Section 5416. Health and Safety Code, State of California
(a) There shall be not less than one water closet for each 20 employees or fractional part thereof working at a
construction job site. The water closet shall consist of a patented chemical type toilet. ·
(b) For the purpose of this section the term construction site shall mean the location on which actual
construction of a building is in progress.
(c) A violation of this section shall constitute a misdemeanor.
All construction or work for which a permit is required shall be subject to inspection and all such construction
or work shall remain accessible and exposed for inspection purposes -until approved by the inspector. Work .
shall not be done beyond the point indicated in each successive inspection without first obtaining the approval
of the inspector.

determined that the recommendations. in the soils report are properly
incorporated into the construction documents (when required by the soil report).

This plan review is limited to the technical requirements contained in the Uniform Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and disabled access .. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on Jaws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
A. Please make all corrections on the original tracings and submit two new sets of prints to:
Esgil Corp. or to the bldg. dept. of the juris.

1. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to
the City of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA
92009, (619) 438-1161. The City will route the plans to EsGil Corporation and
the Carlsbad Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (619)
560-1468. Deliver all remaining sets of plans and calculations/reports directly to
the City of Carlsbad Building Department for routing to their Planning,
Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not
be reviewed by the City Planning, Engineering and Fire Departments until review
by EsGil Corporation is complete
4. Provide a statement on the Title Sheet of the plans that this project shall comply
with Title 24 arid 1994 UBC, UMC and UPC and 1993 NEC.
7. Provide a not~ on the plans indicating if any hazardous materials will be stored
and/or used within the building which exceed the quantities listed in UBC Tables
3-D and 3-E. Complete the GENERAL BUILDING NOTE# 2 by adding
"Tables 3-D and 3-E" @ the end of the note # 2.
8. Provide a complete section view for each type of interior partitions, including all
the information as required in the original correction and also provide cross
reference from the detail (section view) to the floor plans. See original
correction list.
15. Please show a cross section of the handrail shown on detail "A/4".
16. Glearly show on plans that the handrails shall be installed on both sides of both
stairs.
18. Exit corridors shall not be interrupted by intervening rooms. Foyers, lobbies or
reception rooms constructed as for corridors shall not be construed as
intervening rooms. Section 1005.1. Offices open to corridor on the 2nd floor.
22. From the soils report:
• Provide a letter from the soils engineer confirming that the foundation plan,
grading plan and specifications have been reviewed and that it has been
determined that the recommendations in the soils report are properly
incorporated into the construction documents (when required by the soil report).

• DOORS
12. Revise plans to show a level area, or landing, per Section 1004.9.2.2a:
a) ~48" in the direction opposite the door swing (or 44" if doors don't have latches or
closers). Bathroom doors on the first floor and storage door on the first floor(in
front of the bathrooms). You shall have 48" minimum at the bathrooms door on
the first floor, however the plans show only 45". Please revise the plans to show
the minimum required 48".
• STAIRWAYS AND HANDRAILS
13. Revise plans to show that handrails are provided on each side of the stairs, per Section
1006.9.1.
14. Show that handrails extend a ~12'; beyond top nosing, and ~12"-plus-tread-width beyond the
bottom nosing, per Section 1006.9.2.2a.
15. Show or note that interior stair treads are marked at the upper approach and the lower tread of
each stair, by a strip of clearly contrasting col<;>r, per Section 1006.16.1, as follows:
a) At least 2" wide.
b) Placed parallel to and not more than 1" from the nose of the step or landing.
c) The strip shall be as slip resistant-as the other treads of the stair.

