DEC 19 2019 Re: CRC Lot 109 - ARC Plan Check - New Equipment Screening
CITY
Dear Mr. Moeller: BU.ILD,
The Architectural Review Committee (ARC) of the Carlsbad Research Center (CRC) has
completed its review of your submitted plans for screening of a proposed chiller at the SMAC
building located at 1695 Faraday Avenue, on Lot 109 of the CRC.
The submitted plans show that the proposed chiller will be located adjacent to the north elevation
of the existing building,, between an existing fire department connection and a transformer. Per
section 4.2.9 'Screening of Exterior Mechanical Equipment' of the CRC Design Guidelines:
1. Exterior components ofplumbing, processing, heating, cooling, ventilating and
photovoltaic systems (including but not limited to piping, tanks, stacks, collectors; heating,
cooling, and ventilating equipment fans, blowers, ductwork, vents, louvers, meters, compressors,
motors, incinerators, ovens, and solar electric modules etc) shall not be directly visible from a
height offive (5) feet above any ground or groundfloor elevations at a distance closer than five
hundred (500) feet from the closest building wall on any lot.
3. Any devices employed to screen exterior components ofplumbing, processing, heating,
cooling, ventilating and photovoltaic systems from direct view shall appear to be an integrated
part of the architectural design and, as such, shall be constructed of complementary and durable
materials andfinished in a texture and color scheme complementary to the overall architectural
design.
The submitted specifications show that the proposed chiller is just under 7 feet in height. The
plans show that a new 7 foot tall decorative vinyl fence with an access gate will be installed
around the chiller to completely screen it from view. The plans also state that the fence will be
painted tan to match the existing adjacent building color.
The design, dimensions and material of the proposed screening appear to be consistent with the
CRC Design'Guidelines. Therefore the submitted plans are considered APPROVED. Once the
City of Carlsbad issue the appropriate building permits you may begin installation of the chiller

1 S. E: Transportation Demand Management (TDM): Nonresidential ONLY
An approved Transportation Demand Management (1DM) Plan is required for all nonresidential projects that meet a threshold of employee-generated ADT.
City staff will use the table below based on your submitted plans to determine whether or nor your permit requires a 1DM plan. If TOM is applicable to your
permit, staff will contact the applicant to develop a site-specific TOM plan based on the permit details.
Employee ADT Estimation for Various Commercial Uses -
Office (all)2 20 13
Restaurant 11 11
Retai13 8 4.5
Industrial 4 3.5
Manufacturing 4 3
Warehousing 4
1 Unless otherwise noted, rates estimated from ITE Trip
Generation Manual, lOthEdition
2 For all office uses, use SAN DAG rate of 20 ADT/1 I000 sf to
calculate employee ADT
Retail uses include shopping center, variety store, supermarket,
gyms, pharmacy, etc.
Other commercial uses maybe subject to special
consideration
Sample calculations:
Office: 20,450 sf
1. 20,450 sf/ 1000 x 20 = 409 Employee ADT
Retail:9,334sf
First 1,000 sf= 8 ADT
9,334 Sf - 1,000 sf= 8,334 sf
(8,334 sf/1,000 x 4.5) + 8 = 46 Employee ADT

I acknowledge that the plans submitted may be subject to the City of Casbad's Transportation Demand Management Ordinance. I agree to be contacted should
