Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring two corrected sets of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
These corrections are in response to items not fully addressed or as the
result of information provided, the text in bold print indicates the
unresolved issue.
2. Please provide plans and calculations signed by the California State licensed
engineer or architect for the structural support of the 580# rooftop air handler
unit. Include all calculations and finding on the plans. Please include the
California license number, seal, date of license expiration and date plans are
signed. Business and Professions Code. I was unable to find the calculations
to accompany the Structural plans? Please clarify the plans sheet 54.1
appears to show alterations to the building structure? Please provide a
description of the scope and complete plans, details and calculations.
4. Provide a section view of all new interior partitions. Show:
a) Method of attaching top plates to structure. (Indicate the size, type and
number of connectors). No information provided in detail 01 on sheet
A4.1
b) Show height of partition and suspended ceiling, and height from floor to
roof framing or floor framing. ). No information provided in detail 01 on
sheetA4.1
5. Provide a section view of the new hard lid ceilings. Show:
a) Type, size and spacing of studs. Indicate gauge for metal studs. Specify
manufacturer and approval number or indicate "to be ICC approved". The
studs shown are over span and no connection is shown. Please
complete the detail on sheet A4.3
b) Method of attaching top to the structure and lateral bracing. No
information provided.
c) Show height of the hard lid ceilings from floor, hard lid ceilings to roof
framing or floor framing.

8. Provide complete energy designs for the proposed changes in the envelope
(store front glazing) systems. Provide the completed ENV-forms showing
energy compliance. No information provided
9. The completed and signed ENV-1 forms must be imprinted on the plans. No

11. Disaggregation of electrical circuits. Electrical power distribution systems shall be
designed to permit the disaggregated measurement of electrical load energy
uses downstream from the service meter according to Table 130.5-B. Additive
and subtractive methods may be used to determine aggregate and
disaggregated energy use. This may be accomplished by any of the following
methods: Please imprint on the plans the manufacturer's name and model
number of the split buss panel to be use to meet the requirement.
12. Multilevel lighting controls are required in areas exceeding 100 square feet in
area and have a connected lighting load exceeding .5 watts per square foot
(Classrooms are .7 watts). Review ES Table 130.1-A for design requirements.
Include control placement and design on the floor plans. (AB switching no longer
complies for most fixture types.) There is not a lighting control schedule so
there is no way for me to determine if the controls are compliant.
18. Please correct the enlarged restroom plan to show the interior width to be 7'4"
consistent with the floor plans (7'2" will not provide the required clearances). The
plans still show the restroom to be 7'2" and not 7' 4" which is necessary.
To speed up the review process, note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet, note or detail number,
calculation page, etc.

This plan review is limited to the technical requirements contained in the California version of
the International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy conservation, noise attenuation and access for
the disabled. This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the Planning
Department, Engineering Department, Fire Department or other departments. Clearance from
those departments may be required prior to the issuance of a building permit.
Code sections cited are based on the 2013 CBC, which adopts the 2012 IBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2012 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring two corrected sets of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
1. Provide evidence of Health Department approval (for restaurants), where
regulated by the local Health Department.
2. Please provide plans and calculations signed by the California State licensed
engineer or architect for the structural support of the 580# rooftop air handler
unit. Include all calculations and finding on the plans. Please include the
California license number, seal, date of license expiration and date plans are
signed. Business and Professions Code.
3. Please complete the wall legend, indicate on the plans the wall types and
reference the appropriate construction details.
4. Provide a section view of all new interior partitions. Show:
a) Method of attaching top plates to structure. (Indicate the size, type and
number of connectors).
b) Show height of partition and suspended ceiling, and height from floor to
roof framing or floor framing.
5. Provide a section view of the new hard lid ceilings. Show:
a) Type, size and spacing of studs. Indicate gauge for metal studs. Specify
manufacturer and approval number or indicate "to be ICC approved".
b) Method of attaching top to the structure and lateral bracing.
c) Show height of the hard lid ceilings from floor, hard lid ceilings to roof
framing or floor framing.
6. Please provide notes on the plans to show the suspended ceilings in Seismic
Design Categories D, E & F comply with ASCE 7-05 Section 13.5.6.2.1 as
follows:
a) All ceilings shall use a Heavy Duty T-bar grid system.

