18.04.030 Section 105.5 amended -Expiration:
Every permit issued by the Building Official under the provisions of this code shall expire by
limitation and beoome null and void if the building or work authorized by such permit is not
commenced within 180 calendar days from the date of such permit, or if the building or work
authorized by such permit is stopped at any lime alter lhe worl< is commenced for a period of 180
calendar days, or if the building or work authorized by such permit exceeds three calendar years
from !he issuance date of the permit. Work shall be presumed ID have commenced if the permittee
has obtained a required inspection approval of work authorized by the permit by the Building
Official within 180 calendar days of the date of permit issuance. Work shall be presumed ID be
slopped if the permittee has not obtained a required inspection approval of work by the Building
Official within each 180 day period upon the initial commencement of work authorized by sucti
permit.
Before sucti work can be recommenced, a new permit shall be obtained ID do so, and the me
therefore shall be one half the amount required for a new permit for such work, and provided that
no changes have been made or will be made in the original plans and spe<ificalions fur sudl work,
and provided further that such suspension or abandonment has not exceeded one year. In order ID
renew action on a permit after expiration, the permittee shall pay a new permit fee.
Any permittee holding an unexpired permit may apply for an extension of lime within whim work
may commence under that permit when the permittee is unable to commence work within the time
period required by this section for good and satisraclDry reasons.

Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one
of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-
2700. The City will route the plans to EsGil and the Carlsbad Planning, Engineering and
Fire Departments.
2. Bring I'1YQ corrected set of plans and calculations/reports to EsGil, 9320 Chesapeake
Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of
plans and calculations/reports directly to the City of Carlsbad Building Department for
routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the City
Planning, Engineering and Fire Departments until review by EsGil is complete.
PLANS
1. Provide a Building Code Data Legend on the Title Sheet. Include the following
code information for each building proposed:
♦ Occupancy Classification(s) for the F and S occupancies. Are these FIS 1 or
2?
♦ For Mixed Occupancy Buildings, state whether the "nonseparated" or
"separated" option was chosen from Sections 508.3/508.4.
♦ Description of Use within this space. Are there going to be any stored or used
hazardous materials?
♦ Provide an occupant load summary table showing proposed occupant loads
for each area and floor level within the building.
♦ Provide a minimum plumbing facilities calculation to justify the number of
facilities proposed. This new space will require facilities for both genders,
water fountains, service sink and showers for the F occupancy. Please show
all on the plans.
2. Please update the following sheets / notes:

• ACCESSIBILITY FOR REMODELS, ADDITIONS, AND REPAIRS
The following disabled access items are taken from the 2016 edition of California Building
Code. Per Section 1.9.1.2, all privately funded public accommodations and commercial
facilities shall be accessible to persons with disabilities.
Where existing elements or spaces are altered, each altered element or space shall
comply with applicable requirements of Division 2, including CBC section 11 B-202.4. CBC
section 11 B-202.4 states that when alterations or additions are made to existing buildings,

an accessible path of travel to the specific area of alteration shall be provided. See
exceptions to 11 B-202.4.
Detail on the plans the following elements of the existing path of travel that are required
to comply with the 2016 accessibility standards:
3. Existing primary entrance to the building or facility, including:
a) The existing accessible entrance door hardware, door width, and
maneuvering clearances on either side of the door in compliance with CBC
11B-206.4.
Proposed toilet and bathing facilities that serve the remodeled area shall be shown to
comply with the following accessibility features for multi accommodation facilities:
4. Show that the accessible rest room is to be provided with a 60" minimum diameter
clear space measured from the floor to a height of 27 inches. Section 11 B-304.3.
NOTE: Doors (other than the door to the accessible toilet compartment) in any
position may encroach into this space by not more than 12 inches, per Section
11 B-603.2.3.
5. Doors shall not swing into the clear floor space required for any fixture within the
toilet facility. Section 11 B-603.2.3.
6. Show that at least one water closet fixture, located in a compartment, shall provide
the following, per Section 11 B-604:
a) The compartment shall be a minimum of 60" wide. Also, there shall be
provided a clearance of at least 59" in front of the water closet for floor-
mounted water closets (56" for wall-mounted water closets).
b) One side of the water closet shall provide 17" -18" from the centerline of
the water closet to the adjacent compartment wall.
c) For water closet compartments having side-opening doors, compliance with
the following figure must be shown on the plans. The door shall be in the
partition farthest from the water closet and shall be 4" maximum from the
front partition.

• EXITING / EGRESS
11. Please provide an exit analysis plan (may be 8 ½" x 11" or any convenient size).
Show in this analysis the occupant load of each area, the general exit flow
patterns (using arrows), accumulated occupant loads and required exit widths.
Section 107.2.3.
a) Please show that the interior exit access stair widths are adequate to
support their anticipated capacities.
12. Please show, on the first and second floor lighting plans, the location of existing
emergency power for illumination within the corridors and interior exit access
stairways, and electrical room.
• MECHANICAL
13. Show on the plans how the installation of new mechanical equipment on the roof
will meet the seismic design requirements of ASCE 13.2.1 general design, 13.4
anchorage, and applicable section of 13.6 unless exempted by 13.1.4.
14. Show on the plans that the existing structural framing is sufficient to support the
weight of the new RTU being installed. Show operational weight of all units on
sheet M2. CMC 303.8.
15. A GFCI protected receptacle outlet is required within 25 feet and on the same
level as the mechanical equipment (heating, air-conditioning, and refrigeration
equipment). Please include on the plans. NEC 210.63.
• PLUMBING
16. Show on sheet P1 .1 hot water heater note that the temperature will be limited to
110 degrees. CEC 110.3(c)3.
17. Please show on the plumbing plan that the drainage piping is vented by means
of one or more vent pipes with an aggregate cross-sectional area that is not less
than that of the sewer pipe. CPC 904.1.

18. Show on the domestic water plan sheet P1 .1 the means of providing trap seal
protection for the floor drains in the restroom. CPC 1007.1.
19. Please show that the potable water supply to beverage dispensers, carbonated
beverage dispensers, or coffee machines are protected by a legal airgap or a
vented back flow preventer. The relief valve shall drain indirectly into the sewer
with a legal airgap. CPC 603.5.12.
20. Please show that the water supply to the urinal is protected by an approved-type
vacuum breaker or other approved backflow prevention device. CPC 603 .5.
• EQUIPMENT
21. Please provide the UL listing and manufacturer's installation information for all
new equipment to be installed. Show all electrical requirements, plumbing
requirements, exhaust or mechanical requirements, operational weight,
anchorage and seismic restraints if required etc. Section 107.2.
