Door 109 leading from the existing sanctuary to the new Narthex is not equipped' with panic hardware per note 40n sheet Al. 1 (Door shall have no latch or lock). The door schedule on sheet A6.0 references note 'K' for door 109 which indicates that the door is to be equipped with lock set. FOUNDATION Continuous footings must be 18" wide per the recommendations in the soil report by PSI dated June 25, 2004page 10. Revise the foundation plan to show the footings to be 18" wide. ' The soils engineer recommended that he/she review the foundation excavations. Note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: The building pad was prepared in accordance with the soils report, The utility trenches have been properly backfilled and compacted, and The foundation excavations comply with the intent of the soils report." If SO; at the water meter station, the demand in gpm may be listed there. Irrigation services are listed with a circled "I", and potable water is typically a circled "W". The irrigation service should look like: STA 1+00 Install 2" service and 1.5: meter (estimated 100 gpm) If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use. Once you have received a good example of irrigation calculations, keep a set for your reference. Test borings have been drilled and selected soil samples were tested in the laboratory. In general, the subject site is underlain by Quaternary-aged terrace deposits, which are locally mantled by between 3 and 4 feet of fill materials. The isolated fill materials were observed to consist of red-brown silty sands (SM), which were moist and loose to medium dense at the time of our exploration. The encountered terrace deposits, which extend to depths beyond the maximum explored depth of 25 feet below existing ground surface, were classified as red-brown silty sands (SM), which were typically moist and medium dense to very dense at the time of our exploration. Results of our laboratory testing indicate a very low expansion potential for the terrace deposit materials (UBC 18-2). Groundwater was not encountered within the maximum explored depth of 25 feet below the existing ground surface. It is our understanding that proposed building pads will be constructed in cut areas between 5 and 14 feet below the existing site grades. This planned site grading for the building pads will extend into dense to very dense terrace deposits. Based on the results of our subsurface exploration, the geotecimical conditions at the proposed pad grade elevation are considered suitable for the proposed development, provided the recommendations contained herein are properly implemented during the design and construction. It is our opinion that shallow foundations founded within the undisturbed competent terrace deposits will provide suitable support for the proposed structures. In pavement areas, the uppermost 6 inches of pavement subgrade should be scarified, moisture conditioned, and recompacted to at least 95 percent of the maximum dry density (based on ASTM D1557). Details related to site development, foundation design, seismicity, and construction considerations are included in subsequent sections of this report. The owner/designer should not rely solely on this Executive Summary and must read and evaluate the entire contents of this report prior to utilizing our preliminary engineering recommendations in preparation of design/construction documents. (PSI) has completed a geotechnical exploration for a I . proposed Sanctuary and Classroom Buildings for Las Flores Church of the Nazarene located at 1400 Las Flores Drive in Carlsbad, California. Our services were authorized ,by Mr. Benny Broussard of the Las Flores Church of the Nazarene by signing our proposal, on May 26, 2001. I This exploration was 'accomplished in general accordance with PSI Proposal No. 062-026 dated May 14, 2001. Project Description Preliminary project information was provided by Mr. Troy Schalge of Dominy & Associates Architects. Based on our review of the provided information, we understand the proposed construction will include the following: I • A single-story sanctuary building of wood or steel-frame and slab-on-grade construction I .. A two-story classroom building of wood or steel-frame and slab-on-grade construction Approximately 5 to 14 feet of cut across proposed building pads Asphalt concrete and Portland concrete, pavements and drives I . Purpose and Scope of Services The purpose of this study was to explore the subsurface conditions at the site to enable an I evaluation of acceptable foundation systems for the proposed construction. This report briefly outlines the testing procedures, describes the site and subsurface conditions, and presents geotechnical recommendations for foundation and pavement design and for general site I development. Our scope also included appropriate laboratory testing and preparation of this geotechnical report. This report briefly outlines the I testing procedures, presents available project information, describes the site and subsurface conditions, and presents preliminary recommendations regarding the following: Grading procedures for site development. - Foundation types, depths, allowable bearing capacities, and an estimate of potential settlement. Comments regarding factors that will impact construction and performance of the proposed construction. I Our scope of services did not include an environmental assessment for determining the presence or absence of