This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department,
Fire Department or other departments. Clearance from those departments may be required
prior to the issuance of a building permit.
Code sections cited are based on the 1997 UBC.

1. Please make all corrections on the original tracings, as requested in the correction list.
Submit three sets of plans for commerciallindustrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculationslreports directly to the City of
Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009, (760)
438-1 161. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculationslreports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver
all remaining sets of plans and calculationslreports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. A complete description of the activities and processes that will occur in this tenant
space should be provided. A listing of all materialslchemicals stored and in use
should be included regardless of quantities. The materials listing should be stated in
a form that would make classification in Tables 3-D and 3-E possible. The building
official may require a technical report to identify and develop methods of protection
from any hazardous materials. Section 307.1.6.
3. Are the large glazed openings one piece glass in the frame shown or are there more
than one panel of glass in the frames? If there are more than one glass panel,
please show how the edges are to be supported. UBC Section 2404.1 required
glass to be firmly supported on all sides. If butt edge glazing is to be used, show the
thickness of the tempered glass proposed and show that it conforms to a nationally
recognized standard for the height shown or provide design and calculations for the
glass from a licensed Engineer or Architect.
4. The floor plan shows walls dividing what would normally be hallways in the office
area. Please remove the partitions from the plan if they are not intended to be
there.
5. At the partition details, please show the height of the walls.
6. Provide notes and/or details to show that the floor and wall finish in toilet rooms are
surfaced with a smooth hard non-absorbent material extending five inches up the
wall. Similar surfacing shall be provided on the walls from the floor to a height of 4
feet around urinals and within water closet compartments. Section 807.
7. Please revise the floor plan to show rooms 105 and 106 to be restrooms in lieu of
offices as shown.

8. Please identify on the plans what appears to be a mop sink in restroom 105. If it is
a plumbing fixture, please show it on the plumbing plan.
9. Please show the size and location of the water heater shown on the plumbing plan.

transformer. Show the location of the electrical panels and transformer on the
plans. Show over current protection for the lighting panel B per NEC Art. 384-1 6.

12. Please provide design and calculations from a licensed Architect or Engineer for the
support of the 940 Ib roof mounted HVAC unit. Show the design details on the
plans and have the Architect or Engineer stamp seal and sign the calculations and
the structural sheet(s) of the plans.
13. Please show on the restroom plan that the water closet and lavatory are positioned
18” from the adjacent walls to the center of each fixture. Show that a minimum of
28” clear is provided between the water closet and the lavatory.
14. Please attach the accompanying City of Carlsbad Roof Mounted Equipment policy
to the plans.

Maintain roof integrity.
Prevent hazardous condition to firemen who must fight fire on the roof,
Provide an installation that is aesthetically sensitive to the building and the

All equipment shall be concealed from view and the design' shall meet the

All equipment shall be specifically designed and approved for exterior use and
shall be approved by the City of Carlsbad Building Department.
All roof mounted equipment shall be on a platform which shall be an integral
part of the roof--flashed and waterproofed. When a screen is approved, it shall
have as few roof connections as possible and be structurally adequate.
All electrical, plumbing, mechanical duct work and related piping shall be inside
the building and not on the roof. All connections related to equipment shall be
made in the same roof opening on the platform or have the prior approval from
the building official.
Sewer vents shall be brought to one main vent below the roof and have one
penetration where restrooms or other plumbing fixtures are back to back or in
the general proximity.
Air exhaust fans and other equipment shall be within the building and use the
same roof opening where restrooms and other equipment are back to back or in
general proximity.
Existing buildings and equipment, remodel or replacement, shall meet the above
regulations or shall have the prior approval from the building official.
Where new ecuipment is installed, unused or abandoned equipment, including
all roof mounted piping, electrical, mechanical, duct, and other related
appurtenances shall be removed from roof and unused openings properly sealed
.to maintain roof integrity.

RE: 1815 Aston Inspections
I am in receipt of the letter to Inspector Burke dated February 10,2000. I have spoken
with Mr. Burke about the entire sequence of inspections on this project. Mr. Burke is
willing to acknowledge the drywall screw inspection of every partition in excess of 60
provided those areas are completely re-screwed. A re-inspection fee is due prior to
requesting this inspection. This accommodation will not be granted in the future.
According to Mr. Burke, there is a history of "cover-ups" prior to inspections on these
tenant spaces. There has been insulation placed in walls prior to framing and rough
electrical inspections. There has been drywall installed prior to insulation inspections,
there has been drywall taping done prior to drywall screw inspections, and most
importantly, there have been tenants in the spaces prior to final inspections. Further
instances of this type will no longer be tolerated. He has my full support to stop
construction on the entire project with a red-tag when further instances as noted above
occur.
The Uniform Building Code requires certain inspections to be completed as a matter of
law in this State and in this jurisdiction. You have not been allowing the inspector an
honest opportunity to make required inspections. These inspectors have full authority
by law to make said inspections. Mr. Burke has left written correction notices numerous
times which have been lost or ignored. He is doing his job in a diligent and service
oriented manner. He expects the same in return from contractors with whom he works.
Failing that, he has full authority to charge re-inspection fees, red-tag the project, or
take necessary steps to make inspections and gain compliance with the Code.

I met this morning with Pat Kelly and discussed the situation regarding TW tenant
improvement status at 1815 Aston Suite 104. Mr. Kelly suggested we Write this letter to ask
for a compromise to the situation that I find myself in with the city. First, I want to apologies for the position I haw put you in on this matter and further pledge my respect for you and your
authority on this matter. I would like to clarify that I did not knowingly disregard your correction
notice. I was under the impression that Doug Moody had performed a complete nailing inspection and moved past the point of no return when I became aware that he had not
Unfortunately, my mistake has now become the building owner‘s and the tenant’s problem, both of which will be finandally harmed by my oversight. I respectfully request you rely on
your and Doug’s knowledge and past inspections of Precision Interiors work to allow us to
final the space without further interruption to the tenant or building owner. I know that both
you and Doug are well aware of the qualily work this subcontractor has provided to all the TI
work at lot 65.
If this is will not satisfy the cities requirements on health and safety issws I am willing to re-
screw the large hard-lid mm in the rear of the suite. I respectfully request that the pony walls
and the kiichen partition-walls, none of which are bad bearing nor fire rated and are all without ceiling be passed as is