plans regardless of the elevator requirement.
24. Revise plans to show that passageways leading to -sanitary facilities have required clear access
widths, per Section 1115B.4. Show that all doorways have:
a) All strike edge clearance.dimensions are· required to be met.(i.e. 18" strike edge
distance). Clearly show it on· MEN bathroom on the second floor.
25. Note that the doorways leading to sanitary facllities shall .be identified, per Section 1115B.5, as
follows:
a) An equilateral triangle¼" thick with edges 12" long and a vortex pointing upward at
men's rest rooms. .
b) A circle¼" thick, 12" in diameter at women's rest rooms.
c) A 12" diameter circle with a triangle superimposed on the circle and within the 12"
diameter at unisex rest rooms.
d) The required symbols shali be centered on the door at a height of 60".
e) Braille signage shall also be located on the wall adjacent to the latch outside of the
doorways le~ding to the sanitary facilities, per Section 1117B.5.9.
• SINGLE ACCOMMODATION FACILITIES
26. Revise plans to show a sufficient space in the toilet room for a wheelchair to enter the room and
close the door, per Section 1115B.7.2. The space is required to be:
a) ~60" diameter.
b) AT-shaped space as shown in Figure 11B-12(a) and (b).
c) Doors are not permitted to encroach into this space.
27. Show that the water closet is located in a space, per Section 1115B7.2, which provides:
a) A minimum side clearance of either:
i) ~28" from a fixture.
ii) ~32" from a wall on one side.
b) ~48" clear space in front of the water closet.

NOTE: Where a tank-type toilet is used which obstructs placement at 33", the grab bar
may be installed as high as 36".

i) 15" to 16½" (±1 ") from the center line of the water closet stool.
ii) Be ;;.::42" long with the front end positioned 24" in front of the stool.

d) The diameter, or width, of the grab bar gripping surface is ~1 ¼" but ~1 ½", or the shape
shall provide an equivalent gripping surface.
e) If mounted adjacent to a wall, the space between the wall and the grab bar shall be 1½".
f) Be designed to support 250#.
32. Revise plans to show ~40" height for:
a) The operable parts of at least 1 ;
i) Paper towel dispenser.
ii) Sanitary napkin dispenser.
iii) Waste paper disposal.
iv) Other similar dispensing and/or disposal fixtures.

Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the s·uilding Department. You may have other
corrections based on laws and ordinances enforced by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Code sections cited are based on the 1994 USC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,

• GENERAL
1. Please make all corrections on the original tracings and submit two new sets of

2: · Provide the names, addresses and telephone numbers of the owner and the
responsible design professionals on the Title Sheet.
3. Provide a Building Code Data Legend on the Title Sheet. Include the following
code information for each building proposed:

4. Provide a statement on the Title Sheet of the plans that this project shall comply

5. Indicate the use of all spaces ·adjacent to the area being remodeled or improved.
6. Show any existing fire rated area separation walls, occupancy separation walls,
demising walls, shafts or rated corridors. Identify and provide construction
details for proposed new fire rated walls.
7. Provide a note on the plans indicating if any hazardous materials will be stored
~nd/or used within the building which exceed the quantities listed in UBC Tables
3-D and 3-E.
8. Provide a section view of all new interior partitions. Show:
a) Type, size and spacing of studs. Indicate gauge for metal studs. Specify
manufacturer and approval number or indicate "to be ICBO approved".
b) Method of attaching top and bottom plates to structure. (NOTE: Top of
partition must be secured to roof or floor framing, unless suspended
. ceiling has been designed for partition lateral load).
c) Wall sheathing material and details of attachment (size and spacing of
fasteners).
d) Show height of partition and suspended ceiling, and height from floor to
roof framing or floor framing.

