Our investigation was undertaken on May 28 and June 11 and 16, 2014. At the time of our site visits, the structure framing had been demolished and removed and the entire concrete slab could be observed. We understand that the fire damage to the structure occurred on or around May 14, 2014 and we understand that the subject residence was damaged as a result of a wildfire. The intent of our site visits was to investigate the extent of the structural damage to the post-tensioned concrete slab and foundation and, if necessary, to develop preliminary, repair or replacement recommendations for the observed damage for the limited purpose of assisting in your claims processing activity. Thesubject residence was a two-story, wood-framed structure and we understand that it was originally constructed around 2001. The residence reportedly contained four bedrooms and three bathrooms and it measured approximately 3,079 square feet in living area excluding the attached two-car garage. The footprint of the subject residence measures approximately 2,330 square feet in plan. As part of our structural investigation, we reviewed the original building drawings titled "Cantamar - Carlsbad, CA" prepared by JBZ Architecture & Planning, dated January 29, 1999 (City of Carlsbad Permit Number: CB982263). AAA - Auto Club of Southern California Greig Residence - Fire Damage Investigation June 17, 2014 Page 2 of 7 Observations, Opinions, and Recommendations The following is a list of our observations, opinions and recommendations related to the structural investigation of the post-tensioned concrete slab and foundation at subject property: From the original building drawings and our field observations, the slab typically appears to be 4Y2 inches thick and reinforced with Y2-inch diameter, 7-wire, steel strands spaced roughly 4 feet on-center. The foundation consists of interior and exterior footings that are typically 12 inches in width and extend 12 to 24 inches in depth. At the exterior garage walls there is concrete curb measuring 6 inches in width and height. 2. From our observations, the concrete slab, curbs, and foundation are in fair to good condition. We did not observe discoloration of the concrete or significant spalling of the slab which would indicate damage from heat. We did observe that portions of the concrete slab, concrete curbs, anchor bolts, and holdowns have been damaged by the demolition activities. We observed spalled curbs and bent anchor bolts. Please refer to Photographs Number 3 through 5. We recommend repairing the concrete slab and curb as appropriate and adding additional adhesive anchors as required. We observed that several of plumbing penetrations through the slab have also been damaged. Please refer to Photograph Number 6. We recommend locally removing the concrete around the piping as required to provide a proper coupling and patching the concrete as appropriate. To investigate the concrete compressive strength of the slab, we engaged the services of NV5 - Testing Engineers VerticalFive (NV5). A copy of NV5's report is included as Attachment A. NV5 performed rebound hammer testing at 10 locations. The average rebound hammer test results were fairly consistent over the, entire slab and ranged from 40.8 at location 9 to 47.8 at location 6. According to the NV5 report, these rebound hammer test values indicate the concrete compressive strength of the slab is approximately 4,000 to 5,000 pounds per sqüare,inch (psi). The original building drawings specify a concrete compressive strength of 2,500 psi for the slab. Based on the test results, it is our opinion that the concrete slab or foundation was probably not structurally damaged by the subject fire. It is also our opinion that the subject fire and resulting heat likely had no appreciable effect on the structural properties of the existing concrete at the subject residence. 4. To investigate the condition of the post-tensioned tendons, a small portion of the concrete slab was locally removed exposing two intersecting tendons. Please refer to Photographs Number 7 and 8. This area coincides with Location 9 in the NV5 report and it was chosen since this area received the most severe fire damage. From our observations, the plastic sheathing around the post-tension strands is in very good condition and it does not appear to have been affected by the heat. We determined the original seismic design forces using the 1995 California Building Code (CBC) and compared these forces to the current 2013 CBC. We determined that the original seismic base shear to be approximately 0.14 times the seismic mass of the structure. The current seismic forces are approximately 0.08 times the seismic mass of the structure, using allowable stress design (ASD) forces. In our opinion, the original seismic system (including the concrete foundation) is likely general compliance with the seismic requirements of the current CBC. In our opinion, the post-tensioned concrete slab and foundation were not structurally damaged by the fire/heat. In addition, it is our opinion that the future structural performance of the post-tensioned concrete slab and foundation will be similar or the same as prior to the fire loss. In our opinion, replacement of the post- tensioned concrete slab and foundation is not required. In our opinion, the portions of the concrete slab and curbs damaged during the demolition activities can be repaired by patching utilizing standard concrete repair techniques. (NV5) was retained to perform rebound hammer testing at randomly spaced locations throughout the concrete slab-on-grade of the referenced project. On June 11, 2014, representatives of NV5 visited the site to perform Rebound Number of Hardened Concrete Tests in general accordance with standard test method ASTM C805. Results of the testing were used as a comparative means between various locations across the concrete slab. This letter presents the results of NV5 testing. Project Background: The subject structure consists of the remaining of a two story residence supported by concrete slab foundation after being affected by fire during the events of the Poinsettia Fire in May, 2014. The fire damaged structure and debris was removed from the site prior to testing. Concrete slab-on-grade appears in good condition; however, the effects of the fire to the reinforcing steel within the concrete are unknown. The purpose of this evaluation was to identify areas of weakened concrete to then investigate the reinforcing steel in these areas (by others). Testing and Results: Rebound hammer testing was performed at 10 randomly chosen locations across the slab on grade that would give a representation of the condition of the concrete. Based on the information obtained from the rebound numbers, as well as field observations, the integrity of the concrete slab appears to be adequate for the intended use. When discarding the outliers, the average rebound number doesn't present a significant change, which indicates uniformity of the concrete hardness and surface condition. Based on our experience with similar type projects, it is our opinion that the rebound hammer test results indicate the approximate concrete compressive strength of the post-tensioned slab to be between 4,000 and 5,000 psi. Note: Our opinions are based on limited test results and the actual concrete compressive strength of the slab may be higher or lower.
