INTRODUCTION
On August 15t", 2013 Drew Cornelison performed a survey to determine the presence of lead-based paint
(LBP) and asbestos containing construction materials (ACCM) at the above listed property in Carlsbad, CA.
SITE DESCRIPTION
The subject property consisted of a single story residence. The exterior was stucco over wood framing and
the interior was plaster. The back house exterior was roofing shingle and the interior was drywall. The roof
was roof shingle with mastic.
SURVEY METHODOLOGY
Lead Based Paint: The testing method employed was X-Ray Fluorescence (XRF) using a Scitech MAP-4
instrument. The instrument was operated in the "unlimited" mode, where the duration for each test result is
determined by a combination of: '1
the actual reading relative to the designated action level;
the age of the radioactive source; and
the substrate on which the sample was taken
The instrument's calibration was verified according to the manufacturer's specifications in compliance with the
Performance Characteristic Sheet (PCS) developed for this instrument. The readings from this instrument
produce a 95% confidence level that the 'lead" reading accurately reflects the actual level of lead in the tested
surfaces, relative to the federal action level.
AAT utilized a modified HUD recommended inspection strategies as outlined in HUD Guidelines for the
Evaluation and Control of Lead-Based Paint Hazards in Housing, Chapter 7: Lead-Based Paint Inspection,
1997 Revision, Chapter V; Inspections in Single Family Housing. Currently HUD offers the only available
guidelines for lead-based paint inspections utilizing X-ray Fluorescence. .
Asbestos: The method employed for the determination of asbestos in building materials was a modified
AHERA protocol. The inspector conducted a visual survey of the rooms. During the visual review functional
areas and homogeneous materials were identified. Samples were collected to represent the individual
homogeneous materials and functional areas. These samples were then sent to a federally accredited NVLAP
certified laboratory. The samples were analyzed in accordance with procedures described in Appendix A, of
the Federal Register, 40 CFR Ch. 1, Pt. 763, Subpart F, 7/1/91 and updated revision test method: EPA/600/R-

93/116.7/96. This procedure involves examination of the samples with a petrographic microscope utilizing
polarized light, a proôedure commonly known as Polarized Light Microscopy (PLM). The sample results were
then reviewed and asbestos containing building materials identified.
STANDARDS
Lead Based Paint: Currently the State of California and US EPA stipulate what concentration level of lead in
the nonvolatile components of surface coatings or materials indicates the presence of lead-based paint. The
Cal-OSHA construction standard stipulates that any concentration of lead in paint constitutes lead-based
paint. The California Department of Health Services(DHS) stipulates that surface coatings that contain an
amount of lead equal to or in excess of one milligram per square centimeter (1.0 mg/cm2) or more than half of
one percent(0.5%) by weight constitute a lead-based paint. Federally, the US Department of Housing and
Urban Development (HUD) has established a Guideline applicable to federally owned or subsidized housing.
That guideline for designating paint as lead-based and triggering remedial actions is 1.0 mg/cm2 (milligrams
per square centimeter) or 0.5% by weight.
Asbestos: The US EPA's National Emissions Standards for Hazardous Air Pollutants (NESHAPS) 40 CFR

ubpart M, Section 61.145, Standards for Demolition and Renovation identifies requirements for
abatment for Friable and Non-Friable asbestOs containing materials. In addition to the NESHAP's
regulations the Occupational Safety and Health Administration's (OSHA) Title 29, 1910.1001 and 1926.1101;
and, the California Code of Regulations, Title 8, Section 5208 and 1529 (Cal/OSHA) address proper work
techniques regarding worker exposure to asbestos airborne contaminants.
California Regulations also stipulate that asbestos containing construction material (ACCM) is any
material containing greater than 0.1% asbestos.
SCOPE OF WORK
Testing was limited to accessible areas. The only inaccessible areas identified were under the
flooring/concrete slab of the structure and interior wall cavities. If additional materials are uncovered during
demolition additional testing would be required.
Lead Based Paint: Within the tested property, representative surfaces of the areas were tested. Multiple
readings were performed in order to resolve any inconsistencies in the test results. Typical areas of testing
include interior perimeter walls, testing combinations of interior window components (sill, frame and sash),
interior perimeter, door components (door, frame and jamb), exterior of perimeter doors (door, frame and
jamb), exterior perimeter walls and exterior window components (well, sash and frame).
Asbestos: As previously mentioned, functional areas were established throughout the subject building.
Within each area, the inspection consisted of both a visual review of all suspected ACCM and sample collection
of the materials. The sampling was patterned after the U.S. EPA Part 763, Subpart E, Asbestos Containing
Materials in Schools Rule and Cal/OSHA, CCR Title 8, Section 1529. Sample locations were randomly selected
to be representative of the functional area and homogeneous material. When it was considered appropriate
material was wetted with water prior to sample collection in order to minimize fiber release. The sample was
then placed in a container and sealed with an identification tag. The identification number of the tag indicates
the functional area from which the sa—mple was collected and the sample number. The sample I.D. number
was then logged onto the Asbestos Bulk Sample Log along with a description of the material.
Transite flues, pipes or siding were visual identified and presumed to be asbestos containing.
Results are reported as the percentage of asbestos found in the material and the type of asbestos. For
example, "10-20% Chrysotile or 30-40% Amosite", Chrysotile and Amosite are names of different types of
asbestos.