wetlands, or hazardous or toxic materials in the soil, bedrock, surface water, groundwater, or air on or below, or around this site. Any statements in this report or on I the boring logs regarding odors, colors, and unusual or suspicious items or conditions are strictly for informational purposes. SITE AND SUBSURFACE CONDITIONS Site Location and Description The existing Las Flores Church of the Nazarene is located at 1400 Las Flores Drive in I Carlsbad, California. Existing structures at the site include a sanctuary and classroom buildings located within the eastern portion of the property. A paved parking lot occupies the southern area of the classroom building and the western portion of the property. Between the existing western I parking lot and sanctuary building is an elevated vacant lot that gradually slopes down towards the western parking lot. The site for the proposed sanctuary & classroom buildings includes the vacant lot and portions of the existing western parking lot. Active underground utilities appear to be present within the project site. The ground surface elevation at the project site range approximately from 165 feet above I Mean Sea Level (MSL) within the vacant lot to 145 feet above MSL at the existing parking lot. The ground surface elevation was estimated by interpolation from the preliminary site plan prepared by Dominy & Associates Architects. I Las Flores Church of the Nazarene, Carlsbad, CA Professional Service Industries, Inc. 4 I Site Geology The subject site is located within the Peninsular Ranges geomorphic province of I California. Our observations and analysis of readily available, pertinent regional geologic literature indicate that the subject site is underlain by Quaternary-aged terrace deposits (Tan & Kennedy, 1996). I Subsurface Conditions I The site subsurface conditions were explored with five soil test borings. Four of the borings were drilled within the proposed building pads to depths of between 20 and 25 feet below existing site grades. The other boring was drilled within the proposed pavement areas to a I depth of 10 feet below existing ground surface. The borings were advanced utilizing hollow stem auger drilling methods and representative disturbed and relatively undisturbed soil samples were routinely obtained during the drilling process. Drilling and sampling techniques were I accomplished generally in accordance with, ASTM procedures. As encountered in our exploratory borings, the subject site is underlain by Quaternary- aged terrace deposits, which are locally mantled by between 3 and 4 of fill materials. These fill materials were observed to consist of redbrown silty sands (SM), which were moist and loose to medium dense at the time of our exploration. The encountered terrace deposits, which extend to depths beyond the maximum explored depth of 25 feet below existing ground surface were classified as red-brown silty sand (SM), which were typically moist and medium to very dense at the time of our exploration. Results of our laboratory testing indicate a very low expansion potential for the terrace deposit materials (UBC 18-2). I The above subsurface description is of a' generalized nature to highlight the major subsurface stratification features and material characteristics. The boring logs included in the Appendix should be reviewed for specific information at individual 'boring locations. These I records include soil descriptions, stratifications, penetration resistances, locations of the samples and laboratory test data. The stratifications shown on the boring logs represent the conditions only at the actual boring locations at the time of our exploration. Variations may occur and I should be expected between boring locations. The stratifications indicated in the boring logs represents the approximate boundary between subsurface materials. The actual transition may be gradual. Water level information obtained during field operations is also shown on these boring I logs. The samples which were not altered by laboratory testing will be retained for 60 days from the date of this report and then will be discarded. I 'Select soil samples were tested in the laboratory to determine materials properties for our evaluation. Laboratory testing was accomplished generally in accordance .with ASTM procedures. A brief discussion of the laboratory tests performed and the results of our testing are I presented in Appendix C. Las Flores Church of the Nazarene, Carlsbad, CA Professional Service Industries, Inc. p Groundwater Information Groundwater was not encountered within the maximum explored depth of 25 feet below I existing site grade. However, it is possible that transient oversaturated ground conditions at shallower depths could develop at a later time due to periods of heavy precipitation, landscape watering, leaking water lines, or other unforeseen causes. I SEISMICITY Regional Seismicity Generally, seismicity within California can be attributed to faulting due to regional tectonic movement. This includes the San Andreas Fault, the Offshore Segment of the Newport- Inglewood Fault, and most parallel and subparallel faulting within the State. The portion of California which includes the subject site is considered seismically active. The subject site is situated in UBC Seismic Zone 4. Seismic hazards within the site can be attributed to potential groundshaking resulting from earthquake events along nearby or more distant faulting. According to the