The provisions of Section 304(c) of the Uniform Building Code state:
Sec. 304(c) Expiration of Plan Check. Applications for which no permit is
issued within 180 days following the date of application shall expire by
limitation and plans submitted for checking may thereafter be returned to the
applicant or destroyed by the Building Official. The Building Official may
extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant showing that circumstances beyond
the control of the applicant have prevented action from being taken. In
order to renew action on an application after expiration, the applicant shall
resufomit plans and pay a new plan check fee.

We have reviewed the retaining wall design from a geotechnical
point of view for the subject site. We understand that the wall
is to support an area around a hlofr jrgncion power pole and the
maximum wall height will be aboutjyj jfeet.
The retaining wall as designed should be satisfactory. However,
we would suggest that either the soil used for backfill be
essentially free draining (select granular sandy backfill) or the
design value used fpr £he equivalent fluid pressure should be
increased to about £3 psf/ft from the 30 psf/ft used in design
and then the sandy ori-slte soils may be used for backfill.
Because of the proximity of tha^ower^poXe ,^o-^yie construction
zone , we recommend _,j;l>at the Construction slope should be no
steeper than fee horizontal to one vertical . The toe of the
construction slope~"should^TDe~establis'hed by projecting a 1 1/2:1
plane downward from the outside edge of the pole -footing to the
catch point at the bottom of the wall and then projecting a 1:1
slope upward to the top. A minimum of five feet horizontal
distance away from the pole to top of slope should be maintained
at all times; however, it should be noted that SDGE will have
final review and their recommendations where applicable will
prevail for the placement of the construction slope.

Cribwall Construction
Dear Sirs:
The foundation modification for San Diego Gas & Electric Company's
steel pole structure No. 718320 has been completed. A tie back system was installed
in accordance with approved plans and specifications and met all of the required
testing criteria.
The pole site is now ready for the cribwall to be constructed along
Palomar Airport Road. The cribwall location has been approved by SDG&E as shown
on Foundation Modification Drawing TX-3685, Revision 4, and will become an intricate
part of the foundation protection for the steel pole structure.
