Present California law mandates that residential construction comply with the 2001 edition of the California Building Code (Title 24), which adopts the following model codes: 1997 UBC, 2000 UPC, 2000 UMC and 1999 NEC (all effective 11/1/02). The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1997 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Specify expiration date of license. (California Business and Professions Code). • GENERAL RESIDENTIAL REQUIREMENTS 4. Glazing in the following locations should be of safety glazing material in accordance with Section 2406.4 (see exceptions): a) Fixed or operable panels adjacent to a door where the nearest exposed edge of the glazing is within a 24-inch arc of either vertical edge of the door in a closed position and where the bottom exposed edge of the glazing is less than 60 inches above the walking surface. Provide spiral stairway details, per Section 1003.3.3.8.3: a) Minimum run is 7-1/2 inches measured at a point 12 inches from where the treads are the narrowest. b) Maximum rise is 9-1/2 inches. Maximum clear opening between risers is 4 inches. c) Minimum headroom is 6 feet 6 inches. d) The tread must provide a clear walking area measuring at least 26 inches from the outer edge of the supporting column to the inner edge of the handrail. 6. Spiral stairways may not be used for required exits when the area served is greater than 400 sq. ft. Section 1003.3.3.8.3. 7. Provide I.C.B.O. Research Report and number for metal stairway, or submit plans and calculations and approved fabricator registered with the building department or note that the stairway fabrication plans shall be submitted to and approved by the building official prior to installation. • FOUNDATION REQUIREMENTS 8. Show pier size, spacing and depth into undisturbed soil. Table 18-l-C. 9. Show minimum underfloor access of 18" x 24". Section 2306.3. 10. Show minimum underfloor ventilation equal to 1 sq.ft. for each 150 sq. ft. of underfloor area. Openings shall be as close to corners as practical and shall provide cross ventilation on at least two approximately opposite sides. Section 2306.7. • FRAMING 11. Note cross bridging or blocking. Floor joists and rafters 12" or more in depth shall be supported laterally by bridging at intervals not exceeding 8 feet, unless both edges are held inline. Sec. 2306.7. 12. NEC Art. 210-12(b). • ENERGY CONSERVATION 18. Provide plans, calculations and worksheets to show compliance with current energy standards. 19. The requirements for the prescriptive package components have been updated as of June 1,2001. If using the prescriptive compliance approach, show compliance with the new Package C or D, or the alternate component package for C or D (Packages A and B have both been eliminated). 20. The window schedule shall clearly describe the required U-factor and solar heat gain coefficient (SHGC) values and demonstrate compliance with the Title 24 energy calculations. 21. The version of the computer program that you have used is no longer current. Provide new calculations, using acceptable updated residential computer energy programs. Please follow these guidelines: 1. If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets. If so, at the water meter station, the demand in gpm may be listed there. Irrigation services are listed with a circled "I", and potable water is typically a circled "W". The irrigation service should look like: STA 1+00 Install 2" service and 2. 3. 1.5: meter (estimated 100 gpm) If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use. Once you have received a good example of irrigation calculations, keep a set for your reference. Installation details are shown in Figure 1. 2.4.2 Application: The Roofseal PVC membrane sheet is loose-laid in place on the plywood deck substrate and temporarily stapled along the %-inch (19 mm) overlapped (perpendicular to the deck edge) seams to hold the sheet in position while it is adhered. Staples shall be removed after sheet is fully adhered. One inch (25 mm) of the membrane is allowed to overhang the deck edge, and 3 inches to 6 inches (76 mm to 152 mm) are allowed to flash up the wall surface. The contact adhesive is applied to one-half of the PVC membrane at a time, using a 5-mm, smooth-nap, paper- core paint roller. The adhesive shall be applied over the entire deck substrate area, including the deck flashing, to within 1 inch (25 mm) of the deck edge. A paintbrush shall be used to apply the adhesive to detail and hard-to-reach areas. This adhesive is effective at temperatures of 32'F (0*C) and higher. A set cure time of 15 to 45 minutes shall be allowed for the adhesive to become tacky to the touch, accounting for temperature and humidity. Once the adhesive is tacky, the membrane shall be rolled onto the substrate using a rubber roller, working from the center of the membrane sheet outward, taking care not to leave wrinkles or air pockets. This procedure is also followed for the other half of the membrane sheet. The entire membrane sheet shall be rolled using a rubber roller and a 70-pound (31.8 kg), steel flooring rollerto ensure complete contact with the substrate and the elimination of air pockets. As an alternate, the latex adhesive shall be evenly troweled onto the substrate, including the deck flashing, using a 1/16-inch (1.59 mm) "V'-notched trowel, to within 1 inch (25 mm) of the deck edge. This adhesive is effective at temperatures of 50*F (10°C) and higher. A set cure time of 10 to 20 minutes shall be allowed for the adhesive to become tacky to the touch; the PVC membrane is then rolled out as described above. The entire membrane sheet shall be rolled using a 70-pound (31.8 kg) steel flooring roller to ensure complete contact with the substrate, and the elimination of air pockets. The adhesive must be allowed 12 hours to completely dry. The seams, patches, and PVC-coated flashings are adhered either with an electric hot-air welder and welding roller, or with an application of a liquid-chemical seam sealer onto the underside of the top PVC membrane sheet overlap, and onto the bottom membrane sheet below the overlap, applying pressure to the overlapped joint so that a permanent bonded seam results. 2.4.3 Method of Repair: The damaged area must be clean and dry, and all existing material removed, with the material then replaced in the same manneras described in Section 2.4 of this report. 2.5 Roof Classification: When applied over a noncombustible concrete surface as described in Section 2.4, the DEC-K-ING membrane is a Class A roof covering, with a slope of V4 unit vertical in 12 units horizontal (2% slope). The DEC-K-ING membrane is a Class C roof covering when applied over 5/a-inch (15.9 mm), exterior-grade plywood substrates with edges blocked or tongue-and-grooved, with a maximum slope of 1/4 unit vertical in 12 units horizontal (2% slope). 2.6 Identification: Each product bears the manufacturer's name (DEC-K-ING) and address, product name, shelf life, batch number keyed to date of manufacture, evaluation report number (ICBO ES ER-5286) and name of the quality control agency, Intertek Testing Services. 3.0 EVIDENCE SUBMITTED Data showing compliance with the ICBO ES Acceptance Criteria for Walking Decks (AC39), dated March 2000, and a quality control manual. 4.0 FINDINGS That the product described in this report complies with the 1997 Uniform Building Code™, the 2000 International Building Code0 and the 2000 International Residential Code®, subject to the following conditions: 4.1 The membrane is installed in accordance with this report and the manufacturer's instructions, by applicators approved by the manufacturer. 4.2 The membranes are a Class A or Class C roof covering when installed in accordance with Section 2.4 of this report. 4.3 Installation is limited to areas with a maximum basic wind speed (fastest mile) of 80 mi.les per hour (129 km/h) ormaximum basic wind speed (3- secondgust) of 100 miles per hour (161 km/h), on buildings with a maximum of 40 feet (12 192 mm) in height in Exposure B areas. 4.4 The membranes are manufactured for DEC-K-ING at the Canadian General-Tower Limited (CGT) facilities under a quality control program with inspections by Intertek Testing Services (AA-647).
