FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the Uniform Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinance by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994.
UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95).
The above regulations apply to residential construction, regardless of the code editions
adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

1. Please make all corrections on the original tracings, as requested in the correction
list.
Submit three sets of plans for commercial/industrial projects (two setsofp1àns for
residential projects). . For expeditious processing, corrected sets can be submitted
in one of two ways:
-1. Deliver all corrected sets of plans and calculations/reports directly to the City
of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009,
(619) 438-1161. The City will route the plans to EsGil Corporation and the
Carlsbad Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (619) 560-
1468. Deliver all remaining sets of plans and calculations/reports directly to. the City
of Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
All sheets of plans must be signed by the person responsible for their preparation.
(California Business and Professions Code).
Provide a statement on the Title Sheet of the plans that this project shall comply
with Title 24 and the 1994 UBC, UMC and UPC and the 1993 NEC.
Specify on the Title Sheet of the plans the gross floor area of each element of this
project. Section 106.3.3.
Please provide a floor plan of the 2nd floor and garage.
Identify on the cross section drawing the dwelling side of the wall and the garage
side. Identify which framing is new and which is existing. Are the garage rafters an
extension of the dwellings? Are the rafters to be supported by the new walls.
Please dimension the step into the new closet area.
Please show on the floor plan any electrical to be installed.
Show the size of the footing and location on a foundation plan for the posts at either
end of the glu lam beam.
Show full support for the 51/8" glu lam. Increase the post size to 46 minimum.
Show a positive connection i.e. metal hardware post cap/post base at the post/beam
and post/footing connections.
Make note on plans that smoke detectors will be installed in all existing bedrooms
and hallways leading to the bedrooms.

Show 5/8 type x drywall on garage side floor joists, around the glu lam beam, the 4x
post supports, and walls to the underside of the roof sheathing above to provide the
required occupancy separation.

MINIMUM CONSTRUCTION SPECIFICATIONS
These are minimum specifications established by the Uniform Building Code. These specifications apply in the absence of more restrictive specifications in the approved
plans. Code sections listed refer to the 1994 edition of the UBC
I. FOUNDATION AND UNDERFLOOR
I. Concrete. Strength. Concrete .for footings -must. have -a
minimum compressive strength of 2500 psi at 28 days and
composed of: 1 part cement, 2 1/2 parts sand, 3 1/2 parts of
3/4" maximum size rock with not more than 7 gallons of
water per sack of cement.
Wood and Earth Separation. Foundations supporting
wood must extend at least 6" above the adjacent finish
grade. [UBC Section 1806.1] Provide 18" clearance under
wood joists and 12" clearance under wood girders which are
not pressure treated. [UBC Section 2317.3]
Concrete Slabs. Slabs on grade must be at least 3 1/2"
thick. [UBC Section 19241
Treated Wood. All foundation plates or sills and sleepers
on concrete or masonry which is in direct contact with earth
must be pressure-treated wood or foundation grade
redwood. Wood joists closer than 18", or wood girders or
supports closer than 12" to the ground, must be pressure
treated. [UBC Section 2317.4]
S. Anchor Bolts and Fàoting Sills. All sills must have full
bearing on the footing wall or slab and must be bolted to the
foundation with 1/2" nominal diameter steel bolts embedded
at least 7" into the concrete or reinforced masonry or 15"
into unreinforced grouted masonry. Bolts must be spaced
not to exceed 6' on center. There must be 2 bolts per piece
with bolts not over 12" from cut end of sills. [UBC Section
1806.6]
Underfloor Vents. Underfloor areas must be ventilated by
openings in foundation walls. Wall openings must have a
net area of not less than 1 sq. ft. for each 150 sq. ft. of
underfloor area. Openings must be arranged to provide
cross ventilation and must be covered with corrosion-
resistant wire mesh with openings of 1/4-inch in dimension.
[UBC Section 2317.7].
7. Underfloor Access. Underfloor areas must be provided
with an unobstructed crawl hole not less than 18" x 24".
Openings must be effectively screened or covered. [IJBC
Section 2317.3].
H. WOOD FRAMING
1. Lumber. All joist, rafters, beams, and posts 2" to 4" thick
must be No. 2 Grade Douglas Fir-Larch or better. All posts
and beams 5" and thicker must be No. 1 Grade Douglas Fir-
Larch or better. (See item 13 in this section for lumber
grading requirements for studs.)
Wall bracing. Every exterior wood stud wall and main
cross partitions must be braced at each end and at least at
every 25 feet of length with Ix 4 diagonal let-in braces or
equivalent. [UBC Section 2326.11.3, 2326.11.4, Table 23-
I-W].
Lateral Support. Floorjoists and rafters more than 10" in
depth and spanning more than 8 feet must be supported
laterally by bridging or solid blocking at intervals not
exceeding 8 feet. [UBC Section 2306.7].
Blocking. Provide blocking at ends and at supports of floor
joists, and for rafters at exterior walls. [UBC Section
2326.8.6].
Roof Blocking. Provide 2" full depth solid blocking at
ridge line and at exterior walls on trussed roofs. [UBC
Section 2326.12.8].
Double Joists. Floor joists must be double under bearing
partitions running parallel with the joists. [UBC Section
2326.8.5].
Rafter Purlin Braces. Purlin braces shall be not less than
45 degrees to the horizontal. [UBC Section 2326.12.7].
Rafter Ties. Rafter ties must be spaced not more than 4
feet on center where rafters and ceiling joists are not
parallel. [UBC Section 2326.12.6].
Clearance. Provide 1/2" minimum clearances between top
plate of interior non-bearing partitions and bottom chord of
trusses.
Top Plate. Provide double top plate with minimum 48" lap
splice. [UBC Section 2326.11.2].
Nailing; Nailing-shall be incompliance with UBC Table
23-I-Q. A copy of this table is reproduced on page 4.
Fire Blocks. Fire blocks must be provided for walls at
ceilings, floor levels and concealed spaces at 10' O.C.
horizontally. [UBC Section 708.2.1].
Studs. In one and two story buildings, studs for exterior
walls and interior bearing walls must be not less than 2"x4"
at 16" o.c. Studs for interior non-bearing partitions may be
2"x3" at 16" o.c. Studs 2" to 4" thick, 2" to 4' wide and not
more than 8 feet long must be "stud grade" Douglas fir
Larch or better when supporting not more than one floor
and a roof. Studs for beaaring walls must not exceed 8 feet
in height: [UBC Section 2326.11.1, Table 234-R-3].
Laminated Wood. An AITC Certificate of Conformance
for glued laminated wood members must be given to the