9. Provide notes and/or details to st)ow that the floor and wall finish in toilet rooms
are surfaced with a smooth hard non-absorbent material extending five inches
up the wall. Similar surfacing shall be provided on the walls from the floor to a
height of 4 feet around urinals and within water closet compartments. Section
807.
• SITE PLAN
10. Show dimensioned parking layout including any required disabled access
spaces.
• INTERIOR WALL AND CEILING FINISHES
11. Provide a note on the plans or on the finish schedule, stating, "Wall and ceiling
materials shall not exceed the flame spread classifications in UBC Table 8-B."
• EXITS
12. Exits shall not pass through kitchens, store rooms, or spaces used for similar
purposes. Section 1003.5. Exits from the offices on the second floor.
13. Note on the plans: "All exits are to be openable from inside wit~out-the use of a
key or special knowledge." In lieu of the above, in a Group B, F, Mor S
occupancies, you may note "Provide a sign on or near the exit door, reading
THIS DOOR TO REMAIN UNLOCKED DURING BUSINESS HOURS." This
signage is only allowed at the main exit. Section 1004.3.
14. Regardless of occupant load, a floor or landing not more than 1 inch (1/2-inch if
disabled access is required) below the threshold is required on each side of an
exit door. Section 1004. 9.
• STAIRWAYS
15. Stairway handrails should not project more than 3-1/2 inches into the required
width. Trim and stringers may not project more than 1-1/2 inches. Section
1006.2.
16.. Handrails:
a) Handrails are required on each side of stairways. Stairways less than 44"
wide or stairways serving one dwelling unit may have one handrail (if not
open on both sides).
b) Handrails and extensions shall be 34" to 38" above nosing of treads and
be continuous.

Note: Where access for the disabled is necessary, Title 24 requires
handrails on both sides to extend 12 inches beyond the top nosing and 12
inches plus the tread width beyond the bottom nosing.
17. The handgrip portion of all handrails shall be not less than 1-1/4 inches nor
more than 2 inches in cross-sectional dimension. Handrails proiecting from
walls shall have at least 1-1/2 inches between the wall and the handrail.

• CORRIDORS
18. Exit corridors shall not be interrupted by intervening rooms. Foyers, lobbies or
reception rooms constructed as for corridors -shall not be construed as
intervening rooms. Section 1005.1.
• EXIT SIGNS
19. Exit signs are required whenever two exits are required. Show all required exit
sign locations. Section 1013.1.
20. Show two sources of power for the lamps at exit signs. Section 1013.4.
21. Show that exits are lighted with at least one foot candle at floor level. Section
1012.1.
• FOUNDATION
22. Provide a copy of the project soil report prepared by a California licensed
architect or civil engineer. The report shall include foundation design
recommendations based on the engineer's findings and shall comply with UBC
Section 1804.
23. Specify on the foundation plan or structural specifications sheet the soil
classification, the soils expansion index and the design bearing capacity of the
foundation. Section 1804.3.
24. Investigate the potential for seismically induced soil liquefaction and soil
instability in seismic zones _3 and 4. Section 1804.5

32. Guardrails (Section-509.1 ):

DEPARTMENT OF STATE ARCHITECT NON RESIDENTIAL
TITLE 24 DISABLED ACCESS REQUIREMENTS
The following disabled access items are taken from the 1995 edition of California
Building Code, Title 24. Per Section 1. 01 .17 .11, all publicly and privately funded public
accommodations and commercial faciliti.es shall be accessible to persons with
disabilities as follows:
(1) Any builoing, structure, facility, complex, or improved area, or portions
thereof, which are used by the general public.
(2) Any sanitary facilities which are made available for the public, clients, or
employees in such accommodations or facilities.
(3) Any curb or sidewalk intended for public use that is constructed with
private funds.
(4) All existing accommodations when alterations, structural repairs. or
additions are made to such accommodations.
NOTE: All Figures and Tables referenced in this checklist are printed in the California
Building Code, Title 24.
• REMODELS, ADDITIONS AND REPAIRS
1. When alterations, structural repairs or modifications or additions are made to an existing
building, that building, or portion of the building affected is required to comply with all of the
requirements for new buildings, per Section 1134B.2. These requirements apply only to the area
of specific alteration, repair or addition and shall include:
a) A primary entrance to the building and the primary path of travel to the area in
question, and include the following items which serve the area in question:
i) Sanitary facilities.
ii) Drinking fountain~.
iii) Public telephones.
• SITE PLAN REQUIREMENTS
2.. Show, or note that at every primary public entrance, and at every major function area along, or
leading to, an accessible route of travel, there is to be a sign displaying the international
symbol of accessibility. Signs are required to indicate the direction to accessible building
entrances and facilities, per Sections 1117B.5 . .7 and 1127B.3. Offices on the second floor
shall be made accessible.

