commencement of work authorized by such permit.

At your request Environmental Risk Management International, Inc. (ERMI) has been instructed
to prepare a formal revision the October 2016 Hazardous Materials Technical Opinion Report
(TOR) and hazardous materials inventory evaluation for the tenant improvements proposed for
your new manufacturing facility. This Hazardous Material Technical Opinion reflects the changes
made in the proposed ventilation to the manufacturing space, specifically to those areas that will
use flammable solvents. The proposed changes will increase the amount of ventilation in the
paint mixing area of Room 100, Screen Room located in Room 119 and the Club Shop located in
Room 103. There are no increases in the quantities of hazardous materials used or the locations
of their use.
This document will be submitted along with the proposed building plans to the City of Carlsbad
for plan-check review. ERMI has categorized your operations and the various materials and
finished products used and manufactured at your new facility with respect to their fire safety and
toxic release safety as required by the California Fire Code, California Building Code, and
California Mechanical Code in the State of California. The specific codes that were used to
evaluate the operations of this facility are as follows:

Following is a technical opinion report based on the proposed usages of hazardous materials at
the new Aldila Golf facility. The requirement for preparation of this technical opinion report is
-', allowed by the Building Code Planning Official to determine if the stringent requirements of the
CBC and CFC for handling of hazardous materials are met.
The building as a whole will be an F-i (moderate hazard factory) occupancy with a B (business)
occupancy office area. The Aldila Golf facility will have approximately 24,512 ft2 of floor space
overall. The manufacturing operations (F-i area) occupy approximately 14,053 ft2 of floor space
on the ground level. The B-type office area occupies approximately 5,082 ft2 downstairs and
approximately 5,377 ft2 upstairs. The facility is fully equipped with a fire suppression sprinkler
system. There are no hazardous materials used in theB Occupancy areas
Figure 1 and presents the general layout of the ground floor for the Aldila Golf facility and the
identification of the specific locations where hazardous materials are used or stored. The majority
of the operations in this manufacturing area do not use hazardous materials. The manufacturing

:- of the graphite shafts uses a toughened Pre-Preg graphite fabric. The fabric is cut, rolled onto
steel mandrels, wrapped in plastic and cured in ovens. The cured shafts are cut and sanded
using water controlled devices so there is no dust generated The steel mandrels ad cleaned with
water and coated with a non-hazardous water based emulsion. The primary use of hazardous
materials is centered on the finishing of the shafts. The painting line accounts for the majority of
. the hazardous materials followed by the graphic applications. The individual areas identified that
either store or use hazardous materials or conduct manufacturing operations are as follows:

" Table .1 summarizes the total quantities of hazardous materials associated with the specific areas
listed above. Table 2 presents a summary of the materials specified in Table 1 in order to *
demonstrate that the exempt quantities specified in the CFC and CBC have not been exceed, •
which would require H-type occupancy. Based on the summary of hazardous materials
-: ,- presented in Table 2, ERMI has determined that the hazardous materials to be used and stored •
at the new Aldila Golf facility will be below the exempt quantities specified in the CBC Table
307.1(1) for open use or storage for physical hazards and CBC Table 307.1(2) for health hazards. ..

- the estimated vapor concentrations in the exhaust ducts for the various areas to demonstrate •
that the ducts will have a vapor concentration of less than 10% of the Lower Explosive Level
(LEL) of the materials that are being used at the Aldila facility. A brief description of the areas

The materials that are to be used in the Paint Dip Application Paint Spray Application and Curing

. .. Oven are specified in Table 1. All paint materials will be prepared and mixed on the designated -:
,table located against the wall above the janitor's closet. The mixing table is equipped with a
mechanical ventilation plenum located at tabletop level, and one located at near floor level. The
flow rate for the mixing table ventilation is 300 CFM, and the 300 CFM for the floor level vent.
Both ventilation locations will operate at all times when employees are present. The ventilation -
system will provide the paint mixing area with 3.95-CFM/square foot of mechanical ventilation.
-. k The calculated worst case scenario for solvent and paint loading would generate approximately . . 47.7 ppm, which is considerably lower than 10% of the LEL (880-ppm) for the most flammable •

