Title 24, Chapter 2-53 andTitle 20, Chipter2, Subchapter 4, Article I of the California Administrative code This
certificate has been signed by the individual with overall design responsibility and the building owner, who shall
retain a copy of it and transmit the certificate to any subsequent purchaser of the building. When this certificate of.

(1) All heating, ventilating, air conditioning, and water heating equipment shall meet all ofthe
requirements of the Appliance Efficiency Standards and shall be certified by the California Energy'
Commission.
(2) A two stage thermostat, which controls the supplementary heat on its second stage, shall be
1- provided for heat pumps.
Thermostats shall be equipped with an automatic setback, which the building occupant can program to
automatically set back the thermostat twice in 2' hours.
Equipment which requires preventive maintenance to maintain efficient operation shall be furnished
with complete necessary maintenance information.
A11 gas-fired fan type central furnaces, gas-fired fan type wall furnaces, and cooking appliances,
shall be equipped with an intermittent ignition device.
fan systems exhausting air to the outside shall be provided with backdraft dampers.
All transverse duct, plenum, and fitting- joints shall be sealed with pressure sensitive tape or
mastic to prevent air loss and shall be insulated to conform to the provisions of Section 1005 of
the UHC, 1982 Edition.
A vapor barrier is required in climate zone 1, 14, and 16.
All manufactured windows and sliding glass doors shall meet the 1972 ANSI air infiltration
standards and shall be certified and labeled.
'All swinging doors and windows leading to unconditioned' areas shall be fully weather-stripped.
Storage type water heaters. and storage and bacbup tanks for solar systems shall be externally
. ' wrapped with R-12 insulation or greater. .
(12) The five feet of pipe closest to the water heater, if outside conditioned spaca, shall be insulated
with a minimum of R-3. Steam and steam condensation return piping and recirculating hot water
piping outside the building'envèlope shall be insulated in accordance with T20-11e06(d).
(1.3) Lamps used in luminaries for general lighting in kitchens and bathrooms shall have an efficiency of
not less than 25 lumens per watt.
(14) Shoverheads and faucets shall be equipped with flow restrictors as outlined in the appliance
efficiency standards and shall be certified to the Energy. Commission.
(15) Masonry and factory-built fireplaces on exterior walls, shall be equipped with tight-fitting
closeabló metal or glass doors covering the entire opening of the firebox; a combustion air intake
equipped with a readily accessible, operable, and tight fitting damper to draw air from the outside
of the building; and a tight fitting flue damper with a readily accessible control.
Insulation used shall comply with California Quality Standards.' '
The insulation installer shall post. a signed certificate. . . Section. 276.. Insulation Certificate
(All Occupancies). Alter installing insulation, the installer shall post in a conspicuous location
in the building a certificate signed by the 'installer and the builder stating that the installation
conforms the requirements of Title 2, Part 2, Chapter 2-53, and 'that the materials installed
conform with the requirements of Title 20, Chapter 2, Subchapter 4. Article 3. The certificate
shall state the manufacturer's name and material identification, the installed "R" value, and (in
applications of loose fill insulation) the minimum installed weight per square foot consistent with
the manufacturer's labeled density for the desired "R" value.
(18)' For infiltration control all openings and penetrations must 'be caulked and sealed, such as around
windows, at sole plates, and openings for utility pipes and wires.-

To whom it may concern:
This is to verify that we have investigated the footing soils
conditions and reviewed development plans for the above site.
The native soil is brown silty sand loam (Marina course sandy
. loam per USDA Soil Survey) and is. not detrimentally expansive.
It extends to a depth of one to three feet. The top soil is
loose in its natural state and should be removed and recompacted
• for acceptable foundation conditions. The subsoil is light brown
.. silty sand (SM) and firm inpiace. It is metasedamentary and
becomes more dense with depth.
Ground water should not be. encountered and there are no known
faults located close to.the site (Elsinore fault is approximately
45 miles Northeast).
The proposed construction will consist of two level pads *
which can be accomplished quite satisfactorily onsite. We
recommend that . the continuous footings. of, the structure be • reinforced with one #4 bar, top & bottom, as . minimum
reinforcement. Although reinforcement of the slab floors is not
mandatory, we recommend that the slabs be reinforced with 6" x 6"
X 10 ga. welded wire mesh. A vapor, barrier of 6 mil visqueen
should be sandwiched in a 4" sand blanket, below floor slabs.
Select onsite sand may be used. .
*'Three sty footings should be 18" wide and 24" deep
unless designed as retaining walls by structural
engineering. ,

