This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conseNation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based ~m laws and ordinances enforced by the Planning Department, Engineering Department,
Fire Department or other departments. Clearance from those departments may be required
prior to the issuance of a building permit.
Code -sections cited are based on the 1997 UBC.
The following items listed need clarification, modification. or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section. etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for resi_dential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
1. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code.
2. Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2001 edition of the California Building Code (Title 24), which
adopts the 1997 UBC, 2000 UMC, 2000 UPC and the 1999 NEC.
3. Glazing in the following locations should be of safety glazing material in
accordance with Section 2406.4 : Window #4 in Conference Rm 102.
4. Specify lever-type hardware for passage doors on floors accessible to the
disabled. Title 24.
a) Smoke & Fire dampers shall be installed per Section 713.11 at all ducted
or unducted air openings at penetrations of: Corridors or horizontal exit
walls. The corridor construction shown in 3/Tl-5 shows the 1 HR walls
ex~ending to the one hour floor. The new corridor RA duct penetrations of
the wall must have a smoke and fire damper at the corridor wall.
b) It is not clear why you are showing a SFD at the ceiling penetration of the
corridor supply air duct. It appear that this duct is already beneath the one
hour rated floor ceiling assembly. Please clarify.
5. Exits shall not pass through kitchens, store rooms, or spaces used for similar
purposes. Section 1004.2.2. the 2nd exit from Suite 100 is shown passing
through the Copy/Storage room. The hallway serving this suite must be
continuous to the fire rated corridor and may not be interrupted by other rooms.

Section 309)
7. Detail overflow (secondary) condensate discharge from air conditioning units that
are in a ceiling space, to a readily observable location. (UMC Section 1105.12)

Equipment and Systems Efficiencies
[X] § 111 Any appliance for which there is a California standard established in the Appliance
Efficiency Regulations will comply with the applicable standard.
~ § 115(a) Fan type central furnaces shall not have a pilot light.
~ § 123 Piping, except that conveying fluids at temperatures between 60 and 105 degrees
Fahrenheit, or within HVAC equipment, shall be insulated in accordance with
Standards Section 123.
[Z] § 124 Air handling duct systems shall be installed and insulated In compliance with
Sections 601,603 and 604 of the Uniform Mechanical Code.
Controls
§ 122(e) Each space conditioning system shall be installed with one of the following:
[X] § 122(e)1A Each space conditioning system serving building types such as offices and
manufacturing facilities (and all others not explicitly exempt from the requirements
of Section 112 (d)) shall be installed with an automatic time switch with an
accessible manual override that allows operation of the system during off-hours for
up to 4 hours. The time switch shall be capable of programming different
schedules for weekdays and weekends; incorporate an automatic holiday "shut-
off' feature that turns off all loads for at least 24 hours, then resumes the normally
scheduled operation; and has program backup capabilities that prevent the loss of
the device's program and time setting for at least 10 hours if power is interrupted;
or
D § 122(e)1 B An occupancy sensor to control the operating period of the system; or
D § 122(e)1 c A 4-hour timer that can be manually operated to control the operating period of the
system.
~ § 122(e)2 Each space conditioning system shall be installed with controls that temporarily
restart and temporarily operate the system as required to maintain a setback
heating and/or a setup cooling thermostat setpoint.
D § 122(g) Each space conditioning system serving multiple zones with a combined
conditioned floor area more than 25,000 square feet shall be provided with isolation
zones. Each zone: shall not exceed 25,000 square feet; shall be provided with
isolation devices, such as valves or dampers, that allow the supply of heating or
cooling to be setback or shut off independently of other isolation areas; and shall
be controlled by a time control device as described above.
[x] § 122(a&b) Each space conditioning system shall be controlled by an individual thermostat
that responds to temperature within the zone. Where used to control heating, the
control shall be adjustable down to 55 degrees F or lower. For cooling, the control
shall be adjustable up to 85 degrees F or higher. Where used for both heating and
cooling, the control shall be capable of providing a deadband of at least 5 degrees
F within which the supply of heating and cooling is shut off or reduced to a
minimum.
[X] § 122(c) Thermostats shall have numeric setpoints in degrees Fahrenheit (F) and adjustable
setpoint stops accessible only to authorized personnel.
D §112(b) Heat pumps shall be installed with controls to prevent electric resistance
supplementary heater operation when the heating load can be met by the heat
pump alone.

Ventilation
00 § 121(e) Controls shall be provided to allow outside air dampers or devices to be operated at
the ventilation rates as specified on these plans.
[K] § 122(f) Gravity or automatic dampers interlocked and closed on fan shutdown shall be
provided on the outside air intakes and discharges of all space conditioning and
exhaust systems.
[K] § 122(f) All gravity ventilating systems shall be provided with automatic or readily accessible
manually operated dampers in all openings to the outside, except for combustion air
openings.
D § 121(f)1 Air Balancing: The system shall be balanced in accordance with the National
Environmental Balancing Bureau (NEBB) Procedural Standards (1983), or
Associated Air Balance Council (AABC) National Standards (1989); or
[K] § 121(f)2 Outside Air Certification: The system shall provide the minimum outside air as
shown on the mechanical drawings, and shall be measured and certified by the
installing licensed C-20 mechanical contractor and certified by (1) the design

person with overall responsibility for the design of the ventilation system; or
D § 121(f)3 Outside Air Measurement: The system shall be equipped with a calibrated local or
remote device capable of measuring the quantity of outside air on a continuous
basis and displaying that quantity on a readily accessible display divice; or
D § 121(f)4 Another method approved by the Commission.
Service Water Heating Systems
[K] § 113(b)2 If a circulating hot water system is installed, it shall have a control capable of
automatically turning off the circulating pump(s) when hot water is not required.
[K] § 113(b)3B Lavatories in restrooms of public facilities shall be equipped with controls to limit the
outlet temperature to 110 degrees F.
[K] § 113(b)3C Lavatories in restrooms of public facilities shall be equipped with one of the
following:
Outlet devices that limit the flow of hot water to a maximum of 0.5 gallons per
minute.
Foot actuated control valves, and outlet devices that limit the flow of hot water to a
maximum of 0.75 gallons per minute.
Proximity sensor actuated control valves, and outlet devices that limit the flow of hot
water to a maximum of O. 75 gallons per minute.
Self-closing valves, and-outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.25 gallons/cycle (circulating ~ystem).
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.50 gallons/cycle (non-circulating system).
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.75 gallons/cycle (foot switches and proximity sensor
controls).