• DISABLED ACCESS PARKING SPACES
3. Revise site plan to show that accessible spaces comply with Section 11298.4.1 as follows:
a) Single spaces shall be 14'0" wide and outlined to provide a 9'0" parking area and a 5'0"
loading and unloading area on the passenger side of the vehicle.
b) When more than one space is provided, in lieu of providing a 14'0" space for each
space, two spaces can be provided within a 23'0" area with a 5"0" loading zone between
each 9'0" wide space. ·
c) Each space is to be a minimum of 18'0" in depth.
4. Revise plans to show that at least one in every 8 accessible spaces are served by an access
aisle ~96" in width and designated as VAN ACCESSIBLE, per Section 11298.4.2. All such
spaces may be grouped on one level of a parking structure.
5. Show or note that the maximum slope of the parking surface at the accessible space, in any
direction, is~¼" per ft (2.083%), per Section 1129B.4.4. The maximum slope at the passenger
loading zone is to be ~2%.
6. Show or note on the plans that the accessible parking spaces are to be identified by a
reflectorized sign, permanently posted immediately adjacent to and visible from each space,
consisting of:
a) A profile view of a wheelchair with occupant in white on dark blue background.
b) The sign shall ~70 in2 in area.
c) When in the path of travel, they shall be posted ~80" from the bottom of the sign to
parking space finished grade.
d) Signs may also be centered on the wall of the interior end of the parking space ~36"
from the parking space finished grade, ground or sidewalk.
e) Spaces complying with Section 11298.4.2 shall have an additional sign "Van-Accessible"
mounted below the symbol of accessibility per Section 11298.5.
f) In addition, each accessible space is required to be marked with the international symbol
of accessibility.
7. Show, or note, that an additional sign shall also be posted in a conspicuous place at each
entrance to off street parking facilities, or immediately adjacent to and visible from each stall or
space. The sign shall be ~17" x 22" with lettering not ~1" in height. Per Section 1129B.5 required
wording is as follows·. "Unauthorized vehicles parked in designated accessible spaces not
displaying distinguishing placards or license plates issued for persons with disabilities may be
towed away at owner's expense. Towed vehicles may be reclaimed at ______ or by
telephoning ______ "
• CURB RAMPS
Clearly show on plans the curb ramp between the parking loading zone and the sidewalk.
8. Revise plans to show that curb ramps shall be constructed at each corner of a street intersection
or where a pedestrian way crosses a curb, per Section 11278.5.1.

• WALKS AND SIDEWALKS
Clearly show on plans the sidewalks on the accessible route of travel, including all
slopes. ·
9. If any proposed walks slope >1 :20 (5%) they rnust comply with ramp requirements of Section
1007, per Section 1023.3. Revise plans to show or note requirements.
• ENTRANCES AND CIRCULATION
10. Revise plans to show that all entrances, and exterior ground level exits, are accessible, per
Section 1001.9.1.
11. Show that an accessible route of travel is to be provided to all portions of the building, to
accessible building entrances and between the building and the public way, per Section
1114B.1.2. . . .
• DOORS
12. Revise plans to show a level area, or landing, per Section 1004.9.2.2a:
a) ~48" in the direction opposite the door swing (or 44" if doors don't have latches or
closers). Bathroom doors on the first floor and storage door on the first floor(in
front of the bathrooms).
• STAIRWAYS AND HANDRAILS
13. Revise plans to show that handrails are provided on each side of the stairs, per Section
1006.9.1.
-14. Show that handrails extend a ~12" beyond top nosing, and ~12"-plus-tread-width beyond the
bottom nosing, per Section 1006.9.2.2a.
15. Show or note that interior stair treads are marked at the upper approach and the lower tread of
each stair, by a strip of clearly contrasting color, per Section 1006.16.1, as follows:
a) At least 2" wide.
b) Placed parallel to and not more than 1" from the nose of the step or landing.
c) The strip shall be as slip resistant as the other treads of the stair.
16. Note that all tread surfaces comply with Section 1006.16.2.1, as follows:
a) Be slip resistant.
b) Have smooth, rounded or chamfered exposed edges.
c) Have no abrupt edges at the nosing.
d) Nosing shall not project ~1 ½" past the face of the riser above.
17. Show that handrail which project from a wall shall have a space of 1½" between the wall and the
rail. Handrails may be located in a recess (~3" deep) extending ~18" above the top of the rail,
per Section 1006.9.2.Sa.

