Dear Mr. & Mrs. Snider:
In your past discussions with the Planning Department regarding ex-
panding your structure to house chinchillas, two alternatives were
established, they are:
1) Disconnect the "greenhouse" structure attached to the main house
by 10 feet. Design the expansion of the chinchilla structure to
maintain a 10 foot setback along the west property line, to the
rear of the main house. At that point, you may build the struc-
ture to line up with the west edge of the existing structure
(with 3' setback). You must also maintain 10' between the ex-
pansion and all other buildings on site.
2) Maintain a 10 foot side yard setback along the west property line
to the existing structure (with 3' setback). A 10' distance
between the expansion and other buildings on site must be main-
tained. The Zoning Ordinance requires the maintenance of side
yards under the following sections and provisions:
21.10.040 Side Yards. In the R-l zone every lot shall have side yards
as follows:
b) Corner lots and reversed corner lots, shall have the following side
yards:
On the side lot line which adjoins another lot, the side
yard shall be equal to ten percent of the lot width; pro-
vided that such side yard shall not be less than, five feet
in width and need not exceed ten teet;

a) No building shall occupy any portion of a required yard.

building and the side lot lines extending from the rear line of the
required front yard, or the front lot line where no front yard is
required, to the rear 'line of the main building, or the rear line •

of the rearmost building if there is more than one, the width of
which side yard shall be measured horizontally from, and at right
angles to, the nearest point of a side lot line towards the near-
east part of a main building.
21.04.070 Building, main. "Main 'building" means the principal
building on a lot or building site designed or used to accominodate
the primary use to which the premises are devoted; where a permissible
use involves more than one structure designed or used for the primary
purpose, as in the case of group houses, each such permissible build-
ing on one lot as defined by this title is construed as comprising a
m a i n b u i 1 d i n g .
21.04.020 Accessory. "Accessory" means a building, part of a build-
ing or.structure, or "use which is subordinate to and the use of which
is incidental to that of the main building, structure or use on the
same lot. If an accessory building is attached to the main building
by a common wall such accessory building is considered a part of the
m a i n b u i 1 d i n g .
In designing the expansion, you must maintain two off-street parking
spaces on the site. These parking spaces may not be located in any
ofthe requiredyards, i.e.,
20' Frontyard setback
10' Sideyards
Pursuant to:
21.44.130 Parking spaces required. The number of off-street parking
spaces required shall be'no less than as set forth in the following:
(5) USE - Dwellings
PARKING SPACES REQUIRED-
(a) One, two-family or multiple parking spaces required per

Studio and one bedroom - 1.50 spaces/unit.
Two bedroom _ 1.75 spaces/unit.
Three bedroom and more _ 2.00 spaces/unit

We recommend that you pursue the project under alternative number 2.
A number of complaints have been received from property owners in the
area relating to noise from the existing structure housing chinchillas
He feel that setting the structure away from the adjoining property,
at least 10 feet, would be in the best interest of the area.

SUBJECT: Building Permit Application 77-303, 1685 Chestnut
Since my memo of May 23, 1977 further input, via telephone conver-
sations with the County Health Department, has caused a reconsider-
ation of my determination regarding^ the need for a public sewer
connection for the above project.
The. Health Department has assured me that the project can be con-
ducted in a sanitary manner according to their regulations without
a sewer connection. Evidently it is acceptable vto the County to
bag the chinchilla waste and dispose of it as solid waste. Hence,
the project will not increase sewer flows and should not be subject
to the current sewer moratorium. X
It is still my determination that this project is subject to the
public dedication and improvement ordinance No. 8067, and a future
agreement for half street improvements along the Valley Street
frontage is required. In addition, a 20 foot radius property line
return dedication at the intersection of Chestnut and Valley will
be required, as will a 4.5 foot general public utility easement
along the site's Chestnut frontage.

SUBJECT: Bu.ilding Permit Application 77-303, 1685 Chestnut
In reviewing the subject application, it is rny determination
that the proposed 5400 * square foot concrete block building
to be used to raise chinchillas will increase sewer flows within
the City's sewer system. This determination is based on the
opinion that such a use cannot be conducted in a sanitary manner
at its proposed location without a public sewer connection.
It is also my determination that, since the proposed construction
is not an enlargement or alteration of a single family dwelling,
it does not qualify for exemption from the1 public dedication and
improvement Ordinance 8067 (Section 18.40.040 b) . A future
agreeinent for full half street improvements of Valley Street is
required.
It is my recommendation that this application for building permit
not be processed at this time because of the sewer moratorium.