Active and passive fluid pressures of 45 and 300#/psf, and a
friction -factor of .4- should be used for design of wall footing

table 28-A of the Uniform Building Code.
The grading should be done in accordance with the approved
Grading Plan, the Grading Ordinance of the City of Carlsbad and
the attached Standard Specifications for the Placement of

Any existing fill which has not been •certifid must be removed and
recompacted.
If the slope of the existing ground exceeds 1' vertical in 6'
horizontal, a bench cut level, 10' wide shall be'excavated at the
toe of the fill. This will allow the embankment to be placed on
A horizontal base for more uniform compaction.
3. Embankment Placement'- Fill material should cnsist of native
or imported material which has been brought to the optimum moisture
content. Material to be used for embankments may have rocks with
diameters greater than -12" prôviding they are evenly distributed in
the soil mixture and are at least 3' below finish grade.. Till slopes
shall not consist of, nor .be founded on, large'rocks. Although
rocks maybe placed along the outside of the toe of the fill slopes.
Rock placement in embankments shall'be under direct supervision of
the soils engineer.
Embankment material shall be placed in layers varying from 6" to
12" deep depending on soil type, and compacted by suitable compact-
effort to a density of not less than 90 of the maximum density
as determined by A.S.T.r. D-1557-70. Ffoisture content and depth
of layers shall be determined by the soil engineer at the time of
grading, and shall be updated whenever embankment soil types change.
As the embankment increases in elevation new benches shall be cut
into original ground Benches shall be at least b horizontally
into natural-ground, be level and shall occur at intervals to be
determined by-the soils engineer at the time, ofgrading.
Compaction may be -obtained by the use of any combination -of equip-
ment which will result in an embankment that is properly compacted-, uniform in moisture and properly finished to the lines and grades
shown on the plans .6r to those set fdrth in the applicable grading ordinance.
14 • Additional Grading - Cutslopes shall be cut to the lines
and grades as shown onthe -plans or set forth intheapplicable
grading ordinance.

Cut slopes, shall be protected from erosion by brow ditches.' Brow
ditches shall be either earthen or-lined with erosion resistant
material as shown on the plans or as 'recommended -by the engineer.
Embankments shall 'be' protected from erosion by placing an earthen
berm along the top of slope for the entire perimeter of the fill.
'Where drainage. is brought down'the'slope, the drainage way shall
be lined with erosion resistant material to prevent loss of embank-
ment slopes.
Where eaves are located less than 5' horizontally from top of fill
slopes, eaves troughs shall be provided to prevent, weakening of
slope ,due to water intrusion.,
'All areas of the building pad must be weli'drained. Drainage swales
shall have a rnimimum slope of l vertical in 100 horiontal unpaved
or 1' vertical in 200' horizontal paved with concrete. Drainage
shall be provided to ensure foundations will not be subjected to ponded water.

This is -to verify that we have investigated the footing soils
conditions and reviewed development plans for the above 'site.
The native soil is brown silty. sand loam (Marina course' sandy
loam per USDA Soil Survey) and is not detrimentally expansive.
Itextends to 'a depth of one to three feet. The .top soil is
loose in its natural state and should be removed and recompacted
for acceptable 'foundation' conditions. The -subsoil, us light
brown silty sand (SM) and firm inplace. It' is metasedamentary
and becomes more dense with depth. -. " ' ' '•
Ground water .,should not be encountered and there. are no' known
faults locatedcloseto the site,-(Elsinore fault 'is approximately
45 miles Northeast).
The proposed construction will consist of two level pads which
can ' be accomplshed. quite satisfactorily onsite. We recommend
that the continuous footings of the structure be reinforced with
one #4 bar, top & bottom,- as minimum reinforcement. Although
reinforcement of the slab floors is. not mandatory, we recommend-
that the slabs be. reinforced with 6"x6"x'10 ga. welded wire
mesh. 'A vapor barrier of 6 mil visqueen should be sandwiched in
a 4" sand blanket, below floor slabs. ''Select' onsite sand may be
used. Three story footings should 'be 18" wide and 2" deep unless
designed as retaining walls by structural engineering.

Active and passive fluid pressures of 45 (35 for approved
backfill procedures and materials and 70 for restrained or
sloping backfill) and 300#/psf and a friction factor of .4 should
be used for design of wall footing sizes and allowable soil
,;-: bearing pressure of 1500#/psf- may be used. All foundations shall
- have a minimum size as determined by Table 28-A of the Uniform

Grading Plan, the Grading Ordinance of the City of Carlsbad and
the attached Standard Specifications for the Placement of
Compacted Filled Ground
We have been contacted and will be available to do the
necessary engineering work for certification when the grading
work progresses. Special footing design will be recommended if
necessary at that time.