regional geologic literature, the closest known late Quaternary fault is the Offshore Segment of the Newport-Inglewood Fault, located approximately 5.3 miles southwest of the site. Several potentially active and pre-Quaternary faults also occur within the regional vicinity. Currently, the seismological literature presents varying opinions regarding seismicity for nearby potentially active and pre-Quaternary faults. As such, the following Seismic Analysis only considers the effects of active faulting. Seismic Analysis The seismicity of the site was evaluated utilizing deterministic methods for active Quaternary faults within the regional vicinity. According to the Aiquist-Priolo Special Studies Zones Act of 1972 (revised 1994) Quaternary faults have been classified as active faults which show apparent surface rupture during the last 11,000 years (i.e., Holocene time). The site is not currently situated within a mapped Earthquake Fault Zone (Hart and Bryant, 1997). Deterministic Analysis - Deterministic seismicity at the site was evaluated with the Eqfault computer program (Blake, 1995), which utilizes a digitized map (1998) of known late Quaternary earthquake faults, a catalog of the estimated credible and potential earthquakes for each fault, and a user specified attenuation relationship (Campbell, et. al., 1994). Output from the Eqfault program is presented in Appendix D. Las Flores Church of the Nazarene, Carlsbad, CA Professional Service Industries, Inc. Based on our analysis, 18 late Quaternary faults were located within a 60-mile radius of the site. The site is subject to a Maximum Magnitude Event of 6.9 Magnitude along the Offshore Segment of the Newport-Inglewood Fault located approximately 5.3 miles southwest of the site, with a corresponding Peak Ground Acceleration of 0.39g. The Maximum Magnitude Event is defined as the maximum earthquake that appears to be capable of occurring under the presently known tectonic framework. Hazard Assessment I Seismically-Induced Settlement of Soils - Within the depths of our exploration, the materials comprising the terrace deposits were observed to primarily consist of silty sands, which were generally medium dense to very dense at the time of exploration. Based on the anticipated I earthquake effect and the stratigraphy of the site, relatively minor seismically-induced settlement is likely to occur. Such settlement will probably affect relatively large areas so that differential U settlements over short distances are likely to be very small. Liquefaction - Liquefaction involves the substantial loss of shear strength in saturated soil, I usually taking place within a soil medium exhibiting a uniform fine-grained characteristic, loose relative density, and low confining pressures when subjected to impact by seismic or dynamic loading. Based on the geotechnical evaluation including; area seismicity, on-site soil conditions, SPT N-values, and the observed lack of static groundwater within the explored depths, the site is considered to have a relatively low risk potential for soil liquefaction. I Lurching and Shallow Ground Rupture - Breaking of the ground because of active faulting is not likely due to the absence of known fault traces within the project limits. However, due to the active seismicity of California, this possibility cannot be completely ruled out. In this I light, the unlikely hazard of lurching or ground-rupture should not preclude consideration of "flexible" design for on-site utility lines and connections. Landsliding - Seismically induced landsliding is not considered a hazard on, or adjacent to the site. This conclusion is primarily based on the absence of significant slopes in the project area. Tsunamis and Seiches - Inundation by tsunamis (seismic or "tidal waves") or seiches ("tidal waves" in confined bodies of water) are not considered to be a significant threat to the subject site due to the absence of proximal large bodies of water. VA Earthquake Design Parameters A review of the active fault maps pertaining to the site indicates that the nearest fault is I the Offshore Segment of the Newport-Inglewood Fault, located approximately 5.3 miles (8.5 km) southwest of the site. Ground shaking from this nearest fault and the other potentially active and pre-Quaternary faults in the region is the most likely event that will affect the site. According to U the 1997 edition of the Uniform Building Code (UBC), the site is located within UBC Seismic Zone 4. In conjunction with the soil classifications provided in Table 16-J of the 1997 UBC, Standard Penetration Test values obtained from the borings indicate that the geologic subgrade at I the subject site can be characterized as soil profile type SD. B If site-dependent earthquake response spectra or other specific design parameters are deemed necessary by the project structural engineer, or are required by the local governmental agency who has jurisdiction over the project, the geotechnical engineer should be promptly informed for further evaluation. In addition, design of structures should comply with the requirements of the governing jurisdiction's building codes and standard practices of the Structural Engineers Association of California. I .. 