This plan review is limited to the technical requirements contained in the Uniform Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinance by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994
UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95).
The above regulations apply to residential construction, regardless of the code editions
adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

Bring one corrected set of plans and calculations/reports to
EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego,
CA 92123, (619) 560-1468. Deliver all remaining sets of plans
and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. Final set of plans, specifications and calculations shall be signed and sealed by
the California state licensed engineer or architect responsible for their
preparation, for plans deviating from conventional wood frame construction.
Specify expiration date of license. (California Business and Professions Code).
GENERAL RESIDENTIAL REQUIREMENTS
3. Glazing in the following locations should be of safety glazing material in accordance
with Section 2406.4 (see exceptions):
Fixed or operable panels adjacent to a door where the nearest exposed edge
of the glazing is within a 24-inch arc of either vertical edge of the door in a
closed position and where the bottom exposed edge of the glazing is less
than 60 inches above the walking surface. See window <I> at office.
Walls enclosing stairway landings or within 5 feet of the bottom and top of
stairways where the bottom edge of the glass is less than 60 inches above a
walking surface. See window <K>.
DECKING/ROOFING
4. Specify deck/balcony slope, material, drainage, and application. Chapter 15.

Deck slope may not be adequate for deck type specified. Chapter 15.
Minimum vent area is 1/150 of attic area (or 1/300 of attic area if at least 50% of
the required vent is at least 3 feet above eave vents or cornice vents). Show
area required and area provided. Section 1505.3.
Note on the plans: "Attic ventilation openings shall be covered with corrosion-
resistant metal mesh with mesh openings of 1/4-inch in dimension." Section
1505.3.
. FOUNDATION REQUIREMENTS
Per soils report, note on the plan the soils classification, whether or not the soil
is expansive and note the allowable bearing value. Section 1804.3.
Note on plan, that hold down anchors must be tied in place prior to foundation
inspection. Section 108.5.2.
FRAMING
10. Show or note fire stops at the following locations per Section 708:
In concealed spaces of stud walls and partitions, including furred spaces,
at the ceiling and floor levels and at 10 foot intervals both vertical and
horizontal;
At all interconnections between concealed vertical and horizontal spaces
such as occur at soffits, drop ceilings and cove ceilings;
In concealed spaces between stair stringers at the top and bottom of the
run and between studs along and inline with the run of stairs if the walls
under the stairs are unfinished;
In openings around vents, pipes, ducts, chimneys, fireplaces and similar
openings which afford a passage for fire at ceiling and floor levels, with
noncombustible materials.
At openings between attic spaces and chimney chases for factory-built
chimneys.
11. Specify truss identification numbers on the plans.
12. Per UBC Section 2343.6, provide the following note on the plans if trusses are
used: "Each truss shall be legibly branded, marked or otherwise have
permanently affixed thereto the following information located within 2 feet of the
center of the span on the face of the bottom chord:

13. Individual concrete or masonry piers shall project at least 8 inches above
exposed ground unless the columns or posts which they support are of approved

INTRODUCTION
This is to present the findings and conclusions of a
soils investigation conducted for the proposed single family
dwelling on Pine Avenue, Carlsbad.
The objectives of this investigation were to determine
the existing soil conditions and physical properties of
the soils so that engineering recommendations could be
presented for the grading and design of foundations for
the proposed structures.
In order to accomplish these objectives, 2 exploration
holes were excavated, undisturbed and loose bag
samples of the on-site soils were obtained, and
laboratory tests were performed on these samples to
determine the necessary criteria.
SITE DESCRIPTION
The subject site is on the north side of Pine Avenue in the
City of Carlsbad. The site is relatively level with drainage
to the west. Vegetati9n consists of low grasses and a
garden.
FIELD INVESTIGATION
Two exploration holes were excavated by hand on February 28,
1997. The holes were excavated to a depth of 2 feet below
the existing ground surface. Soils consisted of loose silty
sands over medium dense silty sands to the depth of the
holes.