: Paint Dip Application
;The'mterials that are to be used in the Paint Application and Curing device are specified in
ji ,Table 1. The paining operations are conducted within the confines of the Paint Dip Coating
Device. Paint Dip Coating Device measures approximately 15'-6" wide x 11 '-6" deep with 8' high
ceilings. The paint will be applied to the golf shafts by dipping/squeegee operations within the
confines of the dip coating application device. This area is equipped with active ventilation that
pulls the air from this room which is open from the floor to the ceiling on both sides of the device.
The Paint Application Area occupies 179-square feet of floor space (11 '-6" by 15-6"), with a total
air volume of 1435-cubic feet. The proposed air handling system for the entire device has a 2000-
cfm capacity, which will provide over 11-CFM/square foot of mechanical ventilation The 2 000-
cfm of ventilation is more than 1.4 air changes per minute (83.6 changes per hour). The exhaust
- . duct, which will convey the 2,000-cfm of air to the rooftop, will be constructed of spiral galvanized
steel. The exhaust duct will terminate at the rooftop directly above the device, and will rise
approximately 3' above the rooftop. The fan will be a non-sparking design. The nearest HVAC
device is located more than 30' from the exhaust stack. The exhaust duct will not pass through
another workspace area. The maximum concentration of flammable vapors will be less than 63-
p pm, considerably lower than 10% of the LEL (880-PPM) for the most flammable material
specified in the material list specified in the TOR. The ventilation system will operate whenever
painting is in operation. A summary of the LEL calculation is included as an attachment to this • -
• document.
Paint Spray Booth
Paasche EBF-6-E1, 6' Bench Spray Booth with working dimensions of 6'4"W x 2'6D x 2'H. The
spray booth is equipped with a ventilation system that supplies the paint booth with 2,500-CFM
.of air. This flow rate will provide the spray booth with a face velocity of 208-feet per minute,
which is significantly greater than the 100-feet per minute OSHA mandate.
The materials that are to be used in the spray booth are specified in Table 1. All materials listed
will be stored in an approved flammable storage cabinet when not in use. The materials will be
,mixed within the confines of the Paint Dip Coating Device. The mixing vessels will be closed
- ' covered design to minimize the loss of any volatile organic compounds during the mixing
procedures. All flammable waste material generated in this area will be placed in an approved
fire safety trashcan with a foot activated opening device.
The exhaust duct, which will convey the 2500-cfm of air, will be constructed of spiral-galvanized
steel. The common exhaust duct will terminate at the rooftop directly above the device, and will
rise approximately 3' above the rooftop. The nearest HVAC device is located more than 30' from
• the exhaust stack. The exhaust duct will not pass through workspace area. 37.5-ppm, The
maximum concentration of flammable vapors will be less than 51-ppm, which is considerably
lower than 10% of the LEL (880-PPM) for the most flammable material specified in the material
list specified in the TOR. The ventilation system will operate whenever paint spraying is in
operation. A summary of the LEL calculation is included as an attachment to this document. •
Silk Screen Application Area
The materials that are to be used in the Silk Screen ADDlication Area are soecified in Table 1. All
materials listed will be stored in an approved flammable storage cabinet. The silk-screened r

products will be allowed to flash off for at least 2-hours prior to being cured in the drying oven.