8 EARTHWORK RECOMMENDATIONS I - The proposed construction at the site should be performed in accordance with, the following recommendations and the standard guidelines for grading projects included in Appendix E. In case of conflict, the following recommendations shall supersede those in the I appendix. I Site Preparation Initially, all deleterious material, as well as any existing structures, and utilities, must be removed from the areas proposed for construction. The contractor should refer to local codes or I ordinances for proper removal and disposal of any existing underground tanks, fuel lines and soil or other tank backfill material which may have been exposed to possible fuel leakage. Stripping operations should extend a minimum of 10 feet beyond the proposed pavement and building limits. - It is our understanding that proposed building pads will be constructed on cut grade, I between 5 and 14 feet below the existing site grades. This will extend through existing fill soils to the level of dense to very dense terrace deposits. Based on the results of our subsurface I exploration, the geotechnical conditions at the proposed pad grade elevation are considered suitable for the proposed development, provided the recommendations contained herein are properly implemented during the design and construction. It is our opinion that shallow I foundations founded within the undisturbed competent terrace deposits will be suitable for support of the structures. I Since building pads are to be constructed on cut grade, additional fill is not anticipated within proposed structure areas. However, if additional fill will be required in other areas of the site, the first layer of fill material should be placed in a relatively uniform horizontal lift and be I adequately keyed into the stripped and scarified (to at least 12 inches) subgrade soils. Fill materials including import soil should be free of organic or other deleterious materials, have a maximum particle size of 3 inches or less, have a liquid limit of less than 45 and a plasticity I index of less than 20. Most of the upper on site soils appear to be suitable for use as structural fill. If a fine-grained silt or clay soil is used for fill, close moisture content control will be required to achieve the recommended degree of compaction. Structural fill should be moisture I conditioned and compacted to at least 90 percent of the maximum dry density as determined by ASTM Designation D1557. I] I Fill should be placed in maximum loose lifts of 8 inches and should be moisture conditioned and compacted at 0 to 3 percent above the optimum moisture content. If water must be added, it should be uniformly applied and thoroughly mixed into the soil by disking or I scarifying. Each lift of compacted engineered fill should be tested by a representative of the geotechnical engineer prior to placement of subsequent lifts. The edges of compacted fill should I extend 10 feet beyond the edges of buildings prior to sloping. Non-structural fill adjacent to structural fill should be placed in unison to provide lateral - support. Backfill along building walls must be placed and compacted with care to ensure I excessive unbalanced lateral pressures do not develop. The type of fill material placed adjacent to below grade walls must be properly tested by the geotechnical engineer with consideration for I the lateral earth pressure used in the wall design. As discussed in the Subsurface Conditions section of this report, the site is underlain by Quaternary-aged terrace deposits, which extends to depths beyond the maximum explored depth I of 25 feet below existing ground surface. As such, it is anticipated that moderate to deep excavations (0 to 25 feet) will be generally rippable with conventional earthmoving equipment. The soils within those areas to receive asphalt concrete or Portland cement pavement should be scarified to a minimum depth of 6 inches below finish subgrade elevations, moisture conditioned to a near optimum moisture content and recompacted to at least 95 percent of the maximum dry density (based on ASTM D1557). I All grading operations should be performed in accordance with the requirements of the Uniform Building Code (1997 edition), PSI's Standard Guidelines For Grading Projects (Appendix E), and local governmental standards which have jurisdiction over this project. I Las Flores Church of the Nazarene, Carlsbad, CA Professional Service Industries, Inc. 10 FOUNDATION AND SLAB RECOMMENDATIONS Structural Foundations Conventional continuous or isolated spread footings are considered suitable for structural support of the proposed Sanctuary and Classroom structure loads, provided they are entirely supported by competent native soil. Continuous footings supporting a one-story structure which are at least 18 inches wide and embedded at least 15 inches below the lowest adjacent finish grade, may be designed for an allowable bearing pressure of 4,000 psf. Continuous footings supporting a two story structures which are at least 18 inches wide and embedded at least 18 inches below the lowest adjacent finish grade, may also be designed for an allowable bearing pressure of 4,000 psf. Isolated spread footings supporting both one and two story structures which are at least 24 inches wide and also supported at a depth of at least 18 inches below the lowest adjacent grade, may also be designed for an allowable bearing pressure of 4,000 psf. The allowable soil bearing values may be increased by one-third for loads of short duration, including wind and seismic forces. Appropriate foundation reinforcement should be provided in accordance with the Structural Engineer's design. Lateral loads may be