• REQUIREMENTS FOR ELEVATORS
An elevator shall be provided to access the s.econd floor, unless equivalent facilitation
(offices) are provided on the first floor.
18. Note that elevators shall be automatic and be self leveling to automatically bring the car to the
floor landing with tolerances of±½" under normal loading and unloading conditions. The
clearance between the car platform sill and the edge of the hoistway landing is to be ~1 ¼", per
Section 3003.4.2. ·
19. Note that the clear width for elevator doors is to be ~36", per Section 3003.4.4.
20. Note that elevator doors are provided with a reopening device, which functions to stop and
reopen a car door and adjacent hoistway door in case the door is obstructed while closing, per
Section 3003.4.5.
21. Revise plans to show that the inside of th~ elevator car complies with the following, per Section
3003.4.7. The clear distances between walls, or between the walls and the door, excluding return
panels, is:
a) ~80" by 54" (at center opening doors).
b) ~68" by 54" (at side-slide opening doors).
c) The distance from walls to return panel is ~51".
22. Show that a handrail is provided on one wall of the car, preferably the rear, per Section
3003.4.12. The rails shall be smooth and the inside surface ~1 ½" clear of the walls at a height of
32"±1" from the floor.
23. Show, or note, that call operation buttons are to be ~3'6" above the floor, per Section 3003.4.14.
• SANITARY FACILITIES
24. Revise plans to show that passageways leading to sanitary facilities have required clear access
widths, per Section 111513.4. Show that all doorways have:
a) All strike edge clearance dimensions are required to be met.(i.e. 18" strike edge
distance). Clearly show it on MEN bathroom on the second floor.
25. Note that th.e doorways leading to sanitary facilities shall be identified, per Section 1115B.5, as
follows:
a) An equilateral triangle ¼" thick with edges 12" long and a vortex pointing upward at
men's rest rooms.
b) A circle ¼" thick, 12" io diameter at women's rest rooms.
c) A 12" diameter circle with a triangle superimposed on the circle and within the 12"
diameter at unisex rest rooms.
d) The required symbols shall be centered on the door at a height of 60".
e) Braille signage shall also be located on the wall adjacent to the latch outside of the
doorways leading to the sanitary facilities, per Section 1117B.5.9.

• SINGLE AC.COMMODATION FACILITIES
2~. Revise plans to show a sufficient space in the .toilet room for a wheelchair to enter the room and
close the door, per Section 1115B. 7.2. The space is required to be:
a) ;?!60" diameter.
b) AT-shaped space as shown in Figure 11 B-12(a) and (b).
c) Doors are not permitted to encroach into this space.
27. Show that the water closet is located in a space, per Section 111587 .2, which provides:
a) A minimum side clearance of either:
i) ~28" from a fixture.

31. Revise plans to show that grab bars comply with the following, per Section 11158.8:

d) The diameter, or width, of the grab bar gripping surface is ~1 ¼" but ~1 ½", or the shape
shall provide an equivalent gripping surface.
e) If mounted adjacent to a wall, the space between the wall and the grab bar shall be 1½".
f) Be designed to support 250#.
32. Revise plans to show ~40" height for:
a) The operable parts of at least 1;
i) Paper towel dispenser.
ii) Sanitary napkin dispenser.
iii) Waste paper disposal.
iv) Other similar dispensing and/or disposal fixtures.
b) The bottom edge of mirrors.
33. Revise plans to show that the toilet tissue dispensers are located ~12" from the front edge of the

