are from the previous check list and may not necessarily be in sequence. The
notes in bold font are current.
1. Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the
City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA
92008, (760) 602-2700. The City will route the plans to EsGil Corporation
and the Carlsbad Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil
Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123,
(858) 560-1468. Deliver all remaining sets of plans and calculations/reports
directly to the City of Carlsbad Building Department for routing to their
Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
PLUMBING AND MECHANICAL CORRECTIONS

GENERAL AND ARCHITECTURAL PME ITEMS
2. The final set of corrected drawings to be reviewed for signing and sealing
just before the permits are to be issued. Each sheet of the plans must be
signed by the person responsible for their preparation, even though there are no
structural changes, before the permits are issued. Business and Professions
Code.
4. Clearly show Building A the walls between separating the two warehouse
areas from the rest of the building areas extend from the slab floor to the
roof sheathing, with drywall on one side that is sealed to prevent smoke
passage. As per CBC, table 508.2.5 the incidental use areas for storage rooms
over 100 sq. ft. of floor area, shall be separated from the remainder of the
building by a fire barrier or if provided with an automatic fire extinguishing system
the separation must comply with CBC, Section 508.2.5: "the incidental accessory
occupancies shall be separated form the remainder of the building by
construction capable of resisting the passage of smoke. The walls shall extend
from the floor to the underside ceiling that is a component of a fire-resistance-
rated floor assembly or roof assembly above or to the underside of the floor or
roof sheathing, deck or slab above. Doors shall be self- or automatic closing

upon detection of smoke in accordance with Section 715.4.8.3. Doors shall not
have air transfer openings and shall not be undercut in excess of the clearance
permitted in accordance with NFPA 80. Walls surrounding the incidental
accessory occupancy shall not have air transfer openings unless provided with
smoke dampers in accordance with Section 711.7."

Please show the upstream sewer manhole rim and finished floor elevations.
Provide backwater valves for all fixtures installed on floor levels below the next
upstream manhole rim elevation. (Only fixtures installed on floor levels below
the next upstream manhole rim elevation may flow through a backwater valve.)

Provide calculations to show compliance with UPC Section 412.0 & Table 4-1,
(Minimum Plumbing Facilities). No drinking fountains shown?
7. Correct the water line sizing calculations on sheets P3 and P4: Provide
complete water line sizing calculations for the proposed changes in the water
lines and fixtures: Include the water pressure, pressure loss calculations, water
demands, and the developed pipe lengths. UPC 610.0 or Appendix 'A'.
A) Show the total water demands on each of the 1 inch water meters
that serve each of the of the tenant spaces. Clearly show all existing
and proposed new water demands.
B) The 2 psi water meter pressure loss is much to low for the water
demands shown, using CPC, Chart A-1.
9. Clearly detail the access to the water heater in the attic. Show the side and
location of the attic access panel and the cat walk and service platform.
Also show the drain line size route and discharge from the water heater
drain pan. Detail the requirements found in UPC 508.4 & 509.4 for attic
installation of water heaters: access opening sizing, passageway description
(available height, maximum length and minimum width, walkway material type,
platform sizing, the light and receptacle placement, and the overflow protection.
MECHANICAL (2010 CALIFORNIA MECHANICAL CODE)
11. Sheet Al does not show there the added Key Notes #9 is to be used on the
floor plan (roof access ladder note). Please detail roof access to roof
mounted HVAC equipment. CMC 904.10.3.3.
12. Plans do not show the required HVAC ducting in restrooms in both
buildings and in Building C does not show the HVAC system for the
required ventilation in the new Break Room. Provide complete mechanical
plans showing existing and proposed HVAC equipment, ducts, and access to all
equipment.

13. Show the exhaust fan sizes and locations for the revised restrooms and
show the required make-up air and ducting systems. Provide the exhaust
and make-up air design for the occupancy type listed in Table 4.4. UMC 403.7
14. Please provide separate MECH-3C forms for each of the separate tenant
improvements in separate buildings. Also, show separate calculations for
each separate HVAC unit (separate HVAC zones). Note: the ventilation
rates for the break rooms is larger than for the office spaces. Please
provide the MECH-3-C forms showing the required mechanical ventilation rates
for the new or revised conditioned spaces. Coordinate the mechanical and the
Title 24 outside air design. CMC 403.0 & Title 24 121 (b)2 & (d).
15. No response and not addressed in both buildings. Provide smoke detection
in the supply air duct of an "air-moving system" for required shut-off of equipment
for smoke control. UMC Section 609.0 An "air-moving system" is a system
designed to provide heating, cooling, or ventilation in which one or more air-
handling units are used to supply air to a common space or to draw air from a
common plenum or space. UMC Section 203.0
16. No response and not addressed in both buildings. Detail the primary and
secondary mechanical condensate waste design: Pipe sizing, routing, and
termination areas. CMC 309.0 & CPC 807.0

17. Sheet E2.1, lower left, has a circuit ("intercept with existing circuit") shown routed
from the other Suite, How is this branch circuit's overcurrent device available at
the Suite it supplies?
18. Both buildings, believe it or not, have new water supply piping, that will need the
cold water bonds verified or new connections made. Please review the plumbing
design.
19. Sheet E4.1 has feeder extensions shown to the three panelboards supplying the
suite however if the panels are existing, why the extensions? Where are the
existing and new locations for the panelboards (and) the service (MSA) location?