SURFACE CONDITIONS
The surface and near surface soils encountered during
the course of this investigation were loose silty sands to a
depth of 12 to 18 inches over medium dense silty sands.
No ground water was encountered.
GEOLOGIC HAZARDS
There was no significant on-site faulting and review of
the available geological literature pertaining to the
site indicates there are no known active faults that
transverse the subject site. Ground shaking from one of
the major active faults is the most likely happening to
affect the site. With respect to this hazard the site
is comparable to others in the general area. The
proposed building(s) should be designed in accordance
with seismic design requirements of the Uniform Building
Code or the Structural Engineers Association of
California. Liquifaction will not be aproblem at this site.
CONCLUSIONS AND RECOMMENDATIONS
The following summarized conclusions and recommendations
are based upon the axxalysis of all the data and
information obtained from our soil investigation. This
includes our visual inspection of the site; field
investigation and classification of the soil; laboratory
tests on soil samples analyzed; and our general
knowledge and experience with the soils native to this
site.
The site is suitable for the proposed development
provided the recommendations set forth in this report
are carefully followed.
The top 12 to 18 inches of soils should be recompacted to a
a minimum of 90 percent of maximum density. grading should
be done in accordance with the attached Appendix A.

EXPANSIVE SOILS
None of the soils encountered during the course of this
investigation were considered to be detrimentally
expansive with respect to change in volume with change
in moisture content ( Expansion Index less than 20) . The
following recommendations are for foundations on this site.
Standard footing depth, 12 inches for one story
structures and 18 inches for two story structures
may be used. Minimum width of footing should be 12
inches.
The footings should be reinforced with one #4 steel
bar placed near the top of the footings and one #4
steel bar placed near the bottom of the footings.
Where moisture sensitive floor coverings are
anticipated over the slab, a 6 mil plastic moisture
barrier should be placed beneath the concrete slabs.
The plastic moisture barrier shall be overlaid with
a minimum of 2 inches of sand, or suitable on-site
materials, to aid in concrete curing and to minimize
potential punctures.
Concrete floor slabs should be a nominal 4 inches.
Concrete slab reinforcement should consist of #4
bars at 4 feet on center each way, #3 bars placed at
24 inches on center each way or 6X6-10/10 mesh.
Slab reinforcement should be placed within the
middle third of the slab by supporting the steel on
chairs or concrete blocks TTdobies". The effect of
concrete shrinkage will result in cracks in
virtually all concrete slabs which are not designed
to resist this shrinkage. To reduce the extent of
shrinkage, the concrete should be placed at a
maximum of a 4 inch slump. The minimum steel
recommended is not intended to prevent shrinkage
cracks.

BEARING VALUE
A safe allowable bearing value of 1500 pounds per square
foot may be used when designing continuous foundations -
and spread footings founded a minimum of 12 inches into
compacted fill soils. This value may be increased by 20
percent for each additional foot of depth and/or width as
set forth in the Uniform Building Code, Table No. 18-1-A.
LIMITS OF INVESTIGATION
The recommendations of this report pertain only to the
site investigated and based upon the assumption that the
soils conditions do not deviate from those disclosed in
the trenches. If any variations or undesirable
conditions are encountered during construction, or if
the proposed construction will differ from that planned
at the present time, Rosenwald Engineering should be
notified so that supplemental recommendations can be
given.
The findings in this report have been derived in
accordance with current standards of practice and no
warranty is expressed or implied.

This report is presented with the understanding that it
is the responsibility of the owner, or his agent or
representative, to insure that the recommendations in
this report are carried out in the field. Additionally,
it is the responsibility of the aforementioned personnel
that the information in this report is brought to the
attention of the "design team", consisting of
architects, engineers, etc., such that all information
can be incorporated into the building plans.
The findings in this report are applicable as of the
present date. However, changes in the condition of a
property can occur with the passage of time, whether the
changes be due to natural processes or the works of man
on this property or adjacent properties. In addition,
the findings in this report may become invalidated due
to changes in the state of the art or changes in
applicable or appropriate standards used at this time,
whether they result from legislation or from the
broadening of knowledge. Therefore, this report is
subject to review and should not be relied upon after a
period of three years.