- The silk- screen area is equipped with an area ventilation system, which is located against the
- wall in froht of the two stations. The register is to be located at floor level with no obstruction
placid in front of it. The register will convey approximately 300-cfm of air from the general area.
The ventilation system will operate at all time when employees are present. The ventilation
'. system will provide the work area for the silk screening operation with 1.25-CFM/square foot of
mechanical ventilation. The exhaust duct will terminate at the rooftop and will rise approximately
3' above the rooftop. The fan will be a non-sparking design. The nearest HVAC device is located
-more than 30' from the exhaust stack. The exhaust duct will not pass through another workspace
area. The maximum concentration of flammable vapors will be less than 21 ppm, considerably
iover than 10% of the LEL (1100-PPM) for the most flammable material specified in the material
list specified in the TOR. A summary of the LEL calculation is included as an attachment to this
document.
Paint-Graphics Curing Oven
I ne painted/graphics applied sriarts are placed on a cart where they are allowed to flash dry.
Once sufficient flashing has occurred the shafts are transported to the Ovens Room (Room 105)
- and placed in the Binks Model BWB-56E Electric Curing Oven. The exhaust duct, which will
- convey the 1 50-cfm of air from the oven to the rooftop, will be constructed of spiral galvanized
steel. The exhaust duct will terminate at the rooftop directly above the device, and will rise
.' approximately 3' above the rooftop. The fan will be a non-sparking design. The nearest HVAC
- 'device is located more than 30' from the exhaust stack. The exhaust duct will not pass through

• • another workspace area. The maximum concentration of flammable vapors will be less than 122-
ppm, considerably lower than 10% of the LEL (880-PPM) for the most flammable material
' specified in the material list specified in the TOR. The ventilation system will operate whenever
the curing oven is in operation. The golf shafts that have been silk-screened are then dried in the
Paint Curing Oven. The oven is used to drive off volatile organic compounds from the silk
- screening operations. The emissions from the curing oven while treated the silk screened parts
will be a fraction of the amount generated by the painting line.
Club Shop
'- Finished golf clubs are assembled in the club room (Room 103). The chemicals used in this
operation are identified in Table 1. Golf shafts ate fitted with the appropriate head using a two-
part epoxy adhesive. The shafts are then fitted with a rubber grip. The grips are installed with
'•' the aid of West Penetone TPC solution. The TPC solution allows the grip to easily slid over the
énd of the shaft. The TPC solution is a Combustible H liquid. The excess material is wiped off
- with a cloth or paper towels. Acetone is used to wipe down the finished club. The application area
- - is provided with 300 CFM of mechanical ventilation. The ventilation system will provide the work
area for the Club Shop with 1 .45-CFM/square foot of mechanical ventilation. The maximum
concentration of flammable vapors will be less than 45.7-ppm, considerably lower than 10% of
the LEL (700-PPM) for the most flammable material specified in the material list specified in the
TOR. The ventilation system will operate at all times the facility is in use. A summary of the LEL
calculation is included as an attachment to this document.

Screen Room
The screens used to apply the graphics to the painted shafts are made in the Screen Room (Room
119). The materials used in this area are specified in Table 1. The Screen Room is equipped
:- with mechanical ventilation that will supply the room with 500-CFM of exhausted air which will
' - provide the room with 3.7-CFM/square feet of mechanical ventilation. The Screen Room is 135-
square The MacDermid Plus 7000 solution is an emulsifier that is applied to the screen and
cured with a UV-light. The cured material is then removed with the other chemicals. The corrosive
. Chemical Consultants Inc. H/C-100 material is diluted 1-ounce to a gallon of water before it is
- ,.applied to the screen. The rest of the solutions are all water soluble solutions. The diluted
chemicals are rinsed off into the sink, which is sent to the sanitary sewer system. Encinas Water
1 District will be notified of this industrial discharge and Aldila will comply with their discharge
criteria's.
Upon review of the materials and their intended use, the proposed quantities of flammable,
combustible, and hazardous materials used and stored at this facility are below the exempt
quantities allowable for this building. The intended use of these materials complies with the CBC,
and CFC. Aldila Golf has notified the San Diego County Department of Health Services,
Hazardous Materials Division Aldila Golf will prepare a new HMBP for this facility, which will be
submitted to the CERs Web Site prior to taking occupancy of the new facility. Aldila Golf currently
has Submitted an application for a Permit to Operate (PTO's) from the San Diego Air Pollution
-Control District (SDAPCD) for this facility. Aldila Golf will ensure that the PTO will be in place
with the SDAPCD prior to commencing any manufacturing operations.
