preparation, even though there are no structural changes, before the permits are
issued. Business and Professions Code. The final set of corrected drawings
to be reviewed for signing and sealing just before the permits are to be
issued.
PLUMBING (2010 CALIFORNIA PLUMBING CODE)
16, Correct the water line sizing calculation on sheet P1.1 as per the following:
Provide complete water line sizing calculations for the revised new water
demands: Include the water pressure, pressure loss calculations, water
demands, and the developed pipe lengths. UPC 610.0 or Appendix 'A'.
A) Correct water demand calculations to show both the existing to
remain plus the new water demands. All the existing to remain are
not shown.
B) Correct water demand for the flush valve urinal to be 4 fixture units.
C) Only the added fixture units are used in the water line sizing
calcualations. (12.5 fixture units.) I count a total of 24.5 fixture units.
D) The proposed VA, inch water line to the new urinal is undersized. The
calculations require minimum VU inch water line to the flush valve
urinal.
E) The existing 1 inch cold water main line from the water meter to the
new water line connections is undersized for the total existing to
remain plus the new water demands. Please correct
17. New Women 2 restroom and revised Men 1 restroom must be accessible.
As per response, city is reviewing an exemption due to hardship. Correct
the layouts for the New Women 2 restroom to show the "Disabled Access"
clearances.
20. Please verify the next upstream sewer manhole rim elevation compared to
the finished floor elevation before the permit is issued. If the next
upstream sewer manhole rim elevation is higher than the finished floor
elevation then back water valves are required and must be shown on the
drain waste and vent drawings. Please provide for plan check review.
Please show the upstream sewer manhole rim and finished floor elevations.
Provide backwater valves for all fixtures installed on floor levels below the next
upstream manhole rim elevation. (Only fixtures installed on floor levels below
the next upstream manhole rim elevation may flow through a backwater valve.)

21. Please address the following: Provide complete mechanical plans showing
existing and proposed HVAC equipment, ducts, and access to all equipment.
A) Meeting room 2 floor area is larger, part of the Hall 1 is now part of
the meeting room. More outside air is required for Meeting room 2.
B) The plans do not show how return air for Meeting room 2 is to be
provided. The new door between the Hall 1 and the Meeting room 2
blocks the air flow from the Meeting room 2 back to the return air
grill in the Hall. Please correct.
23. Please provide MECH-3 forms for the Meeting room 1 and Meeting room 2
and the Hall 1 as per item #21 above. Please provide the MECH-3-C forms
showing the required mechanical ventilation rates for the new or revised
conditioned spaces. Coordinate the mechanical and the Title 24 outside air
design. CMC 403.0 & Title 24 121(b)2 & (d). Please provide MECH-3-C forms
forthe HVAC units serving revised Meeting 1, revised Meeting 2 and revised
Office 3, for the revised ventilation requirements.