resisted by any rational method which incorporates sliding friction and/or passive earth pressure. An allowable friction coefficient of 0.35 may be utilized at the concrete-soil interface. The design may incorporate an allowable passive earth pressure of 200 psf/ft below a depth of 1 foot, provided that concrete is poured tightly against in-place competent native materials. Where sliding friction and passive pressure are used conjunctively, the passive pressure value should be reduced by 1/2. I The foundation excavations should be observed by a representative of PSI prior to steel or concrete placement to assess that the foundation materials are capable of supporting the design loads and are consistent with the materials discussed in this report. Soft or loose soil zones I encountered at the bottom of the foundation excavations should be removed as directed by the geotechnical engineer. Cavities formed as a result of excavation of soft or loose soil zones should be backfilled with lean concrete or dense graded compacted crushed stone. After opening, foundation excavations should be observed and concrete placed as quickly as possible to avoid exposure of the foundation bottoms to wetting and drying. Surface run-off water should be drained away from the excavations and not be allowed to pond. If possible, the foundation concrete should be placed during the same day the excavation is made. If it is required that foundation excavations be left open for more than one day, they should be protected to reduce evaporation or entry of moisture. Las Flores Church of the Nazarene, Carlsbad, CA Professional Service Industries, Inc. 11 I Based on the known subsurface conditions and site geology, and past experience, we anticipate that properly designed and constructed foundations supported on the recommended materials should experience maximum total and differential settlements of less than one inch and I 1/2 inches, respectively. While settlement of this magnitude is generally considered tolerable for structures of the type proposed, the design of masonry walls should include provisions for I liberally spaced, vertical control joints to minimize the effects of cosmetic "cracking". The results of our laboratory testing of the near-surface soils indicate a negligible concentration of soluble sulfates. As such, Type II cement may be used in concrete that will be in contact with the near surface soils at the site. Be advised that as a part of the foundation design election process, there is always a cost I benefit evaluation. Although we are providing recommendations for a specific foundation type, we have not accomplished the cost/benefit evaluation. Floor Slab Recommendations The floor slab can be grade supported either by properly compacted structural fill or I competent native soil. The slab section may be designed by the structural engineer using a coefficient of subgrade reaction of 120 pci and assuming a very low expansion potential (UBC I 18-2) for the near-surface soils at the site. Based on geotechnical considerations, it is recommended that the interior slabs be at least 5 inches in nominal thickness, and minimally reinforced in accordance with the structural engineer's rquirements. Care should be taken by I the contractor to ensure that the reinforcement is placed and maintained at slab midheight. Floor slabs should be suitably reinforced and jointed (in accordance with Structural Engineer's recommendations) so that a small amount of independent movement can occur without causing I damage. Slabs should be underlain by a capillary break of a thickness of at least 4 inches, I consisting of clean sand or gravel. In moisture sensitive flooring areas, such as carpeted or linoleum covered areas, a 6-mil visqueen sheet should be placed midheight within the capillary break material. The visqueen sheet should be sealed along the edges to prevent lateral migration I of soil moisture from adjacent non-visqueen areas. Prior to placement of clean sand and slab-on- grade, the visqueen sheet should be thoroughly inspected for cracks, punctures, tears, and holes. If necessary, the visqueen should be replaced or patched to assure a fully functional entity. I Some minor cracking of slabs can be expected due to shrinkage. The potential for this slab cracking can be reduced by careful control of water/cement ratios in the concrete. The I contractor should take appropriate curing precautions during the pouring of concrete in hot weather to minimize the cracking of slabs. We recommend that a slipsheet (or equivalent) be utilized if grouted fill, tile, or other crack-sensitive floor covering is planned directly on concrete I slabs. All slabs should be designed in accordance with structural considerations. Las Flores Church of the Nazarene, Carlsbad, CA Professional Service Industries, Inc. 12 Lateral Earth Pressures and Resistance We anticipate that the proposed construction will include retaining walls. The following I preliminary lateral earth pressure values for level or sloping backfill are recommended for retaining walls backfilled with suitable granular soils possessing an internal friction angle of at least 32 degrees. In the design of walls restrained from movement at the top (non- yielding) such as basement walls, the at-rest pressures should be used. The above values assume backfill soils will have a very low expansion potential and free-draining conditions. If conditions other than those covered herein