In accordance with your request and authorization, GeoSoils, Inc. (GSI), is presenting this
letter summarizing our geotechnical review of the tenant improvement plans for the subject
site. The scope of _our services has included a review of the subject plans, a review of the
references in the Appendix, analysis of data, and preparation of this summary letter. Unless
specifically superceded herein, the conclusions and recommendations contained in the
referenced documents by GSI in the Appendix remain pertinent and applicable, and should
be appropriately implemented. ·
Our review of the subject plans indicates that in gener~I. the plans are in conformance with our
previous report for the site (GSI, 1995b). As indicated in that report, all footing trench
excavations should be observed by a representative of GSI prior to placing reinforcement.

DESCRIPTION
Mqdel-6q5A is our latest generation of packaged.heat pumps for
manufactured housing, residential, and light commercial appli-
cations. The model 655A design is the result of our firm com-
mitment to the development of the finest comfort systems
modem technology can offer. Our commitment is backed by our
advanced engineering, testing, and research laboratories -
and our wealth of practical experience.
Model 655A is designed in one basic cabinet size and features
a round. side-by-side duct configur.ation' on sizes 018-048. Rect-
angular duct configuratipn is provided on the 060 size only.
FEATURES
FACTORY-ASSEMBLED PACKAGI;: is a compact, fully self-
contained, heat pump unit that ,is prewired, prepip.ed, and pre-
charged for minimum installation expense.
655A units are available in a variety of standard sizes with volt-
age! options to meet residential and .Jight commercial require-
ments. Unit installs easily on a rooftop, or a ground-level pad.
The optional base rail provides an elevated base.
CONVERTIBLE DUCT CONFIGURATION on the 655A is de-,
signed for easy use in either downflow or horizontal discharge
applications. ,
HIGH,EFFICIENCY DESIGN with SEERS ($easonal Energy Ef-
ficiericy Ratios) up to 10.1 and ,HSPFs (HE!ating Seasonal Per-
formance Factors) of up to 7.0.
DURABLE, DEPENDABLE COMPRESSORS are designed for
high efficiency. Each compressor is hermetically sealed against
contamination to help promote longer life and dependable op-
eration. Vibration isolation provides quiet operation. Reciprocat-
ing or scroll compressors. are used. Compressors have internal
·high-pressure and overcurr.ent pr6te9tjon.
DIRECT-DRIVE MVLTISPEED, PSC (permanel'\t split cap.ici-
tor) BLOWER MOTOR is standard on ,all models.
DIRECT-DRIVE, PSC OUTDOOR-FAN MOTORS are designed
to help reduce energy consumption and provide for cooling op-
eration down to 40 F.
REFRIGERANT SYSTEM is designed to provide dependab:i1ty
Liquid refrigerant strainers are used to promote clean, ur.re-
stricted operation. Sizes 018 through 042 include an accumu-
lator (unnecessary on 048 and 060 sizes, which feature scroll
compressors). All units feature a proven-reliable revers,r,g
valve. Each unit leaves the factory with a full refngerant charge
Refrigerant service connections make checking operating pres-
sures easier.
CRANKCASE HEATER (sizes 018 through 042) reduces
start-up wear by keeping lubricant at an optimum temperatu:e

INDOOR AND OUTDOOR COILS are computer-designed for
optimum heat transfer and cooling efficiency. Outdoor coil ,s 'ao-
ricated of copper tube and aluminum fins and 1s located ,r.s,ce

reliable operation.
Copper fin coils are also available by spec:a! order Triese :::o!ls
are recommended in applications where alurr.1num i:ns are
likely to be damaged due to corrosion, for example, seacoas:

WEATHERIZED CABINETS are constructed of heavy-dvi;I.
phosphated, zinc-coated prepainted steel capable of withstand-
ing 500 hours in salt spray. Interior surfaces of the indoor corr.-
partment are insulated with aluminum foil faced 1nsulat1on w
help keep the conditioned air from being atfectea by the oc:tao::r