DISABLED ACCESS REVIEW LIST
DEPARTMENT OF STATE ARCHITECT - TITLE 24
The following disabled access items are taken from the 2010 edition of Califomia Building Code, Title 24. Per Section
1.9.1, aii publicly and privately funded public accommodations and commercial facilities shall be accessible to persons
with disabilities. NOTE: All Figures and Tables referenced in this checklist are printed in the California Building Code,
Title 24. Reflect the following items on plans. Revise tiie multiple batiiroom plans accordingly.
• SITE PLAN REQUIREMENTS
1. Clearly show that the site development and grading are designed to provide access to all entrances and
exterior ground floor exits, as well as access to normal paths of travel, per Section 1127B.1. Where necessary
to provide access, shall incorporate pedestrian ramps, curb ramps, stairways and handrails, etc.
2. When more than one building or facility is located on a site, accessible routes of travel shall be provided
between buildings and accessible site facilities, per Section 1127B.1.
3. The accessible route of travel shali be the most practical direct route between accessible building entrances,
accessible site facilities, and the accessible entrance to the site. Section 1127B.1.
4. Note that at every primary public entrance, and at every major function area along, or leading to, an accessible
route of travel, there is to be a sign displaying the international symbol of accessibility. Signs are required to
indicate the direction to accessible building entrances and facilities, per Sections 1117B.5.7 and 1127B.3.
5. Show that an accessible route of travel is to be provided to all portions of the building, to accessible building
entrances and between the buildinq and the public wav. per Section 1114B. 1.2.
6. Where more than one route of travel is provided, all routes shall be accessible. Section 1114B.1.2.
7. Show that a 36" wide detectable warning material is provided at boundaries between walkways and vehicular
ways. Section 1133B.8.5.
8. Show that stairways occurring outside a building comply with Section 1133B.4.4 as follows:
a) The upper approach and all treads shall be marked with a strip of contrasting color as follows:
i) >2" in width; Placed parallel to and ^1" from the nose ofthe step or landing.
ii) The strip is required to be as slip resistant as the treads of the stairs.
b) Treads shall be:
i) Have no abrupt edges at the nosing projecting £1 Vi" past the face of the riser above.
ii) Smooth, rounded or chamfered exposed edges; Open risers are not permitted.
a ACCESSIBLE PARKING
9. Show on the site plan the required number of accessible parking spaces for new facilities. Per Table 11 B-6 the
minimum number of spaces is:
a) 1 for each 25 spaces up to 100 total spaces.
b) 1 additional space for each 50 spaces for between 101 and 200 total spaces.
10. Show that the accessible parking spaces are located, per Section 1129B.1 as follows:
a) On the shortest possible route to an accessible entrance, when serving a particular building.
b) On the shortest route of travel to an accessible entrance of a parking facility.
c) Spaces are to be dispersed and located closest to accessible entrances where buildings have
multiple accessible entrances with adjacent parking.
11. At least one in every 8 accessible parking spaces (but not less than one) shall be served by an access aisle
>96" in width and designated as VAN ACCESSIBLE, per Section 1129B.3.2.
12. Show that accessible parking spaces comply with Section 1129B.3.1 as follows:
a) Single spaces shall be 14' wide and outiined to provide a 9' parking area and a 5' loading and
unloading area on the passenger side of the vehicle.
b) When more than one space is provided, in lieu of providing a 14' space for each space, two spaces
can be provided within a 23' area with a 5' loading zone between each 9'0" wide space.
c) Each space is to be a minimum of 18' in depth.
13. The words "NO PARKING" shall be painted on the ground within each loading and unloading access aisle (in
white letters no less than 12" high & located so that it is visible to traffic enforcement officials). Sec. 1129B.3.3.
14. Ramps shall not encroach into any accessible parking space or the adiacent access aisle. Section 1129B.3.3.
15. Show on the site plan that accessible parking space(s) are to be located such that disabled persons are not
compelled to wheel or walk behind parked cars other than their own, per Section 1129B.3.3.
16. Show that a bumper or curb is to be provided, and located at each space, to prevent encroachment of cars into
the required width of walkways, per Section 1129B.3.3.
17. Show or note that the maximum slope of the parking surface at the accessible space and adjacent access
aisle, in any direction, is s 1:50 (2%), per Section 1129B.3.4.
18. Show, or note, that an additional sign shall also be posted in a conspicuous place at each entrance to off street
parking facilities, or immediately adjacent to and visible from each stall or space. The sign shall be >17" x 22"
with lettering not ^1" in height. Per Section 1129B.4 required wording is as follows. "Unauthorized vehicles
parked in designated accessible spaces not displaying distinguishing placards or license plates issued for
persons with disabilities may be towed away at owner's expense. Towed vehicles may be reclaimed at
or by telephoning ."
19. Show or note on the plans that the accessible parking spaces are to be identified by a reflectorized sign,
permanently posted immediately adjacent to and visible from each space, consisting of:
a) A profile view of a wheelchair with occupant in white on dark blue background.
b) When in the path of travel, they shall be posted >80" from the bottom of the sign to parking space
