This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinances enforced by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Code sections cited are based on the 2007 CBC, which adopts the 2006 IBC. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2006 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. 2. Provide evidence of Health Department approval (for restaurants), where regulated by the local Health Department. 2. Each sheet of the plans must be signed by the person responsible for their preparation, even though there are no structural changes. Business and Professions Code. This includes the Kitchen plans. 3. Please clarify the section view of all new interior partitions. Show: a) Method of attaching top plates to structure. Please reference the correct bracing details. b) Show height of partition and suspended ceiling, and height from floor to roof framing or floor framing. 4. Please provide notes on the plans to show the suspended ceilings in Seismic Design Categories D, E & F comply with ASCE 7-05 Section 13.5.6.2.1 as follows: a) All ceilings shall use a Heavy Duty T-bar grid system. b) The width of the perimeter supporting closure angle shall be not less than 2 inches. c) The other end in each horizontal direction shall have a %" clearance from the wall and shall rest upon and be free to slide on a closure angle or a listed assembly. d) Ceiling areas over 1,000 ft.2 must have horizontal restraint wires (typically restraint would consist of four 12 gauge wires splayed 90° to each other and sloped 45° to the horizontal, spaced 12" o.c.). e) Ceilings without rigid bracing must have 2" oversize trim rings for sprinklers and other ceiling penetrations. 5. Please provide plans and calculations signed by the California State licensed engineer or architect for the structural support of the 675# rooftop air handler City of Carlsbad 09-1288 8/19/O9 unit. Include all calculations and finding on the plans. Please include the California license number, seal, date of license expiration and date plans are signed. Business and Professions Code. 6. Each door in a means of egress from an occupancy of Group A having an occupant load of 50 or more shall not be provided with a latch or lock unless it is panic hardware. Section 1008.1.9. 7. All doors and gates, within the exit path to a public way from an occupancy of Group A having an occupant load of 50 or more shall not be provided with latches or locks unless they are equipped with panic hardware. Sections 1008.1.9 and 1002. 8. Please review the requirements, revise the plans appropriately and imprint on the plans the City of Carlsbad Policies and Procedures for Roof Mounted Equipment to the plans. 9. Provide complete kitchen hood plans, details, and calculations to show compliance with UMC, Chapter 5, Part II • Show the required replacement air for each kitchen hood to be adequate not to create a negative pressure in the kitchen. Include an air balance schedule. The exhaust and make-up air systems shall be connected by an electrical interlocking switch. UMC 511.3 • Clearly show the material used to construct the hood and exhaust duct. UMC Section 508.1.1 • Provide a section detail for the hood showing the relative dimensioned locations for the hood, ceiling, and overhead construction framing of the floor or ceiling . Be sure to describe the construction materials (combustible, limited combustible, or non-combustible) used adjacent to the hood and duct. UMC 507.2 • Provide construction details for the fire rated grease duct enclosure. Note: Clearance distances from the grease duct to the enclosure inside face is not less than 6" (non-combustible) and 18" (combustible). UMC Sections 510.7 & 510.7.2.3. The State Fire Marshall does not adopt this design. • A single story non-rated building does not require an enclosure (shaft) protection for the grease duct installation above the ceiling. It does, however, mandate minimum clearance distances from the duct to combustible, limited, or non-combustible materials. Detail compliance with UMC 507.2 on the plans. Note: The State Fire Marshall does not recognize this design. • Detail the slope (1/4"/foot/minimum) on the horizontal grease duct back towards the hood. UMC 510.1.4. • Show the required cleanouts for the grease duct: At changes in direction and • Horizontal ducts require at least one 20 X 20" opening for personnel entry. • Detail the kitchen hood duct termination clearances as per UMC 510.8. City of Carlsbad 09-1288 8/19/O9 10. Please note in the general wiring notes on the plans "AC Cable is not allowed in A, B, E, H, F, M, S and I occupancies. NM cable is restricted (without City approval) to one and two family dwellings. Note on plans that an equipment ground conductor is to be installed in all flexible conduits". 11. All 125-volt, single phase 15 and 20 ampere receptacles installed in kitchens shall have GFCI protection for personnel. Please provide. NEC 210-8 (B). 12. Please have the principle designer check the appropriate box(s) and complete the Statement of Compliance System Acceptance section of the LTG-1 -C part 4 of 4 documents. 13. Hot water supplied to a public use lavatory or any bathtub is limited to a maximum temperature potential of 120 degrees. Detail how this temperature limitation is achieved. Note: The water heater thermostat may not be used for compliance with this Code section. UPC 413.1 & UPC 414. 14. Provide complete energy designs for the proposed changes in envelope, lighting, and mechanical systems. Provide the completed ENV- and MECH- forms showing energy compliance. 15. On the plans clearly show the wall and roof insulation locations, thickness, and R-values, as per the energy design. 16. The completed and signed ENV-1 and MECH-1 forms must be imprinted on the plans. 17. Please provide details for the weather proofing required in the mandatory measures for the rolling door windows. Note : When alterations, structural repairs or modifications or additions are made to an existing building, that building, or portion of the building affected, is required to comply with all of the requirements for new buildings, per Section 1134B.2. These requirements apply as follows: a) The area of specific alteration, repair or addition must comply as "new" construction. b) A primary entrance to the building and the primary path of travel to the altered area, must be shown to comply with all accessibility features. c) Existing sanitary facilities that serve the remodeled area must be shown to comply with all accessibility features. 18. Per Section 1011.3, tactile exit signs shall be required at the following locations: a) Each grade-level exit door. The tactile exit sign shall have the word, "EXIT." Please provide dimensioned plans showing the new outside seating not to reduce the required walk width from the accessible parking to the entrance. 20. Please revise the disabled accessible bar seating to show the seating to comply with section 1122B and show a knee space of 19". 21. Show that dining facilities are accessible, per Section 1104B.5, as follows: a) Fixed seating, counters and/or tables shall comply with Section 1104B.5.4 as follows: i) Wheelchair access is required to all areas where each type of functional activity occurs. ii) Each dining, banquet and bar area shall have one wheelchair seating space for each 20 seats, with >1 space per functional area. b) Access to these seats shall be by main aisles >36" in clear width. c) Accessible seats are integrated with the general seating to allow a reasonable selection of seating area and to avoid having one area specifically highlighted. 22. Show that the water closet is located in a space for the employee's restroom, per Section 1115B.3.2.3, which provides: a) A clear space in front of the water closet measuring 48" in front the interior depth does not appear to provide the required clearance.
