Arrived on site to provide continuous special inspection during the concrete placement at steel column footings
between grid Hnes A-D & 10-13. Verified reinforcing steel was secure and had adequate clearance. All loose material
was removed from bottom of footings. Approximately 10 cubic yards of Robertson's. mix design# RS300P41. were
pumped Into place. Required design strength Is 3000 psi. Fabricated 1 set of 4 test cylinders for compressive strength
testing. Concrete temperature was 88 degrees F with a 4.6" slump. Air temperature was 84 degrees F and partly cloudy.

Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. An instantaneous water heater is shown on the plans. Please include a gas
pipe sizing design (isometric or pipe layout) for all gas loads. This cannot be
a deferred item. Option is to provide a appropriate size dedicated gas line from
the meter to the tankless water heater noting maximum developed length etc.
Please provide an isometric or pipe layout per table 1216.2(1) of the CPC to
verify if the existing gas line will suffice for this project.
22. Plans to reflect whether or not existing dwelling and/or addition is or will be fire
sprinklered. See carport has eaves are closer than 5 ft to property line.
a) Projections must comply with the following:
If structure is not fire sprinklered then projections (i.e. eaves/fascia)
must be 1 hour rated on the underside when between two and five
feet from property line. (No projections are allowed closer than 24"
to property line.) Example of one eave protection is stucco, wood
siding over 5/8X drywall, Hardie panels over Titen backer board or
5/8X type drywall, heavy timber i.e. 2x T&G decking over minimum
4 x 6 roof rafters, 3x fascia. Please detail and reference method
choosing to applicable locations on the plans.
Even though the old code allowed for 3-ft. projections not to be 1-hr rated,
the 2012 IBC and subsequent 2013 CRC code require a 1-hr rating eave
projections lesser that 5ft from the property line.
a. The structural plans show that the roof of the carport shall be sloped per
architectural plans, but the architectural plans do not show a slope, please
add to the architectural sheets at least matching the minimum recommended
ICC-ESR slope.

This plan review is limited to the technical requirements contained in the California version of
the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on

Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. Verify final sets of architectural sheets will again be signed by designer and that
the structural sheets and any new calculations will be stamped and signed by
engineer. S2 and S3 sheets were not stamped or signed.
3. Specify on the Title Sheet of the plans the gross floor area of each element of
this project, including what appears to be a 72 sq ft covered porch. In addition
the storage is a garage as has a garage door. Scope of work on cover sheet to
include adding tankless water heater and heat pump.
4. Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2011 NEC (noting 2010 NEC on cover sheet?).
5. The existing floor plan seems to reflect tankless as existing and energy
calculations are stating new and taking a 27.6 % credit for it.
6. An instantaneous water heater is shown on the plans. Please include a gas
pipe sizing design (isometric or pipe layout) for all gas loads. This cannot be
a deferred item. Option is to provide a appropriate size dedicated gas line from
the meter to the tankless water heater noting maximum developed length etc.
7. Provide the following design requirements for all new gas water heaters
installed to serve individual dwelling units:
a) Provide on the plans a complete gas pipe design. The gas load for the water
heater shall be a minimum of 200,000 BTU/hr
b) A condensate drain installed no higher than 2" above the base of the heater
that also allows for gravity drainage.
c) D The "B" vent installed in a straight position (no bends) from the room
containing the water heater to the roof termination (for future possible
sleeving for high efficiency heater venting.)
d) A 120 volt receptacle accessible to the heater installed within 3 feet.
e) Pressure relief must extend to the exterior.

f) Verify adequate combustion air is provided (unless mounted outdoors or
noted on plans to be direct vented.
8. Owner/designer to sign the CF1-R forms.
9. City of Carlsbad limits you to 1000 psf for soil bearing design (unless a soil
report is provided) and structural calculations and S-1 have used 1500?
10. Please clearly indicate on the cover sheet of the plans whether the existing
residence has a fire sprinkler system installed or not and or if proposing to be fire
sprinklered. If existing structure is fire sprinklered then provide a note stating
that any additions/alterations will also be provided with an automatic residential
fire sprinkler system. Section R313.2.
11. Please clearly indicate on the cover sheet of the plans whether the existing
house was built before or after 1994. For additions or improvements to a
residence built before 1994 please add the following note on the cover sheet of
the plans " All existing "noncompliant" fixtures (toilets that use more than 1.6
gallons of water per flush, urinals that use more than one gallon of water per
flush, showerheads that have a flow capacity of more than 2.5 gallons of water
per minute, and interior faucets that emit more than 2.2 gallons of water per
minute) shall be replaced. Certification of compliance shall be given to the
building inspector prior to final permit approval. California SB407".
12. Plans to reflect location of heat pump (taking 57.8% credit for it).
13. Is existing electrical panel location unaffected by proposed addition(s) and is it
adequate for the additional sq footage proposing?
14. No electrical plan provided. Show on the plans how the receptacle outlet
locations will comply with NEC Art. 210-52(a). Must show outlets within 6ft of
any opening and not to exceed 12 apart. Any isolated wall 2 ft or wider to have
outlets.
15. Include on the plans the following specifications for electrical devices installed
in dwellings:
Tamper resistant receptacles for all locations described in 210.52 (i.e., all
receptacles in a dwelling).
16. A porch that is greater in area than 20 square feet and is accessible from the

Instructions: Begin by reviewing the list of construction activities and checking the box to the left of any activity that will occur during the proposed construction. Add any other activity descriptions in the
blank activity description boxes provided for that purpose and place a check in the box immediately to the left of the added activity description. For each activity descrribed, pick one or more best
management practices (BMPs) from the list located along the top of the form. Then place an X in the box at the place where the activity row intersects with the BMP column. Do this for each activity that was
checked off and for each of the selected BMPs selected from the list. For Example -If the project includes site access across dirt, then check the box to the left of "Site Access Across Dirt". Then review
the list for something that applies such as "Stabilized Construction Ingress/Egress" under Tracking Control. Follow along the "Site Access Across Dirt" row until you get to the "Stabilized Construction

To address post-development pollutants that may be generated from development projects, the City requires that new development and
significant redevelopment priority projects incorporate Permanent Storm Water Best Management Practices (BMP's) into the project
design per the City's Standard Urban Stormwater Management Plan (SUSMP). To view the SUSMP, refer to the Engineering Standards
(Volume 4, Chapter 2) at www.carlsbadca.gov/standards.
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision,
discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that
must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to
'Standard Stormwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many
aspects of project site design are dependent upon the storm water standards applied to a project.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has
responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire
was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the return
of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City.
If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please
seek assistance from Land Development Engineering staff.
A separate completed and signed questionnaire must be submitted for each new development application submission. Only one
completed and signed questionnaire is required when multiple development applications for the same project are submitted concurrently.
In addition to this questionnaire, you must also complete, sign and submit a Project Threat Assessment Form with construction permits
for the project.
Please start by completing Step 1 and follow the instructions. When completed, sign the form at the end and submit this with your
application to the city.