The width of the perimeter supporting closure angle shall be not less than
2 inches.
In each orthogonal horizontal direction, one end of the ceiling grid shall be
attached to the closure angle.
The other end in each horizontal direction shall have a %" clearance from
the wall and shall rest upon and be free to slide on a closure angle or a
listed assembly.
Ceiling areas over 1 ,000 ft-2 must have horizontal restraint wires (typically
restraint would consist of four 12 gauge wires splayed goo to each other
and sloped 45° to the horizontal, spaced 12" o.c.).
Ceilings without rigid bracing must have 2" oversize trim rings for
sprinklers and other ceiling penetrations.
7. Please review the requirements, revise the plans appropriately and imprint on
the plans the City of Carlsbad Policies and Procedures for Roof Mounted
Equipment to the plans.
8. Provide complete energy designs for the proposed changes in the envelope
(store front glazing) systems. Provide the completed ENV-forms showing
energy compliance.
9. The completed and signed ENV-1 forms must be imprinted on the plans.
10. Please have the document author sign all of the required MCH forms.
11. Disaggregation of electrical circuits. Electrical power distribution systems shall be
designed to permit the disaggregated measurement of electrical load energy
uses downstream from the service meter according to Table 130.5-B. Additive
and subtractive methods may be used to determine aggregate and
disaggregated energy use. This may be accomplished by any of the following
methods:
1. Separate switchboards, motor control centers or
panelboards to which are connected only the required
load or group of loads; or
2. Subpanels of the above to which are connected only the
required load or group of loads and for which the
subpanelload can be independently measured in aggregate;
or
3. Branch circuits, taps or disconnects requiring
overcurrent protection devices rated 60 amperes or
greater.
12. Multilevel lighting controls are required in areas exceeding 100 square feet in
area and have a connected lighting load exceeding .5 watts per square foot
(Classrooms are .7 watts). Review ES Table 130.1-A for design requirements.
Include control placement and design on the floor plans. (AB switching no longer
complies for most fixture types.)

13. Shut-Off Controls: Each floor, each space (not exceeding 5,000 square feet),
and each type (general, display, and ornamental) of lighting shall be individually
capable of being automatically shut-off when the building is unoccupied. Include
the control design. (A percentage of egress lighting is now included in the shut-
off requirement). ES 130.1 (c)
14. Specify on the plans: Water conserving fixtures: New water closets shall use no
more than 1.28 gallons of water per flush, lavatories and kitchen faucets may not
exceed 2.2 GPM, and showers may not exceed 2.5 GPM of flow. CPC Section
402.0.
15. Please revise the plumbing plans to show the required clean-outs per section
707 and 719 of the UPC.
16. Detail how floor drain trap seal is to be maintained. UPC Section 1007.0 (floor
drain trap priming).
17. Please correct the waste line to show the vent for the water closet to be a
minimum of a 2".
18. Please correct the enlarged restroom plan to show the interior width to be 7'4"
consistent with the floor plans (7'2" will not provide the required clearances).

2. GRADING PERMIT REQUIREMENTS
The conditions that require a grading permit are found in Section 11.06.030 of the Municipal
Code.
Inadequate information available on site plan to make a determination on grading
requirements. Include accurate grading quantities in cubic yards (cut, fill, import, export and
remedial). This information must be included on the plans. If no grading is proposed
write: "NO GRADING"
Minor Grading Permit required. NOTE: The grading permit must be issued and grading
approval obtained prior to issuance of a building permit. A separate grading plan prepared. a
registered civil engineer must be submitted together with the completed application form attached.
Graded Pad Certification required. All required documentation must be provided to your
Construction Management & Inspection division inspector, . The

1) Department of Environmental Health (DEH) stamped plans shall be maintained at the jobsite and
available for review at the time of the inspection.
2) Changes to equipment layout, menu, or application must be submitted for approval. Changes made without
approval will make the plan approval null and void.
3) Obtain local Building Department and all applicable agencies permits and approvals PRIOR TO FINAL
INSPECTION AND APPROVAL TO OPERATE BY THIS DEPARTMENT.
4) All food and utensil-related equipment shall be certified to applicable sanitation standards by an ANSI
accredited testing agency.
5) Upon completion of 60%-80% of construction, call (858) 505-6660 to schedule a preliminary inspection. In
lieu of a plumbing inspection by DEH:
a. Floor sinks shall be installed Yz exposed and equipped with an appropriate grill cover if no access is
provided for cleaning.
b. Drain lines shall slope W' per foot to gravity, shall not exceed 15' in length and shall terminate a
minimum of 1" above the floor sink with a legal air gap. Drain lines shall not intercept walkways or door
ways.
c. No condensate drainage of any kind, including HV AC can drain to the mop sink.
d. The entire floor surface must be sloped to the floor drains approximately 1/8 inch per foot or a four feet
diameter depression that slopes I :50 (approximately lf4 inch per foot).
e. Conduits of all types shall be installed within walls as practicable. When otherwise installed, they shall be
mounted or enclosed in a chase so as to facilitate cleaning.
6) Owners and/or operators must pass an approved and accredited Food Safety Certification course. Proof of
successful completion of this course is to be furnished at the final inspection.
7) At the time when the final inspection is requested, the facility shall have all utilities operational and all
refrigeration shall have an ambient air temperature of 38"F or below and shall be equipped with a thermometer
accurate to+/-TF in the warmest section of the unit. All equipment is to be in place and functional.
8) Seal all cracks, gaps and crevices in counters, cabinets, around metal flashing, sink backsplashes, around pipes
and conduits with silicone sealant.
9) An Air Balance Report will be required at final inspection.
10) AN\tFOODPROCESSING AREAS MUST BE COMPLETELY ENCLOSED. OPERABLE
WINDOWS, MOVEABLE \VALL PANELS,. GARAGE ROLL-UP DOORS, 0~ OTHER MEANS OF
RENDERING FOOD PROCESSING AREAS NOT FULLY ENCLOSED ARE NOT APPROVED.
