This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform· Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by. the Planning Department, Engineering Department,
Fire Department or other departments. Clearance from those departments may be required
prior to the issuance of a building permit.

before the plans Will be ·in conformance with the cited codes and regulations. Per Sec. 106.4.3,

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects·(two sets of plans
· for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways: ·
1. Deliver all corrected sets of plans.and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diegb, CA 92123, (858) 560-1468.
Deliver all remainirtg sets of plans and calculatiqns/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments. · ·
NOTE: Plans that are submitted directly to EsGil Corporation only will hot be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
1. Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2001 edition of the California Building Code (Title 24 ), which
adopts the 1997 UBC, 2000 UMC, 2000 UPC and the 1999 N~C.
2. A complete description of the activities and processes that will occur in this
tenant space should be provided, A listing of all hazardous materials should be
included. The materials listing should be stated in a form that would make
classification in Tables 3-D and 3-E possible. The building official requires a
technical report to identify and develop methods of protection from hazardous
materials. Section 307 .1.6.
3. Please provide an equipment schedule for the laboratory.
4. Please provide the calculations to accompany the structural plans.
5. Please clarify the roof framing of the new laboratory the· plans indicate 12" 14
gauge studs and the stud manufacturer's number is for a 6" stud?
6. Please indicate if the roof is to be use for storage?
7. Please indicate the si:z:e and gauge of the ceiling 'joists for the vestibule.
8. Please imprint on the plans the City of Carlsbad Policies ancj Procedures for
Roof Mounted Equipment to the plans.
9. Please revise the p!ans to show the exhaust ducting not on the roof per the City
of Carlsbad policy.
10. Please indicate the use of the exhaust fan .. Is the exhaust fan for fume hoods?

1.0 Overview
Eriksen-Rattan Associates Inc. prepared this report for the exclusive use of Isis Pharmaceuticals. The
report provides a hazardous materials inventory analysis for a B/S1 Occupancy SCIF Laboratory that will
be located in Control Area 2 of an existing building located at 1890 Rutherford Road in Carlsbad,
California.1•3 The Code conditions addressed in the repbrt area based on the 2001 California Building &
Fire Codes as applicable to occupancy classification and hazardous materials classification,
quantification, control areas and exempt amounts.4
Isis Pharmaceuticals SCIF Laboratory hazardous materials operations can be addressed as a single
[one] hazardous materials Control Area or part of a single [one] hazardous materials Control Area, with
the types and amounts of hazardous materials well below applicable Control Area Exempt Amounts.
The format of the report is as shown in the table below.
Building plans and construction documents will be provided separately through HOR Architecture, Inc.
Review of such plans and documents for the conditions and requirements addressed herein is outside
the scope of this report. Conditions other than the hazardous materials operations specifically addressed
in this report are outside the scope of this r~port
1Non-lmpact Code CompliancefTechnical Report: This report is· addressed as a "non-impact" code compliance/technical report
for the following reasons:
• The SCIF Laboratory [Room 143] is the only Isis tenant improvement involving hazardous materials operations, with
construction-related conditions applicable to only two [2] Class 1-B Flammable Liquids. The two [2] construction-related
conditions [exhaust ventilation and fire sprinkler system for Class 1-8 Flammable Liquids] are addressed on pages iii-v.
• Isis storage operations will not involve high-piled combustible storage conditions.
2Building Conditions: The building is an existing, fully sprinklered building. Existing Control Area 1 is occupied by Quorex
Pharmaceuticals. Isis Pharmaceuticals will occupy an undeveloped portion of the building referred to in this report as Control Area

2.0 Hazardous Materials Operations -
Specific Construction Conditions
• Non-Impact Conditions:
• Isis hazardous materials and storage operations within Control Area 2 are viewed as "non-impact"
conditions as such conditions relate to construction requirements and the Code
Compliance/Technical Report. The reason for the "non-impact" conditions are as follows:
• The SCIF Laboratory [Room 143] is the only Isis tenant improvement involving hazardous
materials operations, with construction-related conditions applicable to only two [21 Class 1-B
Flammable Liquids.
• Storage operations will not involve high-piled combustible storage.
• The hazardous materials specific construction-related conditions applicable to the SCI F Laboratory
operations involve only exhaust ventilation for Class 1-B Flammable Liquids use-open system
operations within the lab and fire sprinkler system design for the lab based on hazardous materials
conditions.