Building Inspector prior to their installation. [UBC Section
2305].
III. GENERAL MATERIAL SPECIFICATIONS.
I. Mortar Mix. Mortar to be used for construction of
masonry walls, foundation walls and retaining walls must be
1800 psi minimum and may consist of: I part Portland
cement, 3 1/2 parts sand, and 1/4 part hydrated lime or lime
putty. Plastic cement may be used with I partplastic
cement to 2 1/4 to 3 parts sand. [UBC Table 21-A, UBC
Standard 21-15].
Grout Mix. The mix for the grout may be: 1 part Portland
cement, 3 parts sand, 1/10 part hydrated lime or lime putty,
I to 2 parts pea gravel (3/8" maximum). Water added to
pouring, consistency without segregation of grout
constituents. [UBC Table 21-B] The use of plastic cement
is not allowed for grout. [UBC Section 2103.5]
Masonry. The masonry units must comply with ASTM
Spec. C90-75, Grade N for hollow unit concrete blocks.
[UBC Standard 21-4]
Structural Steel. Steel used as structural shapes such as
wide flange sections, channels, plates and angles must
comply with ASTM Spec. A-36. Pipe columns must
comply with ASTM Spec. A-53. [UBC Standard 22-I].
IV. ROOFING AND WEATHERPROOFING.
I. Wood Siding. All wood siding must be placed over an
approved, weather-resistive barrier. [UBC Section 1402.1]
2. Flashing Around Openings. Every opening in any exterior
wall must be flashed with sheet metal or waterproof
building paper. [UBC Section 1402.2. Building Newsletter
17-2]
Roof Covering. Mineral-surfaced, built-up roofing must
not be installed on roof having a pitch greater than 3 inches
to 12 inches. The following are minimum pitches:
composition shingles: minimum 2 inches to 12 inches;
wood shingles: minimum 3. inches to 12 inches; wood
shakes: minimum 4 inches to 12 inches; roofing tile:
minimum 2V2 inches to 12 inches; clay or concrete roofing
tile: minimum 4 inches to 12 inches. Wood shingles and
wood shakes must be pressure-impregnated with chemicals
to obtain a Class C rating. [UBC Section 1504 and Tables

Weep Screed. A weep screed must be provided at the
foundation plate line for all weather-exposed exterior stud
walls finished on the exterior with stucco. [UBC Section
2506.5]
Basement Walls. Basement foundation walls below grade
must be damp-proofed on the outside. [UBC Section
1402.4]
V. GENERAL
Attic Access. Attic areas over 30" high must be accessible
by an opening not less than 22" x 30". With a furnace in the
attic, the opening must not be less than 30" x 30". [UBC
Section 1505. 1, UMC Section 319.3]
Shower Enclosures. Shower walls must be finished to a
height of 70" above the drain inlet with a smooth, hard, non-
absorbent surface. [UBC Section 807.1.3]
Electric Meter Enclosure. Contact San Diego Gas &
Electric Company, Customer Extension Planning
Department, for meter location. All wiring must comply
with the 1993 National Electrical Code.
Smoke Detectors. In new construction, smoke detectors
must receive their primary power from the building wiring
when such wiring is served from a commercial source.
Smoke detectors may be battery-operated when installed in
existing buildings, buildings without commercial power, or
building which undergo alterations, repairs or additions
regulated by UBC Section 310.9. In dwelling units, a
detector shall be installed in each sleeping room and
centrally located in the corridor or area giving access to
each separate sleeping area, in each story and in the
basement. Where the ceiling height of a room open to the
hallway serving the bedrooms exceeds that of the hallway
by 24" or more, smoke detectors shall be installed in the
hallway and the adjacent room. Detectors shall sound an
alarm audible in all sleeping rooms. [UBC Section 310.9]