finished grade.; The sign shall >70 in.^ in area.
c) Signs may also be centered on the wall of the interior end of the parking space >36" from the parking
space finished grade, ground or sidewalk.
d) Spaces complying with Section 1129B.4.2 shall have an additional sign "Van-Accessible" mounted
below the symbol of accessibility per Section 1129B.4.
e) In addition, the surface of each accessible space is required to be marked with the international
symbol of accessibility.
a CURB RAMPS
20. Curb ramps shall be constmcted where a pedestrian way crosses a curb or at each corner of a street
intersection, per Section 1127B.5.1.
21. Plans shall show that curb ramps are >48" wide with a slope of si: 12 (8.33%), per Sections 1127B.5.2 and
1127B.5.3. The lower end of each curb ramp shall have a Vi" lip beveled 45°, per Section 1127B.5.5.
22. Show that the landing at the top of the curb shall be level and >48" depth for the entire width of the curb ramp.
Section 1127B.5.4; The slope of the fanned or flared sides of curb ramps shall not exceed 1:10, per Section
1127B.5.3; Locate curb ramps to prevent obstruction by blocked cars, per Section 1127B.5.8.
23. Show that detectable warnings, extending the full width and depth ofthe curb ramp, inside the grooved border,
are to be installed for all curb ramps (regardless of slope), per Section 1127B.5.7. These consist of raised
truncated domes with a diameter of 0.9" at the base, tapering to 0.45" at the top. Spacing shall be 2.35" o.c.
Only approved DSA/AC detectable warning products and directional surfaces shall be installed.
24. Show or note that the surface of all curb ramps and the flared sides are to be slip resistant, and contrasting
from the adjacent sidewalk finish, per Section 1127B.5.5.
25. Provide details or note on the plans that all curb ramps have a grooved border 12" wide at the level surface of
the sidewalk along the top and each side approximately ^IA O.C, per Section 1127B.5.6.
a WALKS AND SIDEWALKS
26. If any proposed walks slope >1:20 (5%) they must comply with ramp requirements, per Section 11338.5.1.
27. The maximum permitted cross slope shall be %" per ft., per Section 1133B.7.1.3.
28. Show or note that any abrupt level changes will be ^Vi along any accessible route of travel. When changes do
occur, they shall be beveled with a slope of si :2. Level changes of s%" may be vertical.
NOTE: If level changes >!4", they must comply with the requirements of curb ramps.
29. Walks along an accessible route of travel are required to be >48" minimum in width and have slip resistant
surfaces, per Section 1133B.7.
a DOORS
30. Show, or note, that there is a level floor or landing on each side of all doors. The floor or landing is to be SV2"
lower than the doonway threshold, per Section 1133.2.4.1.
31. Note that all hand-activated door opening hardware meets the following requirements, per Sec. 1133B.2.5.2:
a) Latching, or locking, doors in a path of travel are operated with a single effort by lever type hardware,
by panic bars, push-pull activating bars, or other hardware designed to provide passage without
requiring the ability to grasp the opening hardware.
b) Is to be centered >30" but S44" above floor.
32. Show or note that the maximum effort to operate doors shall not exceed 8-'!^ pounds for exterior doors and 5
pounds for interior doors, with such pull or push effort being applied at right angles to hinged doors and at the
center plane of sliding or folding doors. When fire doors are utilized, the maximum effort to operate the door
may be increased to not exceed 15 pounds. Section 1133B.2.5.
33. Show or note that the lower 10" of all doors comply with Section 1133B.2.6, as follows:
a) To be smooth and uninterrupted, to allow the door to be opened by a wheelchair footrest, without
creating a trap or hazardous condition.
b) Narrow frame doors may use a 10" high smooth panel on the push side ofthe door.
a SANITARY FACILITIES
34. Note that the doonways leading to sanitary facilities shall be identified, per Section 1115B.6, as follows:
a) An equilateral triangle %" thick with edges 12" long and a vortex pointing upward at men's rest rooms.
b) A circle %" thick, 12" in diameter at women's rest rooms.
c) A 12" diameter circle with a triangle superimposed on the circle and within the 12" diameter at unisex
rest rooms.
d) The required symbols shall be centered on the door at a height of 60".
e) Braille signage shall also be located on the wall adjacent to the latch outside of the doonvays leading
to the sanitary facilities, per Section 1117B.5.1.
• RESTROOM FIXTURES AND ACCESSORIES (Applies to multiple accommodation)
35. Show that accessible lavatories comply with the following, per Sections 1115B.4.3:
a) >30" X 48" clear space is provided in front for fonward approach. The clear space may include knee
and toe space beneath the fixture.
b) When lavatories are adjacent to a side wall or partition, there shall be a minimum of 18" to the center
line of the fixture to the wall; The counter top is s34" maximum above the floor.
c) >29" high, reducing to 27" at a point located 8" back from the front edge.
d) >9" high x 30" wide and 17" deep at the bottom; Hot water pipes and drain lines are insulated.
36. Show, or note, on the plans that the accessible water closets meet the following requirements. Sec. 1115B.4.1:
a) The seat is to be >17" but si 9" in height.
b) The controls for flush valves shall be: Mounted on the side of the toilet area; Be S44" above the floor.
37. Show, or note, on the plans that accessible urinals meet the following requirements, per Section 1115B.4.2:
a) The rim of at least one urinal shall: Project at least 14" from the wall; Be si 7" above the floor.
b) The control mechanism is to be located S44" above the floor.

