Dear Mr. Kuhnel:
Pursuant to the request of VCC, MTGL, Inc. obtained seven bulk soil samples within the proposed
paved parking areas at the above project site on June 26, 2003 for Resistance R-value testing. The
attached plan shows the approximate location of the samples taken as directed by VCC. The soil
samples were brought to our laboratory and tested in general accordance with the latest revisions of
the CALTRWS Test Method No. 301. The R-values obtained are presented below along with
corresponding minimum pavement section based upon the Supplemental Standard No. GS-17 of the
City of Carlsbad. According to Mr., Tim Fennessy of the City of Carlsbad, the pavement at the project
site corresponds to a Traffic Index of 5 and 7 for light and heavy traffic, respectively.

TITLE 24 DISABLED ACCESS
Provide notes and details on the plans to show compliance with the enclosed
Disabled Access Review List. Disabled access requirements may be more

Provide a copy of the project soil report prepared by a California licensed
architect or civil engineer. The report shall include foundation design
recommendations based on the engineer's findings and shall comply with UBC
Section 1804.
In Seismic Zone 4, each site shall be assigned a near-source factor. Identify this
value in the soils report and on the plans. Section 1629.4.2.
Investigate the potential for seismically induced soil liquefaction and soil
instability in seismic zones 3 and 4. Section 1804.5
Provide a letter from the soils engineer confirming that the foundation plan,
grading plan and specifications have been reviewed and that it has been
determined that the recommendations in the soil report are properly incorporated

16. The soils engineer recommended that he/she review the foundation excavations.
Note on the foundation plan that "Prior to the contractor requesting a Building
Department foundation inspection, the soils engineer shall advise the building

per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.

to approval. The developer must provide these calculations. Please follow
these guidelines:
1. If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W. The irrigation service should
look like:

2. If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for your reference. In general the calculations will include:

Pressure at POC in pounds per square inch (PSI)
Worse case zone (largest, farthest away from valve

3. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA). As long as the project is located within the City recycled water

service boundary, the City intends on switching these irrigation
services/meters to a new recycled water line in the future.

1. Recycled water meters are sized the same as the irrigation meter above.
2. If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

INTRODUCTION
a. The purpose of this report is to present the results of observation and testing
services provided by MTGL, Inc. for Building No. 7 at The Pavilion at La
Costa.
b. This report covers testing services performed fi-om November 18* through
December 1 I&, 2002.
PROJECT DESCRIPTION
a. The project is the proposed construction of a multi-building complex, and
associated site improvements. This report summarizes the observation and
testing completed to date and certifies the building pad for future planned
construction,
b. The work tested by us was the rough grading to finish grade of the building
pad, along with grading of other new building pads that will be finished at a
later date.

3. GRADING AND EARTHWORK
3.1 Grading
a. The building pad was overexcavated 2 feet into competent materials
and brought to grade with native onsite and import soil materials under
the observation and testing by the soil technician. Moisture and density
tests show that the building pad soils are considered suitable for the
proposed construction.
b. The laboratory maximum density/optimum moisture contents were
determined in accordance with ASTM D1557-91 and are reported in
Table 1.
4. TESTS
4.1 Field Procedures
a. The subgrade soils were tested by the Soil Technicians as required by
the specifications. Results of the field density testing are presented on
Table 2.
b. Samples considered representative of field conditions were obtained
for laboratory testing consisting of Maximum Dry Density & Optimum
Moisture Content. Results of laboratory testing are summarized on
Table 1.

4.3 Records
A Field Daily Report was prepared by our Soil Technician for each day of
testing. The reports were generally reviewed by our Engineer, and are
complementary to this report.
5. COMMENTS AND CONCLUSIONS
Based on the above described observations and tests, it is considered that the
earthwork under our observation was performed in substantial conformance
with the project specifications, the soil engineer's recommendations, and the
requirements of the Regulating Agency. The recompacted subgrade soils are
suitable for the support of the proposed structures.

Our work is considered to be in accordance with the usual standards of the

The Developer shall submit to the City Engineer proof that a Notice of Intention for thc
start of work has been submitted to the State Water Resources Control Board.
This project requires off site grading. NO grading shall occur outside the limits of thir
approval unless Developer obtains, records and submits a recorded copy to the Ciq
Engineer a grading or slope easement or agreement from the owners of the affect=
properties. If Developer is unable to obtain the grading or slope easement, or agreement
no grading pennit will be issued. In that case Developer must either apply for and obtair

SMOKE FIRE DAMPERS
Background - The 1997 California Building Code Section 7 13.10 has revised the
actuation requirements for smoke dampers. Generally, smoke dampers are required to be
actuated by either a smoke detector or a total-coverage smoke-detection system. Deputy
Fire Marshals, Plan Checkers and Field Inspectors have found that stand-alone smoke
detectors used to actuate these dampers are not listed with the California State Fire
Marshal for that purpose. This complicates and extends the plan review process and
causes delays in final inspection in the field. Therefore, until industry lists stand-alone
smoke detectors for use in actuating smoke-fire dampers, the following policy will be
used in the City of Carlsbad:
Policy - Smoke fire dampers are required to be wired to an approved fire alarm system.
Building plan submittals are required to note that the smoke fire dampers and smoke
detectors that actuate the dampers comply with the above provision. A separate submittal
to the Fire Department from a licensed fire alarm contractor is required for plan review of
these systems. The submittal shall include floor plans, mechanical details of the dampers,
wiring diagrams, permit fees, State Fire Marshal listings and manufacturer’s cut sheets on
all devices.
This policy may be reconsidered and modified when the smoke detector manufacturers
have listed these devices with the California State Fire Marshal for this specific purpose.
Building permits including such stand-alone systems will not be issued until it can be
demonstrated prior to permit issuance that all components of such systems are listed for
their intended purpose by the California State Fire Marshal’s Office.

In accordance with the request of Mr. Steve Kohn of Nadel Architects, Inc., we have
reviewed the foundation plans for the above referenced project. These plans have been
reviewed for conformance with the conclusions and recommendations contained within the above referenced geotechnical report. The plans provided to our ofice for the
purposes of this review are identified as follows:

In general, these plans are considered to have been prepared in accordance with the
conclusions and recommendations presented in the above referenced geotechnical
report. Comments generated during our review as well as any exceptions to this
conclusion are documented below:
0 The structural engineer has specified that the floor slab reinforcement consist of
No. 3 bars at 16-inches on-center in both directions. This reinforcement exceeds
the minimum reinforcement presented in the above referenced geotechnical report and is considered suitable from a geotechnical standpoint.

Reinforcement within the perimeter foundations consists of four No. 5 bars (2 top
and 2 bottom) with the exception of the grade beam footing along Column Lines E, 1 and 6, which are reinforced with six No. 7 bars (3 top and 3 bottom). This
reinforcement exceeds the geotechnical recommendations and is considered
suitable.
0 Detail 3 on Sheet S-7 indicates that all exterior patio slabs will be connected to
the building footings using No. 4 bars at 24-inches on-center, 18-inches long.
This detail is considered to satisfy the recommendation presented in Section 6.5
of the geotechnical report.
Based on our review, the above referenced plans are considered to have been
prepared in conformance with the conclusions and recommendations of the
geotechnical report. It should be noted that this review was limited to the geotechnical
aspects of the plans and no representation as to the suitability of the structural design is
intended.
We sincerely appreciate the opportuntty to be of continued service on this project. We
