The applicant shall provide best management practices to reduce surface pollutants to an acceptable level prior to discharge to sensitive areas. Plans for such improvements shall be approved by the City Engineer prior to issuance of grading or building permit, whichever occurs first. 0 11. / Required fees are attached Q No fees required WATER METER REVIEW 12a. Domestic (potable) Use Ensure that the meter proposed by the owner/developer is not oversized. Oversized meters are inaccurate during low-flow conditions. If it is oversized, for the life of the meter, the City will not accurately bill the owner for the water used. 0 All single family dwelling units received “standard” 1” service with 5/8” service. 5 Rw. TIlUQ) . 1ST 2ND 3RD BUILDING PLANCHECK CHECKLIST 0 If owner/developer proposes a size other than the "standard", then owner/developer must provide potable water demand calculations, which include total fixture counts and maximum water demand in gallons per minute (gpm). A typical fixture count and water demand worksheet is attached. Once the gpm is provided, check against the "meter sizing schedule" to verify the anticipated meter size for the unit. 0 Maximum service and meter size is a 2" service with a 2" meter. 0 If a developer is proposing a meter greater than 2", suggest the installation of multiple 2" services as needed to provide the anticipated demand. (manifolds are considered on case by case basis to limit multiple trenching into the street). 0 0 0 12b. Irrigation Use (where recycled water is not available) All irrigation meters must be sized via irrigation calculations (in gpm) prior to approval. The developer must provide these calculations. Please follow these guidelines: 1. If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets. If so, at the water meter station, the demand in gpm may be listed there. Irrigation services are listed with a circled "I", and potable water is typically a circled "W. The irrigation service should look like: STA 1+00 Install 2" service and 1.5: meter (estimated 100 gpm) 2. If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use. Once you have received a good example of irrigation calculations, keep a set for your reference. In general the calculations will include: Hydraulic grade line Elevation at point of connection (POC) Pressure at POC in pounds per square inch (PSI) Worse case zone (largest, farthest away from valve 0 Total Sprinkler heads listed (with gpm use per head) Include a 10% residual pressure at point of connection 3. In general, all major sloped areas of a subdivision/project are to be irrigated via separate irrigation meters (unless the project is only SFD with no HOA). As long as the project is located within the City recycled water L BUILDING PLANCHECK CHECKLIST 1ST 2ND 3R0 service boundary, the City intends on switching these irrigation services/meters to a new recycled water line in the future. 0 0 0 12c. Irrigation Use (where recycled water is available) 1. Recycled water meters are sized the same as the irrigation meter above. 2. If a project fronts a street with recycled water, then they should be connecting to this line to irrigate slopes within the development. For subdivisions, this should have been identified, and implemented on the improvement plans. Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees. However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund. However, let the applicant know that we cannot guarantee the refund, and they must deal with the SDCWA for this. 0 0 0 13. Review 1 st 2nd 3rd Other Agency ID FD Job # 013777 FD File # , d. ? - City of Carlsbad - Office of Fire Protection Services POLICY October 25,2000 SMOKE FIRE DAMPERS Background - The 1997 California Building Code Section 7 13.10 has revised the actuation requirements for smoke dampers. Generally, smoke dampers are required to be actuated by either a smoke detector or a total-coverage smoke-detection system. Deputy Fire Marshals, Plan Checkers and Field Inspectors have found that stand-alone smoke detectors used to actuate these dampers are not listed with the California State Fire Marshal for that purpose. This complicates and extends the plan review process and causes delays in final inspection in the field. Therefore, until industry lists stand-alone smoke detectors for use in actuating smoke-fire dampers, the following policy will be used in the City of Carlsbad: Policy - Smoke fire dampers are required to be wired to an approved fire alarm system. Building plan submittals are required to note that the smoke fire dampers and smoke detectors that actuate the dampers comply with the above provision. A separate submittal to the Fire Department from a licensed fire alarm contractor is required for plan