38. Show that grab bars comply with the following, per Section 1115B.4:

NOTE: Where a tank-type toilet is used which obstructs placement at 33", the grab bar may be installed as

FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the International Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinances enforced by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required priorto the issuance of a building permit.
Code sections cited are based on the 2010 CBC, which adopts the 2009 IBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2009 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copv) where each
correction item has been addressed, i.e.. plan sheet number, specification section, etc.
Be sure to enclose the marked up list when vou submit the revised plans.
• GENERAL
1. Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.

2. Plans shall be stamped & signed by the California state licensed engineer or
architect responsible for their preparation. Please include the California license
number, seal and date plans are signed. California Business and Professions
Code.
3. Include the following code information for the proposed building on Title Sheet:
• Occupancy Classification(s): B (Office)/ A3 (Assembly) - Add to plans
• For Mixed Occupancy Buildings, state whether the "nonseparated" or "separated" option
was chosen from Sections 508.3/508.4.
• Description of Use: As per above

4. Provide a statement on the Title Sheet of the plans, stating that this project shall
comply with the 2010 California Building Code, which adopts the 2009 IBC, 2009
UMC, 2009 UPC and the 2008 NEC.
5. Identify existing walls to be removed, existing walls to remain and proposed new
walls. Identify bearing walls, non-bearing walls, and shear walls. Please reflect
this on floor plans, i.e.. Sheet a.03.
6. Pleas show interior non-bearing partition details and references on plans. Include
the anchorage at top and bottom including shot pins size, spacing, ICC approval
#, embedment, etc. on plans.
• SITE PLAN
7. Provide a statement on the site plan stating: "All property lines, easements and
buildings, both existing and proposed, are shown on this site plan."
8. Please indicate the number of required and provided HC accessible parking
spaces on plans including the van accessible spaces on plans. Section 107.2.

PLUMBING AND MECHANICAL CORRECTIONS

GENERAL AND ARCHITECTURAL PME ITEMS
14. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes, before the permits are
issued. Business and Professions Code. The final set of corrected drawings to
be reviewed for signing and sealing just before the permits are to be issued.
PLUMBING (2010 CALIFORNIA PLUMBING CODE)
15. Show the required floor drain in the New Women 2 restroom, as per CPC.
Section 411.2
16. Provide complete water line sizing calculations for the revised new water
demands: Include the water pressure, pressure loss calculations, water
demands, and the developed pipe lengths. UPC 610.0 or Appendix 'A'.
17. Correct the layouts for the New Women 2 restroom to show the "Disabled
Access" clearances.
18. Provide the following information concerning the water heater:
a) Show water heater size and type on plans. UPC 501.0
b) Show that water heater is adequately braced to resist seismic forces.
Provide two straps. One strap at top 1/3 of the tank and one strap at
bottom 1/3 ofthe tank. UPC 508.2
c) Detail the requirements found in UPC 508.4 & 509.4 for attic installation of
water heaters: access opening sizing, passageway description (available
height, maximum length and minimum width, walkway material type,
platform sizing, the light and receptacle placement, and the overflow
protection.
19. Show the required self closing or self closing metering faucets for the lavatories
intended to serve the transient public, such as those in, but not limited to, service
stations, train stations, airports, restaurants, and convention halls, as per CPC,
Section 402.4.
20. Please show the upstream sewer manhole rim and finished floor elevations.
Provide backwater valves for all fixtures installed on floor levels below the next
upstream manhole rim elevation. (Only fixtures installed on floor levels below
the next upstream manhole rim elevation may flow through a backwater valve.)

21. Provide complete mechanical plans showing existing and proposed HVAC
equipment, ducts, and access to all equipment.
22. Provide the exhaust and make-up air design for the occupancy type listed in
Table 4.4. UMC 403.7 Provide exhaust fan sizing calculations for revised Men 1
restroom. The New Women 2 restroom exhaust fan is O.K.
23. Please provide the MECH-3-C forms showing the required mechanical ventilation
rates for the new or revised conditioned spaces. Coordinate the mechanical and
the Title 24 outside air design. CMC 403.0 & Title 24 121(b)2 & (d). Please
provide MECH-3-C forms forthe HVAC units serving revised Meeting 1, revised
Meeting 2 and revised Office 3, for the revised ventilation requirements.
24. Detail the primary and secondary mechanical condensate waste design: Pipe
sizing, routing, and termination areas. CMC 309.0 & CPC 807.0