are anticipated, the equivalent fluid pressures should be provided on an individual basis by the geotechnical engineer. Wall footings should be designed in accordance with the Foundation Recommendations section of this report and reinforced in accordance with structural considerations. For all retaining walls, we recommend a minimum horizontal distance from the outside base of the footing to daylight of eight feet. It is recommended that all below-grade walls and retaining walls be provided with a positive foundation drainage system. A typical below-grade wall drain would consist of a minimum 4-inch flexible or rigid perforated pipe surrounded by 3/4 inch crushed rock and wrapped in a non-woven geotextile fabric (consisting of Mirafi 140N or approved equivalent). The subsurface drainage system should be tied to the storm drainage system, allowed to daylight downslope, or collected in a sump and pumped out. This system typically is installed directly on top of the retaining wall footing. Retaining wall backfill should consist of approved granular material. This fill material should be compacted to at least 90 percent of the maximum dry density (as determined by ASTM D1557). Flooding or jetting of the backfill should not be permitted. Granular backfill should be capped with relatively impervious fill to seal the backfill and reduce the potential for saturation. Las Flores Church of the Nazarene, Carlsbad, CA Professional Service Industries, Inc. 1 13 I Cantilever or restrained walls subject to uniform surcharge loads should be designed for an additional uniform lateral pressure equal to one-third the anticipated surcharge pressure in the case of the cantilevered walls (active conditions), and one-half the anticipated surcharge in the I case of restrained walls (at-rest conditions). It should be noted that the use of heavy compaction equipment in close proximity to I retaining structures can result in wall pressures exceeding design values and corresponding wall movement greater than normally associated with the development of active conditions. In this I regard, the contractor should take appropriate precautions during the backfill placement. Lateral soil resistance developed against lateral structural movement can be obtained from the passive pressure value provided above. Further, for sliding resistance, a friction coefficient of 0.35 may be used at the concrete and soil interface. The total resistance may be taken as the sum of the frictional and passive resistance provided that the passive portion does not exceed two- thirds of the total resistance. Preliminary Pavement Recommendations I The recommended thicknesses presented below are considered typical and minimum for the assumed parameters. We understand that budgetary considerations sometimes warrant I thinner pavement sections than those presented. However, the client, the owner, and the project principals should be aware that thinner pavement sections might result in increased maintenance costs and lower than anticipated pavement life. I The appropriate pavement section depends primarily upon the type of subgrade soil, shear strength, traffic load, and planned pavement life. For preliminary purposes, we have assumed I traffic indices of TI=4.5 for parking areas and TI=6.0 for those areas subject to relatively heavy traffic. These assumed traffic indices should be verified by the project civil engineer prior to construction. Based on the results of laboratory testing, we have utilized an R-value of 70 for I preliminary pavement section design purposes. Since an evaluation of the characteristics of the actual soils at pavement subgrade can only be provided at the completion of grading, the following pavement sections should be used for planning purposes only. Final pavement designs should be evaluated after R-value tests have been performed On the actual subgrade material. We recommend that sections be as nearly square as possible and no more than 12 feet on a side. A 3,500 psi mix may be utilized. The actual design should also be in accordance with design criteria specified by the governing jurisdiction. Asphalt Concrete (A.C.), Portland Cement Concrete, and Class 2 aggregate base should conform to and be placed in accordance with the latest revision of the California Department of Transportation Standard Specifications and American Concrete Institute (AC!) codes. Aggregate base should be compacted to a minimum of 95 percent relative compaction (based'on ASTM Test Method D1557) prior to placement of A.C. The upper 12 inches of pavement subgrade should be scarified, moisture conditioned as necessary to achieve a near optimum moisture content and recompacted to at least 95 percent of the maximum dry density (based on ASTM D1557). I 15 If pavement areas are adjacent to heavily-watered landscaping areas, we recommend some measures of moisture control be taken to prevent the subgrade soils from becoming saturated. It is recommended that the concrete curbing adjacent to the landscape areas extend below the aggregate base to reduce the potential for irrigation water to saturate the aggregate base and subgrade soils. In downgrade areas, the aggregate base should extend laterally a sufficient distance to allow any water entering the aggregate base a path to exit. Portland Cement Concrete swales should be designed if asphalt pavement is to be used for drainage of surface waters. U CONSTRUCTION CONSIDERATIONS It is recommended that PSI be