review of these systems. The submittal shall include floor plans, mechanical details of the dampers, wiring diagrams, permit fees, State Fire Marshal listings and manufacturer’s cut sheets on all devices. This policy may be reconsidered and modified when the smoke detector manufacturers have listed these devices with the California State Fire Marshal for this specific purpose. Building permits including such stand-alone systems will not be issued until it can be demonstrated prior to permit issuance that all components of such systems are listed for their intended purpose by the California State Fire Marshal’s Office. - Fire Marshal Approval , Date 1635 Faraday Avenue Carlsbad, CA 92008 (760) 602-4660 FAX (760) 602-8561 @ i- COMPANY Standard Strudures, Inc 340 Standard Avenue Windsor, Ca 95492 Rme: 800-862-4936 Nov. 27,2001 100959 n PROJECT Pavilion at La Costa La Costa, Ca Building 8 Case 1 PavilionLaCosta-8-I .wwb SSI SIZER Capacity Length Stiffener 2188 2188 1-3/4 1-3/4 No NO, ~~~~ ~ ~ LOADS: ( Ibs, psf, or plf ) Criterion Analysis Value Design Value Shear V = 988 Vr = 2644 Bending (+) M = 5183 Mr - 7210 Dead Defl'n 0.56 = L/474 Live Defl'n 0.48 = L/546 1.10 - L/240 Total Defl'n 1.04 = L/253 1.41 = L/180 ~~ ~ Design Check Calculation Sheet SSI Stzer 2001 Analysis/Design (%) V/Vr = 31.30 M/Mr = 11.80 43.92 70.88 ILoad I TvDe I Distribution I Maonitude I Location fftl [Pattern I -. 1 Sta& End I Start End- ILoad? 1 I Dead I Full Area I 15.00 (24.0)*I I No 3 I Dead I Point I 300 I 6.00 '*Tributary Width (in) MAXIMUM REACTIONS (Ibs) and BEARING LENGTHS (in) : 0 22' 548 Total 4 12 I E 11 -718" SSI 32MX Spaced at 24" dc; 4DDITIONAL DATA: ?ACTORS: F CD CM Ct CL CF cv CfU Cr LCI Fb ' +- n/a 1.25 1.00 1.00 1.000 1.00 1.000 1.00 1.07 2 Fv' = n/a 1.25 1.00 1.00 2 E' - n/a 1.00 1.00 2 Bending(+): LC# 2 = D+C, M = 5183 lbs-ft Shear : LC# 2 = D+C, V = 988 lbs Deflection: LC# 2 = D4C EI= 460.00e06 lb-in2 C= 9.39e06 in-lb/in Total Deflection = 1.00(Dead Load Deflection) + Live Load Deflection. The Pavilion at La Costa, Carlsbad Tract No. 92-08. Lot 4, Carlsbad, California, prepared for Thomas Enterprises, Inc. by Southern California Geotechnical, Inc., dated November 8, 2001, SCG Project No. 01 G216-1. Dear Mr. Kuhnel: In accordance with the request of Mr. Steve Kohn of Nadel Architects, Inc., we have reviewed the foundation plans for the above referenced project. These plans have been reviewed for conformance with the conclusions and recommendations contained within the above referenced geotechnical report. The plans provided to our ofice for the purposes of this review are identified as follows: 0 Sheet S-I, General Notes, Building 8, dated December 3,2001. 0 Sheet S-2, Typical Details, Building 8, dated December 3,2001. e Sheet S-5, Foundation Plan, Building 8, dated December 3, 2001. Sheet S-7, Structural Details, Building 8, dated December 3,2001. 0 Sheet S-9, Structural Details, Building 8, dated December 3,2001. In general, these plans are considered to have been prepared in accordance with the conclusions and recommendations presented in the above referenced geotechnical report. Comments generated during our review as well as any exceptions to this conclusion are documented below: 0 The structural engineer has specified that the floor slab reinforcement consist of No. 3 bars at 16-inches on-center in both directions. This reinforcement exceeds the minimum reinforcement presented in the above referenced geotechnical report and is considered suitable from a geotechnical standpoint. 1260 North Hancock Street, Suite 101 Anaheim, California 92807-1 951 (714) 777-0333 Fax (71 4) 777-0398 ! Reinforcement within the perimeter foundations consists of four No. 5 bars (2 top and 2 bottom) with the exception of the grade beam footing along Column Lines E, 1 and 6, which are reinforced with six No. 7 bars (3 top and 3 bottom). This reinforcement exceeds the geotechnical recommendations and is considered suitable. 0 Detail 3 on Sheet S-7 indicates that all exterior patio slabs will be connected to the building footings using No. 4 bars at 24-inches on-center, 18-inches long. This detail is considered to satisfy the recommendation presented in Section 6.5 of the geotechnical report. Based on our review, the above referenced plans are considered to have been prepared in conformance with the conclusions and recommendations of the geotechnical report. It should be noted that this review was limited to the geotechnical aspects of the plans and no representation as to the suitability of the structural design is intended. We sincerely appreciate the opportuntty to be of continued service on this project. We look forward to providing additional consulting services during the course of the project.