DISABLED ACCESS REVIEW LIST
DEPARTMENT OF STATE ARCHITECT - TITLE 24
The following disabled access items are taken from the 2010 edition of Califomia Building Code, Title 24. Per Section
1.9.1, all publicly and privately funded public accommodations and commercial facilities shall be accessible to persons
with disabilities. NOTE: All Figures and Tables referenced in this checklist are printed in the California Building Code,
Title 24. Reflect the following items on plans. Revise tfie multiple batfiroom plans accordingly.
• SiTE PLAN REQUIREMENTS
1. Cleariy show that the site development and grading are designed to provide access to all entrances and
exterior ground floor exits, as weil as access to normal paths of travel, per Section 1127B.1. Where necessary
to provide access, shall incorporate pedestrian ramps, curb ramps, stainways and handrails, etc.
2. When more than one building or facility is located on a site, accessible routes of travel shall be provided
between buildings and accessible site facilities, per Section 1127B.1.
3. The accessible route of travel shall be the most practical direct route between accessible building entrances,
accessible site facilities, and the accessible entrance to the site. Section 1127B.1.
4. Note that at every primary public entrance, and at every major function area along, or leading to, an accessible
route of travel, there is to be a sign displaying the international symbol of accessibility. Signs are required to
indicate the direction to accessible building entrances and facilities, per Sections 1117B.5.7 and 1127B.3.
5. Show that an accessible route of travel is to be provided to all portions of the building, to accessible building
entrances and between the buildinq and the public wav. per Section 1114B. 1.2.
6. Where more than one route of travel is provided, all routes shall be accessible. Section 1114B.1.2.
7. Show that a 36" wide detectable warning material is provided at boundaries between walkways and vehicular
ways. Section 1133B.8.5.
8. Show that stainways occurring outside a building comply with Section 1133B.4.4 as follows:
a) The upper approach and all treads shall be marked with a strip of contrasting color as follows:
i) >2" in width; Placed parallel to and si" from the nose ofthe step or landing.
ii) The strip is required to be as slip resistant as the treads of the stairs.
b) Treads shall be:
i) Have no abrupt edges at the nosing projecting >1 Vi" past the face of the riser above.
ii) Smooth, rounded or chamfered exposed edges; Open risers are not permitted.
a ACCESSIBLE PARKING
9. Show on the site plan the required number of accessible parking spaces for new facilities. Per Table 11 B-6 the
minimum number of spaces is:
a) 1 for each 25 spaces up to 100 total spaces.
b) 1 additional space for each 50 spaces for between 101 and 200 total spaces.
10. Show that the accessible parking spaces are located, per Section 1129B.1 as follows:
a) On the shortest possible route to an accessible entrance, when serving a particular building.
b) On the shortest route of travel to an accessible entrance of a parking facility.
c) Spaces are to be dispersed and located closest to accessible entrances where buildings have
multiple accessible entrances with adjacent parking.
11. At least one in every 8 accessible parking spaces (but not less than one) shall be served by an access aisle
5:96" in width and designated as VAN ACCESSIBLE, per Section 1129B.3.2.
12. Show that accessible parking spaces comply with Section 1129B.3.1 as follows:
a) Single spaces shall be 14' wide and outlined to provide a 9' parking area and a 5' loading and
unloading area on the passenger side of the vehicle.
b) When more than one space is provided, in lieu of providing a 14' space for each space, two spaces
can be provided within a 23' area with a 5' loading zone between each 9'0" wide space.
c) Each space is to be a minimum of 18' in depth.
13. The words "NO PARKING" shall be painted on the ground within each loading and unloading access aisle (in
white letters no less than 12" high & located so that it is visible to traffic enforcement officials). Sec. 1129B.3.3.
14. Ramps shall not encroach into any accessible parking space or the adiacent access aisle. Section 1129B.3.3.
15. Show on the site plan that accessible parking space(s) are to be located such that disabled persons are not
compelled to wheel or walk behind parked cars other than their own, per Section 1129B.3.3.
16. Show that a bumper or curb is to be provided, and located at each space, to prevent encroachment of cars into
the required width of walkways, per Section 1129B.3.3.
17. Show or note that the maximum slope of the parking surface at the accessible space and adjacent access
aisle, in any direction, is s 1:50 (2%), per Section 1129B.3.4.
18. Show, or note, that an additional sign shall also be posted in a conspicuous place at each entrance to off street
parking facilities, or immediately adjacent to and visible from each stall or space. The sign shall be si 7" x 22"
with lettering not si" in height. Per Section 1129B.4 required wording is as follows. "Unauthorized vehicles
parked in designated accessible spaces not displaying distinguishing placards or license plates issued for
persons with disabilities may be towed away at owner's expense. Towed vehicles may be reclaimed at
or by telephoning ."
19. Show or note on the plans that the accessible parking spaces are to be identified by a reflectorized sign,
permanently posted immediately adjacent to and visible from each space, consisting of:
a) A profile view of a wheelchair with occupant in white on dark blue background.
b) When in the path of travel, they shall be posted >80" from the bottom of the sign to parking space
finished grade.; The sign shall >70 in.^ in area.
c) Signs may also be centered on the wall of the interior end of the parking space >36" from the parking
space finished grade, ground or sidewalk.
d) Spaces complying with Section 1129B.4.2 shall have an additional sign "Van-Accessible" mounted
below the symbol of accessibility per Section 1129B.4.
e) In addition, the surface of each accessible space is required to be marked with the international
symbol of accessibility.
a CURB RAMPS
20. Curb ramps shall be constructed where a pedestrian way crosses a curb or at each corner of a street
intersection, per Section 1127B.5.1.
21. Plans shall show that curb ramps are >48" wide with a slope of s1:12 (8.33%), per Sections 1127B.5.2 and
