FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department,
Fire Department or other departments. Clearance from those departments may be required
prior to the issuance of a building permit.
Code sections cited are based on the 1991 UBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 303 (c),
1991 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

1. Please make all corrections on the original tracings and submit two new sets of
prints, to:
Esgil Corporation, 9320 Chesapeake Drive, Suite #208, San Diego, CA 92123,
(619) 560-1468.
The jurisdiction's building department.
2. Each sheet of the plans must be signed by the person responsible for their
preparation. Business and Professions Code. Please sign the revised sets.
3. UBC Section 304 requires the Building Official to determine the total value of all
construction work proposed under this permit. The value shall include all finish
work, painting, roofing, electrical, plumbing, heating, air conditioning, elevator,
fire extinguishing systems and any other permanent equipment. Please provide a
signed copy of the designer's or contractor's construction cost estimate of all
work proposed.
4. Recheck the new wall and ceiling construction on A-2:
Indicate the column size and top connection in detail 4/A-2.
Indicate the ceiling joist size and spacing in detail 2/A-2 and verify the
joists are adequate for the span.
5. The tenant space and new and/or existing facilities serving the remodeled area
must be accessible to and functional for the physically disabled. See the
attached correction sheet. Title 24, Part 2.
6. Exit signs are required whenever two exits are required. Show all required exit
sign locations. Section 3314 (a).
7. Corridors must provide continuous protection to the exterior of the building.
Interruptions by an intervening room is not permitted. Foyers, lobbies or
reception rooms constructed as required for corridors are not considered
intervening rooms. Section 3305. The new south corridor extension on sheet A-
I appears it will have uses within the corridor.
8. If non-rated corridors are used per Section 3305(g), Exc. 5, provide a reference
to the corridors on the floor plan, noting:
Corridors are non-rated per Section 3305(g), Exception 5.
Smoke detectors shall be maximum 30' on center.
Power supply shall be dedicated branch circuit. Circuit disconnecting
means shall be accessible only to authorized personnel and shall be
clearly marked FIRE ALARM CIRCUIT CONTROL, with a lock-on device.

9. Section 3305(g), Exception 5, cannot be used for non-rated corridors in a fully
sprinklered office space if the occupant load in the space exceeds 100. The I
hour demising wall should continue from door 6 directly to the north end of the
building.
10. If a tenant space utilizes Section 3305(g), Exception 5, then that tenant space
shall be separated from adjacent spaces by a demising wall constructed as for a
one-hour corridor wall.
Show the demising wall extends full height to the roof plywood.
Provide 20 minute smoke and draft sealing doors with closers. The
opening near door 6 is not allowed without protection.
Provide fire dampers at all penetrations of the separation wall.
Detail the 1 hour rating behind the 100 amp panel at the new south
corridor extension.
11. New provisions in Chapter 43 of the 1991 UBC require special treatment of
penetrations at fire-resistive assemblies. Provide typical details on the plans
showing how the fire-resistive integrity will be maintained at membrane and
through penetrations (Include the manufacturers' names and ICBO numbers (or
equal) for any sealant).
12. Provide a note on the plans stating "Penetrations of fire-resistive walls, floor--
ceilings and roof-ceilings shall be protected as required in UBC Sections 4304
and 4305".
13. Walls with a height that is not over 5'9" cannot be construed to form corridors per
3305(a). See the new non-rated corridor walls.
14. Verify the new roof mounted equipment is adequately supported by the existing
roof framing.
15. Show 10" at the bottom of door 3 on A-I per Title 24.
16. Roof mounted equipment must be screened and roof penetrations should be
minimized (City Policy 80-6). Provide structural detailing and calculations for the
screening.

DISABLED ACCESS REQUIREMENTS FOR REMODELS'
(alterations, structural repairs, additions, tenant improvements and occupancy changes)
A. GENERAL
Full access compliance is required for remodels, including:
The specific area being remodeled, (i.e., the "new" work).
Existing elements in the path of travel to the remodeled area.
(a)Parking, (b)Walks, (c)Hazards, (d)Curb Ramps, (e) Ramps, (f)Elevators, (g) Stairs.
Show the complying path of travel on the site plan.
Entrance to the remodeled area.
(a)Entrance doors, (b)Exit doors.
Existing sanitary facilities serving the remodeled area.
Existing drinking fountains and telephones serving the remodeled area.
B. REMODELS VALUED LESS THAN $80.,710-
When remodels are valued at less than $80,710, the total access compliance may be limited to the
specific area being remodeled (i.e., "new" work), provided the following conditions are satisfied:
The cost to upgrade the existing elements (described in A.2, A.3, A.4 and A.5 above)
exceeds 20% of the cost of the proposed project, and
The enforcing agency determines that "an unreasonable hardship" exists (see the attached
Form HA-I, to be completed by the applicant), and
The plans must still show upgrades to the existing elements, but only to the point where the
cost to do so will equal 20% of the cost of the proposed project. In choosing which elements to upgrade, the
following priority list should be used: (a) Entrance to the building (b) Route of travel (c) Restrooms
(d) Public telephones (e) Drinking fountains (f) Other elements, such as parking, alarms, signage, etc.
C. REMODELS $80,710 AND HIGHER
When remodels are valued at $80,710 and higher, access compliance is required for the specific
area being remodeled (i.e., "new" work), and for the existing elements (described in A.2, A.3, A.4 and A.5
above). Under some circumstances, certain existing elements (such as restrooms) need only comply with
"equivalent facility" provisions in Title 24. This may be granted if the enforcing agency determines that "an
unreasonable hardship" exists.