retained to provide observation and testing of construction activities involved in the foundation, earthwork, and related activities of this I project. PSI cannot accept any responsibility for any conditions which deviated from those described in this report, nor for the performance of the foundation if not engaged to also - provide construction observation and testing for this project. Moisture Sensitive Soils/Weather Related Concerns The upper soils encountered at this site may be sensitive to disturbances caused by construction traffic and to changes in moisture content. During wet weather periods, increases in the moisture content of the soil can cause significant reduction in the soil strength and support capabilities. In addition, soils which become wet may be slow to dry and thus significantly retard the progress of grading and compaction activities. It will, therefore, be advantageous to perform earthwork and foundation construction activities during dry weather. Much of the on-site soils may be susceptible to erosion during periods of inclement weather. As a result, the project Civil Engineer/Architect and Grading Contractor should take appropriate precautions to reduce the potential for erosion during and after construction. Las Flores Church of the Nazarene, Carlsbad, CA Professional Service -Industries, Inc. 16 Drainage and Groundwater Considerations Groundwater was not encountered within the maximum explored depth of 25 feet below I existing site grades. It should be noted, however, that variations.in the ground water table may result from fluctuation in the ground surface topography, subsurface stratification, precipitation, irrigation, and other factors that may not have evident at the time of our I exploration. This sometimes occurs where relatively impermeable and/or cemented formational materials are overlain by fill soils. In addition, during retaining wall excavations, seepage may be encountered. We recommend that a representative of PSI be present during grading I operations to evaluate areas of seepage. Drainage devices for reduction of water accumulation can be recommended if these conditions occur. I Water should not be allowed to collect in the foundation excavation, on floor slab areas, or on prepared subgrades of the construction area either during or after construction. Undercut or excavated areas should be sloped toward one corner to facilitate removal of any I collected rainwater, groundwater, or surface runoff. Positive site drainage should be provided to reduce infiltration of surface water around the perimeter of the building and beneath the I floor slabs. The grades should be sloped away from the building and surface drainage should be collected and discharged such that water is not permitted to infiltrate the backfill and floor slab areas of the building. I Excavations I . In Federal Register, Volume 54, No. 209 (October 1989), the United States Department of Labor, Occupational Safety and Health Administration (OSHA) amended its "Construction Standards for Excavations, 29 CFR, part 1926, Subpart P'. This document was issued to I better insure the safety of workmen entering trenches or excavations. It is mandated by this federal regulation that excavations, whether they be utility trenches, basement excavation or foundation excavations, be constructed in accordance with the new OSHA guidelines. It is our I understanding that these regulations are being strictly enforced and if they are not closely followed, the owner and the contractor could be liable for substantial penalties. I The contractor is solely responsible for designing and constructing stable, temporary excavations and should shore, slope, or bench the sides of the excavations as required to maintain stability of both the excavation sides and bottom. The contractor's "responsible I person", as defined in 29 CFR Part 1926, should evaluate the soil exposed in the excavations as part of the contractor's safety procedures. In no case should slope height, slope inclination, or excavation depth, including utility trench excavation depth, exceed those specified in local, I state, and federal safety regulations. Trench Backfill I Except where,. extending perpendicular under proposed foundations, utility trenches should be constructed outside a 1:1 projection from the base-of-foundations. Trench I excavations for utility lines which extend under structural areas should be properly backfilled and compacted. ' Utilities should be bedded and backfihled with clean sand or approved granular soil to a depth of at least 1-foot over the pipe. This backfill should be uniformly watered and compacted to a firm condition for pipe support. The remainder of the backfill shall be typical on-site soil I or imported soil which should be placed in lifts not exceeding 8 inches in thickness, moistened or aerated to 0 to 3 percent above the optimum moisture content, and mechanically compacted to at least 90 percent of maximum dry density (based on ASTM D1557). REPORT LIMITATIONS The recommendations submitted are based on the available subsurface information obtained by PSI and design details furnished by Dominy & Associates Architects for the proposed project. If there are any revisions to the plans for this project or if deviations from the subsurface conditions noted in this or any supplemental report prepared by PSI are encountered during construction, PSI should be notified immediately to determine if changes in our