1127B.5.3. The lower end of each curb ramp shall have a 14" lip beveled 45°, per Section 1127B.5.5.
22. Show that the landing at the top of the curb shall be level and ^48" depth for the entire width of the curb ramp.
Section 1127B.5.4; The slope of the fanned or flared sides of curb ramps shall not exceed 1:10, per Section
1127B.5.3; Locate curb ramps to prevent obstruction by blocked cars, per Section 1127B.5.8.
23. Show that detectable warnings, extending the full width and depth of the curb ramp, inside the grooved border,
are to be installed for all curb ramps (regardless of slope), per Section 1127B.5.7. These consist of raised
truncated domes with a diameter of 0.9" at the base, tapering to 0.45" at the top. Spacing shall be 2.35" o.c.
Only approved DSA/AC detectable warning products and directional surfaces shall be installed.
24. Show or note that the surface of all curb ramps and the flared sides are to be slip resistant, and contrasting
from the adjacent sidewalk finish, per Section 1127B.5.5.
25. Provide details or note on the plans that all curb ramps have a grooved border 12" wide at the level surface of
the sidewalk along the top and each side approximately ^IA O.C, per Section 1127B.5.6.
a WALKS AND SIDEWALKS
26. If any proposed walks slope >1:20 (5%) they must comply with ramp requirements, per Section 1133B.5.1.
27. The maximum permitted cross slope shall be %" per ft., per Section 1133B.7.1.3.
28. Show or note that any abrupt level changes will be Sl4" along any accessible route of travel. When changes do
occur, they shall be beveled with a slope of s1:2. Level changes of sVi" may be vertical.
NOTE: If level changes >V2", they must comply with the requirements of curb ramps.
29. Walks along an accessible route of travel are required to be >48" minimum in width and have slip resistant
surfaces, per Section 1133B.7.
• DOORS
30. Show, or note, that there is a level floor or landing on each side of all doors. The floor or landing is to be sVi"
lower than the doonway threshold, per Section 1133.2.4.1.
31. Note that all hand-activated door opening hardware meets the following requirements, per Sec. 1133B.2.5.2:
a) Latching, or locking, doors in a path of travel are operated with a single effort by lever type hardware,
by panic bars, push-pull activating bars, or other hardware designed to provide passage without
requiring the ability to grasp the opening hardware.
b) Is to be centered >30" but S44" above floor.
32. Show or note that the maximum effort to operate doors shall not exceed 8-^^ pounds for exterior doors and 5
pounds for interior doors, with such pull or push effort being applied at right angles to hinged doors and at the
center plane of sliding or folding doors. When fire doors are utilized, the maximum effort to operate the door
may be increased to not exceed 15 pounds. Section 1133B.2.5.
33. Show or note that the lower 10" of all doors comply with Section 1133B.2.6, as follows:
a) To be smooth and uninterrupted, to allow the door to be opened by a wheelchair footrest, without
creating a trap or hazardous condition.
b) Narrow frame doors may use a 10" high smooth panel on the push side of the door.
. SANITARY FACILITIES
34. Note that the doonways leading to sanitary facilities shall be identified, per Section 1115B.6, as follows:
a) An equilateral triangle %" thick with edges 12" long and a vortex pointing upward at men's rest rooms.
b) A circle %" thick, 12" in diameter at women's rest rooms.
c) A 12" diameter circle with a triangle superimposed on the circle and within the 12" diameter at unisex
rest rooms.
d) The required symbols shall be centered on the door at a height of 60".
e) Braille signage shall also be located on the wall adiacent to the latch outside of the doonways leading
tothe sanitary facilities, per Section 1117B.5.1.
a RESTROOM FIXTURES AND ACCESSORIES (Applies to multiple accommodation)
35. Show that accessible lavatories comply with the following, per Sections 1115B.4.3:
a) >30" X 48" clear space is provided in front for fonward approach. The clear space may include knee
and toe space beneath the fixture.
b) When lavatories are adjacent to a side wall or partition, there shall be a minimum of 18" to the center
line of the fixture to the wall; The counter top is s34" maximum above the floor.
c) >29" high, reducing to 27" at a point located 8" back from the front edge.
d) >9" high x 30" wide and 17" deep at the bottom; Hot water pipes and drain lines are insulated.
36. Show, or note, on the plans that the accessible water closets meet the following requirements, Sec. 1115B.4.1:
a) The seat is to be >17" but si 9" in height.
b) The controls for flush valves shall be: Mounted on the side of the toilet area; Be s44" above the floor.
37. Show, or note, on the plans that accessible urinals meet the following requirements, per Section 1115B.4.2:
a) The rim of at least one urinal shall: Project at least 14" from the wall; Be si 7" above the floor.
b) The control mechanism is to be located S44" above the floor.
c) >30" X 48" clear floor space is provided in front of the accessible urinal. Section 1115B.4.2.
38. Show that grab bars comply with the following, per Section 1115B.4:
a) Grab bars shall be located on each side or one side and the back of the water closet stall or
compartment.
b) They shall be securely attached 33" above the fioor, and parallel.
NOTE: Where a tank-type toilet is used which obstructs placement at 33", the grab bar may be installed as
high as 36".
c) Grab bars at the side shall be located:
i) 15" to 16y2" (±1") from the center line ofthe water closet stool.
ii) Be >42" long with the front end positioned 24" in front of the stool.
iii) Total length of bars at the back shall be >36".
d) The diameter, or width, ofthe grab bar gripping surface is >1Vi" but slVi", or the shape shall provide
an equivalent gripping surface.
e) If mounted adjacent to a wall, the space between the wall and the grab bar shall be 1 Vi\
39. Per Section 1115B.8, show on the plans <40" height for:
a) The operable parts of at least one:
i) Paper towel dispenser; Sanitary napkin dispenser.
ii) Waste paper disposal; Other similar dispensing and/or disposal fixtures.
b) The bottom edge of mirrors.
. MULTIPLE ACCOMMODATION SANITARY FACILITIES
40. Show that the accessible rest room is to be provided with a 60" minimum diameter clear space measured from
the floor to a height of 27 inches. NOTE: Doors (other than the door to the accessible toilet compartment) in
any position may encroach into this space by not more than 12 inches, per Section 1115B.3.1.

