The water closet shall consist of a patented chemical type toilet. (b) For the purpose of this section th~ term construction site shall mean the location on which actual construction of a building is in progress. (c) A violation of this section shall constitute a misdemeanor. All construction or work for which a pennit is required shall be subject to inspection and all such construction or work shall remain accessible and exposed for inspection purposes until approved by the inspector.
