occupancy if the total occupant load exceeds 299. The City
does not set occupant loads by placing signs to limit the maximum occupant load - in this type of use, the
occupancy group truly should be based on the size of the proposed assembly area and not by setting an
arbitrary load for the sake of expediency or limiting costs.

Karen - I just got this today, so no hurry reviewing. We should look this over carefully before rendering
an opinion. I have never counted folding chairs to establish occupancy grouping - especially when it's a
multi-purpose church room. But maybe we could figure out what the occupant load is for the entire
building.. It's .a plan w/o dimensions, which might complicate things a little. Maybe Brenda can book an
appointment time when we're both available.
I do want to discuss interdepartmental processing of code violations as well. This has to do with how to
handle things like the Village Pie Shop or any other routine inspection, which turns up an alleged. code
violation or other entitlement (land use permit) problem.
Discussing both items might take a couple hours total at most.

Troy - If it comes down to minor mark-ups on the last set of plans from plan check, a minor note can be
added at the counter as long as that note gets attention at that time (the count& tech should initital the
note as Ok). If you wish, a single, corrected sheet can be slipped in as well.
My recollection of that "inside the stud bay" discussion was that in lieu of removing siding to install rock,
plaster would be applied to the exterior. Refresh my memory on the situation please.
Manufacture's catagorization of the selected range as "residential" is fine w the City as long as there is the
required clearances arouind the appliance (mfg's recommended clearances apply).

I know in the past I have been able to mark directly on the submitted
sheets, but would like clarification. As an alternate, I know you had
mentioned that we could infill between the studs-the 5/8" gyp. for the
Administration Building - is this still a viable solution for the Sanctuary
to meet the 1 hr wall construction due to the assumed property line?
The other item is for Redeemer by the Sea: what constitutes a residential
range? The church is looking at a range at Pacific Sales. Does a 6 burner
dual fuel constitute a commercial range - I know I've seen them in houses
(in fact I was going to add a dual fuel to my house but too much $$$), but
how does the City look at such an item? Verbally, the manufacturer stated
this morning that they classify the range as residential. Per your comments
during plan check, the church is to "use a residential range with a
residential hood. Food preparation will occur infrequently and will not
occur on a continuing, commercial basis. Therefore, a Type II hood is not
required." Apparently the church has found a great deal on a discontinued
model, but before they purchase it, they need to know if the City will
classify it as residential.

Thanks for the clarification on item #1. As for item #2, I'll let the
client know (I was hoping there was a solution to make everyone happy). For
item #2, will we need to resubmit these plans, or can we have EsGil send the
plans back to the City where we can add the note to the drawings? (we
might be able to find old drawings that state 5/8" type 'x' gyp. bd. was
used, thereby requiring no change to the Sanctuary). I'll be in Carlsbad
Friday morning, so I can make the change to the drawings (if required).

lot on your mind, including the fires.
We just received the 2nd round of plan check corrections, and there are two
items that need your input:
First, Curt Culver will need to receive some documentation that Bathroom 209
is a hardship case and will not need to comply with Title 24. Per our
conversation, since room Restroom 203 was going to be made accessible and no
changes are occurring to bathroom 209, we were not going to bring Restroom
209 up to code.
Secondly, there is a concern regarding proximity of the existing Sanctuary
to the existing Administration Building. As you might remember, we tried
initially to combine the two buildings into one building for Building
Allowable Areas, but the City Municipal Code required sprinklers (over
10,000 sf). Costing too much, we decided to place an assume property line
between the two buildings. As a result, we are adding 7/8" stucco over the
Administration Buildings siding and adding an additional layer of 5/8" gyp.
bd. to the interior. Here lies the problem: The sanctuary is 14'-6" away
from the assumed property line. It has an exterior stucco wall and an
interior gyp. bd. wall (thickness and type unknown). According to code,
this will need to be 1 hour construction, but openings are not required to
be protected. I'm asking that the existing Sanctuary wall is sufficient for
this correction. Otherwise, the gyp. bd. inside of the Sanctuary will need
to be removed and replaced with new 5/8" type. 'x' gyp. - more $$.

Troy - Re: your inquiry. I do not object to leaving the existing Class B
roof as-is for this change of use. Any new roofing or - re-roofing must be
consistent with the Carlsbad mods to the UBC - ie: no combustible roofing
and Class A mm.
