This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.

2. The elevator pit drainage system storage tank alarm should not be battery
powered. It should be on the same power source as the elevator pit sump
pump. But, battery backup is a good idea. Please correct sheet P-1.
PLUMBING (1997 UNIFORM PLUMBING CODE}
3. Please ·correct the site plumbing plan on sheet P-1 to show the sewer
manhole at the sewer line in the center of the Street. Not on the property
line as shown.
ENERGY CONSERVATION
10. Provide the complete 20 page EnergyPro 2.1 energy design package. Only
the 9 pages on sheet M-4 were provided. Provide the completed ENV-2, ENV-3,
MECH-2, MECH-3, and MECH-4 forms showing energy compliance.
11. On the plans clearly show the ~all and roof insulation locations, thickness, and
R-values, as per the energy design.
A) The plans do not show the required R-11 exterior wall insulation at
all concrete walls from the slab level up to the roof insulation level.
See detail 10 on sheet A6 showing no insulation from 6 inches above
the ceiling levels to the floor or roof above.
B) The energy design show does not allow the roof framing members to
extend through the roof insulation as per the note #11 on sheet A2.
Please correct the ene~gy design or the plans to match.
12. On sheet E-2.1 correct the daylit areas and the lighting controls to provide
the required daylit area lighting controls for lighting in daylit areas. Title 24,
Part 6, Section 131(c}.
A) The plans do not show the daylit areas at both levels for the Lobby
#121. And the switching does not comply.
B) The plans show two light fixtures in the Open Office #205 (next to
Break area #220) in the daylit area but this area is outside the daylit
area. Please correct.

1. Please make all corrections on the original tracings, as requested in the correction
list.
Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be $Ubmitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the
City of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA
92009, (760) 438-1161. The City will route the plans to EsGil Corporation and the
Carlsbad Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not
be reviewed by the City Planning, Engineering and Fire Departments until review
by EsGil Corporation is complete.

3. Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 1998 edition of the California Building Code (Title 24 ), which
adopts the 1997 use, UMC and UPC and the 1996 NEC.
4. Glazing in the following locations should be of safety glazing material in
accordance with Section 2406.4 (see exceptions):
a) Fixed or operable panels adjacent to a door where the nearest exposed
edge of the glazing is within a 24-inch arc of either vertical edge of the door
in a closed position and where the bottom exposed edge of the glazing is
less than 60 inches above the walking surface.
5. · Note on the plans: "All interior finishes must comply with Chapter 8 of the USC".
6. Note on plan that suspended ceilings shall comply with UBC Tables 25-A, 16-0
and 16-8.
7. Show that exits are lighted with at least one foot candle at floor level. Section
1003.2.9.2.

PLUMBING (1997 UNIFORM PLUMBING CODE)
3. Please show the elevation of the upstream public or private sewer manhole
cover. As per UPC, Section 710.0, provide backwater valves on all building
drains which serve plumbing fixtures with flood rim elevations below the public or
private upstream manhole rim elevations. Only fixtures with flood rim levels
below the public upstream manhole rim elevation may flow through a backwater
valve.
4. Provide the site plumbing plans showing the sizes and locations of the gas meter
and water meter; and the sizes, routes, and slopes of the building sewer, and
site water lines.
5. Provide complete water line sizing calculations, including the water pressure,
pressure losses, water demands, and developed pipe lengths. UPC Section
610.0 and Appendix 'A'.
6. Correct the total plumbing vent piping size as per UPC, 904.1. (The aggregate
cross-sectional area of all the vents shall not be less than that of the largest
required building sewer.)
MECHANICAL (1997 UNIFORM MECHANICAL CODE)
7. Detail required roof access ladder to roof mounted HVAC equipment to show the
required side rail extensions to 30 inches above the roof. UMC, Section 307.5.
8. As per UMC, Section 404.1, #8. Return air shall not be obtained from the
corridor, exit passageway or exit enclosure required by the Building Code to be
of fire-resistive construction. Also, review the fire rated corridors to check that
they are not to be used to convey air to or from rooms. UMC Section 601.1.1.
Correct the return air duct for the required fire rated stairway.
9. Correct fan coil unit# FC-3 to show required smoke detection in supply air duct
of 'air-moving system' for required shut-off for smoke control as per UMC,
Section 608 and also see Section 203. Note: fan coil unit# FC-3 is one of 6 fan
coil units in a single 'air-moving system.'
ENERGY CONSERVATION
10. Provide complete energy designs for the proposed changes in envelope, lighting,
and mechanical systems. Provide the completed PERF-1, ENV-1, ENV-2, ENV-
3, L TG-1, L TG-2, MECH-1, MECH-2, MECH-3, and MECH-4 forms showing
energy compliance.

11. On the plans clearly show the wall and roof insulation locations, thickness, and
R-values, as per the energy design.
12. Show the daylit areas and correct the lighting controls to provide the required
daylit area lighting controls for lighting in daylit areas. Title 24, Part 6, Section
131 (c).
13. On the L TG-1 part 2 of 2 under the Mandatory Automatic Controls clearly show
the required automatic shut-off controls as per Title 24, Part 6, Section 131 (d).
14. The corrected, completed and signed PERF-1, ENV-1, and MECH-1 forms must
be imprinted on the plans. The PERF-1 part 2 of 3 & part 3 of 3, ENV-1, and
MECH-1 are missing from sheet M-1
15. The Documentation Author and the Principal Lighting Designer must sign the

Equipment and Systems Efficiencies

Controls
§ 122(e) Each space conditioning system shall be installed with one of the following:

manufacturing facilities (and all others not explicitly exempt from the requirements
of Section 112 (d)) shall be installed with an automatic time switch with an
accessible manual override that allows operation of the system during off-hours for
up to 4 hours. The time switch shall be capable of programming different
schedules for weekdays and weekends; incorporate an automatic holiday "shut-
off" feature that turns off all loads for at least 24 hours, then resumes the normally
scheduled operation; and has program backup capabilities that prevent the loss of
the device's program and time setting for at least 10 hours if power is interrupted;

conditioned floor area more than 25,000 square feet shall be provided with isolation
zones. Each zone: shall not exceed 25,000 square feet; shall be provided with
isolation devices, such as valves or dampers, that allow the supply of heating or
cooling to be setback or shut off independently of other isolation areas; and shall
be controlled by a time control device as described above.
D § 122(a&b) Each space conditioning system shall be controlled by an individual thermostat
that responds to temperature within the zone. Where used to control heating, the
control shall be adjustable down to 55 degrees F or lower. For cooling, the control
shall be adjustable up to 85 degrees F or higher. Where used for both heating and
cooling, the control shall be capable of providing a deadband of at least 5 degrees
F within which the supply of heating and cooling is shut off or reduced to a
minimum.
D § 122(c) Thermostats shall have numeric setpoints in degrees Fahrenheit (F) and adjustable
setpoint stops accessible only to authorized personnel.
D §112(b) Heat pumps shall be installed with controls to prevent electric resistance
supplementary heater operation when the heating load can be met by the heat
pump alone.

Ventilation

person with overall responsibility for the design of the ventilation system; or
D § 121(f)3 Outside Air Measurement: The system shall be equipped with a calibrated local or
remote device capable of measuring the quantity of outside air on a continuous
basis and displaying that quantity on a readily accessible display divice; or
D § 121(f)4 Another method approved by the Commission.
Service Water Heating Systems

automatically turning off the circulating pump(s) when hot water is not required.

of 2.5 gallons per minute, and 0.50 gallons/cycle (non-circulating system).
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.75 gallons/cycle (foot switches and proximity sensor
controls).