recommendations are required. If PSI is not retained to perform these functions, PSI will not be responsible for the impact of those conditions on the project. LABORATORY TEST RESULTS Laboratory Testing Program Laboratory tests were performed on representative soil samples to determine their relative engineering properties. Tests were performed in general accordance with test methods of the American Society for Testing Materials or other accepted standards. The following presents a brief description of the various test methods used. Classification - Soils were classified visually according to the Unified Soil Classification System. Visual classifications were supplemented by laboratory testing of selected samples in general accordance with ASTM D2487. The soil classifications are shown on the Exploration Logs, Appendix B. Particle Size Analysis - Particle Size Analyses were performed on selected representative samples in general accordance with ASTM D422. In-Situ Moisture/Density - The in-place moisture content and dry unit weight of selected samples were determined using relatively undisturbed samples from the linear rings of a 2.38 inch I.D. modified California Sampler. The dry unit weight and moisture content are shown on the Boring Logs (Appendix B). I Expansion Index - Expansion index testing was performed on representative samples of the on-site soils, remolded and surcharged to 144 pounds per square foot in general accordance with the Uniform Building Code Standard No. 18-2. I Direct Shear Tests - Consolidated, drained, direct shear tests were performed on remolded samples in general accordance with ASTM D-3080. The remolded samples were I tested in a saturated condition using normal loads of 1 ksf, 2 ksf, and 4 ksf. Moisture-Density Relationship - Laboratory compaction tests were performed in I general accordance with ASTM D1557, Method A. A mechanically-operated ram was used during the compaction process. I Soil Sulfate Test - In order to estimate the concrete degradation potential of soils, the content of soluble sulfates was determined in general accordance with Cal Test Method 417A. I R-Value Test - R-Value testing was performed on representative soils anticipated to be exposed at subgrade in parking and drive areas. California Department of Transportation (Caltrans) Test Method 301 was used to determine exudation and expansion values. Reference: Appendix A Gentlemen: In accordance with a request from Mr. John Labach, this letter has been prepared to confirm our discussions as to additional grading and foundation recommendations for the proposed addition at the subject site. These recommendations arc based on our review of the referenced grading plan and the recommendations contained in our referenced geotechnical exploration report. As indicated on the referenced grading plan by Fuscoc Engineering, a proposed fill slope with a height of approximately seven feet will be constructed to the west and south of the proposed addition to generate a relatively level building pad. Fills within the proposed limits of the addition will range from approximately three feet in the western limits of the addition to cuts of less than one foot in the northeastern portion. This condition will result in a cut/fill condition. It was recommended in our geotechnical exploration report that all foundations should be founded in similar soils conditions, either firm natural ground or compacted fill material. Based on this recommendation, either the entire building pad will require transition undercutting or the deepening of foundations into firm natural ground. As discussed, due to the fact that the proposed addition is being constructed adjacent to the existing sanctuary structure and the new slab-on-grade will likely be tied to the existing foundation system, removal and recompaction to generate a compacted fill below new foundations would not be practical. It is therefore recommended that all new foundations be extended into firm natural ground. The geotechnical exploration report recommended that foundations have a minimum width of eighteen inches and be founded a minimum of fifteen inches below finish pad grade for footings designed with a 4,000 psf bearing capacity. As specified by the 2001 California Building Code, single-story structures may be founded on foundations with a minimum width of twelve inches. A bearing capacity of 2,500 psf may be utilized for said footings. However, if the original allowable bearing capacity is to be utilized in design, then the previously specified width of footing -(18 inches) shall apply. It is anticipated that the western footings may require deepening up to two-feet to attain firm natural ground. The estimated depth of footing to attain firm natural ground from finish pad grade is shown on -the attach plot plan, Figure No. 1. Isolated pad footings which support proposed roof overhangs or canopies beyond the main building limits should have a minimum width of 24 inches and be founded a minimum of 18 inches below finish grade. Said footings should be founded in firm natural ground which will require deepening along the south and west sides of the structure. Approximate depths to bottomsof proposed footings are shown on Figure No. 1. It is further recommended that during construction of the proposed fill slope that minimal removals or benching of the existing gentle slope in the building pad area be performed to minimize the depth of the foundation deepening.