RESULTS
Lead Based Paint: The concentration level detected (CLD) of the tests are reported in milligrams per square
centimeter. The result is.. reported as positive, greater than 1.0mg/cm2; negative, less than 1.0 mg/cm2; or
inconclusive, '1 .0 mg/cm2. Paint chip samples would be collected on all inconclusive XRF tests and submitted
to a laboratory for analysis by Atomic Absorption Spectrophotometry (AA). The results of all laboratory
analysis are reported in parts per million (ppm).

Notes: 1. The EPA PLM method was designed for qualitative analysis in friable materials. Non-detection of certain types of non-friable resinous materials, such as floor tiles can occur. Additional
[EM analysis of samples determined to be <1% or non-detected by the PLM method is recommended when determination ot the absence of asbestos is required, or more accurate
quantitative analysis is required.
2. When a sample is layered, and more than one layer contains greater than 1% asbestos, the sample should be considered asbestos containing, even though the total percentage may be
less thanl%. Local regulations must be consulted before this sample can be considered non-asbestos containing.

quantitative analysis is required.

CONCLUSIONS
Lead Based Paint: The components that were identified as being coated with lead-based paint were in
satisfactory condition.
.
Asbestos: The insulation pad, sheet vinyl and mastic in the kitchen and mastic in the laundry room are
asbestos containing along with the floor tile and mastic and roofing mastic in the back house. The transite
flues and/or pipes were visual identified and presumed to be asbestos containing. These materials should be
removed prior to demolition and disposed of at an appropriate landfill. All asbestos containing materials must
be disposed of in accordance with all local state and federal requirements
RECOMMENDATIONS I
Lead Based Paint: Lead based paint coated components identified to be in unsatisfactory or poor condition

conducting work that will impact surface coatings with any' lead content individuals should take steps to
ensure they are protected in accordance with Cal/OSHA When impacting lead containing materials that are
found to contain lead in levels above the HU,D recommendations, the contractor must be licensed and have
properly trained personnel for the operation. All activities must be conducted in accordance with Federal,
State and Local requirements.
A generator of lead-containing waste that is not exempt as household waste is obligated to make a waste
determination prior to disposal. Lead-bearing waste may be managed as either a solid waste or a hazardous
waste depending on the results of Toxicity Characteristic Leaching Procedure (TCLP) test for lead. Lead-
containing waste includes all wastes with any amount of lead. Therefore even when a HUD level inspection is
performed and all of the components are found to contain lead in levels below the HUD threshold level any
waste generated from the site should be waste- characterized.
There are several methods for the characterization of lead-containing waste. Federally the TCLP test is the
primary test used to determine if the waste is regulated by RCRA. In California the TCLP is treated as a
screening test and can be used to identify RCRA waste. However if the TCLP results are below the maximum
contaminant concentration for lead then 'a Waste Extraction Test (WET) must be performed to determine if
the waste is a non-RCRA California only hazardous waste or non-hazardous waste.
The TCLP maximum contaminant concentration for lead is 5.0 mg/I (5.0 ppm).. Wastes with 5.0 ppm or
greater exhibit the toxicity characteristic for lead and require management as a RCRA hazardous waste. In
California, if the results of the TCLP tests are found to be below 5.0 ppm, the waste may be treated as a non-
RCRA California only hazardous waste or additional testing would be required to determine if the waste could
be disposed of as non-hazardous waste. The additional testing is the Waste Extraction Test (WET); this test
provides two test limits. The first is the Total Threshold Limit Concentration (TTLC) which takes into account
the total amount of material submitted. The second limit is the Soluble Threshold Limit Concentration (STLC)
which takes into account only the soluble portions of the material. The maximum concentration limit for the
TTLC is 1,000 ppm and the maximum concentration limit for the STLC is 5.0 ppm, the same as the TCLP test.
If the results of the WET tests exceed the maximum limits for the TTLC then the waste is considered to be
non-RCRA California only hazardous waste. If the results of the WET test are below the maximum limit for
the TTLC then the STLC must be referenced, if the STLC results are below the maximum limit then the waste
may be managed as non-hazardous waste. If the STLC results exceed the STLC maximum limit then the
material must be managed as a non-RCRA California only hazardous waste. .
Asbestos: According to the US EPA's National Emissions Standards for Hazardous Air Pollutants
(NESHAPS) 40 CFR 61, Sub-Part M, Section 61.145, Standards for Demolition and Renovation, -all affected
ACCM must be removed prior to demoJition or renovation of a building or section of building. Currently no
regulation requires ACCM to be removed at any other time. Abatement activities are predicated upon the

judgment of qualified individuals to assess the condition of the ACCM and its current and potential health
hazard to building occupants. However, any contractor who is hired to perform work that may disturb or
damage the ACCM and generate respirable asbestos fibers must be informed by the building owner about the
ACCM so that the contractor can take the proper precautions to protect his employees and those precautions
necessary to prevent contamination of the building.
LIMITATIONS OF THIS SURVEY
Lead-Based Paint 'Survey: This survey was conducted with the use of x-ray diffraction using an XRF device.
This inspection is an excellent andefficientway'to determine the presence of-lead in paint or other coatings. The
sensitivity of the XRF is such that it can establish whether the'lead content in a surface coating is in excess of the
Federal EPA and HUD; However, the accuracy of the XRF is not able to establish that there is absolutely no lead
in a surface coating. Therefore in accordance with Cal/OSHA requirements additional testing may be required
prior to performing "trigger tasks" as outlined in CCR TitIe8, Section 1532.1. .
Asbestos Containing Materials Survey: The client is responsible to provide access to the building at the time of
the site visit. The client is also responsible to provide access to roofs greater than 15 feet in height. This is not a
destructive survey therefore there may be asbestos containing materials in walls or other inaccessible spaces not
identified during this survey.