42. Show that at least one water closet fixture, located in a compartment, shall provide the following, per Section

45. If the water closet compartment has an end-opening door (facing the water closet), the door shall be located on
a diagonal to the water closet, with a maximum stile width of 4 inches (see the figure below). Additionally, the
door must be provided with a clearance of at least 18" at the strike side.

steel with overlapped ancJ welded corners for rigidity.
Top channel is reinforced to support suspension
system components. Frame is designed so that full
vertical edges of panels are of formed steel and
provide concealed protection of tiie edges of the

This form Is to be used by the designer and attached to the plans. Listed below is the acceptance test for the Envelope Fenestrations
system. The designer Is required to check the acceptance tests and list all the fenestrations products that require an acceptance test.
If all the site-built fenestration of a certain type requires a test, list the different fenestration products and the number of systems.
The NA7 Section in the Appendix of the Nonresidential Reference Appendices IVlanual describes the test. Since this form will be
part of the plans, completion of this section will allow the responsible party to budget for the scope of work appropriately.
Enforcement Agency:
System Acceptance. Before Occupancy Permit is granted for a newly constructed building or space or when ever new fenestration
is installed in the building or space shall be certified as meeting the Acceptance Requirments.
The ENV-2A form is not considered a complete form and is not to be accepted by the enforcement agency unless the boxes are
checked and/or filled and signed. In addition, a Certificate of Acceptance forms shall be submitted to the enforcement agency that
certifies plans, specifications, installation certificates, and operating and maintenance information meet the requirements of
§10-103(b) of Title 24 Part 6. The field inspector must receive the properly filled out and signed forms before the building can
receive final occupancy. A copy of the ENV-2A for each different fenestration product line must be provided to the owner of the
building for their records.