20. Sheet E4.2 is unusual: If I shut "MSA" off, I shut off "MSB" (and the fire alarm)?
Is this correct? Please show the locations of "MSA" and "MSB" on the floorplans.
Be sure to address the modification to the water bond to the correct equipment.
ENERGY CONSERVATION
21. Please provide separate MECH-forms for each of the separate tenant
improvements in separate buildings. I need the MECH design addressing the
new ductwork and outside air requirements (for the building with a complete
revised floorplan).

improvements in separate buildings. Please provide envelope energy design
for the proposed changes in door, windows and walls. (New Storefronts)
Showing the new wall insulation requirements and the glazing requirements for

This plan review is limited to the technical requirements contained in the International Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinances enforced by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Code sections cited are based on the 2010 CBC, which adopts the 2009 IBC.
The following items listed need clarification, modification or change. All items must be satisfied

complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad

Deliver all remaining sets of plans and calculations/reports directly to the City of

NOTE: Plans that are submitted directly to EsGil Corporation only will not be

EsGil Corporation is complete.

2. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes, before the permits are
issued. Business and Professions Code. The final set of corrected drawings to
be reviewed for signing and sealing just before the permits are to be issued.
3. Correct the statement on the Title Sheet of the plans to show compliance with
the current Codes, as of the first day of 2011. The following are the correct
current Codes:
a) The 2010 edition of the California Building Code (CBC) adopts the 2009
International Building Code (IBC) and the 2010 California Amendments.
b) The 2010 edition of the California Electrical Code (CEC) adopts the 2008
National Electrical Code (NEC) and the 2010 California Amendments.
c) The 2010 edition of the California Mechanical Code (CMC) adopts the
2009 Uniform Mechanical Code (UMC) and the 2010 California
Amendments.
d) The 2010 edition of the California Plumbing Code (CPC) adopts the 2009
Uniform Plumbing Code (UPC) and the 2010 California Amendments.
e) The 2010 edition of the California Fire Code (CFC) adopts the 2009
International Fire Code (IFC) and the 2010 California Amendments.
f) The 2008 edition of the California Energy Efficiency Standards.

4. As per CBC, table 508.2.5 the incidental use areas for storage rooms over 100
sq. ft. of floor area, shall be separated from the remainder of the building by-a
fire barrier or if provided with an automatic fire extinguishing system the
separation must comply with CBC, Section 508.2.5: "the incidental accessory
occupancies shall be separated form the remainder of the building by
construction capable of resisting the passage of smoke. The walls shall extend
from the floor to the underside ceiling that is a component of a fire-resistance-
rated floor assembly or roof assembly above or to the underside of the floor or
roof sheathing, deck or slab above. Doors shall be self- or automatic closing
upon detection of smoke in accordance with Section 715.4.8.3. Doors shall not
have air transfer openings and shall not be undercut in excess of the clearance
permitted in accordance with NFPA 80. Walls surrounding the incidental
accessory occupancy shall not have air transfer openings unless provided with
smoke dampers in accordance with Section 711.7."

water demands, and the developed pipe lengths. UPC 610.0 or Appendix 'A'.
8. Describe the method of compliance for temperature limitations for the public use
lavatories (limited to 110 degrees). Note: The water heater thermostat may not
be used for compliance with this Code section. CPC 413. Energy Standards
113(C)3.
9. Provide the following information concerning the water heater:
a) Show water heater size, type and location on plans. UPC 501.0
b) Show that water heater is adequately braced to resist seismic forces.
Provide two straps. One strap at top 1/3 of the tank and one strap at
bottom 1/3 of the tank. UPC 508.2
c) Show P & T valve on water heater and detail the drain routing to the
exterior. It may not be installed upwards from the valve. UPC 506.2/608.3
d) Detail the requirements found in UPC 508.4 & 509.4 for attic installation of
water heaters: access opening sizing, passageway description (available
height, maximum length and minimum width, walkway material type,
platform sizing, the light and receptacle placement, and the overflow
protection.

10. Show 1/4 inch per 12 inch slope on drain and waste lines. UPC Section 708.0

existing and new locations for the panelboards (and) the service (MSA) location?
20. Sheet E4.2 is unusual: If I shut "MSA" off, I shut off "MSB" (and the fire alarm)?
Is this correct? Please show the locations of "MSA" and "MSB" on the floorplans.
Be sure to address the modification to the water bond to the correct equipment.

This form is to be used by the designer and attached to the plans. Listed below is the acceptance test for Envelope Fenestrations
system. The designer is required to check the acceptance tests and list ali the fenestration products that require an acceptance test.
If all the site-built fenestration of a certain type requires a test, list the different fenestration products and the number of systems.
The NA7 Section In the Appendix of the Nonresidential Reference Appendices Manual describes the test Since this form will be
part of the plans, completion of this section will allow the responsible party to budget for the scope of work appropriately.
Enforcement Agency:
Systems Acceptance. Before Occupancy Permit is granted for a newly constructed building or space or when ever new fenestration
is installed in the building or space shall be certified as meeting the Acceptance Requirements.
The ENV-2A form is not considered a complete form and Is not to be accepted by the enforcement agency unless the boxes are
checked and/or filled and signed. In addition, a Certificate of Acceptance forms shall be submitted to theenforcement agency that
certifies plans, specifications, instaiiation certificates, and operating and maintenance information meet the requirements of
Sec. 10-103(b) of Title 24 Part 6. The field inspector must receive the properly filled out and signed forms before the building can
receive final occupancy. A copy of the ENV-2A for each different fenestration product line must be provided to the owner of the
building for their records.