After the natural ground has been prepared, it
shall then be brought to the proper moisture
content and compacted to not less than 90
percent of maximum dry density in accordance
with A.S.T.M. D1557-78.
Where fills are made on slopes greater than 20
percent, horizontal benches shall be cut into
firm natural ground. The initial bench at the
toe of the fill shall be at least 10 feet in
width on firm undisturbed natural ground. The
width of all succeeding benches shall be at
least 6 feet.
Fill Materials: All material placed in the fill
shall be approved by the engineer and shall consist
of materials free from vegetable matter, and other
deleterious substances, and shall not contain rocks
or lumps greater than 6 inches in diameter. If,
during grading operations, soils are found which
were not encountered and tested in the preliminary
investigation, tests on these soils shall be
performed to determine their physical
characteristics. Any special treatment recommended
in the preliminary or subsequent soil reports not
covered herein shall become an addendum to these
specifications.
Placing and Compacting Fill Materials
When the moisture content of the fill material
is below that specified, water shall be added
until the moisture content is near optimum to
assure uniform mixing and effective
compaction.
When the moisture content of the fill
materials is above that specified, the fill
material shall be aerated by blading and
scarifying or other satisfactory methods until
the moisture content is near optimum as
specified.

After processing, the suitable fill materials
shall be placed in layers which, when
compacted, shall not exceed six inches (6").
Each layer shall be spread evenly and shall be
thoroughly mixed during the spreading to
insure uniformity of material and moisture in
each layer.
After each layer has been placed, mixed and
spread evenly, it shall be thoroughly
compacted to not less than the density set
forth in paragraph 2 (c) above. Compaction
shall be accomplished with approved types of
compaction equipment. Rolling shall be
accomplished while the fill material is at the
specified moisture content. In place density
tests shall be performed in accordance with
A.S.T.M. D1556-82.
The surfaces of the fill slopes shall be
compacted by means of sheepsfoot rollers or
other suitable equipment. Compacting
operations shall be continued until the slopes
are stable and until there is no appreciable
amount of loose soil on the slopes.
Inspection: Sufficient inspection by the Engineer
shall be maintained during the filling and
compacting operations so that he can verify that the
fill was constructed in accordance with the accepted
specifications.
Seasonal Limits: No fill material shall be placed,
spread, or rolled if weather conditions increase the
moisture content above permissible limits. When the
work is interrupted by rain, fill operations siall
not be resumed until the moisture content and
density of fill are as previously specified.
All recommendations presented in the attached 'eport
are a part of these specifications.

APPENDIX A
RECOMMENDED EARTHWORK SPECIFICATIONS
General Description: The intent of these
specifications is to obtain uniformity and adequate
strength in filled ground so that the proposed
structures may be safely supported. The procedures
include the clearing and preparation of land to be
filled, processing the fill soils, the spreading,
and compaction of the filled areas to conform with
the lines and grades as shown on the approved plans.
The owner shall retain a civil engineer qualified in
soil mechanics (herein referred to as engineer) to
inspect and test the earth work in accordance with
these specificatipns. The engineer shall advise the
owner and grading contractor immediately if any
unsatisfactory conditions are observed to exist and
shall have the authority to reject the compacted
filled ground until such time that corrective
measures are taken, necessary to comply with the
specifications. It shall be the sole responsibility
of the grading contractor to achieve the specified
degree of compaction.
Preparing Areas to be Filled
(a.) All brush, vegetation and any biodegradable
refuse shall be removed or otherwise disposed
of so as to leave the areas to be filled free
of vegetation and debris. Any uncompacted
filled ground or loose compressible natural
ground, shall be removed unless the report
recommends otherwise. Any buried tanks or
other structures shall be removed and the
depression backfilled to the satisfaction of
the engineer.