• Code Requirement-CBC 1202.2.2: .
+ California Building Code, Sectlon 1202.2.2 requires general/area room mechanical exhaust
ventilation in B, F & S Occupancies in locations where Class I, II or Ill-A Liquids are used or
transferred [dispensed] in open system conditions. Additionally, the Code requires that the
general/area room exhaust ventilation system be sufficient to produce not less than six [6] air
changes per hour with at least one exhaust opening located at or near the floor level within 12"
of the lowest point in the room.
+ Class I, II and Ill-A Liquids use and transfer/dispensing amounts are shown in Attachments
1 and 2. As shown in Attachment 2, <25 cfm exhaust is needed to maintain flammable vapor-
air mixtures to </:;10% the-LFL for the two [21 Class 1-8 Flammable Liquids [lsopropanol &
Methanol] that will be used in the SCIF Laboratory.
• Isis Conditions:
+ Isis is proposing to use local exhaust ventilation as an alternate method of compliance to the
general area room exhaust ventilation system requirements addressed in California Building
Code, Section 1202.2.2. The alternate method of compliance is requested in accordance
with the conditions set forth in California Building Code, Section 104.2.8 and California Fire
Code; Section 103.1.2.
5Product-Conveying Ducts:
• CMC 502: Ducting used for conveying solid particulates, such as refuse, dust, fumes and smoke; liquid particulate matter, such
as spray residue, mists and fogs; vapors, such as vapors from flammable or corrosive liquids; noxious and toxic gases; and air
at temperatures exceeding 250oF (121oC).
• CMC 505: A mechanical ventilation or exhaust system shall be installed to control, capture and remove emissions generated
from product use or handing when required by the Building code or Fire Code and when such emissions result in a hazard to life
or property.
6Flammable Vapors:
• CMC 502: The concentration of flammable constituents in air that exceeds twenty-five percent (25%) of its lower flammability
limit (LFL).
• CMC 505.2: Mixtures within work areas where contaminants are generated shall be diluted below 25% of their lower explosive
or lower flammability limit with air that does not contain other contaminants. ·
• CFC 207: The concentration of flammable constituent~ in air that exceed 10 percent of their lower flammability limit (LFL).
7Exhaust Ventilation System:
• Exhaust Fan Sizes: >1=750 cfm -refer to mechanical plans submitted separately-by others for details.
• Local Exhaust through Exhaust Laboratory Hoods: Owner furnished/installed equipment-details not provided to ERAI.
8Particulate, Explosive and Incompatible Vapor Exhaust:
• Particulate Exhaust: Operations will not involve either the generation or exhaust of particulates such as corrosives, dusts,
fibers, mists, residues, sprays, etc.
• Explosive Exhaust: No use of explosive materials or materials generating explosive exhaust conditions.
• Incompatible Vapor Exhaust: Operations will not involve the exhaust of incompatible vapors -i.e.: no simultaneous use of
materials incompatible with each other.

• Isis Conditions -continued:
• The conditions proposed for the alternate method of compliance are listed below. The
conditions listed below will provide nonflammable vapor exhaust through exhaust duct systems
and maintain nonflammable vapor qoncentrations throughout the work areas [California
Mec;hanical Code, Sections 502, 505.2, 610.6]. In addition, the local mechanical exhaust
ventilation system conditions proposed will be designed and installed to capture vapors at their
point(s) of generation, thereby providing a more effective method for control of flammable and
combustible liquid vapors than will general area exhaust ventilation.
• Class I, II and Ill-A Liquids open use and dispensing operations within [under] exhausted laboratory
hoods.
• Exhaust ventilation serving hoods sufficient to maintain flammable vapor-air concentrations to </=10%
LFL through the exhaust duct system,
• Hood exhaust systems designed to meetthe following conditions:
* >/=450 cfm exhaust ventilation at any hood.
* >/=100 fpmaverage velocity at the face of the hood.
* >!=70 fpm velocity at any point of the face opening under normal operating conditions.
* Ventilation system designed and installed to capture vapors at their point(s) of generation.
+ Fire Sprinkler System Design:
• Code Requirement: NFPA 45, Section 4-2.2.1 requires an Ordinary Hazard, Group 1 fire sprinkler system
· design for the SCIF Laboratory [Room 143].
• Isis Conditions: Plans for fire sprinkler system installation will be submitted separately by others.

Response: Exhaust duct on roof has been minimized to shortest allowable length
recommended by exhaust fan manufacturer for proper operation.

Response: EF-1 will be utilized for snorkel and general exhaust EF-2 will be for
general and low wall exhaust.
11. Please indicate on the plans the method of providing make-up air and show it interlocked

Response: Make-up air will be provided by HP-1 and HP-2 which are now interlocked
to exhaust fans.
