.3. Whenever an attic is required, it must cover at least three-quarters
(3/4) of the ceiling area over conditioned apace and be vented.
In alternative component packages which require thermal mass (other 'than
Package A), the specified percentage of mass must be directly exposed to
the conditioned space. To determine the floor area directly exposed to
the conditioned space. To determine the f1o2r area, count only 'the first floor in conditioned, areas. Uncarpeted Afirst. floor areas, such as
linoleum ortiled entry ways, kitchens, bathrooms, and utility closets
may all be counted .towards this requirement. ,
Thermal mass required for Packages E,1,2,3 and 4 must be either equivalent to a slab floor covering one-fourth (25, percent) of the floor
area' with a thickness of at least 2 inches and a volumetric heat capacity
of 28 Btu./ft3 °F (see below fór'surface area of materials examples) or
provide theminimum total mass capacity listed in Table 17 of Appendix A
(use the Point System'to calculate the mass for other materials). '

Provisions of Assemblyman Condit's bill AS 2313 were amended
into SB 790, authored by Senator John Seymour, which has been
signed into law and became effective January 1, 1986. (Chapter
1327; Statutes Of 1985).
This measure contains two important items: First, it cleared up a
long-standing conflict between the Architects Act and the Engi-
neers Act in which one act allowed plans to be prepared by certain
individuals, while the other act did not permit this. The two acts are
now the same. The second important item from the bill limits the
architectural or engineering services that an unlicensed person
may perform. ••
The following' excerpt from the bill addresses the exceptions to
the requirement that a licensed civil engineer or architect must sign
plans.
Section 6737.1 of-the Business and Profession Code is amended
to read as follows:

Subject: Compaction offill material for Bill GiUey's , '• . lot on Oak Avenue. ' '' . •'
Dear Sirs: . .- . . . ..
Attached please find a copy of the moisture cónteñt/dry.density curve and plat of
compaction test for the above-mentioned, project. • '• •••• .- .
. The soil compacted is amedium-density, brown, silty sand which is t'pical of the
' Oak Avenue and Canyon Street area.
The fill material was compacted to at, least 90%'of the maximum density obtained by
the proctor method. The fnill.material and its compaction are suitable for construction
- of the proposed residence.
No bearing values for 'the 'soil were determined by our office, .so-the code value of
.1000 psf should be used for soil bearing pressure unless other information exists
which allows the builder and designer to use a' higher value. -
if you have any further questions regarding the grading of the site please don't