. GENERAL
1. Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one of
two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Dr, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining
sets of plans and calculations/reports directly to the City of Carlsbad Building Department
for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by
the City Planning, Engineering & Fire Departments until review by EsGil Corp. is complete.
2. The final set of corrected drawings to be reviewed for signing and sealing just before the
permits are to be issued. Each sheet of the plans must be signed by the person
responsible for their preparation, even though there are no structural changes, before the
permits are issued. Business and Professions Code.
PLUMBING (2010 CALIFORNIA PLUMBING CODE)
3. Please correct the new water line sizing calculations on sheet PI .1:
a) Correct the total water demand for the existing plus new water demands.
i) The fixture unit calculations do not include required water stub-out for
waterless Urinal. (4 flush valve fixture units.)
ii) The fixture unit calculations include only one of the two drinking fountains.
b) Will Foss, City of Carlsbad, has waived replacing the water main from the
water meter to the building only. Upsize all the water lines inside the
building. The existing 1 inch water line from the public water meter to the point of
connection of the new piping for the new fixtures is way undersized. The
minimum size as per the revised water line sizing calculations is a 1V2 inch water
main. Please correct the only 1 inch water main shown.
c) The new VA inch cold water line supplying water to a new hose bib, two lavatories,
and three new flush tank water closets is undersized. The minimum size as per
the revised water line sizing calculations is a 1 inch water line.
d) As per the revised water line sizing calculations the minimum size water line
serving the required urinal stub-out is a 1% inch water line.
4. Please correct the water line sizing calculations and the water line plans.

laws regulating energy conservation, noise attenuation and disabled access. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. The approval of
the plans does not permit the violation of any state, county or city law.

• GENERAL
1. Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one of
two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by
the City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.
2. The final set of corrected drawings to be reviewed for signing and sealing just before the
permits are to be issued. Each sheet ofthe plans must be signed by the person
responsible for their preparation, even though there are no structural changes, before the
permits are issued. Business and Professions Code.
PLUMBING (2010 CALIFORNIA PLUMBING CODE)
3. Please correct the new water line sizing calculations on sheet PI .1:
a) Correct the total water demand for the existing plus new water demands.
i) The fixture unit calculations do not include required water stub-out for
waterless Urinal. (4 flush valve fixture units.)
ii) The fixture unit calculations include only one of the two drinking fountains.
b) The existing 1 inch water line from the public water meter to the point of
connection of the new piping for the new fixtures is way undersized. The
minimum size as per the revised water line sizing calculations is a VA inch water
main. Please correct the only 1 inch water main shown.
c) The new VA inch cold water line supplying water to a new hose bib, two lavatories,
and three new flush tank water closets is undersized. The minimum size as per
the revised water line sizing calculations is a 1 inch water line.
d) As per the revised water line sizing calculations the minimum size water line
serving the required urinal stub-out \sa IVA inch water line.
4. Please correct the water line sizing calculations and the water line plans.

Response: A 1" line can handle a total of 30 fixture units for a flush tank system
based on the water pressure analysis. The total cold water fixture units required for
this entire system is 22.5 fixture units.
c. The new % inch cold water line supplying water to a new hose bib, two lavatories,
and three new flush tank water closets is undersized. The minimum size as per the
revised water line sizing calculations is a 1 inch water line.
Response: Based on the water pressure analysis, a %" pipe size can handle up to 16
fixture units. The line is supplying 3 water closets, 2-lavatories, and 1 hose bib at a
total of 12 fixture units.
d. As per the revised water line sizing calculations the minimum size water line serving
the required urinal stub-out is a 1 X inch water line.
Response: Water stub-out requirement for waterless urinals has been waived per
Architect's correspondence with Will Foss.

The plumbing engineer has written a letter asking for relief from a plumbing code requirement.
See attached letter and supporting documents.
If the relief is granted the project can continue to use the existing 1" water supply line.
If not they will have to upgrade the water supply line.
The cost of upgrading the water supply line is so significant that the lagoon discovery center would be forced to
abandon the bathroom upgrade project.

Agua Hedionda Lagoon Discovery Center
Code Variance Request
To whom it may concern,
At the existing AHLF Lagoon Discovery Center, they are proposing to add new restrooms to
accommodate the guests properly. There is an existing 1" cold water line that feeds the building. Code
will allow us to use the one inch water line for the proposed fixtures as long as we do not account for a
future connection to the new waterless urinal. This is due to the fact that the waterless urinal will force
us to use the flush valve fixture pipe sizing table. We do not anticipate having any flush valve type
fixtures on this project.
Section 402.3.4 ofthe California Plumbing Code States, "Where nonwater urinals are installed they shall
have a water distribution line rough-in to the urinal location to allow for the installation of an approved
backflow prevention device in the event of a retrofit."
For this project only, may the requirement of section 402.3.4 be waived? We believe that waterless
urinal technology has improved since the code was written. There should be no reason that the
waterless urinal should ever have to be updated or "retrofitted".
